PARKSIDE VISION Every Student. Every Day. Whatever it takes. FOND DU LAC SCHOOL DISTRICT MISSION STATEMENT: The mission of the Fond du Lac School District, in partnership with the family and the community, is to promote high achievement and foster the continuous growth of the whole child, with our commitment that each becomes a creative, contributing citizen in a culturally diverse society by providing personalized learning opportunities in a safe, nurturing environment. IN CASE OF ABSENCE Student absences from school for all or part of a day are excused for the following reasons:

A. Illness of the student (1) Medical certification may be required B. Severe illness or death in the immediate family C. Emergency or special need D. Prearranged religious observances E. Prearranged court appearances F. Prearranged school sponsored activities G. Prearranged visitation to post graduate institutions H. Prearranged family trips I. Prearranged absences approved by the appropriate building or principal or designee which address a specific and specific student need J. Prearranged medical and dental appointments

Any absence from school for an entire day or any part of a day without consent of a parent or guardian (if the student is under 18 years of age) and approval of the appropriate school authority shall be defined as truancy.

1. If your child will not be attending school due to illness, please call the school secretary by 9:00 a.m at (920) 929-2840.

2. If an extended absence, as in the case of communicable disease, injury, or hospitalization, it is not necessary to call every day. All communicable disease must be reported to the Health Department.

3. In case of extended illness (more than 30 days), homebound instruction is provided. This requires a statement from the doctor (in writing), and a meeting of school personnel. The cost is chiefly absorbed by the state without any cost to the parent except the usual consumable materials.

4. Necessary absence other than illness or injury should be checked with the principal prior to the date of absence.

5. A child who attends any portion of a half day of school receives credit for that half day. When doctor and dentist appointments are made, be certain that the student returns to school immediately following the appointment.

6. All students should attend school as regularly as possible. Help your child establish positive and consistent attitudes toward school attendance.

7. If a student has been ill and should not go outside during the school day, please send a note to your child's teacher indicating that he/she is to remain inside.

AFTER SCHOOL SPORTS Several after school athletic programs are planned for boys and girls by the school, by the Recreation Department, and jointly by both. Participation is limited to 3rd grade or older. In some of the sports, teams are organized to compete with other schools on an invitational basis. The Recreation Department sets up specific schedules and the school helps the teams in various ways without assuming responsibility for behavior at the games or transportation to and from the areas of play. This is directed by the Recreation Department. Each team is responsible for paying a $50.00 team fee to the Recreation Department. In most cases the Team Coach will collect a fee from each player. ATHLETIC POLICY (PARKSIDE SCHOOL) The Recreation Department, in conjunction with the elementary schools, conducts after school athletic leagues for third, fourth, and fifth graders. In order to participate, the students must: Turn in signed parental permission slip for each sport to be played.

1. Parents will decide if, based on poor grades and/or poor behavior choices at school, a child may participate in athletics

2. If students show poor sportsmanship or poor behavior choices, the coach, the Recreation Department, or the school have authority to suspend the player from the team/and our event.

3. Students must be present at school for the entire day to participate in athletic practices or events for that day.

4. We believe that athletics can be important to the physical, social, and emotional growth of children, but we want the children to know that participating in athletics is a privilege that they need to earn.

BEFORE SCHOOL RULES BREAKFAST Parkside School serves breakfast in the classroom beginning at 8:05. Students will enter Door 1, 2 or 3 in the front of the building and go directly to their classroom. BICYCLES As indicated in SCHOOL BOARD POLICY, only students in grades 3 through 5 may ride their bikes to school. For your protection, bicycles should be properly licensed and locked to the bike rack. The school is not responsible for the theft or damages incurred while at school. In the event the rider breaks any school rules or city laws regarding the handling of their bike, the right to bring the bike to school may be suspended. Students are to walk their bikes while on school grounds – playground and sidewalk. We strongly encourage students to wear bike helmets when riding a bike. BUS STUDENTS Students living outside the legal city limits and living more than 2 miles from their assigned school are provided transportation. All bus students are expected to be on their best behavior when riding the school bus. Any student demonstrating a behavior without regard for safety, welfare and health of others will

Page 8: This handbook has been prepared for your information ... Handbook 2017-18.pdf · This handbook has been prepared for your information during the 2017-2018 school

be reprimanded with possible suspension of his privileges. If your child is not going to ride the bus home, a written excuse explaining the circumstances must be submitted to the staff member on bus duty. Bus students are not allowed to take friends home with them on the bus. CONFISCATED ITEMS Toys, squirt guns, cigarette lighters, skateboards, scooter, etc., and other disruptive or dangerous items are not allowed in school. Items of this type will be confiscated. In addition toys, trinkets, basketballs, etc should be left at home. DAILY SCHEDULE 2017-2018

DESK TRAYS Desk trays are the property of the school and are loaned to the student for safe keeping of materials related to school. Students are not to use the trays for storage of articles not related to school business. Periodic inspections will be made to assure proper use of lockers and trays. DISCIPLINE/STUDENT BEHAVIOR/BOARD POLICY Part of the philosophy of Parkside School is to develop in each child an awareness of being a good citizen, a young lady or a young gentleman. This means a cooperative effort of the home and school working together to achieve this goal. Students leaving school property during school hours without permission of the building principal will be reprimanded and 911 will be called immediately. The school is not responsible for the actions of or behavior of students when leaving the school area. There are times when your child may experience a problem with his or her behavior. In the event this does happen, the problem will be investigated. If the situation warrants, parents may be called about this matter. If appropriate, disciplinary action may be taken. BOARD POLICY STATEMENTS

Page 9: This handbook has been prepared for your information ... Handbook 2017-18.pdf · This handbook has been prepared for your information during the 2017-2018 school

The following Board Policy statements are considered a basic foundation for responsible student behavior in each elementary school. A complete set of Board Policy statements can be found in the office of each elementary school, and is available for your use by contacting the building principal. Unique needs within a building might require the addition of specific rules/procedures beyond those generally stated in Board Policy. Student Rights and Responsibilities: The Board of Education believes that a self-disciplined citizenry is essential for a free society. The rights of individual students shall be protected and each student shall be expected to respect the person and the rights of all other students, teachers, and other school personnel. Under no circumstances will vandalism, violence, physical or verbal abuse, destructive acts, intimidation, extortion, harassment, malicious disturbances, use of controlled substances or violations of law or school rules be tolerated, condoned, or excused. Immediate steps will be taken to discipline any student involved in such behavior. Students are encouraged to work closely with their teachers in order to function successfully in the school environment. Student Involvement in Decision Making: The primary task of the school is to create a stimulating learning climate which develops active involvement of students in their education and develops a spirit of inquiry. This climate is created when students work together with school staff. Student Conduct: The rights of an individual are preserved only by the protection and preservation of the rights of others. A student is responsible for the manner in which his/her individual rights are exercised and must accept the consequences of any actions that are committed outside the boundaries of these rights. Rights bring responsibilities. Unacceptable behavior, violations of law and actions which infringe upon the rights of others will be dealt with directly and immediately. The responsibilities here are not all inclusive since students have other rights as guaranteed by the Constitution and by the state and local laws. This statement on student conduct is not expected to cover every situation which may arise and each school shall develop procedures for infractions of school rules and regulations. These procedures shall be set forth in writing and shall be publicly announced to the student body. The school district shall not discriminate in standards and rules of behavior, on the basis of sex, race, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation or physical, mental, emotional or learning disability. Student Discipline: Students are responsible for complying with rules and regulations of the school district and the instructions of school district personnel, and for accepting the authority of the faculty and school district officials on school property and at school-sponsored off-campus events. Failure to meet these responsibilities will be cause for disciplinary action. Each teacher is expected to deal with the majority of problems which arise in his/her classroom. A positive approach in disciplinary measures shall be used, taking into account the dignity of the student, the seriousness of the infraction and the need for positive motivation of students. In reference to discipline in the school, the ultimate goal is to develop an understanding of self discipline and its necessity to our society. The school district shall not discriminate in standards and rules of behavior or in disciplinary measures, including suspension and expulsion, on the basis of sex, race, national origin, ancestry, creed, pregnancy, marital or

Page 10: This handbook has been prepared for your information ... Handbook 2017-18.pdf · This handbook has been prepared for your information during the 2017-2018 school

parental status, sexual orientation or physical, mental, emotional or learning disability. Corporal punishment may not be administered to students requiring discipline. Also, students shall not be subjected to discipline applied by other students, nor shall it take unusual form. Reasonable, restraint of a student may be used when necessary to prevent disruption of the classroom and/or to protect the safety of self or others. DRESSING FOR SCHOOL Be sure all of your child's school clothes have an identification name on them. During the winter months check your child before he/she leaves for school. Be sure they are dressed warmly – (boots, mittens, and hats). Snow pants for sledding or playing in the snow is required. During the warm weather season be sure your child's clothing is not too revealing, but that it is comfortable. Clothing items with reference to tobacco, alcohol, or other drugs are prohibited. Students wearing clothing which is a distraction will be asked to call home for a change of clothing. SEE DRESS CODE BELOW. DRESS CODE Because of the relationship of dress and grooming to attitude and behavior in school, the following dress code has been established. Students will dress in a neat and clean fashion in styles that are appropriate for school.

1. The manner and style of dress will enable a serious working situation to occur within the school.

2. Clothing with pictures or lettering about tobacco, alcohol, drugs, vulgarity or suggestive writing is not considered appropriate for school wear.

3. Short shorts, midriff tops, and spaghetti strap tops are unacceptable as school wear. The Principal/Staff member has the authority to question attire when and if such an issue arises. Parents may be called to correct a situation should the occasion arise.

DRILLS: FIRE, TORNADO AND OTHER DISASTERS Disaster drills are taken very seriously, and are practiced regularly by the entire school body throughout the year. Each class has escape routes posted in the event of fire. Several disaster drills are required to be conducted at school throughout the year. EARLY DISMISSAL (Doctor Appointments, etc.) All appointments must be prearranged with the office. Arrangements must be made prior to 9:00 a.m. of the day of the appointment. The child will remain in the office until the parent or guardian comes in to get him/her for the protection of the parent and child. Parents must fill out the sign out sheet when picking up their child during the school day. Students will NOT be released unless we receive a note or a phone call. EMERGENCIES AND EMERGENCY NUMBERS There are times during the school year when your child may get sick or be involved in an accident which requires the attention of a physician. We need the name and the telephone number of the person you designate to handle emergency cases for you family. Please consult with this person prior to listing his or her name. If your child is at school and you will not be at your home, please notify the school office as to where we can reach you in the

Page 11: This handbook has been prepared for your information ... Handbook 2017-18.pdf · This handbook has been prepared for your information during the 2017-2018 school

event of an emergency. In the event your child needs immediate medical attention, the physician cannot administer any services without the permission of a parent or legal guardian. END OF DAY Students are required to leave through an assigned door. Meet any friends or siblings outside of the building. The large rock in front of school is a good meeting place. At the end of the day, parents should wait outside for their children. STUDENT ACCIDENT INSURANCE It has been the policy of the Board of Education to permit an insurance company to provide accident insurance for children. The company permitted to offer a policy to pupils is determined by the Board of Education on the basis of bidding according to a specific set of standards prescribed by the Board. Brochures giving details are distributed annually. Your child will bring this brochure home for you to consider the offering. FIELD TRIPS Because learning experiences can be enriched by experiences outside the school, classes take field trips to a variety of places. A notice is always sent home to the parents to inform them of the place to which the class is going and the amount of each child's share of the cost involved. Since such trips are closely related to the activities going on in the classroom all children are expected to participate. HEALTH INFORMATION Immunizations State law (140.05) requires that all children entering a Wisconsin elementary school for the first time be immunized against diphtheria, tetanus, pertussis, polio, measles, and rubella. These requirements can be waived only if a properly signed health or religious exemption is filed with the school. Failure to comply with this may result in a fine up to $25.00 per day. HOMEWORK

1. The need for homework and the type and amount to be done varies with children, teachers, grades, and subjects; therefore no set policy is established.

2. Whether or not a child has homework will depend upon his/her individual needs and interests and the use of class time.

3. Please contact the teacher for homework when it is necessary for the child to be absent from school for an extended period of time.

4. No make-up work or homework should interfere with bedtime, home, or church responsibilities. Elementary pupils should not have more than a maximum of one hour of academic homework.

5. Please call the school before 11:30 a.m. if you want homework or make-up assignments. ALL homework or make-up assignments will be ready for pick up at the

CLOSE OF THE SCHOOL DAY. Telephone (920)929-2840. LOST AND DAMAGED LIBRARY AND SCHOOL BOOKS We encourage students to check out library books to increase their interest in reading. With this privilege is the responsibility of taking care of these books. In the event any books are lost or damaged, a charge will be issued to replace the book. LOST AND FOUND CLOTHING Each year we have a large amount of clothing not claimed. When parents visit the school, please check the lost and found hooks located by the cafeteria serving area. LUNCH PROGRAM District-Wide computerized lunch accounting system has been implemented. This program is a pre-payment debit-card system. Payments should cover all children eating lunch, breakfast, and milk. Student lunch price is $2.55, which includes a milk. Extra milk is $.30. Reduced lunch price is $.40. Questions about the lunch program should be directed to ARAMARK at (920) 906-6581. MEDICATION

1. No medication will be administered by school personnel without the proper authorization. The Physician Order for Administration of Medication form must be completed and signed by the physician and parent/guardian and returned to the principal of the building the child attends.

Medication to be given in the school must have the following information printed on the container.

a. Child's full name b. Name of the drug and dosage. c. Time to be given. d. Physician's name.

It is the responsibility of the student to take the medication at the appropriate time. The designated school personnel will administer the medication and maintain accurate records. School personnel will not administer any medication by means other than ingestion.

*Only limited quantities of any medication are to be kept at school. 2. It is preferred that over the counter medication NOT be administered at school.

Due to the concern over certain controlled medication, it is advisable for parents to bring the medication to school. Medication will not be given unless the school has written physician order, written parent permission and the medication in the properly labeled pharmacy bottle. MONEY AND VALUABLES Parents, please limit the amount of money your child brings to school. If it is necessary for a student to bring money to school, please instruct the child to take the money to the office for safekeeping. Valuables should not be brought to school. Children need to understand that if valuables or

toys are brought to school, it is at their own risk. PARENT TEACHER CONFERENCES Information will be sent inviting you to Parent/Teacher conferences. Parent conferences play an important part in the Parkside community and your child's education. Most parents and teachers feel the conference is one of the most important events at school. It gives the parent and teacher the opportunity to clarify the child's performance for that period. Parents should come to the conference prepared to discuss specific questions and/or concerns. Write these questions down prior to coming to the conference. Scheduling over 200 families per parent conferences is an enormous task. Please keep your appointment and be on time. In the event you cannot keep your appointment, please call the school office to reschedule. Special Parent Conferences – You may schedule a conference with your child's teacher at any time during the school year. We encourage parents to be continually aware of their child's performance. PARENT-TEACHER ORGANIZATION AND ACTIVITIES The Parent-Teacher Organization (P.T.O.) is a very important part of the Parkside community. This is an organization made up of parents and teachers working together to provide meaningful and rewarding experiences for all children. An organization of this magnitude cannot function with just a few parents doing all the work. We encourage each parent to make a commitment to be a productive part of our Parkside PTO. PHYSICAL EDUCATION All students will be required by the state law to participate in Physical Education classes unless excused for medical reasons by a registered M. D. In case of extended illness or injury a medical release from an M.D. must be presented to the instructor before a student is allowed to participate in Physical Education classes. In case of a temporary illness or injury, an excuse from a parent will be accepted for a period not to exceed two (2) consecutive Physical Education classes. Occasionally the news media (radio, television, and the newspaper) visit the schools to take photographs, make videos, do interviews and /or write articles relating to special events, programs and projects. These media activities in the schools are conducted with the supervision of school personnel. This publicity is welcomed since we are proud of our school events and interested in sharing positive news with the public. If for any reason you do not wish to have your son or daughter featured by the media, or on the school's website, please log into your Family Access Skyward account to change the publication permission settings. SAFETY If parents drive to school to bring or pick up children, we ask that they stop in proper areas on the school side of the street. When children run across the street in the middle of the block, they are inviting an accident. At Bell Street and the driveway in front of school, there are student safety patrols. There is an adult crossing guard located at Johnson and Seymour. Children are expected to follow the directions of these student patrols and adults in crossing streets. SCHOOL CLOSING (Early dismissal due to Bad Weather, etc.) Generally, schools will be open. There are rare occasions when schools may be closed due to poor weather conditions, etc. Tune your radio to local stations or Cable TV 98 or Channel 989 and you will be given a report regarding the closing of schools. PLEASE DO NOT CALL SCHOOL. If school is in session and the Superintendent of Schools decides to close the public schools because of a coming storm or other unforeseen reason, an announcement will be made on local radio stations and Cable TV. If we have your correct phone number, you will also receive an automated phone call. It is imperative that children know where to go in the event that no one is home. Be sure to instruct your child as to what to do in such emergencies. Generally students will be dismissed after lunch. SCHOOL SAFETY PATROL A group of students volunteer their services to assist other pupils in crossing the streets. They are taught a basic set of rules and are identified by their belts, badges, and flags. All pupils should be taught to respect them in position. The police department enrolls them and supervises the program with the assistance of the classroom teachers involved. However, each child is responsible for himself/herself. The patrols are good reminders to be cautious. SCHOOL PICTURES Each year we make available the opportunity to purchase pictures of your child. There are several packages available to parents to meet your financial needs. SMOKING AND DRINKING

No student is allowed to have or use tobacco products or have or use alcoholic products at any time in the school, on the school grounds or in view of the school grounds, at school activities, in the school buses or at off-campus school supervised events. SOLICITING BY PUPILS Pupils are discouraged from soliciting for funds or selling items in the building irrespective of the cause. STUDENT MESSENGERS The youngest child from each family at Parkside School is identified as the student messenger. When notices are sent from school on the basis of one per family, the student messenger will receive the notice to take home. TARDINESS A. Tardiness is usually unnecessary, but students should come late rather than stay at home. Procedure: Students who arrive to school between 8:05 and 8:15 will go directly to their classroom. Doors to the academic area close at 8:15. Students who arrive tardy (after 8:15) will check in at the main office. Communication with the family and school will occur if there becomes of habit of tardiness. TELEPHONE Telephoning by students is LIMITED to emergency cases with the permission of the teacher, secretary, or principal. TREATS Chewing gum and eating candy are not allowed on the school grounds or in the classroom during school hours. We will no longer be using school time to celebrate birthdays with unhealthy treats. Please help us maintain our commitment to healthy choices so that we continue to receive our Fresh Fruit and Vegetables snack. Check the A to Z healthy snack list for alternative options. Invitations to children's birthday parties should not be sent to school to be distributed to their friends. TRUANCY In compliance with Wisconsin Statute 118.162(4), the Fond du Lac School District Truancy Study Committee recommends adoption of the following plan: (a) Procedures for notifying parents or guardian of the unexcused absences of habitual truants and meeting and conferring with such persons. In all cases involving truancy the District attendance officer or the appropriate building principal or designee shall notify the parent or guardian of a child's truancy, and direct the parent or guardian to return the child to school no later than the next day or when school is in session or to provide an excuse (s. 118.15). The notice shall be given before the end of the second day after receiving a report of an unexcused absence. The notice may be made by

personal contact, mail, or telephone call of which a written record is kept. A notice by personal contact or telephone call shall be attempted before the use of mail notification. Following the third truancy the parent will be required to have a conference with the appropriate building principal or designee within five days of the truant's return to school. This conference will focus on the student's truancy and ways to address the problem. When a student becomes a habitual truant in s.118.16(1)(a) the attendance officer is to notify the parent or guardian by registered mail or certified mail. This notice shall include the following:

(1) A statement of the parent's or guardian's responsibility under s.118.15(1)(a) to cause the child to attend school regularly.

(2) A statement that the parent, guardian, or child may request program or curriculum modification for the child under s.118.15(1)(d) and that they may be eligible for enrollment in a program for children at risk under s.118.153(3).

(3) A request that the parents or guardian meet with the appropriate school personnel to discuss the child's truancy. The notice shall include the name of the school personnel with whom the parent or guardian should meet, a date, a time and place for the meeting, and the name, address, and telephone number of a person to contact to arrange a different date.

(4) A statement of penalties under s.118.15(5) that may be imposed on the parent or guardian if he or she fails to cause the child to attend school regularly as required under s.118.15(1)(a). *A habitual truant is a pupil who is absent from school without an acceptable excuse under s.118.15(4) for: Part or all of 5 or more days on which school is held during a school semester.

(5) Plans and procedures for identifying truant children of all ages and returning them to school, including the identify of school personnel to whom a truant child shall be returned.

To ensure that the truant children are effectively and promptly identified the district will monitor attendance hourly. The building principal or designee is responsible to investigate the circumstances of absences suspected as being truant. Truancy shall be defined as any absence from school for an entire day or any part of a day without consent of a parent or guardian (if the student is under 18 years of age) and approval of the absence by the appropriate school authority. Such approval shall be given only under the following circumstances.

A. Illness of the student (1) Medical certification may be required

B. Severe illness or death in the immediate family C. Emergency or special need D. Prearranged religious observances E. Prearranged court appearances F. Prearranged school sponsored activities G. Prearranged visitation to post graduate institutions

H. Prearranged family trips I. Prearranged absences approved by the appropriate building Principal or designee which address a specific and specific student need J. Prearranged medical and dental appointments

A truant student will be returned to the building principal or designee. The building principal or designee will immediately attempt to contact the parent or guardian that the student has returned to school. The building principal or designee, after having a conference with the student, will send the student back to class, unless there is a need for other intervention by the guidance counselor, school nurse, or other specialists. TUTOR MOM AND DADS **School volunteers must complete a volunteer application annually** During the school year there are many students who could use extra work and time in math and reading. If you can find time to volunteer your services for one hour or several hours a week, your help would be greatly appreciated. Please speak with your child's teacher if you would like to be a tutor mom or dad. VISITING PARKSIDE SCHOOL Any person wishing to contact a student or staff member must first receive permission from the principal before contacting the individual concerned. Visitors are required to sign-in and wear a Visitor Badge. We encourage all parents to visit Parkside if the opportunity arises. We do ask that if you do plan to visit school, please call the office (920) 929-2840 24 hours in advance to confirm your visit. WALKING TO AND FROM SCHOOL In walking to and from school, children are to walk on the sidewalk, cross at corners, and not trespass on private property. Always use the designated crosswalk in front of the school. Following each dismissal, students should go directly home They are not to stay on the school grounds or go to another child's home unless they have permission prior to coming to school. Students should never accept rides or treats from strangers. Parents are encouraged to discuss the dangers of this practice with their children. The throwing of ice and snow is forbidden on or about the school premises. PROHIBITION OF ELECTRONIC COMMUNICATION DEVICES Students in the Fond du Lac School District shall be prohibited from using or possessing an electronic paging or two-way communication device while on premises owned, rented by or under the control of the Fond du Lac School District except as such a device shall have been approved by the Superintendent because of medical, school, educational, vocational, or other legitimate reasons.
