President’s Statement

I wish to welcome you all to this year’s annual conference for the Institute of

Internal Auditors Malawi. The theme for the conference is “Good Govern-

ance: Has Internal Audit in Malawi Failed?” This is a pertinent question

that we all need to reflect on during this conference. As internal auditors, we

have a crucial role to play in as far as good governance is concerned. In this

regard, the 2016-2020 strategic plan for the institute of internal auditors global

states that the vision for the internal audit professionals is to be “universally

recognized as indispensable to effective governance, risk management and

control.”

It will be noted that the topics that have been lined up for this conference are in one way or another

aimed at addressing issues of good governance from the perspective of an internal auditor. Further, the

choice of presenters, both local and foreign, was carefully done based on their professionalism and ex-

perience in various fields so as to bring diversity in ideas.

I must also mention that apart from the presentations, this year we shall have a panel discussion on the

theme. The aim is to ensure that we do a thorough assessment of how we have performed regarding the

role we play in promoting good governance both in private and public sector in Malawi. My expectation

is that in the end we shall come up with ideas that will help us enhance the way we perform our role.

To those that are from other professional backgrounds other than internal auditing, I wish to say that we

welcome any suggestions that will help to enhance the internal audit profession. Your contributions dur-

ing the panel discussion or informally after the presentations will be appreciated.

With these remarks, I wish to thank you all for attending this year’s conference. It is my conviction that

we shall come out of this conference as refined internal auditors whereas those that are from other pro-

fessional areas will have a better insight of the role of an internal auditor.

Profile: Right Hon. Richard Msowoya MP.

A Village Boy, a Politician on Duty, a Speaker and a Hope for Parliamentary

Democracy: The Story of Richard Msowoya

Right Hon. Richard Msowoya MP is the current and the seventh Speaker of the

Malawi National Assembly. He is a Member of Parliament representing the people

of Karonga Nyungwe, Traditional Authority Mwirang’ombe in Karonga District.

To know the personality Speaker, Richard Msowoya as a Village Boy, a Politician

on Duty and Speaker, you have the story told below:

The Village Boy

Right Honourable Richard Msowoya was born on 28th

August 1962 at the then Chilumba Clinic, (now

upgraded to a Health Centre) as the 10th

born to William Daniel Msowoya and Ivy Joha Nyirenda in a

family of 12 children.

He grew up in a village setup where, he says, with all the fun like herding cattle with the fruits that you

pick as you are herding with friends. However, herding cattle was not a substitute to school as the par-

ents, especially the mother, were very strict about school. It was only during weekends he would be al-

lowed to lead the then normal young boy’s village life. He would be given a choice of where to go herd-

ing cattle or to the garden.

Richard Msowoya started school at the age of five at Nyungwe, later Chikhumbe and in Mtakataka

Dedza. He went to Robert Brake Secondary from where he was selected to go to Chancellor College be-

fore furthering his studies at University of London and University of Bolton in the United Kingdom

where he obtained a Masters Degree in Supply Chain Management.

During his primary school life, he wanted to be a driver, a dream that would later change to a Marketing

and Sales Manager in the later days of his college education. He has more than 25 years experience in

national and international development work. He has worked in various organisations in Malawi, Bot-

swana, South Africa, Nigeria, across Europe in Switzerland and Bosnia.

A Politician on Duty

To talk of politics, Honourable Richard Msowoya, MP, is not new in the arena having joined politics in

2004 after being motivated by the infamous third term bill that Parliament was discussing which he

thought was and almost everyone thought it was not good for our democracy.

This motivation saw him contesting in the 2004 general elections where he was elected as Member of

Parliament for the constituency he is serving now under the Republican Party ticket, a break away party

from MCP. During that five-year term, 2004 to 2009, he was appointed Minister of State in the Presi-

dent’s Office and later was appointed Deputy Minister of Education, deputising the Head of State at that

time.

Right Honourable Msowoya went back to his mother party,” says influenced by his admiration of vet-

eran politician Hon. John Zenus Ungapake Tembo, who does not talk much. He knows what he wants

and he normally gets it. Most politicians talk too much and they fail to walk their talk. Hon Tembo is

consistent he does his politics quietly.

A Speaker of Parliament

Following the tripartite elections, in line with the constitution of Malawi, Section 53 Subsections 1 and

2 new Members of Parliament had to elect a Speaker amongst themselves. The name of Hon Richard

Msowoya was one of the two names put forward for the position.

“taking into account that this institution, the Malawi Parliament, is one of the arms of government,

which plays an important role in consolidating the nascent democracy, it is, therefore, imperative for us

Members of Parliament who have the voting power in this august House to elect a Speaker who has the

capacity to run this institution smoothly, independently and impartially,” Hon. Dzoole Mwale MP, ob-

served in his statement nominating the name of Hon. Msowoya MP for the position which he went on to

win.

By now you know at least the village boy, the politician and the Speaker behind the name Rt. Hon Rich-

ard Msowoya, Speaker of Malawi Parliament.

(QAIP) in Internal Audit Function. (Presenter: Thomas Kaunda – IIA Zambia)

Brief Profile

Thomas Thindwa Kaunda (FCCA, FZICA, CIA, SAP Fin Cert, Prince2)

Thomas Kaunda is the current Vice President of the IIA Zambia, a Certified In-

ternal Auditor and a Fellow member of the ACCA and ZICA, Certified SAP Fi-

nancials Consultant and is Prince2 Project Management Certified. He has over 15 years of experience in

leading staff in the planning, execution and management of audits, consultancy and investigation as-

signments that are aimed at providing Governing Boards and Chief Executive Officers, assurance on the

adequacy and effectiveness of risk management, governance and internal control processes.

He has Broad knowledge in financial and accounting operations, information technology, risk manage-

ment, corporate governance, IT governance, fraud awareness and project management covering indus-

tries that include Financial institutions, Mining, Agriculture, Manufacturing Companies, Retail Chains

and government institutions. He has been key in training, directing, controlling and organising auditors

to ensure efficiency and effectiveness of audit Operations.

He is the Chairperson of the Technical Committee tasked to come with legislation to regulate the Inter-

nal Audit Profession in Zambia.

TOPIC 3: IT as a Tool of Good Governance

Max Mlomba (CIPM) Profile

Max Mlomba is currently working for Malawi Revenue Authority

as Director of Information and communication Technology (ICT)

since August 2012. Previous positions held as Head of ICT for Ma-

lawi Savings Bank (2012), NBS Bank (2001-2012). Has been in-

strumental in implementing various ICT projects in these institu-

tions.

Achieved a number of performance awards on the way.

He is a Post graduate in Strategic Management, Certified International Project Manager

(CIPM) and a graduate in Social Sciences, majoring in both Computer Science and Eco-

nomics from Chancellor College. Currently studying for MSC in Information Systems

Management.

A family man married to Dorah and father of three Tinashe, Tasleema and Thurayyah.

Enjoys farming (animal ranching and agro). Has a passion for serving where necessary

hence has been a member of the Lions club, currently chair of Balaka Secondary School

alumni and a trustee member of a number institutions.

TOPIC 4: Entrepreneurship

(Presenter: Daniel Dunga - Malawi)

Brief Profile

DANIEL DUNGA

Daniel Dunga is a Mandela Washington Fellow of President Obama’s Young Af-

rican Leaders Initiative (YALI). Daniel is a Motivational speaker, Author, Entre-

preneur, and Business leader. He currently serves as the General Manager for Continental Asset Man-

agement Limited. He is the former Chief Executive Officer of the Institute of Chartered Accountants in

Malawi (ICAM).

Daniel is a competent professional speaker with Toastmasters International (TI) and he is also a gradu-

ate of the Success Motivation International (SMI). Daniel has spoken at numerous conferences both lo-

cally and internationally and has delivered trainings to corporate clients in the area of ethics, innovation,

entrepreneurship, and personal development.

Daniel is a Fellow of the Association of Chartered and Certified Accountants (ACCA). He also holds an

MBA (Merit) from University of Derby (UK) and a Bachelor of Accountancy degree from the Universi-

ty of Malawi.

TOPIC 5: Leaving Personal and Professional legacy

(Presenter: Rt. Ho. Chimunthu Banda - Malawi)

Brief Profile

Rt Hon Henry Chimunthu Banda (Msc)

Rt. Hon. Henry Chimunthu Banda is an educationist by profession having been a

teacher and Headmaster in many secondary schools throughout the country be-

tween 1985 when he graduated from Chancellor College and 1999 when he joined politics. Between

1999 and 2014 he stood and won the parliamentary seat for Nkhotakota North constituency on three oc-

casions during General Elections held in 1999, 2004 and 2009. During this period, he developed an in-

depth understanding of parliamentary democracy at local and international levels. At local level, he has

held several positions in Government as well as in the two parties he has belonged to namely: United

Democratic Front (UDF) and Democratic Progressive Party (DPP), the highest being the Secretary Gen-

eral of DPP. In Government, Rt Hon Chimunthu Banda has been Deputy Minister of Foreign Affairs;

Minister of Youth, Sports and Culture; Minister of Energy, Mining and Natural Resources as well as

Minister for Transport and Public Works. Between 2005 and 2009 he was Leader of the House during

President Bingu wa Mutharika’s first term. He was elected Speaker, unopposed, on 22nd

June, 2009 fol-

lowing the General Elections held in that year. He served as Speaker of Malawi Parliament up to the

dissolution of Parliament in May, 2014.

At the international level, his dedicated service in parliamentary bodies such as the Commonwealth Par-

liamentary Association (CPA) and the SADC Parliamentary Forum provided him the opportunity to

gain requisite knowledge and understanding of the constitutional, legislative, economic and cultural sys-

tems obtaining in various jurisdictions. In the Commonwealth Parliamentary Association, Rt Hon Chi-

munthu Banda has been Chairperson for Speakers and Presiding Officers Conference (Africa Region)

2009-2011; Member of the CPA Executive Committee (International) 2010-2013 and Member of the

Standing Committee for the Conference of Speakers and Presiding Officers (CSPOC) (International)

2012-2014, among others. He also been a member of the Executive Committee of the SADC Parliamen-

tary Forum charged with various responsibilities including leading election observation missions.

At the end of his political career, Rt Hon Chimunthu Banda wrote a book on parliamentary procedures

and traditions as they have unfolded in Malawi from 1907 to 2014. The book chronicles the physical

and procedural evolution that has developed from a 7-member Parliament in 1907 during the colonial

administration, through the Malawi Congress Party’s one party rule up to the present multiparty dispen-

sation of a 193-member assembly.

Dr. Margaret Mwanjani Ganje Sikwese

Managing Partner and Director

Novo Habitus Consulting Limited (NHC Ltd)

With a background in development sociology, Margaret believes in

empowering individuals and organisations to find themselves and their

purpose. She is a dynamic and innovative leader who is passionate about

transformation and unleashing others’ potential. Margaret worked in the University of Malawi (for 13

years) as a lecturer and researcher; The Malawi Institute of Management (MIM) - for 4 years as Director

of Strategy and Business Development and Senior Management Development Consultant; and currently

heads NHC Ltd, a consulting firm that serves as the FranklinCovey hub in Malawi. A Certified

FranklinCovey trainer, Margaret holds extensive local and international expertise in training and

consulting in various aspects of leadership and management. She has a PhD in Development Studies

from the University of Bradford, United Kingdom, obtained in 2008. In 2000, she obtained a Master of

Science Degree in Tropical Forestry (Social Forestry) from the Wageningen Agricultural University,

The Netherlands. Prior to that, she had studied at the University of Malawi – Bunda Colege of

Agriculture, from where she graduated with a Bachelor’s Degree in Agriculture with Distinction. She is

a Mediation and Negotiation Skills expert accredited by the University of Western Australia as well as

an Environmental and Social Impact Assessment (ESIA) Expert. From 2012 - 2016, she served as a

Board Chairperson for Citizens for Justice (CfJ), a local NGO which has grown into a SADC region

NGO. Currently, she is serving on the board of Tilitonse Fund and chairs the Grants Committee of the

Tilitonse Fund Board.

Brief Profile

Glyx B Msanyama is holder of Msc in Audit Management and Consultancy

(UK); Certified Risk Analyst (Singapole) B.ACC Polytechnic UNIMA. He

has attended over 20 courses abroad in internal auditing and general man-

agement. Msanyama retired from the Civil Service at a position of Director of

Central Internal Audit Unit. He also worked as Controller of Internal Audit

Services in Education, Chief Internal auditor Mines, Natural Resources. He

served as Chairperson of UNIMA Council Audit Committee sat as Board

member of several organizations including IIAM.

Brief Profile

Emmanuel Danstan Chinunda is an international consultant, accredited trainer,

public speaker, Malawian author specialising in customer service, human resource

management, leadership, team building and change management. He holds a Mas-

ter of Business Administration degree (MBA) from Management College of

Southern Africa in the Republic of South Africa and University of Durham gradu-

ate in Business Counselling (UK). He worked as a group general manager, human

resource and administration manager and executive director. He was awarded Fel-

lowship of the Institute of Professional Managers and Administrators in 1997 and Competent Leader in

Toastmasters International in 2004. He is alumni of the African Leadership Centre. He has a wealth of

experience as a practising consultant, corporate manager, board member of several organisations, a

weekly newspaper columnist and has authored six books on leadership, change manageent, customer

service and motivation.

Tiwonge Kaluwa CIA

Tiwonge Kaluwa is a Certified Internal Auditor and a graduate of the Institute

of Internal Auditors’ Instructor Development Course (IDC). He is a consultant

in Governance, Risk Management and Control. Tiwonge Kaluwa boasts of

over fifteen years work experience in the financial sector pertaining to Gov-

ernance, Risk Management and Control. He has been involved in many con-

sultancy projects including the World Bank funded ‘Financial Sector Techni-

cal Assistance Project (FSTAP). He has facilitated several courses for the Institute of Internal Auditors

The contribution does not cover transport, and drinks (other than what is provided during Health

breaks, cocktail and dinner). Delegates accommodated at Sun ‘n’ Sand will be given meal coupons

which will be used for breakfast, lunches and dinners. Delegates accompanied by guests (e.g.

spouses and children) will buy coupons for their guests during registration. Delegates will be re-

quired to produce the correct meal coupons in order for them to be served. We kindly ask all our

participants to take care of meal coupons as there will be no replacements in case of loss.

REGISTRATION

Registration is confirmed on receipt of payment. Please call to confirm space availability. Once

registration takes place, no refunds will be made on cancellations received within 5 working days

of the conference date or for non-attendance. However conference fees will be refunded less

25% administrative charges if cancellations in writing are received at least 5 working days prior

to the commencement of the conference. Substitution of delegates within the same period are

however Acceptable.

ACCOMODATION INFORMATION:

The conference delegates have an option of paying full contribution or contribution for the con-

ference only.

Those choosing to pay full contribution will have the comfort of being accommodated at Sun ‘n’

Sand Holiday Resort on full board. However delegates bringing more than one guest or children

and requiring more accommodation space and beddings than allocated, will make their own ac-

commodation arrangements with the hotel or outside the hotel if the hotel will have no extra

spare accommodation and will personally pay the hotel directly.

Delegates are therefore advised to pay all their bills which are not part of the contribution to the

hotel before departure as the Institute will not be liable to pay their bills

SPORTS & LEISURE:

Sports activities and leisure for free will include swimming in the pool, Golf, Bawo, Table Ten-

nis, Beach Soccer, and Beach volleyball. Delegates interested in Child Park will pay K2,500 per

child while camel ride will attract a K1, 500 per head and K1,000 per head for train ride.

WEATHER & DRESS CODE:

During the month of August / September, the Lake District of Mangochi is warm with tempera-

tures reaching as high as 28 degrees Celsius. Participants are therefore advised to note that smart

casual will be the dress code throughout the Conference period except during the official open-

ing ceremony, when all invited delegates will be expected to be formally dressed.
