FORE Golf Tournament Supports Adam J. Skinner Scholarship Fund In his short life, Adam Skinner made quite an impression. He was smart, generous, friendly and active in sports, choir and the Boy Scouts of America. But the impact he’s made after his early death has been almost as impressive. Adam died in a car accident July 8, 1999, when he was just 12 years old. His parents, Jan and Jeff, were determined that his generous spirit would live on. They established the Adam Jackson Skinner Memorial Scholarship, given to a graduating senior boy who emulates some of Adam’s traits and interests, someone who – like Adam – is outgoing, optimistic and energetic. If that someone is also involved in sports, choir, high-school drama, debate or Boy Scouts of America, that’s a bonus. The Skinners partner with the Cypress-Fairbanks Educational Foundation to maintain the scholarship, which has grown over the past 14 years thanks to donations from friends and family, who still give Adam presents on holidays and his birthday in the form of donations, and through corporate and private donations. The chamber’s annual FORE Cy-Fair Houston Golf Tournament has also donated a significant portion in recent years. “It’s been rewarding to help boys from any of the CFISD high schools get to college,” Jan said. She and Jeff are owners of Jogler Inc., a manufacturer of high-quality liquid level gages, sight-flow indicators, magnetic level indicators and level controls. Transportation Committee Persistence and Patience is KeyWhen he lived in Greenwood Forest, Bill Rowden was often minutes late to the chamber’s transportationcommittee meetings. He’d been delayed at Willowbrook Mall by a train crossing FM 1960.

One of the topics at the meeting, which Rowden chaired, would invariably be about a planned WestGreens Road project to bypass those tracks and improve traffic flow in the area. It was a Harris CountyPrecinct 4 plan that Rowden championed to community groups and officials whenever he could.

The project, which had been identified as an improvement project in the precinct’s 1998Comprehensive Alignment Study, called for the installation of a four-lane concrete boulevard andstorm sewer system between State Highway 249 and Cutten Road, a traffic signal system at Cutten,drainage mitigation, and a bridge over the Harris County Flood control unit and the BurlingtonNorthern railroad tracks.

But because of funding, environmental and survey delays, the project stalled for about 15 years.The wait for residents, though, is nearly over. Construction finally commenced Jan. 21 and isscheduled to be completed in August 2014, according to Pamela Rocchi, director of the precinct’scapital improvement projects division.

“This is a project the chamber has long and continuously advocated for,” said Leslie Martone,president of the Cy-Fair Houston Chamber of Commerce. “This will significantly improve traffic inthe 249 and 1960 corridor.”

“To have a solution coming to fruition after this much time and negotiation is wonderful,” saidDarcy Mingoia, who served as the chamber’s president from 1997 through 2007 and is nowexecutive director of the Lone Star College Foundation.

In May 2003, during the preliminary engineering phase, Hymenoxys texana, commonly known asTexas prairie dawn, was found within the proposed alignment, requiring an environmental assessmentand treatment so that the project would have no significant impact on the Texas prairie dawn.

The issuance of a “Finding of No Significant Impact” wasn’t received until June 2011.

Mingoia and Rowden never lost faith.“We knew there would be environmental things,” she said, “and we knew there would be funding issues, and just the issues of how long it takes to evaluate a road – I mean, it’s not a quick turnaround process.”

When the city approved funding for the project, then-Precinct 4 Commissioner Jerry Eversole toldMingoia that this was another significant project the Cy-Fair chamber can take credit for.

“It’s really good to see the impact that the chamber has had on many economic development projects in our area. This is another example,” Mingoia said.

Member ProfileBill Rowden joined the transportation committee in 1992 because it was the best way to discover where new development was happening in Cy-Fair. As an apartment locator, he thought that knowledge would be invaluable, allowing him to avoid putting customers into apartments that would soon be bordered by barricades and traffic delays.

Bill is still a member of that committee – and he’s been the chairman for nearly two decades, currently serving as co-chair with Jeff Collins with LJA Engineering.

“I became interested in what was happening, in the costs, the process, the forum,” he said. “Transportation is such an important part of economic development. If you don’t have transportation, you don’t have development. And if you don’t have development, an area will grow stagnant.”

Champion of mobility issuesBill’s one-man company, B. Mark Inc., is no longer in the apartment business. Since 2007, he’s been providing information technology services through a geologic company to an oil and gas exploration company. It was a return to his earliest professional roots; he’d worked in petroleum and computers since 1968.

“Through his commitment, relationships and passion, Bill has steered the chamber to some amazing accomplishments in our mobility efforts,” said chamber President Leslie Martone. “He has been a champion of transportation in our area and involved in too many projects to list. This area simply would not have advanced transportation-wise without him.”

There are projects that he’d like to see that haven’t come to fruition, like a rail line from Bryan to the downtown Medical Center. And there are other issues on the horizon: With the Panama Canal System adding a new, wider segment that will allow a ship to carry four times as many containers through the canal and into the Port of Houston, the area may see an increased traffic load that will need to be dealt with, he said.

Still going full speedAt 72, Bill isn’t slowing down. He’s begun flying private planes again, which is a good way to keep his ear to the ground on air traffic issues. He also races super touring light cars and has raced at the Texas World Speedway, Texas Motor Speedway, Virginia International Raceway and elsewhere.

He drives those Mazda Miatas just as skillfully as he guides the chamber’s transportation committee.

“Bill’s expertise in transportation issues has served the chamber, its members and the community for many years,” said past chamber President Darcy Mingoia. “His commitment to ensuring that we advocate for and secure the road projects we need is extraordinary.”

Houghton leads local development associationPeter Houghton, vice president of master-planned communities for 11,400-acre Bridgeland, is the new chairman of the West Houston Association board of directors.

Founded in 1979 by some of Houston’s major land developers, financial institutions and large corporations, the association is a think tank for the infrastructure, public policies and planning required to successfully manage growth in suburban areas west of Houston.

Peter has been involved in several notable projects in Houston land development since 1978, including Cinco Ranch, Greatwood, Telfair and Eagle Springs. He’s worked for American General, Terrabrook, Newland Communities and General Growth Properties.

He’s also a community volunteer, having served on the boards of the Katy YMCA, Katy Chamber of Commerce, the North Fort Bend Water Authority and numerous homeowners associations.

Homestead exemption extendedIn June, the Cypress-Fairbanks ISD Board of Trustees approved continuing the residence homestead exemptions for CFISD residents for the 2013 tax year.

CFISD is among a select group of Houston-area school districts that offer a 20-percent Local Optional Homestead Exemption to all resident homeowners. Coupled with a state-mandated $15,000 homestead exemption, CFISD residents pay less per year than residents of most neighboring districts on homes of the same value.

Five networking tips that have worked for me:

1. Don’t be afraid to “walk” the room. Don’t be a wallflower. Get up, move around. When you’re at a new place of business, don’t be afraid to take the tour.

2. Focus on meeting five “new” people. Entering a large room

with 40 or more people can seem overwhelming. Don’t worry about trying to pass your card to everyone you talk to. If you are going to attend a number of networking events over a period of time (three months) with the same group, make it a goal to get to know five new people each time. Don’t sit with the same group and don’t hang out with fellow employees.

3. Hand write the “nice to meet you note.” Email is great, but a nice handwritten note will be remembered.

4. If you can, introduce someone to another person. Use their first name.

5. Don’t network alone. Let people know where you are going and why. The more buzz a group gets, the more it will grow.

Alice VitekAlice Vitek is the chamber’s new administrative assistant and a new Cypress resident. She brings a unique skill set gained over 20-plus years working in various administrative roles, most recently as Sealy’s police department administrator and 911 dispatcher. Alice has two beautiful daughters, ages 19 and 14, and is engaged to be married in January. She’s excited to be part of the Cy-Fair Houston Chamber staff and a part of such a great community.
