IASC Principals Ad Hoc Meeting on South Sudanand Cash Transfers The IASC Principals met on 4 May to review the designation of the systemshywide Level 3Emergency (L3) Response for South Sudan as well as to discuss the findings of theCash Strategic Task Group The IASC Principals agreed to deactivate the IASC L3 surgedesignation for South Sudan and to implement measures proposed by the HC and HCTfollowing the deactivation The discontinuation and transition to the consolidation of thesurge capacity that the L3 yielded does not mean that other forms of strategic intershyagency support to operations such as highshylevel advocacy and engagement are nolonger needed Some IASC members noted that they would retain their internal L3protocols to remain scaledshyup operationally The findings of the report of the StrategicCash Task Group were welcomed and there will be followshyup discussions on cash

IASC Working Group Ad Hoc Meeting on IntershyAgencyHumanitarian Evaluations An ad hoc Working Group meeting was held on 11 May to present the findings from twoIntershyAgency Humanitarian Evaluations (IAHEs) which were recently concluded in SouthSudan and the Central African Republic Based on good feedback and discussion themanagement response plans are now being adapted for input Lead agencies will thenneed to take forward implementation of global recommendations

IASC Support to Develop a Campaign to Counter theToxic Narrative Around Migrants and RefugeesFollowing the most recent IASC Working Group the IASC secretariat has worked withand in support of the secretariat for the Summit on Addressing Large Movements ofRefugees and Migrants to assess gather and analyse what has been done by the IASCcommunity to counter the omni present xenophobia and toxic narrative Appropriatematerial is being gathered and intensive brainstorming meetings held with a large rangeof actors for input into concept paper to be developed ahead of the General Assembly inSeptember 2016

Humanitarian Coordinators Retreat 31 May shy 1 June2016From 31 May to 1 June 35 Humanitarian Coordinators were joined by senior officialsfrom IASC partner agencies representatives from donor governments and public andprivate partners at the 2016 Humanitarian Coordinators Retreat in MontreuxSwitzerland

The annual HC Retreat provides an opportunity for substantive exchange between HCsand key humanitarian stakeholders The Retreat is a good occasion to share globalmessages and updates on global initiatives to receive feedback from HCs on criticalissues and to lsquoground truthrsquo potential responses and policy This year taking placeimmediately after the World Humanitarian Summit the Retreat included inshydepthsessions exploring the role of HCs in implementing IASC commitments on protectionfrom sexual exploitation and abuse and to address sexual and gendershybased violenceThe keynote address by JeanshyMarie Guehenno discussed humanitarian action in achanging and complex world while expert panellists highlighted key outcomes andcommitments from the World Humanitarian Summit the Grand Bargain and thechallenges for humanitarian financing and prompting discussion on the implications ofthese for field leadership and action

STAIT Webinars ldquoSexual Exploitation and Abuse is an insufferable sign of our collective failure to protectthose very persons who have been entrusted to our carerdquo William Lacy Swing

The STAIT held two webinars on ldquoPractical Steps to Avoid Sexual Exploitation andAbuserdquo on 11 and 13 May which were attended by several hundred field basedpracticioners The IASC has focused on reinforcing the responsibilities for HumanitarianCoordinators to ensure that PSEA has a clear place within the humanitarian architectureand that the humanitarian community has a responsibility to legally hold perpetrators toaccount Ambassador William Lacy Swing (IASC Champion on PSEA and DirectorGeneral IOM) and Mr Mohamad Fall (UNICEF Representative and HCT focal point onPSEA Central African Republic) discussed the challenges in preventing and addressingsexual exploitation and abuse by humanitarian workers and provided examples of howPSEA is being addressed through global policy and at the country level The webinarfocused in particular on CAR

Accountability to Affected Populationsand Prevention of Sexual Exploitation andAbuse The TT decided to commence therevision of the 2011 IASC AAPcommitments reflecting recentdevelopments including the CoreHumanitarian Standards (CHS) and thelessons learned through the pilot onPSEA communityshybased complaintsmechanisms (CBCM) The best practicesguide on intershyagency collaboration forCBCM will be sent along with the relatedGlobal SOPs to the IASC Principals fortheir endorsement

AAPPSEA was well represented at theWHS side event organized by the Gatesfoundation focusing on local and nationalengagement IOM and Interactionorganized a special event on PSEAincluding a discussion on the future ofSEA prevention protection and responsebased on global commitments As anoutcome from this event it wassuggested to include PSEA language intothe upcoming ECOSOC HumanitarianAffairs Segment and the humanitarianresolution The CHS Alliance with other

Mental Health and Psychosocial Supportin Emergency Settings Three RG members participated in the4th International Congress of Psychologyin Emergencies and Disasters held inHavana Cuba in May The RG memberspresented the IASC MHPSS inEmergencies guidelines (Spanishversion) The Portuguese translation willbe available shortly

An MHPSS desk review is being led bythe University of Miami John HopkinsUniversity and Kings College London toaid agencies and organizations runningMHPSS programmes in response to theearthquake that hit Ecuador in April2016 IASC RG members are activelyproviding input to the review whichshould be released in June

The RG members also held a series ofteleconferences to discuss advocacyoptions and strategies for and beyond theWorld Humanitarian Summit Whilst theIASC MHPSS RG was not granted a sideevent one RG participant (fromMHPSSnet) attended the summit The

partners mobilized donors andcommunity representatives in a paneldiscussion on Quality and Accountabilityduring which the HumanitarianCoordinator for Iraq suggested specificand wellshyreceived recommendations onhow accountability standards can beapplied in the field The Task Teammember from OCHA coordinated theSpecial Session People at the Centerwith interesting insight on the role of thediasporas Early Warning and Preparedness During the 3 May meeting the terms ofreference for the Reference Group wereadopted The next step is to develop awork plan with the inputs from RGmembers The coshychairs briefed on theIASC Early Warning report which is dueto be published in May OCHA briefed onthe IntershyAgency Emergency ResponsePreparedness (ERP) which is currentlybeing implemented in 30 countries Thetarget will be to implement the approachin a total of 65 countries by the end of theyear It was noted that OCHA isdeveloping an online tracker for the ERPthat will be accessible by agency partnersby the end of July

RG has written to the ERC and Principalsto ensure mental health commitments willbe taken forward post WHS Meeting Humanitarian Challenges inUrban Area The IASC Reference Group was heavilyinvolved in the preparations for the urbantrack at the World Humanitarian SummitThey also participated as key membersof the Global Alliance for Urban Criseswhich was formally launched at theWHS The RG and Global Alliance coshyorganized the urban specific side eventadopting and systematizing settlementbased approaches in humanitarianresponses The event moderated byIMPACT Initiatives and UNshyHabitat onbehalf of the RG was a key venue todiscuss settlementshyapproaches andshare knowledge and practices amongsenior representatives from ECHOUNHCR ACTED UNshyHabitat UCLG aswell as among practitioners fromISOCARP SEEDS IFRC and The SphereProject

IASC Events are organized on an ad hoc basis by the IASC secretariat in Geneva andNew York

IASC Event on Global Humanitarian LabWith the Global Humanitarian Lab (GHL) officially launched at the WHS its Executive andOperating Chiefs provided an update to the IASC community The GHL will focus ondeveloping appropriate innovative humanitarian solutions for and with the affectedpopulations It is a partnership of leading humanitarian organizations publicshy and privateshysector entities networks as well as the global crowd which aims at empowering both thehumanitarian actors as well as the affected communities to develop adapted solutions fortheir respective needs The GHL will serve as a central body which aims at serving andinforming the wider humanitarian community

REPORTS AND STUDIES The final report of ICVA ldquoLess Paper More Aid Initiative was launched on 17 May at the

occasion of an NGO briefing to Member States in Geneva The Less Paper More AidInitiative an ICVAshyNGOs led project examines donor and UN guidance on and NGOsperception of reporting partner capacity assessment and audit conditions attached togrants Giving voice to NGO staff in the field and comparing existing donor requirementsthe study addresses an important knowledge gap showing how aid can be affected bycompliance with administrative requirements

STAIT concluded its mission to Pakistan and has produced the final report with the HCTsAction Plan which will be implemented in the coming months The mission affirmed theexcellent work that the HCT is doing in Pakistan but also recognized the need tostrengthen preparedness measures in anticipation of large scale disasters both in termsof being prepared to respond as well as preparing communities to withstand the worstimpact of disasters when they occur The mission identified the importance of strongerlinks in terms of planning if not operational activities between humanitarian responseand development work in relation to preparedness and the needs of IDPs and thosereturning to their homes in KPFATA The report also stressed the importance of buildingon protection consolidating bureaucratic processes on access strengtheningpartnerships with national NGOs Please contact the IngershyJohanne Tjoflaat STAIT(tjoflaatunorg) for a copy of the report

The Global Cluster for Early Recovery (GCER) launched an animation video spot whichuses creative and eyeshycatching imagery to explain what early recovery is to mainstreamaudiences The populations affected by the crisis require lifesaving support theircommunities institutions and livelihoods have often been physically destroyed andweakened Recovery programming works to restore services livelihood opportunitiesand governance capacity In fact early recovery addresses recovery needs during thehumanitarian crisis giving essential support to affected communities with a longshytermimpact The video spot aims at clearly conveying that Early Recovery is together withrelief the necessary component of a much needed smarter humanitarian response as the people recover quicker and it reduces cost reduces impact of future crisis and buildsresilience

occasion of an NGO briefing to Member States in Geneva The Less Paper More AidInitiative an ICVAshyNGOs led project examines donor and UN guidance on and NGOsperception of reporting partner capacity assessment and audit conditions attached togrants Giving voice to NGO staff in the field and comparing existing donor requirementsthe study addresses an important knowledge gap showing how aid can be affected bycompliance with administrative requirements

STAIT concluded its mission to Pakistan and has produced the final report with the HCTsAction Plan which will be implemented in the coming months The mission affirmed theexcellent work that the HCT is doing in Pakistan but also recognized the need tostrengthen preparedness measures in anticipation of large scale disasters both in termsof being prepared to respond as well as preparing communities to withstand the worstimpact of disasters when they occur The mission identified the importance of strongerlinks in terms of planning if not operational activities between humanitarian responseand development work in relation to preparedness and the needs of IDPs and thosereturning to their homes in KPFATA The report also stressed the importance of buildingon protection consolidating bureaucratic processes on access strengtheningpartnerships with national NGOs Please contact the IngershyJohanne Tjoflaat STAIT(tjoflaatunorg) for a copy of the report

The Global Cluster for Early Recovery (GCER) launched an animation video spot whichuses creative and eyeshycatching imagery to explain what early recovery is to mainstreamaudiences The populations affected by the crisis require lifesaving support theircommunities institutions and livelihoods have often been physically destroyed andweakened Recovery programming works to restore services livelihood opportunitiesand governance capacity In fact early recovery addresses recovery needs during thehumanitarian crisis giving essential support to affected communities with a longshytermimpact The video spot aims at clearly conveying that Early Recovery is together withrelief the necessary component of a much needed smarter humanitarian response as the people recover quicker and it reduces cost reduces impact of future crisis and buildsresilience

IASC Support to Develop a Campaign to Counter theToxic Narrative Around Migrants and RefugeesFollowing the most recent IASC Working Group the IASC secretariat has worked withand in support of the secretariat for the Summit on Addressing Large Movements ofRefugees and Migrants to assess gather and analyse what has been done by the IASCcommunity to counter the omni present xenophobia and toxic narrative Appropriatematerial is being gathered and intensive brainstorming meetings held with a large rangeof actors for input into concept paper to be developed ahead of the General Assembly inSeptember 2016

Humanitarian Coordinators Retreat 31 May shy 1 June2016From 31 May to 1 June 35 Humanitarian Coordinators were joined by senior officialsfrom IASC partner agencies representatives from donor governments and public andprivate partners at the 2016 Humanitarian Coordinators Retreat in MontreuxSwitzerland

The annual HC Retreat provides an opportunity for substantive exchange between HCsand key humanitarian stakeholders The Retreat is a good occasion to share globalmessages and updates on global initiatives to receive feedback from HCs on criticalissues and to lsquoground truthrsquo potential responses and policy This year taking placeimmediately after the World Humanitarian Summit the Retreat included inshydepthsessions exploring the role of HCs in implementing IASC commitments on protectionfrom sexual exploitation and abuse and to address sexual and gendershybased violenceThe keynote address by JeanshyMarie Guehenno discussed humanitarian action in achanging and complex world while expert panellists highlighted key outcomes andcommitments from the World Humanitarian Summit the Grand Bargain and thechallenges for humanitarian financing and prompting discussion on the implications ofthese for field leadership and action

The STAIT held two webinars on ldquoPractical Steps to Avoid Sexual Exploitation andAbuserdquo on 11 and 13 May which were attended by several hundred field basedpracticioners The IASC has focused on reinforcing the responsibilities for HumanitarianCoordinators to ensure that PSEA has a clear place within the humanitarian architectureand that the humanitarian community has a responsibility to legally hold perpetrators toaccount Ambassador William Lacy Swing (IASC Champion on PSEA and DirectorGeneral IOM) and Mr Mohamad Fall (UNICEF Representative and HCT focal point onPSEA Central African Republic) discussed the challenges in preventing and addressingsexual exploitation and abuse by humanitarian workers and provided examples of howPSEA is being addressed through global policy and at the country level The webinarfocused in particular on CAR

AAPPSEA was well represented at theWHS side event organized by the Gatesfoundation focusing on local and nationalengagement IOM and Interactionorganized a special event on PSEAincluding a discussion on the future ofSEA prevention protection and responsebased on global commitments As anoutcome from this event it wassuggested to include PSEA language intothe upcoming ECOSOC HumanitarianAffairs Segment and the humanitarianresolution The CHS Alliance with other

Mental Health and Psychosocial Supportin Emergency Settings Three RG members participated in the4th International Congress of Psychologyin Emergencies and Disasters held inHavana Cuba in May The RG memberspresented the IASC MHPSS inEmergencies guidelines (Spanishversion) The Portuguese translation willbe available shortly

An MHPSS desk review is being led bythe University of Miami John HopkinsUniversity and Kings College London toaid agencies and organizations runningMHPSS programmes in response to theearthquake that hit Ecuador in April2016 IASC RG members are activelyproviding input to the review whichshould be released in June

The Global Cluster for Early Recovery (GCER) launched an animation video spot whichuses creative and eyeshycatching imagery to explain what early recovery is to mainstreamaudiences The populations affected by the crisis require lifesaving support theircommunities institutions and livelihoods have often been physically destroyed andweakened Recovery programming works to restore services livelihood opportunitiesand governance capacity In fact early recovery addresses recovery needs during thehumanitarian crisis giving essential support to affected communities with a longshytermimpact The video spot aims at clearly conveying that Early Recovery is together withrelief the necessary component of a much needed smarter humanitarian response as the people recover quicker and it reduces cost reduces impact of future crisis and buildsresilience

partners mobilized donors andcommunity representatives in a paneldiscussion on Quality and Accountabilityduring which the HumanitarianCoordinator for Iraq suggested specificand wellshyreceived recommendations onhow accountability standards can beapplied in the field The Task Teammember from OCHA coordinated theSpecial Session People at the Centerwith interesting insight on the role of thediasporas Early Warning and Preparedness During the 3 May meeting the terms ofreference for the Reference Group wereadopted The next step is to develop awork plan with the inputs from RGmembers The coshychairs briefed on theIASC Early Warning report which is dueto be published in May OCHA briefed onthe IntershyAgency Emergency ResponsePreparedness (ERP) which is currentlybeing implemented in 30 countries Thetarget will be to implement the approachin a total of 65 countries by the end of theyear It was noted that OCHA isdeveloping an online tracker for the ERPthat will be accessible by agency partnersby the end of July

RG has written to the ERC and Principalsto ensure mental health commitments willbe taken forward post WHS Meeting Humanitarian Challenges inUrban Area The IASC Reference Group was heavilyinvolved in the preparations for the urbantrack at the World Humanitarian SummitThey also participated as key membersof the Global Alliance for Urban Criseswhich was formally launched at theWHS The RG and Global Alliance coshyorganized the urban specific side eventadopting and systematizing settlementbased approaches in humanitarianresponses The event moderated byIMPACT Initiatives and UNshyHabitat onbehalf of the RG was a key venue todiscuss settlementshyapproaches andshare knowledge and practices amongsenior representatives from ECHOUNHCR ACTED UNshyHabitat UCLG aswell as among practitioners fromISOCARP SEEDS IFRC and The SphereProject

IASC Event on Global Humanitarian LabWith the Global Humanitarian Lab (GHL) officially launched at the WHS its Executive andOperating Chiefs provided an update to the IASC community The GHL will focus ondeveloping appropriate innovative humanitarian solutions for and with the affectedpopulations It is a partnership of leading humanitarian organizations publicshy and privateshysector entities networks as well as the global crowd which aims at empowering both thehumanitarian actors as well as the affected communities to develop adapted solutions fortheir respective needs The GHL will serve as a central body which aims at serving andinforming the wider humanitarian community
