    ExcellencyOur net has been honored to show you our first and second reports about the

    violations of human. Even though the UNHCR in Geneva has only sent an official reply

    in 6. Feb. 2006 about the first report, we present the 3rd periodic report of our net to yourhighness about the situation of human violation for the duration from October up to the

    end of the year 2005. We repeat our being readiness to bring all the proofs, witnessesandevidences that ensure what's mentioned in our net reports no matter of the risks anddifficulties we work through.

    Excellency

    As we repeat our demand to investigation of what came in the three reports

    accordance with the authority of theUNHCR based on the General Assembly of the UNresolution 141 / 48 (Item 4) issued in 20. Dec. 1993 to the investigation of the serious

    human violation in Iraq and to move the findings of that investigation to the UN to makethe suitable decisions for the protection of Iraqi human rights who are daily killed!

    The decision of re-appointing the private reporter and his return has become

    with more insisting and importance now more than any other time, so all the activists ofhuman rights are seeking for the most simple right of theirs where the UN takes a serious

    decision for the re-appointing of the private reporter of the human rights in Iraq to study

    and observe all violations and crimes still savagely take place more than any other time

    and threaten our country for a sectarian war.

    The Iraqi people hope that the UN will support these legal demands and offerthe more of the efforts to protect human rights for all the Iraqis and have an end to all

    those daily violations through encouraging the supremacy of law, returning of the real

    sovereignty and end all the occupation left behind problems in our country.

    Our net has been honored to show you our first and second periodical reports

    through the office of human rights in the mission of the UN in Iraq which is subordinatedto UNHCR, even though we received an official reply dated in 6. Feb. 2006 from you

    through Mr. Faraj Fnesh about the first report.

    We realize that our demand in re-appointing the private decider of human rightsin Iraq needs the agreement the member countries in the human rights committee, while

    the possibility of presenting it to that committee is falling under the duties of the UNHCR

    as we think. As we repeat our demanding for the investigating of what came in the lasttwo reports in addition to the our third report, and according to the resolution of the

    General Assembly of the UN 141 / 48 ( Item 4) dated in 20. Dec. 1993 to the

    investigation of the serious human violation in Iraq and to move the findings of that

    investigation to the UN to make the suitable decisions for the protection of Iraqi humanrights who are daily killed!

    Summary:The observer to the daily events in Iraq will find that the violations

    to the Iraqi human rights are very serious and methodical. The daily killing we see in

    Iraq for tens of Iraqis, random collective arresting with no legal or human justifications,

    sectarian killing and executions out of the law range are all the best proof. So, we don't

    find it strange that there is a race between many political sides to accelerate the

    establishment of their own special dictatorships that can fulfill their ambitions and

    achieve their political agendas in controlling and distribution of influence inside Iraq for

    the sake of dividing the wealth as if it's their personal possessions.

    That's why the proceedings and legislation of the present Iraqi

    governments to ensure that theory. From one side it claims to fight the administrative

    corruption and who works on it while it gives a full rein to responsible persons to take

    decisions which are contrary to the Iraqi and international law under untrue names and

    work under those names to finish their settlements with their opponents. According to

    what's been mentioned in the speech of the personal representative of the UN secretary-

    general in front of the Security Council dated in 21. Sep. 2005 , the most important

    challenges that faced the mission of the of the UN to aid Iraq UNAMI were:

    Encouraging and consolidation of the national conciliation through the policies

    characterized participation, transparency and response to improve the standard of the

    daily deteriorated security.

    Respecting the Iraqi ownership of the political process and

    strengthening the state security. Developing of the practices of rational rule and

    building abilities of the establishment. Encouraging the international and regional sides

    to support the transitional period in Iraq.

    If we compare that with the daily tragic Iraqi factual situation as

    much as it's related to the first item, we'll find that sectarian and ethnic sectioning and

    ethnic allegiance were most prominent and more than consolidating the national

    conciliation or keeping the national unity. In spite of talking about democracy and

    alternating authority, but demanding for the federalism once, and disunion once again

    are still continuous with the excuse of not giving the opportunity to dictatorship central

    authority. Then why do the groups dominating the present Iraqi government refuse an

    of an Arabic national conciliation initiative by the League of Arab States although there's

    a pressing need to it in this specific time.

    About the second item, we have to ask how can the security of the

    state can be strengthened under the existence of the militias and military forces who

    refuse to merge in the official state systems. Besides, how can the army and security

    forces be formed from militias of the political parties but not from independent sides?

    The allegiance of those military and security establishments will mainly be to those

    parties but to the law supremacy of law and Iraqi united state.

    About the third item, and in spite of the activities done by the mission

    of the UN to the present Iraq government related groups to be trained on transparency

    subject and rational rule, but we find that the administrative corruption and bribes

    either during Ayad allawi government or jaffari present government never changed

    anything of the corruption while it had many shapes as some of them are cleared in this

    report. Iraq has become one of the most countries where corruption is in all the state

    systems.

    About the fourth item, what is to be sorry for is that the regional and

    international encouraging to this transitional period was to be characterized by financial

    support and the increasing of experiences and training the groups related to the

    government in a non-programmed way, but came to be employed for the support of the

    benefits of the occupation countries and add legitimacy for their actions in Iraq. With the

    excuses of supporting the Iraqi people there's a disregarding of the condemnation of

    actions of the occupation forces and Iraqi authorities from the dispersion of wealth,

    shameful systematic breaking of human rights, effacement of the Iraqi national

    identity, exciting the tribalism spirit and sectarianism, In spite of the claims of

    sovereignty authority transferring that is more than protection and application of the

    law standards and international covenants of human rights.

    Chapter one:International Humanitarian Law:First: Collective Punishment

    The operations of the collective punishment has become the most clearsign of the American forces practice in Iraq. What's to feel sorry for are the Iraqi

    units newly founded inside the ministry of defense and interiorwhen they have

    been trained for such operations. For the excuses of looking for terrorists, or to

    destroy the insurgents, wide military operation have been done and still going on

    in many Iraqi town that resulted to the most ugly violations to the rules of the

    international humanitarian law. The most appeared results of those military

    operations were the fully turning of towns and residential neighborhoods into

    collective cemeteries of the civilian population. The American forces used

    excessive force against unarmed civilian mostly without any proportionality of

    weapons the resisters had in the places where there is resistance. The mostdanger is that the those operations will be concentrated in towns of a majority of

    a specific doctrine who refused occupation and its results what makes the

    describing of those operations as a genocide to the members of this doctrine

    nearer to actuality. It's so terrifying all that could happen under the view and

    hearing of the international society and international organizations, and the

    crimes come successively with no condemnation and international investigation

    as if the goal through this is to efface the facts as long as the side that is

    breaking owns a hideous force. May be some of this silence comes as a response

    to what the American administration is trying to show that who resists the

    occupation are terrorists want to control the region and then the whole world,and that they should be annihilated using all means!! The most clear examples to

    what we said:

    1. The crime of killing 40 persons in Albu Obaid and albu Farraj:The Arabic, western and international media reported in 17. Nov. 2005 reported

    by the Pentagon that the American military planes targeted a group of terrorists

    in Ramadi and killed 70 armed. The truth is that there was a bomb targeted an

    American armored vehicle in Sunday, 15. Nov, which is the same day voting for

    the constitution. That was IN Abu Obaid village in the eastern suburbs of

    Ramadi town. That operation resulted of five American killed soldiers who were

    on that armored vehicle. In the day after, while a crowd of people were gathering

    around the remains of the armored vehicle, an F- 15 American fighter shot a

    missile towards the crowd and killed twenty immediately.

    To justify that massacre, the American forces claimed that those

    twenty (terrorists) were trying to lay a bomb in the same place of the

    destroyed armored vehicle! While the eye witnesses showed us that

    those victims were all civilians, and many children were among them

    with the crowd around the destroyed armored vehicle curiously like

    always. Sa'ad jawad, a clan chief in the area told us that twenty five

    civilians have been killed because of that new massacre. Then the

    American fighter continued its vengeful round to the people of

    Ramadi to bombard a building in Albu Farraj village and killed

    fourteen civilians with a ten years old boy among them.

    Second: War crimes and crimes against humanity:1. Crimes of the American Troops:

    A former solider from the American army uncovered the

    horribleness his battalion did against Iraqi civilians through the

    American invasion in 2003. The former sergeant, Jimmy Messy

    said after publishing his book in Paris in November / 2005 that

    the training of the American strengthened violence tendency of

    those forces which later inflamed the resistance movement seen

    in Iraq now. Messy said: "The attack that the Iraqi people were

    treated with at the start of the invasion was the main reason in the

    daily attacks that targeted the American forces and Iraqis." Jimmy

    Messy, who served for twelve years as a solider in the marines and

    spent three months in Iraq before he was demobilized with a rank

    of honor after his injury talked about those crimes in his book

    "kill!! Kill!! Kill!!" which he wrote in cooperation with the French

    journalist Natasha Solner and published in France. Messy's, wholeft Iraq in May, 2003 composed his book after he left the army

    after deep depression because of the war. Messy said "This

    experience of writing helped me to bandage my wounds and close

    many chapters in my life and answer many questions. The former

    marines solider mentioned in his book that he was responsible for

    a platoon in the third battalion of the seventh fighting team where

    he was charged with the checking points and providing military

    cover against armed elements. He said that his platoon killed

    more than thirty civilians in Iraq in 2003 within a month and a

    half. He added: "As a matter of fact, we raised violence." In hisbook, he reviewed an accident took place in April, 2003 when

    some elements of the marines took the initiative to shoot fire

    against ten of unarmed strikers (nearby Al Rasheed military

    complex to the eastern south of Baghdad) who were holding

    banners against the American forces saying: "Go back home."

    Only when they heard a sound of a gunshot. Messy said that he

    shot twelve shots, and only one striker could escape. He also

    added: "Al Rasheed complex accident became clear in a

    quietness moment and realized that we based the general method

    to what Iraqis see and we ourselves showed the savageness with

    our action." Messy also tells how did he consult the chief officer

    and told him that the American military campaign's "Like

    annihilation" and "The only goal was oil and gains." The former

    solider said that this widespread violence among the American

    soldiers is a result of a training ratified by the highest offices in

    the American leadership. In his book, he considered Abu Ghraib

    scandals of torturing done by American military forces to

    prisoners was only an indication of the problem indications. In his

    book, Messy confirmed that the military directions tell the

    soldiers: "Every human is a possible terrorist." It raised fears and

    panic inside the marines' souls. Messy accused the administration

    of the American president George Bush that it's responsible for

    "Horribleness, and killing actions committed at the checking

    points." Referring to the French copy of the book presented in

    markets now. From another side, the spokeswoman of the

    Pentagon alleged that Messy's presenting has been investigated

    before and it was proved as not correct.

    The American forces existing in AlQayim broke into Al-Obaidi

    village in 6. Nov. 2005 and arrest a big number of the population

    including a girl of seventeen years old from Albu-mahal clan. The

    occupation forces exploded three houses later, after evacuating

    their residents.

    The correspondent of the National Iraqi News Agency (NINA)

    reported that the American planes bombed the are of Al-Taji

    shore (Al-Tajiyat) at 2:00 a.m. after midnight of Wednesday-

    Thursday in 10. Nov. 2005. The number of victims was big

    because of the bombing, there were children and women. At dawn

    of Thursday, the whole area was surrounded and started a wide

    operation of breaking into and checking included houses and

    farms. Not any declaration announced by the American forces

    about that accident.

    The American forces were doing a night breaking in AL-Dhiluiya

    three days ago on Saturday, 24. Dec. 2005 at 9:00 p.m. They

    arrested many persons after the execution of three shot to death

    after in front of their family's eyes after letting them be by the

    wall of Ahmed Kareem's (dead) house. They were:

    1. Dhirgam Shia' Mahmood.

    2. Fouad Obaid.

    3. Ahmed Kareem.

    All of them were relatives and neighbors living in Khazraj area.

    The American forces were breaking into the houses of Al-

    Makhlabi neighborhood and Aziz Balad through in 23-26 of Dec.

    2005. They American forces destroyd the furniture, robbed money

    and humiliated the civilians.

    The American forces kept on the siege to Tal Al-Dhahab village in

    Yathrib district / Al-Dhuluiya town from 12. Dec. 2005 up to 13.

    Jan. 2006 preventing entering of going out. They also did an

    arresting campaign, breaking into, killing animals and burning the

    house of a citizen. Besides, the American forces cut off the road

    that links Baghdad to Mosil and Yathrib Al-Dhuluiya. It's a main

    road and important to the families to get public services for their

    lives and staying.

    The American forces shot fire against civilians when doing

    checking campaigns in many streets and lanes of Ramadi, the

    biggest town in Al-Anbar, to the west of Iraq in 12. Nov. 2005. A

    medical source informed in Al-Ramadi Public hospital that the

    hospital receives twelve dead bodies shot with bullets in different

    places of their bodies. He informed that five of those victims were

    from the employees of Al-Anbar governorate health office, three

    were employees in electricity office, three were employees in Al-

    Ramadi secondary school in addition to two from the collage of

    medicine / Al-Anbar university.

    The American forces slaughter Khudhayir Fazza' Al-Zobayi infront of his house:

    The American forces broke into Al-Azzam village in western Al-

    Radhwania town in 11. Oct. 2005 after the afternoon prayer. They

    started checking the houses and farms. That force broke into the

    house of Khudhayir Fazza' Al-Zobayi by force and he wasn't there at

    that time. When the force asked his family about the place he exists

    the family answered that he's in the farm. Two soldiers went and

    brought him in front of the house after letting his family be out. They

    put him tied in front of one of the neighbors houses and the soldiers

    started torturing him by hitting him with wooden pegs and an iron

    hammer where pieces of meat belongs to the victim were found on.

    They conducted his body to electricity and the neighbors heard his

    screaming and saying the Islamic testify. The forces left quickly after

    they made sure of his death according to the victim's family

    informing. The neighbor who was tied too heard his crying and

    saying the Islamic testify, then the soldiers ran in a hurry to their cars

    and left. When the family of the martyr got into the house, they found

    him slaughtered and after burying him by his family, the same force

    broke into the house of Ibraheem Khaleel and hit him with his son

    Khalid. On their way out, they met his other two sons Muhammad and

    hamid, so they hit them too. The victim's neck looked as if he was

    slaughtered by a knife which showed the hideousness of the

    occupiers and its going deep into violation to people, and the victim's

    pictures proved. The signs of this kind of crimes started appearing for

    there're more than a situation happened to many innocent civilians.

    The American forces shot fire against Mr. Ra'ad Salim Hammoudi,

    Mosil sport club trainer in 08. Oct. 2005 and killed him while he was

    driving in the fifth tunnel bridge before sunset prayer while he was on

    his way back home with his friend where both were killed. What's

    worth mentioning is that the victim was working in Musil club before

    and he started training Aqra club after leaving Musil club. He's

    considered as one of the important trainers in Iraq who contribute to

    support sport, football (soccer) and supported the activities of sport

    teams in Ninawa governorate.

    The American forces prevented the Iraqi red crescent from reaching

    the families living outdoors in Khalidiya town in 27. Dec. 2005

    morning to give aids to people after they seized their lands and swept

    away their orchards. The man who's in charge of aid team heading to

    the victim village, Mr. Nezar Ahmed passed on that the occupation

    forces threatened to bomb an of the Iraqi red crescent that goes into

    the area, and asked for an official letter from the government allows

    authorizes the team to give the aid in an attempt to stop the aid from

    being to people.

    Fourteen Iraqis died in 26. Dec. 2005. There were children, women

    and old men among the dead after the second night they spent

    outdoors because the occupation forces threw them out of their

    houses, swept their arable lands and has been used as a military

    base. Passed on by a medical source in Khaldiya, Albu-Hzayim village

    that fourteen Iraqis spent the second night yesterday outdoors during

    biting coldness wave that hit the area. They were four women, three

    children and too old men and five other persons. They were taken to

    Khaldiya hospital. Our correspondent added passed on the medical

    source: "It was clear appeared that they had a clot in their minds with

    rigor in their legs while they were outdoors.

    The American army announce through the speakers that they would

    withdraw from Karabla town after the military airplanes have

    destroyed %50 of the town, and specially the contractors street (Al-

    Mukawileen st.) where %90 of it was destroyed. Too many civilians

    were killed and there were families couldn't leave their houses and

    mostly all were annihilated. Al-Karabla people called in a message to

    the media asking for the speed of telling about the image left by the

    bombing.

    The American war planes bombed a house in the district 12th of Rabi'

    Al-Awwal (Rabi' I) inside Hsaiba to the west of Iraq. The bombing

    caused the killing and injured many of the people living in the house.

    The American forces bombed Al-Batha village one day before that

    accident. A police officer asked not to mention his name for security

    purposes when calling him by phone said: "The American started the

    bombing around a house after midnight until dawn." And he didn't

    know the number of the victims whom they were transferred from Al-

    Batha village nearby Karabla to Al-Qayim hospital. In the hospital, Dr.

    Ammar Al-Marsumi said that he thinks that forty civilians were killed

    and twenty injured. He added that life guards were still searching to

    pick up bodies from under the debris. Later, another doctor in the

    hospital whose name's Ahmed al-Aani that 42 dead bodies were

    moved to the hospital after the air attack, where women and children

    were among them. Mohammed al-Karbuoli, a local tribal leader and

    dawn of Monday, 31. Oct. 2005. The participants in the operation

    were 150 of what's called (wolves brigade) subordinated to the

    Ministry of Interior with a similar number from the third infantry

    division in the American army in addition to a battalion from the

    cavalry. The American occupation army mentioned that the operation

    on that town, fifteen kilometers south of Baghdad aimed to arrest

    about one hundred of the armed elements. Responsible men in the

    occupation army referred to arrest about forty armed in the first three

    hours since the start of the operation according to their allegation.

    The city was exposed to wide sectarian cleansing campaigns many

    months ago undertaken by systems subordinated to Al-Ja'ffari

    government which made tens of families living there, while many

    other families sent an S.O.S. call to the international organizations to

    interfere to stop the sectarian cleansing the area has been exposing

    to by the hands of governmental militias subordinated to the police of

    Kut governorate, 200 km to the south of Baghdad even though Al-

    Mada'ain is related to Baghdad administratively. Acknowledging that

    the police and national guards are mostly formed from elements

    coming from militias of parties following hateful sectarian method in

    treating the Iraqis. The tribes council of Al- Mada'ain town sent an

    S.O.S. call to the honorable and of the alive humanitarian conscience

    in and out of Iraq demanding of rescuing the town and to conserve

    women's honor. The call referred to the big number of the forces

    from Wasit and Maysan "attacked Al- Mada'ain town (Salman pack)

    and broke into houses and stores of innocent civilians and arrested

    1315 (One thousand, three hundred and fifteen) persons including a

    number of children and women. They also stole many cars of the

    civilians and from their private properties like money and valuable

    minerals." The tribes council accused the governmental forces and

    American occupation forces that they were behind the campaign. The

    call issued by the council at that time said: "the operations are still

    going on until now, heard and seen, and with the bless from the

    occupation forces and other governmental official systems. The

    aimlessly arresting operations were with no judicial orders." The call

    also demanded the Iraqi Ministry of Human Rights and other

    organizations to stop that campaign.

    The American war planes bombed Al-Karabla area in Al-Anbar

    governorate in 29. Oct. 2005 which led to death of twenty five

    martyrs who were all civil citizens.

    The occupation war planes bombed Al-Obaidi district in Al-Anbar

    governorate in 31. Oct. 2005. The bombing led to more than forty

    martyrs; most of them were were civilians. There was also a big

    number of wounded and pulling down houses on the heads of their

    residential.

    On Thursday, 03. Nov. 2005, the first day of the Eid at 12:30 after

    midnight, the occupation forces started an airdrop using ten

    helicopters supported by a fighter plane. They bombed the area

    around the second Al-Sayafia village, south of Dora town in the

    capital Baghdad. The citizens were unarmed and sleeping in their

    houses. Then the American forces started burning the house of the

    citizen (Ali Ahmed Ibraheem) with all the furniture, contents and his

    own car, Suzuki 1984 and the power generator of the house. then

    they arrested the citizens and took them to unknown place:

    condemn the American forces for using chemical weapons in their

    barbarous attack against the Iraqi town Falluja in November, 2005.

    The shown documents assured "Using the white phosphorous bombs

    by the American forces in their attack against the town." The program

    that came under the title " Falluja, the hidden massacre" included

    evidences of former American officers and a show of a film "

    documents" using the white phosphorous bombs by the American

    forces and the affection on the population of the town, women and

    children. The Italian channel also mentioned that the recorded tape "

    contradicts" the declaration of the American Ministry of Foreign

    Affairs issued in 09. Dec. 2005 mentioned that using the white

    phosphorous was only to lighten the "enemy's" locations in town.

    Where it showed the use they described as a " Barbarous" of the white

    phosphorous and Napalm by the American forces that hit the

    unarmed civilians of Falluja population. "White phosphorous" used in

    making burn bombs with the quality of fast evaporation and flames

    as soon as touching the air causing fire and strong flame clouds of

    high heat. Using white phosphorous isn't only used to lighten to

    expose the enemy's location during the night, for sometimes it's filled

    in hand bombs, artillery ammunition and missiles projects. The

    American Ministry of Foreign Affairs hurried up to deny that news

    claiming as usual that it was untrue claims, while the sources of the

    Pentagon confessed in the end of using it in a clear disparagement

    way as a weapon against the fighters in town for those weapons don't

    recognize civilians from fighters who stayed in town. The number of

    the civilians who stayed in town was estimated as about 40.000 (forty

    thousands) civilians according to the UN reports mentioned in the

    Italian film. Referring to the American forces joined by Ayad's Allawi

    governmental forces have done many war crimes and genocides in

    Falluja included finishing off the wounded people and aimlessly

    bombing against the town. Iraq statistics said that tens of thousands

    from Falluja population were killed or be vagrants for the claims of

    the existence of terrorism in town.

    The American forces broke into houses of safe people in Al-

    Habbaniya town in Al-Anbar governorate on Tuesday, 08. Nov. 2005;

    to the house rooms to hit women and children, broke the furniture

    and terrified women, children and the safe population.

    A big joint force of the American army and Iraqi police made a raid of

    wide arresting campaign in Al-Mujamma' village subordinated to Al-

    Nahrawan district in Diyala governorate at dawn of 13. Nov. 2005

    when they arrested tens of the population. On the other hand, the

    American forces bombed using tanks bombs the two areas of

    Hudayda and Hibhib subordinated to Obaid area in the same

    governorate resided by Obaid caln. There were many victims and

    wounded that couldn't be known. The Iraqi police and national guards

    closed the entrances of Baquba town (Governorate center) and

    stopped the cars movement inside. Those forces were highly

    deployed in town without knowing the reasons for that. There were

    also about thirty persons arrested in Al-Tahreer neighborhood. The

    population of the neighborhood confirmed assured that those forces

    had a list of the names whom they wanted to arrest.

    A doctor from the Iraqi Red Crescent said that more than fifty dead

    bodies were found inside the garbage of western Hsayba town in Al-

    Anbar governorate nearby the Syrian borders which was invaded by

    forces led by the United states this week in an attack aiming for the

    armed. About two thousands, five hundreds American and one

    thousand Iraqi soldiers started the operation Steel Curtain one week

    ago since this date around western Hsayba town subordinated to Al-

    Qayim town in Al-Anbar governorate. Those forces have done a

    searching campaign from one house to another looking for the armed

    and destroyed a number of houses in air strokes. The American army

    said that one hundred and eighty armed were arrested, and at least

    thirty six escaped in the operation that kept on going on in Karabla

    town on Friday. They also said that about nine hundreds civilians

    escaped from the town and there were near places for them to live

    induring the operation. While the population started gradually being

    back home in the last few days, Dr. Sayf Al-Ani who works for the red

    crescent in Al- Qayim said that they found forty five dead bodies at

    least inside the garbage included some women and children. No

    respond came from the American army about the questions of the

    killed. The army also said that they did their best to avoid killing the

    civilians, and referred to an accident previously when five civilians

    were killed in a house after they have been arrested by armed men as

    hostages in the building. The American army previously accused

    doctors in the West of Iraq to distort facts on purpose about the

    number of the killed civilians after the American attacks.

    A number of Al-Qayim town population said in 12. Nov. 2005 that

    American war planes threw internationally prohibited cluster bombs

    during the aggression against the town on many sides inside Karabla

    and Hsayba towns. The families said that American war planes threw

    different sizes bombs on many places of Al-Qayim and the nearby

    villages including cluster bombs let to many civilians killed, where the

    outcome of victims of the wide American attack on both Al-Qayim

    and Karabla under the name (operation Steel Curtain) hasn't known

    yet. It was aiming to destroy the armed there and prevent the

    entrance of the foreign fighters as the American army declaration

    said. While medical sources in al-Qayim said that the humanistic

    situations were very difficult and complicated. Dr. Mohammed al-

    Azzawi from the Al-Qayim public hospital said that town's living

    under the strong pressure of artillery and air bombing, and there's no

    possibility to reach to the attacked places the houses in the town

    faces because of the curfew there. Besides, the hospital is suffering a

    great lack of medical equipments because of the American attacks.

    He's warning from a humanistic catastrophe threatening the town

    unless the international humanitarian organizations interfere to stop

    the bleeding in that area.

    The British forces broke into and surrounded many safe houses in the

    popular Al-Garma town in Basrah governorate in 13. Dec. 2005 and

    arrested one of the citizens with the charge of terrorism.

    A number of detainees sat-in Al-Shoayba airbase protesting for not

    respecting the sanctity and holiness of the Holy Koran, the book of

    Allah what made the occupation forces get angry after they

    2005 to conduct an international investigation about the conditions in

    the Iraqi prisons after serious indictments of violations against

    is still of unknown end after it's been clear that the purpose of the

    investigation was to obliterate the milestones to prevent it from

    affecting the elections results which was held in 15. Dec. 2005, and

    the impression of uncovering that prison from international anger

    when Mr. Kofi Annan, UN secretary-general called for a full

    investigation. That discovering came after more than a year of

    and media means to have a look at any prison ran by the Ministry of

    Interior. He denied that the Ministry aims at Sunni people saying that

    the Shiite were among the detainees in the building where twenty

    nine officers were commissioned with supervising it. The building's a

    framework where half of it is under the ground and the other half is

    on the ground. Jabor said that all the prisoners have been arrested

    according to the arrest warrant when he described them all as

    dangerous (Terrorists) and they will get their punishment through the

    Sadr city in Baghdad. Al-Karrar brigade claim was searching and after

    they found nothing, they took him to the battalion headquarters where

    prisoners from Al- Mada'ain are moved to Al-Mada'ain museum and then

    to Al-baladiyat district (Back headquarters of Al-Karrar brigade).

    Torturing is carried out in Al-Nisur prison, and in every battalion

    headquarters there's a special secret place for torturing, specially in the

    ruins area (Taq Ksra). Some of the tools which are used for torturing :

    1. The drill to make holes in the body.

    2. Iron hooks to cut and hang the body or parts of the body.

    3. Strong hitting by heavy tools on sensitive areas from the body

    which cause to breaking of bleeding.

    4. Using the ironing instrument.

    5. Hanging the body up.

    6. Using the nitric acid.

    7. Using hand equipments (Wire Cutter) to pull out teeth and

    break the nose.

    sleeping. What's widely known is that the sheikh was known for his goof

    life history, clean reputation, helping people, solve problems of people

    and had respect and prestige where all kinds of people respected him. It's

    clear that the crime was considered as a new method the militias related

    to the Ministry of Interior apply after the scandal of prisons in Iraq, so

    those militias are going on direct physical liquidation in the houses of the

    innocents, and they do such operations during the curfew using cars of

    the security systems of the Interior Ministry. The Sunni Endowment and

    Association of Muslim Scholars in Iraq (AMSI) condemned that criminal

    act.

    Common forces from the Iraqi Ministry of Interior and defense

    captured hundreds of Iraqis in Diyala' in 10. Nov. 2005 and most of them

    were Sunni. A widely known judge, security responsible men, a member

    of the governorate council and parties' representatives were among them.

    The vice- governor of Diyala' governorate Mr. Auf Abdul-Rahman

    emphasized in a call with Al-Jazeera that the Ministry of Interior

    commandos made a raid of wide campaign of breaking into many parts of

    Baquba city, to the Eastern North of Baghdad and arrested the judge

    Say'ib Khorsheed the vice of chief justice of Baquba, responsible of

    security committee in the governorate office Mr. Mohammed kamil. Vice-

    responsible in the Islamic party. The campaign started within the dawn of

    today concentrated on the Sunni milieu in the governorate. Other

    town in Diyala'. Mr. vice-governor of Diyala' described the arrest as an on

    purpose movement against the Sunni sect for the sake of affecting their

    entrances and imposed the curfew. He added: (we'll stay in the area until

    we entirely finish cleaning the city".

    The gangs of the organized terrorist crimes subordinated to sides

    in the present Iraqi government represented by the Ministry of Interior

    forces and militias participated in, and where its' members wear the

    official uniform of the Interior commandos and militias with known black

    caps on their heads as their insignia took 11 (Eleven) young men in Abu-

    Tsheer on the suburbs of Baghdad (Poor neighborhood where poor

    people and working class live) into a nearby place to their houses in that

    neighborhood on Friday night, 11. Dec. 2005 at 10:00 p.m. claiming that

    it (center) belongs to the (High crimes) force. In that ominous place which

    became a (Den) to execute those crimes in spite of the (religious) front!

    What's noticeable is that force passed back and forth in front of a police

    checking point with a force of two cars (Batta-Duck), five cars (Opel) and

    one car (Kia-Civia) which means that the force was using civil cars even

    though some members of the force were wearing police uniform or a

    combination with civil uniform where they took the eleven innocents and

    four of their dead bodies were found next day morning 12. Dec. 2005.

    They are:

    1. Mouhannad Hameed Abdullah Al-Rashid.

    2. Sa'ad Hamza Naayif (Mouhannad's cousin).

    3. Suhayl Najim Alwan.

    4. Hameed Najim Alwan (Suhayl's brother). Only eight

    hours later and nearby the ominous den in the same place and

    mutilated the bodies by the drill, pulled their eyes out and beaten

    Forces subordinated to the Ministry of Defense broke into the

    place where sheikh (Osama Al-Jada'an Al-Sanad), Al-Karabla clan Sheikh

    on Friday, 11. Nov. 2005 in Al-Karrada district nearby Uqba Bin Nafi'

    square. The sheikh's guards mentioned that he's been taken from his

    place late at night by Iraqi forces, and there were many cars belong to the

    national guards and he's in one of the locations of the Ministry of defense

    in one of the previous state palaces with the knowledge that Sheikh

    Osama has recently appeared on T.V. screens and condemned the act

    done by the American forces in Al-karabla. He also condemned the

    Ministry of Defense declarations about targeting the houses that lodge

    terrorists as the Minister declared, and it seemed that this was the reason

    for the arrest.

    A force from the Ministry of Interior subordinated to the interim

    government arrested tens of citizens on the identity when they broke into

    their houses in Al-Furat district in Baghdad on Sunday, 25. Dec. 2005 as

    eye-witnesses said. The witnesses said the elements of the force broke

    into the houses at 6:15 a.m. using violence to break the doors blocked

    their way accompanied with some spies that when those spies refer to

    someone, then he'll be one of the 50 (fifty) arrested as an initial number

    when we couldn't exactly limit the number of the arrested because of the

    terrorist way that force broke into the residential place and preventing us

    from going out of our houses and forced us to stay inside. They added

    that the number of the force elements was in tens wearing the official

    uniform of the Ministry of Interior forces, onboard of about ten cars (Land

    Cruiser) of white color with no number plates and heard some of them

    who didn't speak Arabic. They also added that the ways those elements

    applied were so wild and savage they (Witnesses) never saw before where

    non of the houses furniture and contents couldn't be our of their

    destruction, and they also robbed whatever was light and expensive that

    they stole the car of one of the citizens, many mobiles, gold and money

    of millions.

    The witnesses said the force elements were aggressive, hit and insulted

    citizens. They pulled an old man from his praying carpet where he was

    praying with no respecting for his age neither reverence of the praying

    the old man was doing standing between the hands of his God. They also

    kicked an old woman with their feet until they dropped her on the floor.

    The witnesses also added that they were so aggressive with a one and a

    half month suckling baby when his mother was trying to calm her baby

    and stop him from crying, so they kicked him with their feet and kicked

    his bed looking for weapons might be hidden with him!! Asking his

    mother using a classical Arabic!! Saying: "where is the weapon?"

    They showed how so bad were their words through insulting and

    sectarian insults in a hateful way resulting from a hidden malice indicated

    that they had no relation with the national and unionist slogans they

    falsely raised to laugh at the Iraqis. The witnesses also cleared that one

    of the citizens was arrested because he committed a crime where the new

    Iraqi democratic law punishes which's that his name's (Saddam) and

    nothing more that they threatened him woe and he was still in his house!!

    They said that a police captain was among the arrested who's been

    arrested more than once, and also one of the arrested tried to get rid of

    them by mentioning to the force that he's an officer (Employee) in an

    official office and they answered him saying: " The state doesn't lodge

    and accept whoresons." Some of the arrested were visitors to their

    relatives and not from the house people, but even though they were not

    released. After the families showed their fears that the same savage

    torture, killing and unknown destiny will happen to their kinship arrested

    persons until they ended saying: "Until when the situation will stay like

    this with no security or stability?! Will that day come where we'll see a

    national government that takes care all the citizens without any

    distinction, and with Iraqi forces for real security but not for injustice and

    unfairness?! And are there still honest men in the world who can save the

    Iraqis from these tribulation and misfortune?".

    11.Nasser Mohammed Ali Al-Khalidi.

    This arresting crime came one day after the Interior forces arrested

    Sheikh (Abdul-Moni'm Faisal Al-Janabi), a member of the AMSI and the

    speaker of Fattah pasha mosque in Hai Al-A'amil district and one of his

    sons in Baghdad.

    A message from the murdered (Muthhir Aziz A'ayid Al-Samarra'i

    reached to the Iraq newspaper Al-Wifak Al-Demoqrati (Democratic

    Harmony) showed the details of his being a martyr. The message was

    confirmed with the forensic medicine report with the No. 2505 dated in

    02. March. 2005 entitled to Madinat AL-Tib (Medicine city) police station.

    That message reached the newspaper in 11. Nov. 2005 and the victim's

    family demanded the Iraqi president, Prime Minister, Minister of Interior

    and Minister of Justice and Human Rights to start an investigation about

    the savage torture crime that made him die. The family of the deceased

    Mudhhir Aziz A'ayid Al-Samarra'I said that the victim was married and

    had five children, four sons and one daughter. He was arrested in his

    house in 23. Nov. 2004 while he was in good health. He became a martyr

    in 31. Dec. 2004, and his family got the body and saw the traces of the

    torture which made him die. The family could get the forensic medicine

    report two months after its been issued when consulting the competent

    authorities. The report (issued by the forensic medicine) very ugly

    pictures about the torture against the victim like the ironing by a burning

    machine wide spread in the right shoulder, in front of the two legs, in

    front below the right thigh. The report also referred to the traces of a

    trial to pull out the nails of the hands and feet in addition to the bruises

    clear on many places of the body. Reminding that this crime was an

    extension to much of scene of prisons in Iraq during the occupation era.

    Former news mentioned many torture cases caused to many death cases

    also in the American democracy, liberation and human rights which made

    many some humanitarian organizations in the world to indicated with the

    accusation fingers to the American forces, Iraqi national guards and Iraqi

    police for adopting non-humanitarian methods and internationally

    condemned by all of the divine laws and the positive legislations. The

    newspaper said that they (newspaper staff) put this document evidence in

    front of the Iraqi, Arabic and international public opinion and demand in

    an urgent way to guarantee all detainees rights arrested in the Iraqi

    Abdul-Rahman Adnan Al-Sahar Al-Hamdani, Adil Abdullah Al-

    Sahar Al-Wardi and Muhammed Fayadh Al-Sahar Al-Hamdani who were

    from Al-Radhwania residents, were exposed to a shooting by the guards

    of a Hosaynia in Al-Jihad district. One of them immediately and all havebeen moved to Al-Yarmook hospital in Baghdad. Later, a force from the

    Interior commandos arrested one of the wounded and took him to an

    unknown place, while the other was moved to Al-Noor hospital

    (Muhammed Baqir Al-Hakeem) in Al-Sho'la town and the killed stayed in

    the same hospital. The uncle of the killed did assure that " they were in a

    passable way nearby the Hosynia and the armed from a Hosaynia

    attacked them in Al-Jihad district, then they were moved to Al-Yarmook

    hospital and we found one of them in the same hospital and the other

    was moved to Al-Noor hospital." None of the victim family knew the

    reasons for moving, torturing and executing him there. He also added: "The third, Muhammad Fayadh Al-Sahar Al-Hamdani was moved by the

    Interior forces to one of their centers even though he was seriously

    wounded. These are the events that come in the series of sectarian events

    led by militias of some parties and the extremist religious trends. For the

    knowledge, Al-Noor hospital in Al-Sho'la town witnesses similar events

    like the killing of 11 (Eleven) men from Zoba'a Clan, 6 (Six) from Al-

    Ghazalia district and 6 (Six) from Al-Hurria in previous periods.

    Eye-witnesses mentioned that civil and military elements from the

    Ministry of Interior were on board of four cars (Pickup) and two cars

    (Patrol) broke into the victim Yassir Salah Al-Samarraa'i's Housein 13.

    Nov. 2005 and asked: " Who is Yasser Abu-Ammar?". They took him to an

    unknown place after he answered with official papers concerned the

    family members. When his relatives started investigated about him, theyfound that he was in one of the Ministry of Interior jails. On Wednesday,

    16. Nov. 2005 his dead body with three more of persons including a

    seventeen years old boy) who were arrested with him were found with

    traces of hideous torture. The victim Salah was arranging for a media

    coverage about a story of a husband and a wife (Kais Al-Zoheyri and

    Hayfa Nu'aymi) from Al-Ghazalia district who were killed only three days

    before the Eid by bullets of armed men and left 5 five children behind. He

    was also preparing for an assistance campaign to that afflicted family.

    The father of the victim (Yassir) who's the Sheikh (Salah Al-Samarrai') was

    a Muslim religious scholar (Cleric), the owner of Al-Turath bookshop inAdhamia and was executed in 13. Nov. 2993 by Saddam's regime with

    the charge of changing the regime which was the same day when his son

    Yassir was killed.

    A responsible source in the Iraqi Islamic party declared on

    Saturday, 12. Nov. 2005 that many brigades from the Iraqi Ministry of

    Interior have done an arresting campaign to political and leading symbols

    in the Islamic party, the supporter of the political process. The source

    also added: "The Ministry of Interior system represented by Al-Hassan,

    Al-Hussein, scorpion and wolf brigades and more launched wide

    arresting in Diyala governorate targeting the political symbols

    participated in the political process this time that it reached some leaders

    of the Islamic party, some members of the governorate council, a judge

    who was occupying the position of the vice of chief justice in Diyala and

    hundreds more without the knowledge of Diyala governorate or the police

    and security officials.

    A guards in an Iraqi prison opened fire and started shooting

    against the prisoners which resulted twenty killed of the detainees when

    the detainees tried to escape according to the claims of some sources in

    the Interior. The source said: "Twenty prisoners were killed by guards of

    one of the prisons in Kadhumia town in Baghdad after they tried to

    secape from the prison." He informed: " The reaction of the prison guards

    against prisoners attack was shooting them to control the situation and

    catch everyone who tried to escape which led to kill twenty prisoners.

    An armed group aimlessly shot heavily in the air on Thursday, 28.

    Dec. 2005 what made people to hurry up to hide in stores and behind

    walls. People had panic in the intersection of Al-Kuwait St. which is a big

    commercial street in Basrah. When the armed group saw the people

    running, they started laughing because that group represented the militia

    of one of the religious parties. Two of them have been recognized that

    they were police men in Al-Ash'ar and the rest who were eight persons

    were masked and totally covered their faces.

    A force from the 4th sector forces came to Bab Al-Zubeir

    neighborhood in the main St. of Basrah on Tuesday, 27. Dec. 2005 and

    stopped a passengers vehicle, brand Kia and and ordered a man of more

    than 60 (Sixty) years old to get out of the car and hit him badly by the

    heels of their guns and kicks and left him and go. One of the citizens

    took him to the hospital. One of the officers (Lieutenant Colonel) named

    (Abu Ahmed) came back one hour later asking for that man named

    (Abdullah Mahdi Al-Bahadli) and when they found him they apologized

    that he wasn't the meant and that the patrol made a mistake. The man is

    still in the hospital until writing this report.

    It's mentioned that hundreds of leaders, officers and pilots of the previous Iraqi

    army have been exposed to campaigns of chasing by the militias cooperated with

    occupation forces during the passed time after the occupation. It resulted killing and

    assassinations may of them without any interference of any official side to protect them,

    and that's what many Iraqi present officials confessed about that while meeting a group

    of those officers.

    Iraqi former pilots are afraid to leave home feelings afraid ofassassination:

    The Iraqi former pilots in the air force are afraid for their lives after filtering

    tens of them since the start of the occupation in April, 2003. A former pilot

    brigadier (Rabi' Ahmed Al-Ta'i) summaries in his meeting in 27. Oct. 2005 his

    fears about the filtering and kidnapping that got his colleagues who were living

    threatening obsessions saying: "I don't leave my house feeling afraid of being

    assassinated." Al-Ta'i is from Tikrit the center of Salahuddin governorate added

    that not less than 36 (thirty six) of high ranks officers have been assassinated

    that 23 (twenty three) of them were pilots from the previous air force "by the

    hands of groups supported by Iran to get revenge from us". He clarified that his

    colleague the Lieutenant Colonel (Sha'mil Ghafuori) in Baquba "was assassinated

    in in broad daylight when he was sitting with the colonel Jasim Hassan -who was

    also a pilot- in a commercial store. The other one was shot by many bullets in

    his leg and the poice didn't find the criminals but closed the investigation". Al-

    Ta'i participated in Iraq-Iran war (1980-1988) when chemical weapons were

    used against the Iranian army, and got retired from his position in 1997. He

    assured that a large number of the air force officers immigrated "and no one

    stayed but only few living in fear and fright" and that the Iraqi president (Jalal Al-

    Talabani) met about one thousand of air force officers two weeks ago before this

    meeting with Al- Ta'i when the president criticized the aggressions those air

    force officers face assuring that "Those air force officers have no guilt because

    who disobeys the orders previously would face death penalty". The president

    asked and invited them to move to the two Kurdish governorates Suleimaniyah

    (330 km North of Baghdad) or Erbil (350 km North of Baghdad) "in case there's

    no safe shelter for them." He said: "We'll provide you all the requirements for

    living and safe life regardless of party and intellectual belonging." It seems that

    the reassurance didn't change anything because two former officers have been

    killed in the duration 22-28. Oct. 2005 in karbala governorate (110 km South of

    Baghdad). One of them was (Rijab Abdul-Wahid Al-Jaberi), the officer in the

    former Iraq air force. The former colonel in the air force from Al-Duor town to

    the North of Baghdad Mazin Jalal Al-Salami said that: "the continuous kidnapping

    in the army which is ended with killing and torture is uncovered now with the

    involvement of the state systems." He added: "I think that getting revenge from

    the high officers is losing an opportunity that could return solidity of the new

    Iraqi army." A'ayid Stam Al- AL-Jubori who carries the sustenance of his

    brother's family the pilot brigadier Amed Stam after the armed assassinated him

    when he was out from a mosque in Al-Shrikat (70 km South of Mosul) in August

    / 2004. A'ayid assured that his brother "participated in the war against Iran,

    Kuwait war and North cleansing operations when he was leading a Russian made

    helicopter" assuring and accusing that: " Peshmerga - Kurdish fighters- was

    standing behind the assassination. In his turn, Muhammed Anwar Najim Al-

    Deen, 28 years old, son of the pilot colonel Najim Al-Deen Muhammed Al-

    Obaidi from Makwhool township (North of Beaji in Salahuddin governorate)

    whose father was assassinated three months ago derided from the invitation of

    Talabani to the pilots. He accused members from " Peshmerga in assassinating

    his father who's killed when he was leaving his house and the killers' car headed

    towards Kerkuk road where the two main Kurdish parties are centered.

    Muhammed said: "The aim of Talabani's invitation was to observe the movement

    of the pilots, and it's a planning to stop who wants to join the legal Iraqi

    resistance." He added: "We heard in the news that the government caught a Salafi

    group where among them was a planner for the operations who was the Air Vice

    Marshal Harbi Abed Khudhayr."

    Unknowns assassinated Dr. Sami Ayman in 16. Nov. 2006 in his house to

    the west of Tikrit. A family said that an armed group surrounded his house and

    killed him in front of his sons before the group escaped. It's monetioned that Dr.

    Sami Ayman was considered as one of the best specialists in chronic and

    malicious diseases in Iraq.

    Unknown armed assassinated a professor in the fine arts institute on

    Monday morning in 26. Dec. 2005 in Tobchi district in Baghdad. A source from

    the Ministry of defence said that armed men shot a hail of the bullets against the

    professor Nawfal Ahmed at 8:00 a.m. while he was leaving home to his work.

    A source from the police reported to the correspondent of the Iraqi News

    Agency (INA) that unknown armed on board of cars with no number plates killed

    A'adil Al-Zubaidi, the lawyer of Taha yaseen ramadhan and shot Thamir Hmood,

    the lawyer of Barazan Al-Tikriti. He's injured and was taken to the hospital

    nearby the accident when they shot them in Hai Al-A'dil neighborhood, to the

    west of Baghdad, on Tuesday noon in 08. Nov. 2005.

    A source in the Ministry of Interior said that Baghdad police found three

    disintegrated dead bodies early in the morning of Monday, 26. Dec. 2005 which

    were picked up from Al-Rostamia project for the treatment of the heavy waters

    to the Eastern-South of Baghdad. The source couldn't recognize out the bodies,

    but he said: "It's hard to recognize the bodies because they all were

    disintegrated." He said that the clothes which the victims were wearing were civil.

    A high-ranked officer in the previous Iraq air force was assassinated by

    unknowns nearby Karbala, on Tuesday night in 10. Nov. 2005. A source in

    Karbala police said that three armed on board of a BMW car opened fire of their

    guns against the pilot staff colonel Flayeh Hassan while he was leaving his house

    in Sayf Sa'ad neighborhood which is about five kilometers away from the city

    center and shot him dead. This accident came two days after the killing (by

    armed in the center of Karbala city) of another officer from the previous Iraqi

    army officer (major) whose name's Fadhil kadhim. Witnesses said that pilot staff

    colonel Hassan who was a squadron commander in the Iraqi Iran war (1980-

    1988) came to Karbala to take his family to where he was working in one of the

    Arab Gulf countries a while ago.

    An official source in Sunni Endowment in Basrah declared that unknown

    armed assassinated Sheikh Ibraheem Al-Shaheen (Imam and speaker of Khor Al-

    Zubair mosque) on Monday morning, 21. Nov. 2005.

    The major general Abu-Awsima, leader of the missiles system surface-

    to-surface shot against Israel in 1991 was assassinated in 01. Nov. 2005 in

    Mosul when an armed group made an ambush outside his house in Al-Thobbat

    district (Officers district) and showered him with a hail of bullets. The members

    of that group escaped towards the Kurdish village Faida without chasing them by

    the police and security where their patrols were there near the place of the

    accident. Well-informed sources mentioned in the city that is full of leaders,

    officers and other ranks of the Iraqi army disbanded by the previous American

    governor Paul Bremer. The betrayed was the staff major general Nabeel Abu-

    Awsima. He was one of the best artillery and missiles officers in the army before

    he's been moved to work in the Military Industrialization Organization in 1991

    supervising the long-range missiles system belonging to the organization. Those

    sources clarified that the staff major general known as (Abu-Awsima = The man

    with many medals) because of his courage and getting many heroism medals

    and courage badges during the Iraq Ian war in the 80's. He stayed hiding for all

    the time after the occupation after he received threats of killing him for his role

    in the missiles hitting against Israel through the (Desert Storm) war at the start

    of 1991. Units from the Kurdish militias (Peshmerga) broke into his house many

    times in different times through the last three years to arrest him for the charge

    of participating in hitting Israel with missiles but they couldn't catch him because

    he moved to another place to protect himself. It's believed that officials are in the

    Ministry of Defense were who gave his name to the armed group that

    assassinated him in addition to the military leader from the ministry archive after

    he stayed outside the spotlight since the end of 1991 war and sent to be retired

    after freezing the Military Industrialization Organization works, destruction of its

    facilities and establishments by the international inspection committees .

    The students Federation President of Mosul university, the martyr Qusai

    Salahiddin was kidnapped with his brother Ahmed. He has organized a

    demonstration in Musel university against the rise of the fuels prices. He spoke

    in the demonstration against Ja'afari government and criticized Al-Hakeem and

    the behavior of his militias. Al-Arabia channel correspondent was in that place,

    in the same day when he was kidnapped from his house until his body was found

    with the head cut in addition to his brother Ahmed. That matter raised the anger
