MEMORANDUM TO THE EXECUTIVE DIRE~

Subject: Commodity Studies

In connection with the Board discussion of ,the Pearson Commission recommendation on trade policy for primary products, I proposed that the Bank undertake, on an experimental basis, broad analytical studies of selected commodities that are of major importance to our developing member countries. These studies would be designed to assist us both in considering Bank financing and in formulating policy advice with respect to the commodities in question. Two such studies wete under-­taken and have now been completed. The study on tea has already been distributed. Attached is the study on natural rubber for your informa­tion.

MEMORANDUM TO EXECUTIVE DIRECTORS AND ALTERNATES

A World Bank mission under the leadership of Mr. Cargill visited

East Pakistan during the first two weeks of June. Mr. Cargill reported

the findings of this mission to the Government of Pakistan in Islamabad

and on June 21 to the members of the Pakistan Consortium in Paris.

Following its return to Washington, the mission prepared a written

report of its findings. After reviewing the report we tentatively

decided not to distribute it because we believed this would serve no

additional purpose. However, today a member of the press reported to

us that he understood the report was being suppressed. We immediately

began distribution and all Directors and Alternates will receive the

report no later than Saturday, July 10.
