I would like to extend a profound thank you to our funders for their continued support. The security of our financial resources contributes significantly to our efficiency by allowing our staff to concentrate on their activities. We are continuously grateful to Centraide of Greater Montreal, West Island Community Shares, the Ministère de la famille, the City of Pointe-Claire, West Island municipalities and all the other members of the West Island community who support our organization. Your continued commitment to our organization and to the West Island Community is greatly appreciated. It was a busy year as we completed the final year of our current 3-year strategic plan. Our strategic goals included; assessing and developing programming, increasing visibility and awareness, and assuming a greater role in community sector development. As we celebrate our successes and assess our challenges, we move into developing our new strategic plan. This planning phase will consider the CRC’s evolving role in the West Island community, and include an analysis of the structure of our information and referral service, and an examination of our role in supporting the collective efforts of the community. These reflections will help guide the CRC in making strategic decisions to support the needs of the West Island community. We look forward to involving our communitypartners in these discussions.

A very special thank you to our staff team; Katie Hadley, Lindsay Patrick, Anne-Marie Angers-Trottier and our two newest team members; Raouf Dimitri and Lindsay Coll who joined the team last Summer. They are a hard working team, motivated by the desire to make a difference. I would also like to thank our dedicated volunteers, including our board of directors. Last June, Lisa Boyle joined the board. Lisa brings a variety of expertise and will be very active in helping the CRC with its new planning process.

As the 2016-17 activity year closes, we look ahead to 2017-18. With the confirmation of 2 more years of funding for our CRC Mobile program and the beginning of our role in the Collective Impact Program (PIC) program, it is looking to be another exciting and successful year.

The end of an activity year is one of my favorite times of the year. Despite being one of the busiest times, it provides an opportunity to stop to take a moment to reflect, and to celebrate our successes. As every year does, 2016 unfolded with its ups and downs, with new highlights and new challenges.

This year I am completing my 5th year as Director of the CRC. I have always found working in the Community sector to be a very rewarding experience. From the first day that I started I was excited to join, not only the CRC team, but the West Island community team. Having grown up in the West Island I have always valued being part of a community that has such a varied network of partners. We have different municipalities and boroughs, institutions, businesses, community groups, and citizens, each one has their own uniqueness and role in the community, but together we identify as a strong vibrant West Island community.

As the CRC closes the 2016-17 activity year I am proud of the work that the CRC has done to support our community. As part of our mandate to support local community initiatives, CRC continues to be an active Board Member on both, the Table de quartier du Nord- Ouest de l'île de Montréal (TQNOÎM) and Table de Quartier du Sud de l'Ouest-de-l'Ile (TQSOI). This role has allowed us to facilitate the development of a new and exciting partnership between the two Table de Quartiers and our own organization, through Concertation Ouest-de-l'Ile (CODI). With the goal of sharing expertise, maximizing the use of financial resources, and creating a strong social development team for the West Island, the three organizations invested a portion of their respective resources into a collective budget. This innovative pilot project, allowed us to create 3 new staff positions. As individual organizations, we are able to support each other in achieving our respective mandates, while maximizing our overall impact on the quality of life in our community. This increased willingness and motivation to work together has already begun to produce exciting opportunities for the West Island, including securing funding for a 5-year collective project through Centraide's new Collective Impact Program (CIP). I encourage everyone to connect with us to discuss how to be part of this exciting collective work.

Another initiative to celebrate is our CRC Mobile program. Since the program began in Winter 2016, the CRC Mobile program has reached 85 isolated and vulnerable seniors and helped to get them connected to existing resources from the comfort of their own home. Navigating the network of resources can be overwhelming, but with the support of one of our CRC Mobile community workers, seniors and their families can benefit from being guided and assisted in setting up the needed services and programs. This program has not only helped isolated and vulnerable seniors and their families, but it has also helped to strengthen and develop partnerships amongst groups that support seniors in the West Island. It is with great pleasure that we share the news that the Ministère de Famille (IT-MAV program) has renewed the CRC's funding for 2 more years! We are excited to continue to develop this program.

This year, the CRC also completed an evaluation of our West Island Seniors Resource Guide. With the help of the Centre for Community Organizations (COCo) we conducted an evaluation of the guide. The conclusions that emerged included; the Guide was a highly valued information tool for seniors, their families and community partners, and that a printed hard copy of the guide was still the most preferred format. With these conclusions, the CRC brought forth the results to the West Island Seniors Table to discuss how the guide project could be addressed collectively, as CRC finances would no longer independently be able to support the production and printing of the Guide. There were several members of the Seniors Table that expressed an interest in working on the content, and on the financing, of the Guide. Two work groups will be formed and this collaboration will be further developed in 2017.

One of the things that I value the most about the CRC is working with our passionate and dedicated team. It is inspiring to see our staff, volunteers and board members, work together to fulfill the CRC's mission. In 2017, we will be developing our new strategic plan, and together we will bring creative ideas to develop our new strategic directions.

In closing, I would like to thank our funding partners, our community partners, the CRC staff volunteers, and board members, and all of our supporters. Together we will continue to develop our strong vibrant West Island community!

Katie joined the CRC team in August 2012. Katie has extensive leadership experience including 3 years as Youth Department Coordinator at the West Island YMCA, and 4 years as Assisted Living Coordinator for a local Seniors residence. She has a Bachelor’s degree in Applied Human Science from Concordia. Katie is enthusiastic and focused on increasing the CRC’s impact in the West Island community.

Lindsay Patrick joined the CRC team in August 2014 as our Program Coordinator. Most recently, Lindsay worked in Nunavik evaluating the intervention program needs of local rehabilitation centres. Prior to that, she worked in crisis intervention and with adults experiencing mental health problems. Lindsay completed a Bachelor’s degree in Psychology at McGill University and, in addition to her experience in crisis intervention and counselling.

Anne-Marie Angers-Trottier has been CODI’s coordinator since 2012. Anne-Marie has a Bachelor’s degree in collective action (social work) from UQÀM and has dedicated her post-graduate studies to community development. Anne-Marie brings expertise in social development processes, mobilization and collective empowerment, as well as a deep understanding of the West Island’s community. Born and raised in Pointe-Claire, Anne-Marie is passionate about improving the quality of life in the West

Lindsay Coll joined the CRC team as Social Media and Publications Strategist in the summer of 2016. Throughout her final year in the Communications and Cultural Studies Undergraduate program at Concordia University, she continued her work at the organization as Program Support. In recent years, Lindsay has gained experience in graphic design and social media content creation.

A resident of the West Island since 1987, Raouf worked in the community for 2 years as a home support coordinator for Volunteer West Island. Because of his enriched experience and will to do more, he completed a Bachelor’s degree in Social Work at McGill University and worked for 9 years in a rehabilitation hospital in a multidisciplinary environment with cancer and stroke patients. Wishing to return to contribute in the community, he is delighted to have the opportunity to be involved with seniors as a community worker with the CRC Mobile Program.

The largest number ofrequests the CRC receives is for assistance in finding legal information and resources. The CRC offers monthly legal clinics by appointment. The clinic is open to all West Island residents and takes place at the CRC’s office in Pointe- Claire. West Island residents have access to free individual and confidential legal consultations.

This year, close to100 people were helped by the income tax program over the course of 9 clinics held at the CRC

For the fifth time, the CRC partnered with Volunteer West Island to offer free income tax services to individuals and families with low incomes. in the West Island. The clinics were held at the CRC. This program not only helps people with low- incomes to file their taxes at no-cost, but it also serves as an outreach activity for the CRC. The program helps to bring awareness to the services that the CRC can offer, and as a result helps empower people with information.

The CRC helped to refer an additional 100 people to other tax clinics based on their location.

Over the CRC's 34 year history, the Centre has produced and published several different resource guides and publications. Two of the most popular publications have been the West Island Youth Guide, and the West Island Seniors Resource Guide. These guides are valuable tools to help West Island citizens and community organizations find information about programs and services available in the community.

YOUTH GUIDE This 60 page guide, offered in both French and English, is a helpful resource for youth, parents, and professionals who work with young people. It lists programs and services designed to help youth in the community. These include health services, supportgroups, help lines, emergency shelters, educational services and more.

SENIORS RESOURCE GUIDE This 200 page guide, offered in both French and English, is a helpful resource for seniors, their families, and professionals who work with seniors in the community. The listings include housing, health and social support services, recreation and social activities, and many more resources specifically available to West Island Seniors.

The evaluation of the West Island senior’s resource guide has helped the CRC to have a better understanding of the impact that the guide has had on the community. The guide was found to be a useful and effective tool for the West Island community; both our partners and citizens look forward to a new edition of the guide.The results of the evaluation were briefly discussed at the West Island Seniors Concertation Table meeting in January 2017.A committee will be formed with its members to determine the best way to proceed with the new edition of the guide in 2017. The goal of integrating community collaborators in the project is to increase the impact of the guide on the West Island community.

As part of the CRC’s strategic goal of “assessing and developing programming”, an evaluation was completed of the West Island Seniors Resource Guide to help better understand its impact on the community and to assess the possibilities for development.

This activity was sponsored by Centraide of Greater Montreal and facilitated by the Centre de Formation Populaire (CFP) and the Centre for Community Organizations (COCo).

An evaluation committee, consisting of CRC team members and Board members was created. COCo guided the committee in developing a logic model that would help to evaluate the program’s impact.

Themes investigated included: -Frequency of use -Reasons for use -Types of services consulted -Impact and usefulness -Suggestions for future publications

Conclusions and Next Steps

The survey was designed so that the questions could be

answered by various members of the community. There was

total of 117 respondents to the survey. 49% were community

partners, 32% seniors, 5% friends and family of a senior, 3% private service providers

and 9% other.

A program by the Public Health Agency of Canada, It's Not Right is an initiative designed to spread awareness about elder abuse.

In collaboration with the West Island Comittee for the Prevention of Elder Abuse and the City of Pointe- Claire, the CRC has taken part in this initiative by presenting thistraining to West Island Seniors.

Throughout this training, participants learn how to answer the following questions:

What is abuse in older adults? How do I recognise abuse in older adults? What are the different types of abuse? What are the warning signs of abuse? What can be done in these situations?

Over the last year, the Table de Quartier du Nord-Ouest de l’Île de Montréal (TQNOIM), the Table de Quartier du Sud de l’Ouest-de-l’Île (TQSOI) and Concertation Ouest-de-l’Île (CODI) have embarked on a historical process aiming to unite their forces in order to have more impact on their goal of improving the quality of life in the West island.

Since last fall, the three groups have worked tirelessly to develop an innovative pilot- project: a collective social development team for the whole West-Island, co-managed by the 3 groups. The new collective team aims to help groups become more efficient and support concerted actions, while also promoting the sharing of resources and expertise on the territory.

Three positions were created in January 2017:

The double spiral of community development

Last year, the West island was chosen as one of the 17 territories for Centraide du Grand Montréal’s new pilot-project: the Collective Impact Project (PIC). This year the strategic alliance team worked hard to facilitate the selection and the development of our West island project. CODI was mandated to coordinate the dossier.

How did we select the project?

The collective process aiming to help the community select the PIC project was developed in collaboration with the three boards of directors involved in the strategic alliance. Last October, all the West Island tables (including regroupements, sectorial tables & territorial tables) were invited to send 1 to 3 members to represent their activity sector at the collective PIC selection activity. During this activity, participants imagined project ideas in small groups using a detailed list of predetermined criterias (ex.: impact on the whole community, impact on the vulnerable populations, viability of transformations, etc.).

Each small group then presented their best idea to all the participants. Then each participant was asked to vote for the projects of their choice. A subcommittee was created to further develop the winning projects.

In 2015, CODI obtained the Public Health’s support in order to develop a complete portrait of transportation and mobility in the West Island. The mandate was given to the firm MOBA. The completion of the portrait was the first step of a larger process aiming to create a diagnostic of challenges and issues regarding transportation, and developing recommendations that could be presented to the next Transportation Plan of Montreal.

The diagnostic was completed in the spring of 2016 and was shared with the community. The diagnostic also permitted CODI to develop and present a memoir during Montreal’s socialdevelopment policy consultation. The memoir was very well received by the commission.

In the fall of 2016, after the diagnostic was completed, a consultation process was initiated was the community. The consultation activities were collectively designed and evaluated over the course of five (5) meetings, thanks to the participation of the following organizations:

• Concertations : the TQNOIM, the TQSOI and Grandir Ensemble; • Comunity sector : CRC, YMCA • Health Sector : La Direction de la santé publique et le CIUSSS ODIM; • Economic sector: PME MTL West Island et la Chambre de Commerce de l’Ouest-de-l’Île; • Education sector : la Commission scolaire LBPSB, CPE Luminou. • The firm MOBA;

La consultation publique sur le Portrait de la mobilité dans l’ODÎ a eu lieu le 29 novembre 2016 au Centre culturel de Pierrefonds. Cette consultation a rassemblé plus d’une soixantaine de participants provenant de différents milieux : élus, représentants d’organismes, citoyens, représentants de villes et municipalités, etc.

Online survey

An online survey was created using the SurveyMonkey platform. It was open for particpation from November 8th until December 12th 2016. 120 people participated. More than 150 comments were also recorded.

The urbanism departements from all West Island municipalities and boroughs, as well as other key experts in transportation, were invited to participate in a workshop on November 30th, at PME MTL West Island.
