The League of Women Voters of Seattle-King County has been actively engaged in making our democracy work since 1921. The League strives through education and advocacy to:

• Act as a force to create positive, lasting change • Ensure that all citizens have a voice • Educate citizens on public policy issues that affect

their lives • Foster public debate based on substance rather than

partisanship • Monitor governmental bodies and commissions• Influence public policies consistent with League

positions and principles.

Made up of people of all ages and backgrounds, the League is a nonpartisan, grassroots organization. Its activities include registering voters, sponsoring debates, holding public forums, studying public policy, taking positions based on its fundamental principles and publishing educational resources like this directory. The League is firmly nonpartisan and neither supports nor opposes candidates for office. At the same time, it is political and advocates on select policy issues after careful consideration by its membership. Each month, discussion groups, known as units, meet across King County to study issues that challenge us on the local, state and national level.

Sharing your thoughts with the people who represent you at the local, state and national level is easy and vital to the functioning of our democracy. When an issue or legislation arises that you care about, contact your representatives by email, phone or regular mail to ensure that your voice is heard.

Tips for Communicating with Elected Officials

• Email is now the preferred method of communication, but phone calls and letters are still effective.

• Be courteous and to the point. • Keep letters to one page.• Letters to elected officials should be addressed to "The

Honorable" plus name, or "Position" plus name, as in "The Honorable Jane Doe" or "Councilmember Jane Doe."

• Describe specifically and in your own words how an issue or legislation will affect you or others you know.

• Include the bill number or its popular name if you are commenting on specific legislation.

• Be sure to give your name, address and phone number.• Ask for a response.• Give positive feedback. Take the time to let your

representatives know when they have done something of which you particularly approve.

• Remember, your elected officials represent you!

Democracy Vouchers: In 2015, voters in Seattle adopted a publicly financed election system that allows residents to contribute up to $100 to eligible candidate(s) in city elections by using vouchers. The vouchers are funded through a property tax. In 2019, vouchers will be available to participating candidates for district council races. The intent of the program is to provide greater diversity of participation both in candidates running for office and the people getting involved in campaigns. Washington was the first state in the country to establish a Top 2 Primary election system in place of a party nominating system. A Top 2 Primary narrows the number of candidates to two. The two candidates who receive the most votes in the Primary advance to the General Election, regardless of their party preference. CandidatesEach candidate for partisan office may state a political party that he or she prefers. A candidate’s party preference does not imply that the candidate is nominated or endorsed by the party, or that the party approves of or associates with that candidate. Voters should check with the parties (see contact information on page 36) to confirm endorsements.VotersIn each race, you may vote for any candidate listed on the ballot. The two candidates who receive the most votes in the Primary advance to the General Election, regardless of their party preference. Washington voters do not declare party affiliation as part of voter registration. However, for the Presidential Primary and the election of PCO's (precinct committee officers), a declaration of affiliation is required and you must vote for a candidate from your declared party. The declaration is made on the ballot itself.Political partiesPolitical parties do not have a guaranteed spot on the General Election ballot except in Presidential Elections. The two candidates who advance to the General Election may state a preference for the same party or different parties, or may choose not to state a preference. Parties are free to conduct their nominating procedures according to their own rules, at their own conventions, caucuses or meetings. This frees parties to develop their own criteria for nominations, endorsements, and other public declarations of support.

All elections in Washington State are by mail-in ballot. If you are registered to vote in Washington State, you will automatically be mailed a ballot 20 days before Election Day. There are three ways to return your voted ballot:

• Mail it making sure it is postmarked no later than Election Day.

• Drop it off at a secure ballot drop box by 8:00 p.m. on Election Day.

• Return it in person to King County Elections by 8:00 p.m. on Election Day.

Make sure your vote is counted.Carefully follow all instructions on your ballot and remember:

• Use only a black ink pen to vote.

• Your signature makes your vote count. The signature on every ballot envelope is verified against the voter’s registration record. If your signature has changed, please update your records with King County Elections.

• Respond immediately if you are contacted by the Elections office. You may have forgotten to sign the return envelope or your signature may not match your voter registration record.

• To be counted, your ballot must be postmarked on or before Election Day or dropped off at at a ballot drop box or at King County Elections Division by 8:00 p.m. on Election Day.

Accessible voting options are availableIn King County there are three accessible voting centers with audio and visual technology which enables voters with limited vision and physical disabilities to vote independently. There is also an online ballot marking option. Call or visit www.kingcounty.gov/elections for more information.

Chinese, Korean, Spanish and Vietnamese informationFederal law requires King County to produce all election material in Chinese and Vietnamese in addition to English. King County also provides materials in Korean and Spanish. If you need language assistance or would like a ballot and voters’ pamphlet in one of these languages, call 206-296-8683. Staff members who are fluent in these languages are able to take your call.

Who can register to vote?To qualify to vote in Washington State, you must be a citizen of the United States, a legal resident of the state, at least 18 years old by Election Day, and not disqualified due to a court order. Most ex-felons are eligible to vote unless in prison or on community custody. If unsure of your status, contact the ACLU at 206-624-2184 or canivote.aclu-wa.org. 16 and 17 year olds can preregister* but the registration will not activate until the first election where they will be 18 on or before election day.Certain domestic violence/harassment victims can keep their address confidential to protect them from abuse/harassment. Contact the Address Confidentiality Program at 360-753-2972 for qualifications and to register. Do not use the standard voter registration methods before checking eligibility.Where can I register?Online voter registration is available on the Secretary of State’s website at myvote.wa.gov. Mail-in registration forms can be downloaded from https://www.sos.wa.gov/elections/print-voter-registration-forms.aspx. Register in-person at your county elections office.What are the registration deadlines?*Online or mail-in registration must be done at least 8* days before the election. Registration can be done in-person up to and including election day.*What if I move?You may update your registration the same way you register up to 8* days before the election in which you wish to vote. If this update is not made by the deadline, you may still vote according to your previous address. Contact the elections deptartment to obtain a ballot as it may not be forwarded by the post office.If you move to a new state, you must re-register with the elections office in the new state in order to vote.
