Post boxes affected are those which collect less than 50 items a day or are within half a mile of late collection box. UpminsterStationOver the years, we have liaisedwith the various rail authoritieson improvements at UpminsterStation.The service is recorded as the bestin the country. One outstanding

issue wehave beenworking onis trainscomingfromLondonstoppinghalf waydown theplatform.Please seethe latest

news we have received from C2CRail Company:"We are well aware of the issuewith the stopping location atUpminster station for coast-bound trains, particularly thosewhich are eight carriages long.The current locations are usedbecause they enable drivers to seethe entire length of the train inthe platform mirrorsunencumbered by platformfurniture.These stopping points will bechanged within the next year, andwe hope that Upminster will becompleted before the end of 2015.The current mirrors will bereplaced with a system of camerasand monitors which, while moreexpensive, enables the train to beviewed from a stopping pointwhich is more convenient forpassengers.

This £3m route-wide project willbe completed within the first 18months of the new c2c franchise. Iam sure you will remember thestart of the new franchise wasdelayed by the Department forTransport until November lastyear.With regards to safety, we havenot had a customer accidentreported at Upminster as a resultof the stopping points of thetrains since the autumn of 2012.Therefore while we are very keento resolve this issue because weknow it is improving the servicefor our customers, it is notcausing day-to-day safetyproblems."

Bus StopImprovementsFollowing on to my article in theAugust Bulletin, when I advisedthat the bus stops in St Mary'sLane were to be made "disabledfriendly" thus making it a loteasier for anyone with mobilityproblems: mothers with buggiesand those with shopping trolleys,etc., I am pleased to report thatthe two in Front Lane, fromWantz Bridge to the railwaybridge, have also now receivedthe go ahead. Also those inOckendon Road - the two in theCorbets Tey village will beseparated, to prevent incidents

Bonfires a Boneof Contention?

It isinterestingthat theorigins ofthe word‘bonfire’ isbelieved tobe derivedfrom theCelticcustom ofburning

the bones of the cattle which wereslaughtered. In modern times,bonfires can be a bone ofcontention between residents aswhat is reasonable and what isexcessive. The government haveproduced useful guidance onbonfires, safety and the law whichprovides helpful tips and seeks toclarify the legal position[direct.gov.uk]. However, therearen’t any specific laws againsthaving a bonfire nor at what time,but there are several laws thatdeal with the nuisance bonfirescan cause. It is an offence to getrid of domestic waste in a waylikely to cause pollution or harm

to human health, includingburning it. Burning plastic,rubber or painted materialscreates poisonous fumes and canhave damaging health effects forpeople who have asthmatic orheart conditions. Most bonfiresare relatively infrequent andcause little concern. However, fora bonfire to be considered anuisance, it needs to be a regularoccurrence and to seriouslyinterfere with your well-being. Ifthe bonfire is only occasional, ega couple of times a year, it’sunlikely to be considered anuisance in law. If the Councilconsiders a bonfire to be anuisance, it can issue an‘abatement notice’. Fly TippersCaughtWe have been having liaising withthe Council's StreetCareDepartment regarding a numberof locations experiencing flytipping. Whilst it is an on goingproblem, I am delighted to informyou that several local fly tippershave been identified andprosecuted.Also there has been oneindividual who was taken to courtfor dumping a sofa and atelevision in Bramble Lane. Thisepisode cost him just under threethousand pounds. HaveringCouncil will and does prosecuteoffenders.Let's keep Havering clean!

£32m BridgeReplacementThe ongoing works to replace therailway bridge at the junction ofArdleigh Green Road and the A12is set to continue until the end of2017. It is estimated that theworks will cost £32m and will befunded by Transport for London.The main works will take placebetween mid 2016 and the end of2017. During this period only twolanes will be operational (onelane in each direction). Duringthe east (London) bound works,the exit from Bryant Avenue ontothe A127 south eastbound will beclosed for approximately ninemonths. The new bridge will behigher than the existing one toallow for Crossrail trains in thefuture.

Mayor's Charity RunThe Mayor’s Charity 4 mile run/walk is on Sunday 18th October. It is to take place in Harold Wood Parkand the start time is 11.00am. The cost to enter is £8.00.
