Introduction

ThisdocumentsetsoutaplanforsecuringfortheMinistrythebestpossiblechanceofcompletingwhathasbeenstarted,implementingwhathasbeenplanned,consolidatinggainsmade,etc.throughZESSTA’ssupport.Thishasbeenreferredtoas‘lockingin’–orsafeguarding–ZESSTA’slegacy.

TheZESSTASteeringCommitteeapprovedthisactivityduringitsextraordinarymeetingon4thDecember2017,heldprimarilytoreviewthetechnicalclose-downplandevelopedafterconfirmationon25thOctoberthattheFacilitywouldcloseasoriginallyscheduledattheendofJanuary2018.

TheplancompletionwasfacilitatedbyZESSTAadvisersfollowingtheseguidelines:• PleasecompletethefollowingtableincollaborationwiththenaturalTAP(technicalassistance

partner)foreachactivityinMoGE(orelsewhere,asappropriate).• HelpMinistrypersonneltodothisthinking;theyaretheoneswhowilltaketheworkforward.• Consider/includeallactivitiesinthisyear’sworkplan,includingthosethathavebeen‘deferred’

ThePlanningandInformationdepartmentofMoGEhasreceivedon-the-jobsupportwiththepreparationofthe2018OutputBasedBudgetandbudgetsubmissiontotheMinistryofFinance.Aspartofthissupport,aworkplanforOBBpreparationhasbeendevelopedandareviewoftheprogrammeclassification,outputindicatorsandtargetshasbeenimplemented.Atemplateforquarterlybudgetexecutionreportinghasbeendevelopedandintroduced.Aconceptnotehasbeendraftedforschoolgrantplanning.

inaddressingtheproblemof‘payrollmismatch’throughapilotprojectintwodistricts

ZESSTAworkedwiththeMinistryoverasignificantperiodtounderstandthecausesandconsequencesofpayrollmismatchandworkedwiththeMinistrytodevelopacredibleroadmaptoaddressthepayrollmismatch.ThePSissuedtheplantoallprovincesanddistrictswithinstructionstocomplywiththerequirementsanddeadlines.Therearepreliminaryreportsthat,asaresult,inappropriateallowancesarebeingstoppedandrecoverieseffected.TheChiefAccountanthasagreedthatthepayrollclean-uproadmapshouldbeincorporatedintotheFMAPandprogressshouldregularlybereportedtotheFTC.ZESSTAalsomadeaseriesofrecommendationsonrecruitingandretainingteachersinruralschoolswhichareaddressedaslateractionsinthepayrollmismatchroadmap.

ZESSTAfacilitatedthetrainingofHRMOsfromHQ,allprovincesanddistrictsinHRbasicskills,proceduresandfunctions;PublicSectorPoliciesandProcedures;Payrollmanagementandcontrol,GrievancesandDisciplinaryProcedures.ZESSTAdevelopedtheworkshopprogrammeandmaterialsandinvolvedresourcepersonsfromTSC,CSCandPMEC.Theworkshopswereverywellreceived.

Threetoolkitstostrengtheninstitutionalleadershipandmanagementhavebeendevelopedthroughwritingworkshops;twelvepilotschoolsinLusakaandCentralProvinceshavebegunimplementationofthefirsttwotoolkits;thethirdtoolkitwillbeintroducedtothe12pilotschoolsinJanuary2018aftertheorientationoftheSMTsinDecember2017.Lusakaprovinceisplanningtorolloutthe3ILMDtoolkitstoallschoolsacrosstheprovince.Centralprovincehasalsoextendedthenumberofschoolsinvolvedinthepilot.AdraftcostedroadmapforimplementationandmonitoringofILMDwasdevelopedatthestartoftheprocess,however,thisroadmapisnowoutdatedastheapproachtoILMDchangedfromatrainingprogrammetoatoolbasedapproach.AllZEMTmaterialshavebeenplacedontheMoGEwebsite.AdirectoryofthepeoplewhocanbecalledontodevelopfurthermaterialsandsupportorientationofSMThasbeendeveloped.
