PREAMBLE

• In keeping with the principles of the Order of Masoni c Knights Te mplar,we shallincrease our faith in God, who alone can help us, for the re new a l o f our e ffo rts toraise humanity to its highest standards. Therefore, demonstrating the principles ofthe order ; by being ever-ready to wield our swords in the defense of inn ocentmaidens" desti tu te widows" helpless orphans and the Christian rel ig ion.

ARTICLE 1 - NAME

• The name and title of this Commandery shall be: Howard Lenn on CommanderyNo.1 7,., Prince Hall Affiliated . This Cornmandery sha ll function underauthority of the United Grand Conunandery of the Commonwealth ofPennsylvania, given under auspices of the M ost Worshipful Prince Hall GrandLodge of the Commonwealth of Pennsylvan ia.

ARTICLE 2 - REGULAR MEETING

• Section l.The regular, s ta te d meeting or convocation of the Commanderyshall beheld on the fourth Wednesday of each m o nth at 7:30p .m. The former is exceptedin the event the Eminent Commander deems it in feas ible (due to conditions suchas weather, require ments for in itiatory work or matters of urgent or emergencynature) to convene a regular meet ing/convocation on the day or time indicated.

• Section 2. Special meetings/convocations may be 'Called' at the Order of the EminentCo mmander, provided due and timely notice has been given to the Sir Knightsinv olved. These Special meetings/convocations are for the express purpose of urgentor emergency business transactions", and are restricted to the business for whichcalled.

ARTICLE 4 - ELECTION OF OFFICER

• Section 1.The Election of Officers shall be held annually dur ing the regularconvocation in the m onth of June. At this June convocation, the duly ElectedOfficers shall be Insta lled and assume their Respective Stations.

• Secti on 2. A Sir Knight shall not be elected in Absentia, unless he has submittedwritten notific ation of his willingness to serve the Commandery and hi s absence isdue to sickness." personal emergency or cri sis, and of course while he isperforming his usual vocation.

• Section 3.The Election shall be by ballot In the event there shall be more than onenom inee for a particular office, each office shall be individually balloted for bythe casting of secret ba llots. One unanimous ballot for all offices may be castprovided there is no conflict of interest.

ARTICE 5 - DUTIES OF OFFICERS

• Section 1. EMINENT COMMAND ER.

o Shall be present, excepting unavoidable absence, and preside at all meetingsof the Comm andery .

o As Executive O fficer, he shall have charge of the Charter." Warrant orDispensation (granted by the U nited Grand Commandery) and have thesame present and displayed with in the Cornmandery when opened.

o He shall observe and mandate the Constitution, Edicts." Laws andRegulations of the United Grand Commandery, and shall ensure that the By­laws of th is Commandery are strict ly obeyed, enforced and comp liedw i th, so far as any infraction thcreofmay come to his attention .

o He shall ascertain that the members of the Commandery faithfully performtheir dut ies .

o The Eminent Commander shall have the authority to call specia lmeetings/convocations; to Open, Close or Call off the Commandery, conferthe degrees of Masonic Knights Templar, and for all his acts he shall beamenable to the Most Eminent Grand Commander and the United GrandCommandery, Prince Hall Affiliated, Masonic Knights Templar of theCommonwealth of Pennsylvania.

o The Eminent Commander shall serve ex officio on all committees of th eCommandery and all functions undertaken via pseudo-nomenclaturewhereby only members of the Commandery are involved in the businessthereof. However, the Eminent Commander may not serve" in any capacityof au thor ity , on or for the Audit Comm ittee .

o The Eminent Commander" during the term of his office shall pay dues.This proclam ation shall be subject to review on a yearly basis.

• Section 2. GENERALISSIMO.

o I n addit ion to his duties as prescribed by the Constitu tion and R itu a l of theUn ited Grand Comrn andery '" the Generalissimo shall succeed to and exercise

all of the duties of th e Eminent Commander in his absence or inab ility toserve, prov ided he is in possession of the Charter or Warrant of theCom rnandery ; or a Dispensation granted by the United Grand Comrnandery ,

o The Generalissimo is to represent the Cornmandery, togethe r with theEminent Commander at all convocations of the United Grand Commandery.

• Section 3. CAPTAIN GENERAL

o In add ition to his duties as prescribed by the Constitution and Ritual of theUnited Grand Cornmandery , th e Captain General shall succeed to and exerciseall of the duties and powers of the Eminent Corrunander in his absence orinabil ity to serve provided the Ge neralissimo is aJso absent and/or unable toserve.

o The Capta in General, in the absence of the Eminent Commander andGe neralissimo, must have within his possession the Charter or Warrant ora D ispensation granted by the United Grand Commandery empoweringthe same. Under no circumstances may the Captain General succeed to theoffice of Generalissimo, except by being duly elected.

o The Captain General, together with the Eminent Commander andGeneralissimo, shall repre sent the Commandery at all convocations of theUn ited Grand Commandery .

• Sec tion 4. PRELATE-

o Shall be responsible for all religious and devotional services.o He shall invoke the many fold blessings for guidance and support, the,

thanksgiving for our deliverance and continued works, to Almighty God, atall times whereon or w hereby the Commandery is assembled.

o The Prelate shall not bear arms or utilize a sword in any manner" but shalllead us against any obstacles or con flict with the Holy Bible before h im .

o During installation, following election to the Station of Prelate, he shallhold the Holy Bible only !

• Section 5. RECORDER-

o Shall be directly responsible for assuring that an accurate account of allproceedings are duly recorded and maintained .

o Shall receive all monies, due the Commandery , render a receipt thereof andpro pe rly record the same; he shall surrender all monies over to theTreasurer taking a receipt thereof.

o He shall receive all money bills and bring them to the attention of theCom mand ery via the Eminent Commander. He shall prepare the vouchers foraJl disbursements ;m a inta in a record thereof, upon be ing duly ordered to doso by the Eminent Comm an der . He shall be responsible in assuring that allsuch vouchers for disbursement, excepting those ide nti fie d as admin istrative"have been approved by th e body of Sir Knights present duri ng a regul arconvoc ation. He shall affix his signature upon all vouchers and deliver thesame to the Emi nent Comm ander for signature and dispatch to the Treasure .

o At the regular convocatio n, annually in the month of June, he shall subm it acompl ete report of all transactions of his office. He shall carefu lly prepare and

forward to the United Grand Commandery the returns of the Comm andery asprescribed by the Regulat ions, Articles and Constitution of said United GrandComm andery . He shall give in detail, the collections, of each , convocationupon Order from the Em inent Commander.

o The Recorder's books and records shall always be open for the inspection ofproper officers of the Comm andery and the United Grand Commandery,an d for the information of the m embership.

o The Recorder will have his books and records, in complete and proper order,ready for the A ud it ing Committee within five days following the regularconvocation for the month of June, annually, He shall give over and yield thesame to the Audit Comm ittee upon their request.

a The Reorder, during the term of his office shall pay dues. Thisproclamation shall be su bject to review on a yearly basis.

• Section 6. ASSISTANT RECORDER (optional).o I t shall be the duty of the Assistant Recorder to be present at all

m eetings/convocations, regular or special, and to record that which is properto be wri tten . To read back these recorded proceedings and/or MINUTESwhenever re qu ested or ordered to do so .

• Section 7. TREASU RER.

o The Treasurer shall receive all monies from the Recorder and issue a recei ptfor the sam e. He shal l keep a just and accurate account of all monies receivedfor the Comman dery . He shall disburse, via check only, un der the autho rityof a Warrant or Vouch er duly signed by the Eminent Commander andRecorder, monies to be disbursed as ordered to do so.

o At the regular convocation in June, of each year , he shall submit a com ple tew ritten report of all transactions of his office; giving in detail anaccounting of all monies received and disbursed the same to beaccompanied by Warrants, Vouchers or Receipts thereof available.

o It shal l be the duty of the Treasurer to deposit, in a financial institutionapproved by the Cornmandery , all monies received from the Recorderwith in five business days. Said deposits are to be made in the name of theCommandery . No monies are to be withdrawn there from, except bycheck duly signed by the Treasurer and countersigned by the EminentCommander; in the absence of the Eminent Commander the countersignedwhose signature should be recorded with the financial institution shall bethe Generalissimo.

o The bank credit card shall be in possession of the Treasurer. The EminentCommander, Recorder and Treasurer are the only Sir Kni ghts authorized toutilize said card for purchases. The Treasurer shall notify the EminentCommander and the Recorder of any usage of the credit card.

a The Treasurer' s books and financial records shall always be open toinspection by the proper officers of the Commandery and United GrandCommandery, or for the general information of the Sir Knights providedthere is approval by the Eminent Commanderr The books and records shall bein order and prepared for release to the Audit Committee within five daysfollowi ng the regular convocation during the month of June, annually . Thesame shall be released to the Audit Committee upon the request.

o The Treasurer =- during the term of his office shall pay dues. Thisproc lam ation shall be subj ect to review on a yearly basis.

• Sec tion 8_ SENIOR WARDEN-.

o S1all have general supervision over all di visions, serving as intermediarybetween the Captain General and subordinate officers of the Commandery.He shall receive Orders from the Eminent Commander via the Captain Generaland impart the same to the Junior Warden. The Senior Warden shall remainalert to assure that the Orders are executed throughout the Chain ofCommand and responses returned to him,

o He shall have direct supervision over the First Division on all occasionswhereupon the Commandery is duly assembled.

o The Senior Warden shall be directly responsible for the Class of Instruction.

• Sec tion 9. JUNIOR WARDEN.

o Shall have direct supervision over the Second Division at all times when theCommandery is duly assembled.

o He shall receive Orders from the Senior Warden and impart the same to theWarder; returning all responses to the Senior Warden.

o The Junior Warden shall be directly responsible for the Degree Work

• Section 10. TRUSTEES.

o The Trustees shall hold in trust and have in charge all properties of theComman dery .

o They shall be subject to the Orders of the Eminent Commander; maintain aninventory of the Commander' s p roperty and shall notify the EminentConunander of all damages to, wear and loss of the same.

o Further they shall make recommendation for acquisition, replacement,restoration and/or repair of said property .

• Section 11 . WARDER.

o S h a II have direct supervision over the Third Division.o Shall assure that the Sentinels correctly posted". that all avenues leading to

th e asylum are duly guarded and that no one approach or depart unless theyare qualifi ed and have the permission of the Eminent Commander.

o Being in charge of the Third Division he along with the other Sir Knights ofthe division are to:

• V is i t and investigate the conditions of sick and destitute SirKn ights.

• V isit and investigate the condition of destitute widows and orphans ofSir Knights.

• Prepare and/or obtain required provisions for collation and Degree• Work refreshments (i.e. crackers, cheese, and wine) .

• Section 12. STANDARD BEARER.

o Shall have in his care the Cornmandery standard and take suitable meansto preserve it from injury.

o He is a member of the Third Division.

• Secl1011 )3. COLOR DEARER.

o Shall have in his care the official Flag of the United States of America andshall take great care that it is not desecrated nor damaged.

o Ceremoniously>the color Bearer shall precede all others, excepting thePrelate.

o He is a member of the Third D ivis ion.

• Section 14. SWORD BEARER

•o Shall per fo rm such duties as are laid down in the ritual and other such

duties that may be assi gned.o He is a member of the Third Division.

• Section 15. GUARD (Inner/Optional) .

o Shall be stationed in the asylum at the entry, and assist the Sentinel in safe­guarding the avenues within the asylum.

o He shall perform such duties as may be assigned, and is a member of theThird Di vision

• Section 15. SENTINEL.

o Shall guard all avenues leading to the asylum, see that none enter except thosebeing duly qualified and having the permission of the Eminent Conunan der.

o He shall have the right to examine Traveling Dues Cards when uncertain ofthe qualifications of one seeking entrance.

o He shal l receive the Pass-Word and Grip from all seeking admission into theasylwn.

o He shall inform the Warder of all dignitaries and/or visiting Sir Knights. theWarder shall than inform and announce the same to the EminentCommander .

o The Sentinel shall not alarm the door, except in compliance with emergencyor urge nt conditions, at any time during the Opening of the Cornmandery,religious services or elections; and other times the Emi nent Commander maydeem it necessary to prevent interruption.

ARTICLE 6 - QUALIFICATIONS FOR OFFICERS

• OFFICEOF EMINENT COM MANDER:

o To be eligible for this Office, a Sir Knight must have regularly served at leastOne Year in the Station of Generalissimo or Captain General . Said Sir Knightmust be in c urren t financial standing with the Commandery!

o A Sir Knight indebted to the Commandery for any reason is ineligible to benominated for or to serve in the capacity of Eminent Conunander_ Byvirtue of previous service and rank, a Past Eminent Commander (Actual) iseligible for recall to this stat ion .

• OFFICE OF GENERALISSIMO:

o To be eligi ble for this Office", a Sir Knight must be in current fina ncialstatus w ith the Com mandery. Indebtedness, for any reason, shall void thenomi nation making the Sir Knight ineligible to serve.

• OFFICE OF CAPTAINGENERAL

o To be eligible for this Office, a Sir Knight must be in current financialstatus with the Commandery . Indebtedness, for any reason , shall void thenomination making the Sir Knight ine lig ible to serve.

ARTICLE 7 - MEMBERSHIP

o Applied for and continued membership in the Commandery requires thepetitioner for the Degree of Masonic Knights Templar, as well as dubbed SirKnights. be in current financial standing with their obligations to their HolyRoyal Arch Mason Chapter and Master Mason's lo d g e . Any petitioner or SirKnight having been dropped from the Rolls of the aforementioned shall beineligible for m embership in the Corrunandery.

o A petitioner for the Order of Masonic Knights Templar must request an dsubmit an Official Petition Form. The form is to be completely filled outand submitted to the Co rnrnandery for approval. The sum of Fifty Dollars($50.00) is to accompany the said Petition. The to ta l fee required [orreceiving the several Orders of Masonic Knights Templar shall be OneHundred and Fifty Dollars ($150.00). Therefore, the balance of OneHun dred Dollars ($100.00) shall be paid prior to the Petitioner beingallowed to receive the Order of Red Cross. Fifty Dollars ($50.00) of the totalfee sha ll be applied tow ards the purchase of required regalia (i.e. FatigueCap", Red and Malta Crosses, etc.). Due to inflationary conditions beyondthe Commandery's con tro l it shall be the responsibility of the Petitioner topay all cos ts, involv ing regalia, exceeding the Fifty Dollar limitation .

o A petitio ner for the several Orders may withdraw his petition beforereference to comm ittee i nvest igation,. but not afterwards. Should thepetitioner be approved for membership and fail to come forward at the

ann ounced scheduled time, the fee shall be forfei ted to the Comm andery.Upon due notificat ion of hardship or unavailabili ty, the Commandery mayreturn said fees to the petitioner or reappoint the petitioner to subsequentreception.

o The annual dues of this Commandery shall be One Hundred and TwentyDollars ($120. 00) or Ten Dollars {$1O.00) per month per member; unlessnecessity requires, at which time it may be increased at the Will and Pleasureof the membership. Said Dues are required to be paid by all members exceptthose approved for Exemption via the Will and Pleasure of the mem bership ofthe Comrnandery _ Exemptions provided for members due to hardship,illness and/or health related difficulties must be approved by themembership on an annual basis . In all cases of

o Exemption, the Commandery shall be liable to the United GrandCommander of the Co mmo nwealth of Pennsylvania for payment of allannual taxes and/or assessments appertaining to membership within theCornmandery

o Sir Knight praying for mem bership w ithin this Commandery, whether froma Sister Jur isdiction or the Jurisdiction of Pennsylvania with Prince HallA ffil iat ion" may do so by Demit. Such Demit must be in compliance to theConstitution of the United Grand Commandery of the Jurisdiction ofPennsylvan ia, Masonic Knights Ternplar, Prince Hall Affil iated. The fee forsuch admission shall be Twenty-Five Dollars ($25.00).

o A member, having been dropped from the ROLLS for nonpayment ofDues, may submit a prayer for reinstatement in the Commandery. The feefor same shall be Twenty Dollars ($20.00) plus payment of One Year's Duesin advance.

o A member, having been dropped from the ROLLS for financ ial indebtednessto the Commandery, other than Dues, may submit a prayer forreinstatemen t to the Commandery. The fee for same shall be Twenty Dollars($20.00) plus the total fina ncial indebtedness to the Cornmandery and OneYear's Dues.

ARTICLE 8 - PENALTIES FOR DELIQUENT DUES

o When the Dues or indebtedness of any Sir Knight shall reach a sumequivalent to THREE (03) MONTHS dues, said Sir Knight shall be deemeddelinquent by virtue of arrears. Said Sir Knight shall be notified, in writingby the Eminent Recorder of the arrearage and asked to show cause as to whyhe should not be dropped from the Rolls of the Commandery . Failure, bythe Sir Knigh t; to respond to the notice or to pay the indebtedness in fu ll;shall result in the Eminent Recorder bring ing the m atter to the attention ofthe Eminent Commander. At the discret ion of the Eminent Commander,the Sir Knight may be dropped from the Rolls for non-payment of dues orindebtedness . The same to occur during a regular convocation or oneespecially called for the business of delinquencies . A Sir Knight having beenduly dropped from the Rolls of the Commandery shall forfeit any and allprivileges of membership until such time as the indebtedness to theCommandery is declared satisfied. Upon being dropped fro m the Rolls, nofurther comm unication shall be dispatched caring tor business concerningthe Co mmandery .

ARTICLE 9 • RULES OF ORDER

o Section 1. The Cornmandery shall meet at the time specified in its Bylaws orproceedings and" after it has been opened ; the w ritten minutes of theprevious regular convocation or any Special or Called meeting shall be read.

o Section 2 _ When a Sir Knight rises to speak, he shall respectfullyaddress himself to the Eminent Commander. If he should transgress thisrule, the Eminent Commander shall call him to order. Upon being called toorder", the Sir Knight shall imm ediately respond and be seated. TheEminent Commander may permit the Sir Knight to explain and/or to speakat his discretion.

o Section 3.A Sir Knight shall not be pennitted to speak more than twice onany question withou t leave, nor more than once until each Sir Knightwishing to speak has spoken. And when two or more Sir Knights rise"simultaneously,the Eminent Conunander shall deem which Sir Knight is to berecognized first. second. etc.

o Section 4. While the Eminent Commander is addressing theCommandery or in any manner verbally communicating with themernbers of the Cornmandery, and also if any other Sir Knight isspeaking; no Sir Knight shall entertain private discourse, disturbingsounds or gestures nor pass; at any time, between the speaker and theEminent Conunander.

o Section 5. There shall be no debate, fo llowing the QUESTION, when thevote for or against has been put before the membership by the EminentCommander.

o Section 6.Every Sir Knight present" when a QUESTION is put" shall berequired to express his vote for or against the subject matter unlessexpressly excused by the Eminent Commander.

o Section 7. When a Motion is made and Seconded. it shall be repeated bythe Eminent Commander or if in writing, the same is to be read aloud by theRecorder before being put to the QUESTION for debate or clarificat ion.

o Section 8_ Every M otion shall be reduced to writing if desired by anymember.

o Section 9 . After a Motion is stated by the Eminent Commander or readaloud by the Recorder, the Motion shall be considered in possession of theCom mandery and cannot be withdrawn save by unanimous permission ofthe Commandery.

o Section 10. When a m otion is being debated, discussed or questioned, nofurther Motion is to be received excepting requests to amend the originalMotion, to postpone final decision on the M otion until a future meeting bylaying it on the table.

o Section I I. All debate and/o r discussion ceases at the Will and Pleasure of theEminent Commander.

o Section 12. Any member may call for the Motion to be divi ded, where eachpart will be dealt with individually and the reason for doing so is sound.

o Section 13 .Motions and Reports may be referred to committees or placed inthe charge of specific Sir Knights at the discretion of the EminentCommander.

o Section 14. Any Motion for Amendment, until decided, shall preclude allother Amendments of the Primary Motion.

o Section J5. A New Motion, one changing the subject matte r of which theorig ina l Motion defined, shallnot be su bm itted under cover of amendmentas a substi tute for the M otion under deb ate.Section 16. A member except oneof the majority deciding a quest ion sha ll not be permitted to MOVE forreconsideration of the question,

ARTICLE 10 - TRIALS

o In the event of diffe rences arising between Cornmanderies, between aCommandery and its officers, or be tween members of differentComrnanderies, the United Grand Commandery of the Jurisdiction ofPennsylvania shall have absolute j udiciary control. The same shallCommission unbiased Knights Ternplar members to investigate and receivetestimony of the facti ons involved. Following thorough investigation andwith all admissible testimony [based on fact and no t opinion] theCommission shall report their findings to the United Grand Cornrnandery;the United Grand Commander shall act immediate ly upon the Commission'sReport .

o No Appeal shall be honored fo llowing the results or verdict announced by theMost Eminent Grand Commander. W hen a Vote is taken concerning thematter, it shall be answered by Yea or Nay from each representative and/ormember called upon by name follow ing the Question being stated by theMost Eminent Grand Commander. The Question shall be stated as, "SHALLTHE REPORT OF THE COMMITTEE/COMMISSION BE ACCEPTED ORREJECTED?"The outcome of such vote shall be duly recorded by the EminentGrand Recorder All expenses invo lved in said trials shall be borne by thecontestantts), unless otherwise specified by the United Grand Commandery.

o A charge may not be entertained against an Eminent Commander except forintox ication, ga m bling, refusal to comply with the Constitution of theU nited Grand Cornrn andery or with an Edict from same, and for a vio lat ionof Civil and Moral law of which the Em inent Commander has been foundguilty. All charges shall be investigated by a Commission of five Past GrandCommandery Officers, who shall be charged to investigate the EminentConunander and the circumstances for which charged, The Commission, withtheir findin gs. shall report immed iate ly to the Un ited Grand Co mmandery,as set forth in Section 1 of this Art icle.

o In all cases where a charge is presented, the accused shall be served with a copyof the charge at least fi fteen days prior to the time set for such examination;provided the residence of the accused is known. If the residence oftheaccused is unknown and he is therefore unin form ed of the proceedings, theCommission shall proceed as i f the accused party is present. The result of saidinvestigation shall be transmitted to the United Grand Co mrnandery forsubsequent action.

o Members for the Commandery shall bring charges and hold for Trial any• Conduct in violation of Masonic/TempJar law .• Disobedience of Orders.• Exh ibition of Drunkenness.

Gambling• Insubordination, and• Violation of any Civil or Moral law.

o The Manner of Trial shall be in conjunction with the prescribed practices ofthe United Grand Commandery . The Commandery, via its Executive Officer,shall appoint a commission of Sir Knights acting impartially to investigate thecharges . This commission shall report their findings to the Commandery andthe Commandery shall act upon the same. Should the Commandery adjudge thecharges proven, the penalty shall be set. However, before the penalty may beimposed upon the defendant, all testimony shall be reviewed by the UnitedGrand Comrnandery , No Commandery shall be permitted to expel a Sir Knightwithout the expressed approval of Warrant from the United GrandCornmandery , The accused Sir Knight shall have the right of counsel , but suchcounsel must be a member of the Order. The accused shall have the right tosummon witnesses in his favor, shall be allowed to confront his accuser(s) andshall be fully acquainted with the charges made against him. A Sir Knightbeing delinquent in paying his dues shall not be placed on Trial nor shall he beexpelled for non-payment of dues.

o In all cases where testimony is taken, whether it is against the Cornmandery,a specific Sir Knight or Sir Knights, hearsay evidence shall be excluded as willopinions without fact and reason. All evidence received shall be given withKnights Templar courtesy and honor . should the test imony be heard fromone not associated with the Order", full courtesy and honor shall be accordedby the Cornmandery, however should the individual fail to observe civil andbeneficial conduct and/or behavior, the trial S hall be recessed and broughtbefore members of the Order only.

ARTICLE 11 - DEGREE TEAM

o Shall be appointed by the Eminent Commander and shall function toperform initiatory work, including the Creation and Dubbing ofcandidates successfully completing the specific degrees of the Order.

ARTICLE 12 - CLASS OF INSTRUCTION

• Shall be the responsibility of the Senior Warden; ho wever the specific time andplace shall be designated by the Eminent Com mander. The Senior Warden in thiscapacity shall prepare the candidates to sh ow proficiency, before the Cornmandery,in each of the Degrees of the Order.
