It was such an honor to serve as the President of the International Relations Council during 2012. Yet the year will always bear a certain sadness as the year in which we

all lost Dr. Eliot S. Berkley. My personal acquaintance with Eliot was brief, but packed with stories, questions, challenges and new perspectives. Please be sure to read the memorial on page six of this annual report and continue to help us develop ways to expand international understanding.

You will fi nd 2012 was an extremely busy year as the IRC balanced presentations by Kansas City area scholars, consuls and

ambassadors, politicians, business experts and extraordinary authors. The 29th Annual Awards Banquet in September raised a signifi cant amount of funds and allowed all to hear General David Petraeus describe his career as it led to his CIA directorship. Such programs brought global headlines to Kansas City, but let me also add that the IRC hosted relaxing and fun social events such as a wine tasting and the WorldQuest team trivia competition. For many in the Kansas City area two of the IRC’s premier programs are the Academic WorldQuest competition for high school students and the Eliot S. Berkley Award, which recognizes student excellence in the fi eld of international relations.

None of this activity would be possible without the hard work of Linda Trout and Sarah Bader-King in the IRC offi ce. I also wish to thank the 2012 IRC Board of Directors, a group of unique individuals who brought enthusiasm and great ideas to the table each month. We all honored the heritage of fi fty-nine previous years of IRC leadership.

ABOUT IRC

The mission of the International Relations Council is to inspire, integrate, educate and represent a community of Kansas Citians

engaged in international affairs and the critical global issues of our time.

IRC was founded in 1954 by Dr. Eliot S. Berkley, a graduate in international relations from Princeton University and advocate for citizen involvement in the foreign policy process. Dr. Berkley saw the need to bring experts to the Kansas City area to provide the highest level and most up-to-date information about international affairs. He started that effort with Eleanor Roosevelt, who was IRC’s first speaker in January 1955. Dr. Berkley passed away on September 17, 2012 leaving behind his legacy in this very special organization, the International Relations Council.

IRC is particularly proud of our educational programs, which provide international education to K-12 and college students throughout the metro area. These diverse programs include Global Connections, our speakers bureau for schools, Academic WorldQuest, an international knowledge competition, and the Eliot S. Berkley Award, a scholarship awarded to an internationally-minded high school junior or senior.

Our community programs are at the heart of what IRC contributes to the greater Kansas City area, including signature programs such as Great Decisions, the annual Awards Banquet, WorldQuest, and the Eliot S. Berkley Lecture.

Started in 1984, the Awards Banquet annually awards the Distinguished Service Award for International Statesmanship to an individual who has made outstanding contributions to international commerce, diplomacy, education or understanding. In addition to 2012 honoree David Petraeus, past recipients have included Christopher Hill (2011), Strobe Talbott (2008), and Madeleine Albright (2006).

The Berkley Lecture is a signature event, initiated in 1996, to honor Dr. Berkley’s service as IRC’s founding executive director. Funded by the Eliot S. Berkley Endowment, the lecture brings to the area persons highly knowledgeable about foreign policy and international affairs. Presenters have included Charles A. Kupchan (2012), George Friedman (2010), Thomas Pickering (2005), and James Fallows (2003).

Academic WorldQuestIRC hosted the seventh annual Kansas City Academic WorldQuest competition on February 25, 2012 at Park University. Fifteen Kansas City area high schools participated in this challenging and fun event. The team from Shawnee Mission East High School won the competition and represented Kansas City and IRC at the National Academic WorldQuest in Washington, D.C. on April 21. IRC is grateful for a grant from the William T. Kemper Foundation to support Academic WorldQuest.

Global ConnectionsThe International Relations Council’s Global Connections program provides volunteer speakers who share their international experience and expertise with a wide variety of students in Kansas City metro area schools. Speakers and programs are sent to elementary, middle and high schools, as well as colleges and universities.

Great Decisions in the SchoolsThe International Relations Council provides Great

Decisions briefing books to two school districts in the Kansas City area. The program is arranged each year by the Foreign Policy Association. Teachers utilize these books in their classroom in order to facilitate discussion on the eight yearly Great Decisions topics.

Eliot S. Berkley AwardThe Eliot S. Berkley Award is given to a high school junior or senior in the Kansas City metropolitan region who has shown superior interest and competence in the field of international relations. Students, who are recommended for the award by a high school teacher, write an essay in which they present or defend an international action or policy. The winner receives a $500 scholarship. The Berkley Award finalists were recognized at the 2012 Academic WorldQuest competition.

Great Decisions

Speakers BureauThe International Relations Council’s Speakers Bureau provides volunteers, both IRC members and Kansas City area citizens, to community groups across the greater Kansas City area. Speakers have knowledge of the historical and contemporary aspects of specifi c countries, foreign policy, geography, and culture. IRC also has speakers who are experienced travelers who share their stories and experiences. The IRC Speakers Bureau places speakers without cost at civic groups, governmental organizations, church groups and assisted living communities.

Great Decisions, a program that includes an annual briefi ng book and discussion groups, engages citizens in learning about their world. The program is arranged each year by the Foreign Policy Association and offered through IRC. The program model is based on participants developing an informed opinion by reading the briefi ng book and sharing those opinions in a discussion group forum. IRC facilitates several groups throughout the Kansas City area.

Kansas City GlobalKansas City Global, a website which aggregates information about international organizations, companies which do business globally, and local events, continued to operate throughout 2012. Kansas City Global was fi rst approved by the IRC board of directors in 2007 and went live in 2010. Grants from the Courtney Turner Trust, the Kauffman Foundation and Top Innovations enabled IRC to design and launch the website. Early in 2013, Kansas City Global was sold to two IRC members.

Online OutreachThe International Relations Council provides multiple avenues for connecting with members and supporters online. Kansas City World Citizen, IRC’s blog, averages 3,100 visits per year and focuses on both local and international events. IRC’s Facebook has over 800 “likes” and provides a venue for sharing IRC updates, photos, event notifi cations, and more. IRC also maintains a LinkedIn page and YouTube channel.

In Memory of Eliot S. BerkleyIRC 2012

Dr. Eliot S. Berkley, Founder of the International Relations Council, passed away on September 17, 2012. Founded in 1954, IRC grew from a small “kitchen table” gathering to a large number of Kansas City area members under Eliot’s leadership. He served as executive director of IRC until 1994 when he retired. He continued as the Chairman of the IRC Academy and as the only permanent board member. For many years, his wife Marcia Berkley worked side-by-side with Eliot, hosting dinners and meetings in their home. Eliot also collaborated with area universities and civic leaders to make IRC programming timely and relevant.

Eliot was especially proud of IRC’s annual Awards Banquet. IRC hosted the 29th Awards Banquet, with David Petraeus as the honoree, just a week prior to his passing. He worked tirelessly to bring a high profile, deserving honoree to Kansas City and to enlist the support of the community for this big event.

He served in the United States Army from 1943-1946 and following his service received his B.A. from Harvard in 1947. He went on to Princeton University, earning both an M.A. (1949) and a Ph.D. (1952). From 1952 to 1959 he was a lecturer in History and Government at The University of Kansas City. In 1956 he was added to the faculty at The Kansas City Art Institute, later being appointed Dean of Administration, then Vice President for Development and, finally, Dean of the College (1961). Dr. Berkley’s commitment to community service was considerable, serving on the boards of multiple groups and winning several community honors.

Our community is richer for his service and his vision. Our world is richer for his remarkable efforts to connect us. Our lives are richer because we knew him. As we celebrate a life well lived, it is certain that Eliot’s legacy will be felt for countless years to come.

International Relations Council Income and Expenses

The Berkley Endowment was established to honor Eliot S. Berkley’s 40 years of service as IRC’s founding executive director. The endowment subsidizes the expenses of the Berkley Lecture, held annually.

The view of IRC’s 2012 fi nancial year includes the sizable contributions which were received in memory of Eliot Berkley, who passed away in September. These contributions were added to the IRC Endowment Fund. In 2012, program income was down by 15% from 2011 and 2010. Membership income, including both organizational and individual membership, increased slightly from the last two years. Expenses decreased in 2012. IRC works to maintain a balanced budget each year.

IRC’s Endowment contributed 6%, or $20,580 of its 2011 end-of-year balance to the operating account. The Berkley Endowment supported the direct costs of the annual Eliot S. Berkley Lecture.

IRC’s fi nancial well-being continues to depend on the support of the Kansas City community-through attendance at programs and the Awards Banquet, membership, contributions and grants.

IRC is a member-supported organization and we have always maintained transparency and accountability through fi scal controls and independent audits.
