Every fall, Winter Operations tunes-up its equipment and staff in preparation for the unpredictability and hazards of the upcoming snowy season, ensuring that residents and visitors to Barrie enjoy a safe winter. The plan is called Winter Control and it carefully organizes the operations that handle the effects of winter weather on roads, sidewalks, and City parking lots in order to ease your drive and walks throughout Barrie. Overall, Winter Control clears and maintains 1050 km of road lanes, 371 km of sidewalks, 22 parking lots, 49 crosswalks, 64 bus shelters, 510 bus stops, and all downtown sidewalk intersections using a combination of City staff and contractors, along with plowing, sanding, and salting processes. Likewise, the City depends on modern technology, detailed weather reports, 24 hour road patrols, and a priority road service system to achieve safe and passable walking and driving conditions at all times. Modern electronic informational systems such as Road Weather Information Systems (RWIS) that monitor and provide up-to-the minute accurate pavement conditions, and Electronic Spreader Controls (ESC) that disperse an accurate amount of salt on the roads help Winter Operations staff make effective decisions on maintaining safe and usable roads. As for the priority road service system, eight contract road plows target the busiest roads first, which include the multi-lane major arterials, transit routes, and some industrial roads, 24 hours a day, seven days a week. City owned units care for secondary and residential routes. Along with new technology and a priority service system, Barrie also adopted a Road Salt Management Plan that is environmentally- friendly and more cost effective. Since the 2002/2003 winter season the city has been voluntarily complying with the Federal Government’s objective to reduce salt use during winter control; and despite our community’s phenomenal growth, Barrie has successfully reduced its salt use by almost 20% over the past five years, equivalent to an average of 8000 tonnes per year! Furthermore to guarantee that all goes well, Winter Control’s 50 staff members undergo intensive class room and field test training in the fall where they learn how to safely operate equipment, how to reduce salt use, how to safely navigate a plow or sander in simulated winter conditions. How can you help? Assist Winter Control in keeping our roads and sidewalks safe by not parking on or across sidewalks – a regulation in effect year long – and by not parking on any street or part of a street from November 1 to April 15 between the hours of 12 midnight and 7am. Within the downtown core, overnight parking is not permitted between 3 am and 6 am. Respecting these restrictions allows plows to clean the roads and walkways effectively, this is necessary for daily circulation and emergency vehicles. When visiting the downtown or Allandale areas, do not park you vehicle next to bagged meters. Snow clearance to the meters is underway and your interference could cost you a parking ticket and towing charges. Finally, refrain from throwing or depositing snow and ice from your property onto the street or sidewalk. Not only does this practice contribute to unsafe driving and walking conditions and increases the cost of providing winter road maintenance, but it also contravenes municipal regulations. Winter Operations Keeps Barrie Moving The Doors Open Barrie organizing committee is looking for new sites within Barrie to be featured in 2011. Potential sites could include private homes or businesses in heritage or significant buildings, but may also include buildings of cultural significance or of general public interest. Past sites have included the MacLaren Art Centre, Grey & Simcoe Foresters Museum, AIM Realty, Rogers TV, Trinity Anglican Church, Meridian Planning, and many more. Downtown Barrie and The City of Barrie would like you to know that for the month of December parking will be free in all Municipal parking lots including the Collier Street Parkade. On-street paid parking will remain in effect to ensure short term parking is convenient and available within downtown. T his fall, the City of Barrie gained recognition for its efforts in building awareness in the importance of diverting waste from our landfill. The bronze award from the Recycling Council of Ontario in the Promotion/ Communication category was presented to the City at the 2010 Ontario Waste Minimization Awards Gala in Toronto for a workshop delivered to a children’s summer camp. The camp presentation, initially developed and implemented four years ago, was so well received by campers that it became part of the regular camp program. "Children genuinely care about the environment and what happens to it. They are a captive audience and they take the message away with them and spread the word to others that we have difficulty reaching," says Waste Reduction Coordinator Tracy Quann-Strasser. The Promotion/Communication category focuses on creativity, educational content, longevity of the message and continuous improvement, support from all levels of the municipal hierarchy, and the ability of the promotion to be replicated by others. The City of Barrie received a second but just as important bronze award from the Municipal Waste Association in the Print Ad category at the Municipal Waste Associations Fall workshop for a series of ads that ran during the 2009 Canadian Newspaper Association, Ontario Community Newspaper Association In Kind Advertising Program. Under the common “What’s In It for You?” theme, the 11 different advertisements answered how participating in Barrie's waste reduction program benefits individuals as well as the municipality. Barrie accepts these two awards with honour and would like to thank the residents of Barrie for their efforts and participation in keeping our City green. Community Garden Plot Rentals Begins December 1 Garden Plot rentals are now open for the Sunnidale Community Garden, located along Coulter Street. Choose between an individual plot (1.5m x 4.5m) or the Community Plot (recommended for beginners who want to learn more about gardening). Residents are reminded that from November 1

to April 15 each year, parking of a vehicle on any

street or part of a street within the City of Barrie

between the hours of 12 midnight and 7 a.m. is

prohibited and subject to a $20.00 fine. Within

the Downtown Business Improvement Area, on

street parking is prohibited between the hours

of 3 a.m. and 6 a.m.

Any vehicle found parked in contravention

of By-law 2007-209 may be

ticketed and/or towed.

By keeping the City streets clear of vehicles

during this period, you allow the City crews

access to help ensure that your roadways are

maintained and that large emergency vehicles

can get down the street. Parking is prohibited

over sidewalks and the City boulevards.

In 2011 there will be changes to the City of Barrie

Toilet Rebate Program. These changes include

the rebate level for the program from $70 to $50,

and each household will now only be eligible for

one rebate allowing the city to issue 40% more

rebates for the same cost. Its estimated changing

a 13.5 litre toilet to a six litre saves about $30 for

every person in the household per year in Barrie

in water and sewer bills.

Minor Hockey Association Concessions and the Simcoe Muskoka District Health Unit to make our Recreation

Centres part of the Eat Smart Program.

Being part of the Eat Smart Program ensures that our centres provide healthy choices for families

to choose from each of the food groups. All vending machines will be stocked with at

least 25% Eat Smart choices and whole grain, lower fat and appropriate serving sizes will all be options to help support families to make good choices when

using the concessions.

This fall, the City of Barrie gained recognition for its efforts in building awareness in the importance of

diverting waste from our landfill. The bronze award from the Recycling Council of Ontario in the Promotion/ Communication category was presented to the City at the 2010 Ontario Waste Minimization Awards Gala in Toronto for a workshop delivered to a children’s summer camp. The camp presentation, initially developed and implemented four years ago, was so well received by campers that it became part of the regular camp program. "Children genuinely care about the environment and what happens to it. They are a captive audience and they take the message away with them and spread the word to others that we have difficulty reaching," says Waste Reduction Coordinator Tracy Quann-Strasser. The Promotion/Communication category focuses on creativity, educational content, longevity of the message and continuous improvement, support from all levels of the municipal hierarchy, and the ability of the promotion to be replicated by others. The City of Barrie received a second but just as important bronze award from the Municipal Waste Association in the Print Ad category at the Municipal Waste Associations Fall workshop for a series of ads that ran during the 2009 Canadian Newspaper Association, Ontario Community Newspaper Association In Kind Advertising Program. Under the common “What’s In It for You?” theme, the 11 different advertisements answered how participating in Barrie's waste reduction program benefits individuals as well as the municipality. Barrie accepts these two awards with honour and would like to thank the residents of Barrie for their efforts and participation in keeping our City green.

Choose between an individual plot (1.5m x 4.5m) or the Community Plot (recommended for beginners

who want to learn more about gardening). Gardeners sign a short rental contract along with the $22.60

rental fee (includes HST) for the 2011 season.
