NCSEP Alternative Provision Registration and Support Packages 2015 - 2016

Bronze Package – Free

• •NCSEP registration • •Personal Page in online Directory of AP for Schools and Academies

• •Annual Verification Visit including Safeguarding/H&S Compliance Checks

• •3 hosted AP networking and development sessions per year

• •Development Visit, following Annual Verification visit, to offer support/ guidance including informal lesson observation

• •3 additional AP network sessions to provide training and good practice development

• •Pre QA visit support focused on preparation and/or post QA support package (up to 6hrs)

• •Access to online resources through the AP website

• •Bespoke pre QA Visit support focused on preparation and post QA development support package relevant to areas of development (up to 12hr support block)

• •Free invitation to any additional relevant partnership training

• Annual registration form completed by provider• Registration used to update alternative provision website• Compliance Process – safeguarding, health and safety and

risk assessments:• Compliance visit by NCSEP staff to check documentation and

supporting evidence• Collection of key documentation (insurance and safeguarding

policy)• Optional additional support including joint lesson observations to

aid development• Compliance report sent to provider and uploaded to alternative

provision website

• Checklist for a smooth compliance visit:

• Go through the NCSEP compliance form before the visit and check that risk assessments, policies and procedures are to hand

• Insurance certificate• Fire risk assessment and risk assessments for the Provision• Fire drill records• Fire equipment test records• Accident book• SCR up to date• Staff safeguarding certificates to hand• Evidence that staff have read policies and procedures

Quality Assurance

• Annual quality assurance evaluation • Each provider will be given 48 hour notice to expect the QA Evaluation

visit• Joint QA process with input of AP staff encouraged which includes co-

evaluations• Visit led by a member of NCSEP (who will write up report) and

supported by additional staff from schools/partners• Based on Ofsted framework of school inspection – look at later• Short QA visit report to identify strengths and areas of development for

each provision • No limiting judgements – a QA snapshot of a particular day• Quality assurance evaluation scores uploaded in report to alternative

provision website and averaged to provide overall QA grade for visit

Support / Development

• NCSEP Alternative Provision Co-ordinator, Jodi Stead, as named contact for all providers for support and advice

• Minimum of 3 Alternative Provision Network Meetings hosted by AP Co-ordinator to provide networking, sharing good practice, information sharing and CPD

• Silver/Gold Package have a further 3 AP Network Meetings with bespoke support packages from 6-12 hours

• Development of Social Media Networking Forum: https://www.facebook.com/groups/ncsep/

• Pedagogical training provided by Nottingham Schools and Academies

If a student requires Alternative Provision schools consult the database of registered, quality assured alternative educational providers to create the appropriate bespoke curriculum

Fully complete the Standard Partnership referral form found under the schools tab:

Checked for accuracy and completeness then forwarded to AP

AP makes contact with school and arranges start of AP and data collection schedule

NCSEP use copy of AP referral to setup student on CLM to allow school to:

track attendancetrack achievement (data collection)have ongoing progress communication with provider

Copy of form retained for update if new AP provision required in future

Daily CLM update by AP accessible by commissioning school – NCSEP support available in management of CLM information

School retains the responsibility for students placed on AP and are encouraged to make additional informal visits to providers throughout the year

THE OFSTED FRAMEWORK SEPTEMBER 2015• What are the changes?• What do they mean for my Provision?

• The Judgements: Grade 1 Outstanding / Grade 2 Good / • Grade 3 Requires Improvement / Grade 4 Inadequate

• There is still a judgement for Overall Effectiveness where, “Inspectors will use all the available evidence to evaluate what it is like to be a learner in the provision.”

These areas are also graded using the four point scale

• Effectiveness of leadership and management – used to be leadership and management

Effectiveness of Leadership and Management: Impact over Time

• To what extent do leaders:

• Demonstrate an ambitious vision, have high expectations for what learners can achieve and ensure high standards of provision and care

• Improve all aspects of staff practice through rigorous performance management and professional development

• Evaluate the outcomes of the provision through robust self-assessment

• Provide a curriculum with breadth, depth and relevance

• Ensure learners are well prepared for the next stage of their education, training or employment

• Actively promote equality and diversity and narrow any gaps in achievement between different groups of learners

• Actively promote British values

• Make sure that safeguarding arrangements meet all statutory requirements and prevent radicalisation and extremism

Outcomes for children and learners:Current data

• Evaluating the extent to which learners:

• Progress well from different starting points and achieve or exceed standards expected for their age

• Attain relevant qualifications so that they can and do progress to the next stage in their education

How frequently will Ofsted inspect?• All schools that are not Outstanding/Good will be subject to an Ofsted Section 5 (two day) inspection within 5 years

• Schools that have been in the Requires Improvement category will be inspected within 3 years

• Schools judged to be Good will have a Section 8 (monitoring inspection) every 3 years to ensure the judgement is upheld.

• Schools judged to be Outstanding will have a Section 8 inspection every 5 years to ensure the judgement is upheld.

• Alternative Provision is not exempt.

General Guidelines• School websites will be checked for statutory information e.g. pupil premium information, curriculum policy

• Notification between 12pm-2.30pm the day before inspection

• Staff questionnaire for all staff to complete

Main changes• The link between the teaching judgement and the outcome judgement has now been broken.

• Previously the teaching judgement informed the achievement judgement

• Now, the criteria for teaching, learning and assessment is only about what teachers do and how well they do it so there is more emphasis on current progress seen during the inspection

• More emphasis on the progress of all year groups and the progress they make in a wider range of subjects

• It is up to individual schools to determine what good progress is in their curriculum and assessment policies

• A lot more emphasis on work scrutinies, teacher assessment and progress across all year groups

Main changes….• Good judgements will:• Have good attendance above 93.4%• Comprehensive records showing a decrease in poor behaviour

• Safeguarding checklist to show compliance with latest regulations

• Records of staff reading statutory publications

• The quality of the teaching will not be graded but the progress seen in the lesson will be.

• Inspectors will inspect what has happened and not what you are planning on doing next.
