Future Trends: eGov

• Net DMR is first of many initiatives moving us to 21st century tech.

• Rules and protocols for electronic submission of other documents are being developed

CWF Memos

• Construction eligibility memos should be reissued shortly

• Nutrient eligibility memos also nearing completion

• “Green” infrastructure memo is in development

CWF: Change

• All facilities plans will now be required to include either an Environmental Impact Evaluation or a Categorical Exclusion.

• DEEP will public notice these documents, but will no longer prepare them

• Priority point system is being carefully reviewed; a proposed revision reflecting current project types will be developed.

CWF: Reminders

• Sole source and “or equal” issues.– Sole source approvals will be limited– Failure to comply with “or equal” could result in

entire items being ruled ineligible.

Legislation: Right to Know

• Affects information distribution and notification after sewage bypass or CSO event

• Requires DEEP to post maps and impact data of areas potentially affected by CSO events.

• Requires DEEP to post impact data regarding sewage spills.

• Maps and preliminary guidance in final development; should be on line shortly

NPDES Permits

• LEAN Process for municipal permits just completed. Streamlining opportunities will begin to be implemented shortly.

• New Phosphorus limits on DEP website for affected treatment facilities; several permits with phosphorus limits have been issued

• Increased effort to get backlogged permits out

Operator Certification

• The next test: Wednesday, July 10, 2013• Applications due no later than close of

business Friday, May 24th, 2013• Acceptance or rejection notices will be sent

out by June 10, 2013.• Test fee STILL only $240
