About PARIS21
Partnership in Statistics for Development in the 21st Century• Established in November 1999, Secretariat hosted by OECD/DCD
Objectives:
◘ To promote evidence-based policy and decision-making, by encouraging:
◘ increased demand for and use of statistics by policy makers
◘ building the capacity to provide the required data and analysis
◘ more dialogue between the producers of statistics and the users
◘ To ensure that resources, both national and international, are used most effectively ……
◘ …… through well-planned national statistical systems focussed on user needs and integrated into national policy frameworks
Focus of PARIS21 work programme: NSDS
National Strategies for the Development of Statistics
= Strategic Planning for Statistics
– Design – (great opportunity for a full diagnosis of the system and statistical
advocacy)
– Implementation – (going from strategies to implemented and funded actions)
Why an NSDS?
Element of the development process
Provides a vision for where NSS should be in 5-10 years time
Coherence framework and action plan for capacity building and for funding decisions
Importance of coordination arrangements: looking across NSS and between donors
Importance of leadership and a well planned process
Prioritising of resources
PARIS21 Secretariat works through
Facilitating NSDSs in regional and country programmes
Advocacy: developing and deploying messages and materials internationally and in countries
Building and maintaining effective communications and cooperation, including strengthening in-country partnerships
Reporting on NSDS progress and donor support
Developing and sharing knowledge: guidelines, advice, web site, knowledge base
Satellite programmes: ADP, IHSN

Main characteristics of the proposed work programme
Takes account from Advisory Group recommendations
Fully integrated into the PARIS21 programme of activities• Specific set of activities for the Caribbean region• Strong links with a new strategy to be elaborated on SCB support for
islands and small states
Covering all the domains of activities of PARIS21• NSDS at regional and national levels (1)• Advocacy at regional/political and national levels (2)• Reporting of statistical activities (3)• Partnership (4)• ADP-IHSN
(1) NSDS at regional and national levels
Objective at regional level: Promoting NSDS as a robust framework and action plan for SCB
• Through a 2-days NSDS workshop bringing together statisticians In June 2009 as a back-to-back CARICOM meeting
Objective at national level: Launching the process of NSDS design
• Target of at least 5 countries having launched the process over 2009-2010
Belize, Suriname, Jamaica, Barbados Additional countries?
(2a) Advocacy at regional level
Objectives: Promoting the integration of statistics within policy processes
• Through a seminar bringing together high-level policy makers, statisticians and other stakeholders of statistics. PARIS21 may support its organization
Highlighting the importance of statistics for policy-making and governance
• Idea of a Caribbean Statistics Day? PARIS21 may support the preparation of advocacy documents
(2b) Advocacy at national level
Highlighting the importance of statistics for policy-makingPromoting the coordination of donors for funding SCB
• Target of 10 countries having received support over 2009-2010
• PARIS21 will support all countries of the region wishing to advocate statistics at national level: brochures, booklets (including on specific sectors)
• Possible support for launching specific coordination meetings at national level with financial and technical partners
(3) Reporting of statistical activities
Objectives:
For PARIS21, importance of follow-up and tracking progress of the development of statistical systems
• PARIS21 is developing a website on statistical development in the world. Results expected from the RSWP
Promoting systematic reporting of stat. development at national level
• Possible support to countries on reporting of statistical activities of the whole NSS (PARIS21 guidelines to be issued this year)
• It is also envisaged to provide in the future specific support to countries on websites
(4) Partnership
PARIS21 commitment to focus on specific support to be given to small states and islands in terms of SCB
• With a view to elaborate specific guidelines or concept note on statistical
support to small states and islands
