Three Days Training Programme on “Mahatma Gandhi NREGA with special reference to Natural
Resource Management” for Balasor, Bhadrak, Ganjam, Jajpur, Jagatsinghpur, Keonjhar, Mayurbhanj &
Puri districts was organized at Saraladevi Conference hall, SIRD & PR during 28th to 30th
January,2019. There are 38 no participants such as Sarpanches, APOs, & GRSs of above districts
being nominated by the district administration to attend the Training Programme. The programme was
organized to make the participant more familiarize all parameters of transparency, timeliness, asset
generation, income augmentation through sustainable livelihoods under Mahatma Gandhi NREGS with
special effect to – Natural Resource Management.
The objective of the training programme is mentioned below:
To orient the participants for Natural Resource Management and livelihoods generation
perspective under NREGS at GP level.
To sensitize the NRM work to Participant such as :
Ground Water recharge related works.
Land related for sustainable livelihood support works and effective of Farm Pond.
Soil and water conservation related work
special effect to irrigation related work.
NREGA & MIS
Preparation of Planning & Labour Budget.
Social Audit, Good Governance

INAUGURAL SESSION
The training programme commenced
with registration of Participants followed
by the Inaugural session. The
participants were welcomed by Braja
Kishor Panda, Course-Coordinator and
He explained about the objective of the
Programme. The programme was
formally inaugurated by Smt Amita
Patra , Asst Director, SIRD& PR and
in the inaugural address she explained
about the necessity and importance of
NREGS with effect to NRM at GP level.
After the inaugural session was over the technical session started.
OVERVIEW OF MAHATMA GANDHI NREGA WITH EFFECT TO NRM:
The session was taken up by Shri S.
K. Mishra, Assistant Director of SIRD
& PR who elaborated on Overview of
Mahatma Gandhi NREGA with effect
to NRM. He touched upon the
following topics during the course of
his presentation.
Enhancement of livelihood
security in rural areas by
providing at least 100 days of
guaranteed wage employment in a financial year to every household whose adult members
volunteer to do unskilled manual work.
Creation of durable assets in rural areas.
Prevention of rural-urban migration of labourers.
Strengthening social security and economic condition of the rural poor
NRM effect to Ground Water recharge related works:
Shri Pramod Kumar Sahoo, Joint Director (Retd.), Soil Conservation Dept. took the session who
explained about Integrated natural resource management (INRM) which is a way to ensure that the uses

sustainable. and highlighted the important
provisions of the following topics
Empower relevant stakeholders
Resolve conflicting interests of
stakeholders
Foster adaptive management capacity
Focus on key causal elements
Integrate levels of analysis

Make use of a wide range of available technologies
LABOUR BUDGET IN EFFECT TO NRM & INTEGRATION WITH GPDP.

took the session who explained about

65 % of expenditure under MGNREGS is on NRM under Mission Water Conservation (MWC) of the State

He also said that the Gram Sabha identifies, prioritises and recommends the works that are permissible
under MGNREGA.

Convergence of NRM under Mahatma Gandhi NREGA with GPDP
Dr Parikshit Sahoo, Faculty SIRD & PR. took the session who explained about provisions by focusing to
scope for convergence while prepare a Development Plan and maintain a shelf of works to meet the
employment demand. Also elaborated t on the following components of GPDP:
Planning Strategy & mapping of Asset at GP level
Implementation Stage-Asset Creation
Technical Guidance
Resource Sharing
After creation of asset –O & M
Livelihood Planning for each household
Scope for livelihood supporting assets under mgnregs & other flagship schemes
Benefits expected in terms of employment generated and physical improvements. (Water
conservation and Land productivity).
The number of works in the shelf of projects should be much more than the estimated demand.
TRANSPARENCY & ACCOUNTABILITY
The Session was taken up by Shri Binay Kumar Das, Director OSSAAT, who made his
presentation on” transparency and accountability measures.” He elaborated the social audit provisions in
different schemes and Act thereof with special reference to MGNREGS Act. He also explained how Govt.
is emphasizing to conduct SA of various schemes to ensure transparency.
During the session interactive discussions were also made with the following topics.
Following areas were covered during the technical session of Social Audit Processes.
Responsibility of functionaries in the conduct of social audit.
Transparency and Pro-active disclosure.
Citizen Charter.
RTI and transparency measures
Grievance Redressal and Ombudsman.

session who explained about roadmap
was to optimize public investments for
creating durable and productive assets
and securing livelihood of rural
households through convergence of
NREGA works with the resources of
other programmes/schemes available
with Gram Panchayt. He elaborated in
detailed upon the modalities for GPDP
like:
Environment Building and situational analysis through focus group discussion, gap assessment
& consultations
Gram sabha visioning process
Gram panchayat planning unit
Identifying resource envelope both financial, Human & other resource available at GP
Livelihood planning for each household
Scope for livelihood supporting assets under mgnregs & other flagship schemes
Possible schemes of convergence with various schemes at gp level
System support & capacity building
Monitoring & supervision
Major role of panchayat for planning , implementation, monitoring & evolution
Provision for technical input from line department officials and technical experts during the work
execution for improving the quality of assets created / proposed or for capacity building for using
assets for livelihood under MGNREGA.
Gap filling, pooling funds of MGNREGA and other schemes and deploying pooled funds for
creation of an asset. Combination of two or more of the above modes.
Mahatma Gandhi NREGA and Entitlements:
The session was taken up by Dr. Girish Prasad Swain , Faculty SIRD & PR. He explained about
outset highlighted that evolving the design of the wage employment programmes to more effectively fight
poverty; the Central Government formulated the National Rural Employment Guarantee Act (MGNREGA)
in 2005. With its legal framework and rights-based approach, MGNREGA provides employment to those
who demand it and is a paradigm shift from earlier programmes. In examining the rights-based framework
of Mahatma Gandhi NREGA, the following questions were analysed

a. What rights are being recognised?
b. What are the processes for realising them? How can these be feasible?
c. What obligations are created by such processes upon the State and the citizen?
d. What are the challenges to the administrative systems in implementing programmes ?
f. Is it possible for different sets of rights to be guaranteed in isolation from each other?
Also the following rights were discussed during the session
1. Application for registration
2. Obtaining a Job Card (JC)
3. Application for work and to obtain a dated receipt for the application made
4. Choice of time and duration of the work applied for
5. Getting work within fifteen days of application or from the date when work is sought in the case of an
advance application, whichever is later
6. Facilities of crèche, drinking water, first aid etc., on the worksite.
7. Right to get compensation in case of employment provided beyond 5 km of radius
8. Right to check their Muster Rolls (MRs) and to get all the information regarding their employment
entered in their JCs.
9. Right to get unemployment allowance; in case employment is not provided within fifteen days of
submitting the application or from the date when work is sought in the case of an advance
application, whichever is later.

accelerating growth in agriculture and allied
sectors but to start with the efforts at
convergence with NREGA could focus on

the Development of Inland Fisheries and Aquaculture, Development of Brackish Water Aquaculture, Cold
Water Fisheries and Aquaculture, Development of Waterlogged areas, Productive Utilisation of Inland
Saline/Alkaline Water for Aquaculture, Inland Capture Fisheries (Reservoirs/Rivers) and the Fodder And
Feed Development Scheme. Fisheries as a livelihood activity for the poor have immense scope. Many
small reservoirs, tanks, water harvesting ponds created under MGNREGA are ideally suited for fish
production. There is scope for enhancing the fish production by 3 to 5 times from the current productivity
levels. Adopting culture based fisheries with advanced fingerlings (100 mm and above) at stocking rates
of 500-1000 fingerlings per ha can substantially increase productivity in the water spread area in small
reservoirs, estimated at 1.2 million ha in the country.

This session was taken up by Shri B K Panda & Ambuj Bisoi. The participants were divided in to five
groups and asked to deliberate upon:
1. Mahatma Gandhi NREGA – Its Convergence with RD and other Programmes
2. Labour Budget in Mahatma Gandhi NREGA and Role of PRI Members and Functionaries
3. Permissible Works in Mahatma Gandhi NREGA and Role of Sarpanch/APO/GRS
4. Process and Outcome of Social Audit in Mahatma Gandhi NREGA and Role of PRIs
5. Soil ,Water Conservation, Farm Related Activities in Mahatma Gandhi NREGA
There was brainstorming and excellent sharing of ideas, as well as a quiz contest were conducted in the
last day of training and awarded to the participants.
DISTRIBUTION OF CERTIFICATES:
The distribution of certificates was ensured in a novel manner. Participants were randomly distributed
certificates. Then each participant called the name of the participants, whose certificate was with her/him
and handed it over. Thus each participant got two chances; one for receiving his certificate and another
for giving away to another participant. This created a nostalgic feeling to be reckoned as atake away from
the 3 Days’ Training Programme.
participants expressed their –pleasure for fruitful discussion,valuable sessions on NRM and for the
organised coordination then all the participants were provided with group photograph along with Training
Completion Certificates .Lastly vote of thanks was given by the Course Co-coordinator to all the
participants and also to the Resource Persons for their active participation and cooperation for smooth
completion of the Training Programme.
