    Three West Java Metropolitans Move On

    BANDUNG - West Java Provincial Government has insi sted on establ is hing action pla ns for the development of three

    metropoli tan areas , even though the Presi dent has yet to sign Presidential Regula tion (Perpres) on Bandung Basin.

    External Advisor of West Java Province Metropolitan Development Management (MDM) of West Java Regional

    Development Planning Agency (Bappeda), Johnny Patta, said that the action plans for the development of the threemetropolitan areas, namely Bodebekarpur (Bogor, Depok, Bekasi, Karawang, Purwakarta) Metropolitan, Bandung

    Raya Metropolitan a nd Cirebon Raya Metropoli tan, is just wai ting for endorsement via loca l regulations.

    "We hope that by the end of 2012, the regional regulation will have been enacted. In order for the action plans to

    start shortly, he said during the FGD (Focus Group Discussion) of West Java Bappeda in Bandung, West Java, on

    Tuesday (28 August).

    Johnny said that the central government has objected to West Javas plan to immediately make local regulations for

    the concept of three metropolitan regions. "Just wait for the Perpres on Bandung Basin. The draft Perpres has been

    prepared for seven years, to this da y it has yet to be si gned. It is outrageous, how long would i t take? he sai d.

    According to hi m, the draft Perpres is no l onger feasi ble to accommodate the development of Bandung Raya, whosepopulation in 2010 al ready reached 5.8 mill ion, while the Perpres stil l s tates i t as 3.8 mill ion.

    Johnny said the insistent attitude is justified because the already high population growth should be accommodated

    by the new regional development concept. "The local regulations will continue to be in process, if the Perpres

    becomes a vail able and that is contradictory, we wil l simply revise the local regulations," he said.

    After the local regulations are passed, he added, for the Metropolitan region of Bandung Raya, for example, the

    province will take the initiative to acquire the lands that are spread throughout the metropolitan region, each for

    five hectares. "The function is to serve as ini tial regional planning activity for Bandung Raya Metropolitan region,"

    he said.

    The five-hectare lands are used in the first instance for the relocation of residents whose areas will be re-developed.

    "Once developed, residents return to their ori ginal pla ce after development," he explained.

    According to Johnny, the metropolitan concept represents a breakthrough of West Java in anticipating the rapid

    growth of the population and economic development in the three metropoli tan regions. "Issui ng this concept carries

    many risks, because sometimes the centre [central government] does not like them; they want to run the regions

    usi ng concepts from the centre," he sa id.

    This concept, he sai d, is not intended to be in confli ct with that of the central government, who als o has the concept

    of National Activity Centre (PKN) in West Java. "The existing conditions are no longer feasible. Take a look at Bekasi;

    its development has been hampered because it has continued to [support] Jakarta. Tanjung Priok sees traffic jams

    that las t for hours , whereas in fact we would l ike to buil d Cilamaya, he explained. Wes t Javas development hasalways been asked to make Jakarta a priority.

    Meanwhile, Director of Urban Affairs of the Ministry of Public Works, Joessair Lubis, said that he was a bit

    surprised and he only just learned that West Java already has a concept of three metropolitan regions. "Cirebon

    Raya in the national spatial planning is not even recognised. But we make Cirebon a PKN, he said.

    He sa id he ha s questioned the development concept because the Minis try of Publi c Works , for example, already has

    a regional development pla n for Jabodebekpuncur (Jakarta, Bogor, Depok, Bekasi , Puncak, Cianjur) region.

    "Wil l the Bodebekarpur be developed separately [from Jakarta]? What wil l Bodebekarpur development be li ke if it is

    separated from Jakarta and Tangerang? he said.

    He sa id that what is urgent now is for West Java to encourage regencies/ cities that have not passed their respectivelocal RTRW [Regional Spatial Layout Plan] regulations; namely five regencies and three cities. "We need to finish

    RTRWs that have not been passed, and, of course, take follow-up actions on al ready passed RTRWs."

    The Bodebekarpur Metropolitan Concept is planned to be developed as an independent metropolitan based on

    manufacturing, trade and services.

    Meanwhile, Bandung Raya will be a modern metropolis resting on the dominant sectors of creative industries,

    urban touris m, and development of s cience and technology. And Cirebon Raya wil l be based on tourism, his tory and
