Introduction

ThisdocumentsetsoutaplanforsecuringfortheMinistrythebestpossiblechanceofcompletingwhathasbeenstarted,implementingwhathasbeenplanned,consolidatinggainsmade,etc.throughZESSTA’ssupport.Thishasbeenreferredtoas‘lockingin’–orsafeguarding–ZESSTA’slegacy.

TheZESSTASteeringCommitteeapprovedthisactivityduringitsextraordinarymeetingon4thDecember2017,heldprimarilytoreviewthetechnicalclose-downplandevelopedafterconfirmationon25thOctoberthattheFacilitywouldcloseasoriginallyscheduledattheendofJanuary2018.

TheplancompletionwasfacilitatedbyZESSTAadvisersfollowingtheseguidelines:• PleasecompletethefollowingtableincollaborationwiththenaturalTAP(technicalassistance

partner)foreachactivityinMoGE(orelsewhere,asappropriate).• HelpMinistrypersonneltodothisthinking;theyaretheoneswhowilltaketheworkforward.• Consider/includeallactivitiesinthisyear’sworkplan,includingthosethathavebeen‘deferred’

beyondZESSTA.• ‘Potentialpartners’mightbeZambianandinternationalCPs,otherGRZinstitutions,other

ThemanualforfinancialmanagementatprimaryandsecondaryschoolsandECEcentreshasbeendevelopedandfinalizedandhasbeenreviewedandapprovedbytheMinistryofFinance.Introductionofthemanualwascarriedoutinliaisonwithworkstream3topilotsitesinChongwe,ChibomboandLusakadistricts.ThirteenprimaryschoolswereorientedintheFinancialManagementGuide,namelyTwikatane,Lwimba,Chalimbana,Chongwe,Chibombo,Katuba,Lotus,Chibolya,Chilenje,B.ArthurWina,Mukalashi,KayoshaandTwatasha.

inaddressingtheproblemof‘payrollmismatch’throughapilotprojectintwodistricts

ZESSTAworkedwiththeMinistryoverasignificantperiodtounderstandthecausesandconsequencesofpayrollmismatchandworkedwiththeMinistrytodevelopacredibleroadmaptoaddressthepayrollmismatch.ThePSissuedtheplantoallprovincesanddistrictswithinstructionstocomplywiththerequirementsanddeadlines.Therearepreliminaryreportsthat,asaresult,inappropriateallowancesarebeingstoppedandrecoverieseffected.TheChiefAccountanthasagreedthatthepayrollclean-uproadmapshouldbeincorporatedintotheFMAPandprogressshouldregularlybereportedtotheFTC.ZESSTAalsomadeaseriesofrecommendationsonrecruitingandretainingteachersinruralschoolswhichareaddressedaslateractionsinthepayrollmismatchroadmap.

AboutZESSTATheZambiaEducationSectorSupportTechnicalAssistance(ZESSTA)FacilitysupportstheGovernmentofZambiatostrengthentheeducationsectorandimprovelearningoutcomesforchildren.Wefocusoncapacitystrengtheningassustainablesupporttoimprovedservicedeliveryintheeducationsector.Ourworkisdemand-drivenandlinkedtoministerialannualplanningprocesses,focusedoneducationsectorprioritiesandresponsivetocurrentandemergingneeds.TheZESSTAFacilityisfundedby(i)UKaidfromtheUKgovernmentand(ii)theGlobalPartnershipforEducation(GPE),anddeliveredbytheBritishCouncil.
