The first step was to appoint a popcorn chair for your unit. The second step was to attend your District Corn Roast in August and register your unit for participation in the Popcorn Sale. The third step was for your Unit Popcorn Chairman to attend the District Popcorn Training that will be conducted concur- rently with school night training in all Districts during the week of August 23 rd . After the training your chairperson will be responsi- ble for conducting a unit Popcorn Kickoff, coordinat- ing the sale and submission of all forms for product and prizes. He or she will also be responsible for arranging for product pickup, distribution within the unit, and submission of payment in a timely manner. TO: Scouts, Parents and Leaders FROM: Ross Bash, Council High Adventure Chairman We invite all Boy Scouts and their parents and all Boy Scout Leaders to attend a High Adventure Rally to be held Monday, September 12, 2005 at 7:30 PM at the Stanwood Elementary School in New Stanton. At the rally the High Adventure Committee will outline all the High Adventure activities to be conducted until the year 2010. We will review plans for the provisional Phil-mont contingent for 2007 and accept applications and a $50.00 deposit for the trip. We will entertain discussion and review options open for the Council’s 2007 High ad-venture Activity. All Scouts and their parents and all Scout Leaders should attend this meeting if they have any interest in any High Adventure activity. We’ll see you at this fun, important meeting! Down and Derby We have been chosen as one of the Councils to sponsor the movie “Down and Derby” . Our Scout week for the movie will be on Friday, October 7 - Thursday, October 13, 2005 at the Carmike Cinema behind the Westmoreland Mall in Greensburg. FREE PINEWOOD DERBY KIT How it works Each boy who joins Cub Scouting will receive a colorful Race to Cub Scouting “drivers license” . The license entitles him to receive a Race to Cub Scouting Pinewood Derby Kit when he attends his first official Cub Scout pack meeting. Be a part of the Race to Cub Scouting and watch your recruit-ing and retention numbers take off!

COUNCIL UPDATE I hope everyone enjoyed their summer and had a great time at our camps!

I wanted to give an update on our United Way situation. As you might have heard, we were recently informed by the United Way of Westmoreland County that our yearly allocation will be significantly decreased. Currently, we can re-submit a proposal for 2006 - 2007. Our 2005 - 2006 grant has been decreased from $84,000 to $56,000.

In the meantime, when you make your donation to the United Way, please designate the “Westmoreland-Fayette Council, BSA” as the recipient of your contribution. In order for the council to receive your donation, the contri-bution must be for $50 or more. I will keep you informed on the situation and I appreciate your support and dedica-tion.

To help us with the shortfall, the council is planning a few fundraisers this year. First we will be having our annual Sporting Clays Tournament. The event will take place on September 23, 2005 at The Shooting Academy at Nema-colin Woodlands Resort. More information is available on page 12.

The second event will be a show at the Palace Theatre in Greensburg. We have reserved tickets available for the Thursday, October 20, 2005 show featuring Tim Conway, Harvey Korman and a special guest, Impressionist Louise DuArt. Please take a look at the information on page 12.

Also, we have been chosen as a sponsor for the “Down and Derby” movie for the week of October 7 - 13, 2005. See top of this page for more information.

2006 Camp Conestoga

As you can see most Troops have staked their claim for their campsite for the 2006 camping season.

All the weeks of camp are now open for any Troop to make a site reservation for the 2005 Season. There is a $25.00 site reservation fee. Call the Council Service Center at 724-837-1630 to make your reservation.

The Camp Fees for 2006 will be determined this fall.

2006 Reservation dates and Information

♦ The reservation fee of $50 per Scout will be due March 17, 2006. The troop will receive the discounted fee to be paid in full

by May 12, 2006 for only the number of Scouts that the Troop has paid for $50 by this date. Exception will be Webelos Scout moving to the troop. They will receive the discounted price until May 12th.

♦ The final fees will be due by May 12, 2006. A discount will be received if paid in full by this date.

♦ If payments received by May 13, 2005 do not reflect your troop filling at least 2/3rds of the campsite capacity, your reserva-tion may be transferred to another site in the same week or another troop may be assigned to share your site.

♦ If your Troop arrives at camp with more Scouts than they are registered for or they arrive with too many Scouts and exceed the maximum number of campers for the site, we reserve the right to switch your campsite

♦ All troops are responsible for notifying the Council Service Center of reservation changes for 2006

♦ 2006 site reservation forms are available at the Council Service Center. 2006 Camp Staff Applications are now available at the Council Service Center.

SEPTEMBER --- GIVE YOUR FULL SUPPORT T SCHOOL NIGHT AND OTHER FALL RE-CRUITMENT PROGRAMSCONDUCTED BY YOUR UNITS OCTOBER ---- HELP UNITS CONDUCT MEMBERSHIP INVENTORIES AND UPDATE YOUR UNIT HEALTHANALYSIS REPORTS REMIND YOUR UNIT LEADERS AND CHARTERED PARTNERS TO START PREPARING FOR THE ANNUAL RECHARTER PROCESS COMMISSIONER NOTES OF INTEREST 2005 Commissioner Conference By the time you see this article our council’s commissioners will have participated in our Annual Commissioner Conference which was held at Camp Conestoga on August 27. Approximately 40 Commissioners participated in the day long session which started with coffee and donuts in the morning and ended with a late afternoon corn roast. A big thank you goes out to those who attended as well the Council and District Commissioner Staffs that planned the program and lead the discussions. The conference was kicked off with opening remarks by Council Executive, Bill Taylor and featured Cletus McConville, origi-nally an Old Trails Scout who now serves the Pittsburgh Council as a Field Director. 2005 / 2006 Information The 2005 /2006 Commissioner packets and calendars have been distributed. If you have not yet received a packet or calendar call your District Commissioner. They are packed full of the information you need for the coming year. Annual Recruiting Drive “SCHOOL NIGHT” plans are well underway and again all of our Packs, Troops and Crews should increase membership by par-ticipating in School Night and First Nighters. All of our Districts are participating in special programs to make this our best ever recruiting year. As a Unit Commissioner you should be working as a Coordinator at your unit’s recruitment event. Venturing Crews should be participating by scheduling a “FIRST NIGHTER”. Information has been distributed to all Venturing Crews. If your Crews need any additional information it is readily available through the council office. It is very important that all of our program divisions conduct recruiting programs for both youth and needed adult leadership. Every boy and young lady should have the opportunity to experience scouting. Retention “Retention” is just as important as “Recruiting”. These same youth we have recruited should have the opportunity to remain in scouting and experience all of the advantages that scouting can give to a youth. Work with your unit to help them review their membership roles. We want to get all of our scouts, whether cubs, boy scouts or venturers back into the program to start the new year. Commissioner Needs Our council and district commissioner staffs are still in need of additional commissioners. This is the first year in the last ten years where our commissioner staff has not had at least one commissioner for every three units. If you are aware of the benefits scouting presents to our youth and are not actively involved in a unit leadership position we can use you in the commissioner service. Talk to your District or Council Commissioner and become involved. The job of a commissioner is to help units succeed. If a unit is not successful we are not delivering to our scouts the program we have promised. Dick McKelvey Council Commissioner

TRAINING NEWS

Outdoor Leader Skills Weekend The INTRODUCTION TO OUTDOOR LEADER SKILLS course will be held Friday, October 21 to Sunday, October 23, 2005 at Camp Tenacharison. This course is for all Scouts leaders, Scoutmasters, assistants and all troop com-mittee members. By taking these training’s you only help to improve your unit and help to give a great program to the youth. This is a hands on, fun-filled chance to learn Tender-foot through First Class outdoor skills and resources. Registration and camp set-up is from 7:00 p.m. to 8:00 p.m. Friday night. The course ends Sunday at 2:00 p.m. The cost of this course is $20.00. This cost covers all food for the weekend training, certification cards, trained patch and handouts. Please bring a tent and all personal equipment including eating utensils, Scout uniform and handbook. Cooking equipment and stoves for each patrol will be pro-vided. Camp Conestoga Hill Area October 14-15-16, 2005

Troop 457 invites you to Camp Conestoga to sharpen your scouting skills this October.

The cost will be $5.00 per Scout. This event will be a competi-tion using the patrol method. Points will be awarded at each station as well as additional points added for participation in the flag ceremonies and campfire skit/song at the closing. The competition will challenge all participants to know their scout-ing skills. (1st aid, orienteering, pioneering, fire building, knots…) Each member of the patrol will be involved. Prizes will be awarded for 1st, 2nd, and 3rd places as well as a draw-ing for a door prize.

Registration will be at the Hill Pavilion 7:00 p.m. to 8:30 p.m. Friday.

District Award of Merit We are accepting nominations for the District Award of Merit that will be presented at the annual District Dinner on November 15th, 2005 at a location yet to be deter-mined. The District Award of Merit is a Council award presented to Scouters who render service of an out-standing nature at the District level, which may be some-thing they have contributed toward the development of Scouting in the lives of large numbers of boys or may have been given to a smaller group over a long period of time. An awards committee using the nominations sub-mitted determines the selection of the awardees. I strongly urge you to nominate someone that you feel is deserving and would appreciate your thoughtfulness. Nominations are due to Council by October 31, 2005.

New Leader Essentials The Laurel Hills District training committee will be conducting a New Leader Essential and Cub Position Specific training session on September 17th at the Council Office from 9 am-2 pm. This is open to both Cub and Scout leaders that have not been trained or are interested in a refresher course. This is a wonderful opportunity to learn more about the Scouting program in general and just how important it is to be a leader. This training is also designed to train each leader in his or her position in the Pack. Re member, the more leaders that are trained in your Pack, the smoother your Scouting year will run. New Leaders Essentials is also designed for those Troop leaders that plan on attending the Scoutmaster Fundamentals in October. There is a $3.00 fee for each session. The Camporee will be on Friday, October 14 and ending on Sunday, October 16, 2005. The Uniontown Amateur Radio Club will host the camporee. It is located on 433 Old Pittsburgh

Road, Uniontown. The camporee theme will be “Jamboree on the Air”. The camp will also offer working on select merit badges with the related theme. More information is forthcom-ing.

WEBELOS OUTDOOR WEEKEND The WOW was a huge success with about 16 We-belos and about 10 leaders being trained. Once

again the Scouts ate well due to Ed Stephens and his foil packs, chocolate chip cookies, spaghetti, and fruit cobbler. Dave & Linda Meredith organized the entire event and everyone had a great time!

2005 Fall Camporees We also have an opportunity to go to the Crowfoot Gun Club in Murrysville for a unique shooting sports camporee. Here Scouts will be able to work on archery, rifle, shotgun, and other shooting sports activities. This one is scheduled for October 14, 15, and 16. "Although Boy Scouts in the 1910s performed a great deal of public service, their most notable work was associate with World War I. During the war, Boy Scouts served on the home-front selling war bonds and war savings stamps, growing food in Boy Scout gardens, distributing government literature for the government, and even locating black walnut for the military to use for propellors and rifle stocks and collecting peach pits for use in gas mask filters.
