RESOLUTION 2020-07

A RESOLUTION TO EXPEND CARES ACT CORONAVIRUS RELIEF FUNDING AVAILABLE TO RECIPIENTS OF THE REDWOOD COUNTY COVID SMALL BUSINESS RELIEF GRANT PROGRAM WHEREAS, Redwood County, in response to the Coronavirus Disease 2019 pandemic (COVID-19) had established the Redwood County COVID Small Business Relief Grant program, as listed in Resolution 2020-03 to provide business relief; WHEREAS, the CARES Act Fund Committee had identified the purpose of the Redwood County COVID Small Business Relief Grant program is to provide a grant opportunity for businesses experiencing financial hardships due to the COVID-19 health pandemic, adhering to the federal rules and regulations associated with the CARES Act Funding. The primary goal of the program is to facilitate business survival and enhance to the greatest extent possible retention of jobs throughout Redwood County, and; WHEREAS, the Redwood County EDA in support of the Redwood County CARES Act Fund Committee has identified eligible recipients of the program per the Redwood County COVID Small Business Relief Grant program guidelines, as outlined in the attached, NOW, THEREFORE, BE IT RESOLVED, the Redwood County Board of Commissioners is authorizing disbursement of funds up to $1,236,974 and certifies that the funds appropriated from the CARES Act fund will be used only for the allowable uses as indicated in the Coronavirus Relief Fund Guidance for necessary expenditures, unbudgeted, unaccounted for expenses and incurred during the covered period. Distribution of the funds to outlined recipients is subject to additional verification of eligibility and completion of a grant agreement. Program Guidelines Redwood County was a recipient of $1.9 million CARES Act Coronavirus Relief Funds from the Federal Government. One of the eligible Fund uses is to provide financial assistance to for-profit and non-profit businesses in Redwood County negatively impacted by the COVID-19 pandemic. The purpose of the Redwood County COVID Small Business Relief Grant program is to provide a one-time grant opportunity for businesses experiencing financial hardships due to the COVID-19 health pandemic, adhering to federal rules and regulations associated with the CARES Act Funding. The primary goal of the program is to facilitate business survival and enhance to the greatest extent possible retention of jobs throughout Redwood County. GRANT AMOUNT

Applicant is eligible to receive up to $10,000 per business. Actual grant award will be based on the business’s economic injury, financial need and availability of grant funds; with priority to those applicants who have not already received CARES Act grant funds.

Funds shall not require repayment ELIGIBLE APPLICANTS AS OF MARCH 1, 2020

For-profit and non-profit business located in Redwood County; to include businesses operating within their home

Businesses with 50 or fewer employees

If business is registered with the Minnesota Secretary of State (SOS), business must be in good standing. Please note, not all business structures require to be registered with SOS

Operating as of October 1, 2019

Current on all Redwood County property taxes by date of application, if applicable

Demonstrate a gross revenue reduction business loss of 10% in a three month consecutive period o 2019 Financials: any consecutive three month period between March 1, 2019 - December 31, 2019

compared to o 2020 Financials: any consecutive three month period between March 1, 2020 - August 31, 2020

Can document costs of business interruption and/or financial hardship as a result of COVID-19

Applicants who received a Small Business Administration (SBA) Paycheck Protection Program (PPP) or Economic Injury Disaster Loan (EIDL) or Advance, or any other SBA loan, State of Minnesota Department of Employment and Economic Development (DEED) loan, or any other Regional, County or City loan; may still apply for the Redwood County Small Business Relief Grant program

INELIGIBLE APPLICANTS

Lending institutions, law firms, accounting firms, utility companies, chain convenience stores, residential rental properties, production agriculture, insurance agencies, financial advisors, and passive investment.

A business which received a State of Minnesota Small Business Emergency Loan

A business engaged in activities that are prohibited by federal law or applicable law in the jurisdiction where the business is located or conducted

Resident of another state (even if the business has a permanent physical location in Redwood County)

Utility bills

Payment to suppliers/inventory

Costs associated with reopening or restructuring operations of the business

New or enhanced marketing efforts (i.e. website development)

Other critical non-payroll business expenses as approved by the Redwood County CARES Act Committee and which are consistent with the intent of the Program

Workforce bonuses

Expenses listed must not have been reimbursed by or purchased by other COVID Relief Funds such as the PPP loan

APPLICATION PROCESS

Applications must be submitted online (only) at https://apply.redwoodcounty-mn.us/. Applications received in paper form or by email will not be accepted. If computer access is needed, contact Briana Mumme at (507) 637-1122

One grant per business per grant cycle will be awarded. If principal owns multiple businesses, they may be eligible to apply on behalf of each business

At the close of the application deadline, applications will be reviewed by the Redwood County CARES Act Committee for eligibility, demonstrated economic injury and financial hardship. Recommendation of awards will be acted on by the Redwood County Board of Commissioners for final approval.

Upon notice of an approved application, applicants will be required to submit the following within 5 business days: o The most recent federal tax return filed by the applicant o Documentation which best demonstrates revenue loss related to the COVID-19 pandemic in a three month

consecutive period between March 1, 2019 - December 31, 2019 compared to a consecutive three month period between March 1, 2020 - August 31, 2020. The applicant has capacity to select the consecutive three month period for each year, which best demonstrates the revenue loss of 10% or greater. Examples include, Sales Tax Reporting, Period Statements from 3rd-party Sales Platforms, Merchant Service Statements and Point of Sale or Register Reports. Income/expense statements for the three month period as determined by applicant.

o Evidence of employment on or before October 1, 2019. Documentation may include period reporting from a 3rd-party payroll processor, applicants Federal Form 941/Employer’s Quarterly Federal Tax Return or other State or Federal payroll-related filing

o Any additional documentation or information deemed necessary by Redwood County CARES Act Committee to determine eligibility

o Failure to submit required documentation will result in forfeited grant award

If selected for an award, grantee will be required to execute a grant agreement before funds are disbursed

If awarded, grantee agrees to provide documentation of how funds were spent upon request by Redwood County

Redwood County Board of Commissioners retain final authority to determine if a business is eligible or not, and whether to approve a grant or not

This is a one-time grant cycle; however if all funds are not disbursed, Redwood County Commissioners reserve the right to reallocate funds

APPLICATION TIMELINE

Applications will be accepted beginning at 8 am on September 1, 2020 and close at 4 pm on September 11, 2020

Applicants selected will be presented to the Redwood County Board of Commissioners for final approval around the end of September 2020 at either a regularly scheduled board meeting or special board meeting

Applicants will receive an email notification if awarded or not, around the first of October 2020
