***These Minutes are for informational purposes only and have not been approved by the Weld County Council.*** Special Meeting MINUTES WELD COUNTY COUNCIL February 12, 2020 The Weld County Council met in special session in full conformity with the Weld County Home Rule Charter at 5:00 p.m., Wednesday, February 12, 2020, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. The meeting was delayed briefly due to inclement weather. The meeting started at 5:17 p.m. ROLL CALL: The meeting was called to order by President Tonya L. Van Beber. Councilmembers Nancy Teksten, James Welch and Gene Stille were present, constituting a quorum of members. Also present was Council Secretary Linda Kane. NEW BUSINESS: Discussion regarding final candidates for the vacated County Commissioner At-Large position Councilmember Welch presented the five final candidates to be interviewed for the vacated County Commissioner At-Large position. They are: Gary White Mike Finn Elijah Hatch Kevin Ross Perry Buck. See their applications in Addendum 1. Council President Van Beber requested Secretary Kane to contact the candidates and notify them of interviews to be held at the Councils regular meeting, Monday, February 17. Discussion was held on which questions to ask candidates and how much response time to give them. It was decided each candidate should be asked the same questions with a limit of roughly three to six minutes available for response. County Attorney Bruce Barker suggested the Council ask candidates to leave the meeting Feb. 17, prior to interviews. At that time, Council may discuss the questions to be asked. Councilmember Teksten stated the importance of probing questions to get to know the candidates and how they would perform as commissioner. Councilmember Abernathy made a motion to have a tiered-voting system in place in case candidates tied for the position. After much discussion, he rescinded his motion. Attorney Barkers told Council they could discuss their top picks before narrowing down an appointment.

    NEW BUSINESS:

    County Commissioner At-Large position

    Councilmember Welch presented the five final candidates to be interviewed for the vacated

    County Commissioner At-Large position.

    They are:

    Gary White

    Mike Finn

    Elijah Hatch

    Kevin Ross

    Perry Buck.

  • Council advised Secretary Kane to send the five applications to County Clerk Carly Koppes

    and Sheriff Steve Reams for verification they meet the requirements of a commissioner.

    Those responses were due to Council by noon, Friday, Feb. 14.
