Senator Morrell has received a perfect score from the Howard Jarvis Taxpayers Association for his pro-taxpayer voting record. An opinion piece written by Senator Morrell which was published in the Inland Valley Daily Bulletin appears in our “In Case You Missed It” section of this edition of the Trunkline. Senator Morrell introduced and has enacted six bills and one resolution despite the dominance of the Democrat Party in the Legislature. Our Assemblyman, Marc Steinorth, has been at the forefront of efforts to raise funds for the families of the victims of the San Bernardino massacre as well as leading the way for community economic revitalization by holding a job fair and hosting pet adoptions at local animal shelters. His very visible commitment to the quality of life in our area is a joy to witness. He has also successfully processed four bills that were enacted and signed into law as well as an approved resolution – a rare accomplishment for a freshman in the State Legislature and a member of the minority party. He received an “A” rating from the Howard Jarvis Taxpayers Association with a score of 97.3 Jay Obernolte, Assemblyman for District 33 in the High Desert, also a freshman , introduced nine bills that were enacted and also received a perfect score from the Howard Jarvis Taxpayers Association. Among his bills were laws relating to improving court efficiency, improving government transparency, local tax measure accountability and elimination of the ratepayer surcharge that funds the California Solar Initiative Thermal Program and returns unencumbered funds to taxpayers. Chad Mayes, Assemblyman for District 42, not only introduced a bill that was enacted, he was also elected Leader of the Republican caucus. Assemblyman Mayes also received a perfect score from the Howard Jarvis Taxpayers Association. As minority leader, Republican members will now look to him for direction on pending matters and for ways to assure passage of bills through the legislative morass. All of these members of the Home Team are up for re-election this year and many face significant challenges from Democrat candidates. Duf Sundheim, Republican Candidate for United States Senate

The Redlands Republican Women’s Club is pleased to announce that former California Republican Party Chairman Duf Sundheim, who is a Republican Candidate for the United States Senate seat being vacated by Senator Barbara Boxer, will be the featured speaker at the club’s February 19th lunch meeting. The meeting will be held at the Redlands Country Club starting at 11:30 am with lunch served at noon and the presentation scheduled at 12:30 pm. The cost for lunch is $16 and reservations must be made by February 17th – for reservations call Laurie Tremain at (909) 792-2501. Duf Sundheim is supported and endorsed by many prominent Republican leaders including Congressman Paul Cook. Other prominent supporters include George Shultz, secretary of state under President Ronald Reagan, Fresno Mayor Ashley Swearengin and Cisco Systems Executive Chairman John Chambers who serve as co-chairs of the campaign. Former Governor Pete Wilson, House Majority Leader Kevin McCarthy and Charles Schwab have all endorsed Duf Sundheim. Duf’s first major act as Chairman was to vigorously campaign for the recall of Governor Gray Davis. Duf believed the recall would have a transformative effect on California and usher in many of the changes the state needed but Sacramento was reluctant to make. The recall succeeded, the first in the history of California, the second in the history of the U.S. Today, Duf owns his own small business serving as a federal court mediator and volunteer settlement judge. In these roles Duf regularly helps people long opposed to one another find common sense, long-term solutions to their problems. Duf and his wife Cheryl live in the San Francisco Bay Area. Cheryl is an Infant Mental Health Specialist, working in the field of early intervention with young children and families. They are the proud parents of two grown sons, Jordan and Eric. Duf is a graduate of Stanford University and holds a law degree from Northwestern University.

RECENT EVENTS

Our speaker for the January 15, 2016 lunch meeting at the Redlands Country Club was Assemblyman Rocky Chavez who is running for the U.S. Senate seat being vacated by Barbara Boxer. He is the first of three candidates for that office who will speak to our group this Spring. Assemblyman Chavez recounted his commitment to conservative principles and shared his intent to win the U.S. Senate race. His career as a Marine was highlighted and his accomplishments were outstanding. Perhaps the most noteworthy comment he made had to do with the value of working hard for education and economic goals.

“Anything that is given to you has no value.” His remarks stressed the need to put effort into accomplishment in order to make it your own.

LEGISLATIVE UPDATE – January 2016

AND THE ELECTION SEASON BEGINS!

The Democrats Surprise Hillary won Iowa! If you consider being in a dead heat with Democratic Socialist, Bernie Sanders, so much so that your victory was determined by a coin toss in six precincts. The email scandal continues to undermine Hillary’s credibility and her lack of trustworthiness continues to dog her campaign.

Bernie Sanders is the candidate of FREE, FREE, FREE!! Free Healthcare, Free College Tuition, Free… and none of his supporters show any concern as to where the money will come from to bestow all these gifts on the citizenry. What is the definition of a Democratic Socialist? “I don’t think it’s as terrible as people think it is.” was the answer from an Oregon college student. The private server email scandal continues to percolate and the FBI appears to be serious about pursuing leads indicating that highly confidential information that could have put American agents at risk for their lives may have been unsecured in Hillary’s email. She, of course continues to blame these troubles on the Vast Right Wing

Conspiracy. But it seems that the loss of traction in Iowa might be an indicator of what the public thinks.

Bathrooms for All!

And if things aren’t crazy enough on the national level, California is heading further left every day. Assemblyman Phil Ting as introduced AB 1732, a bill that would mandate co-ed bathrooms for both private businesses, including churches, and public buildings. Take a minute to call your Assembly member and ask them to oppose mandated co-ed bathrooms by voting NO on AB 1732.

Taxes For Drivers! At a time when Democrats contend that the state budget has billions of dollars in surplus, they are pushing for new taxes! New gasoline tax to fix our roads—I thought that’s what our current gas tax is for.

Taxes for Healthcare! They are also proposing new health care taxes. Senators Mike Morrell and John Moorlach oppose such a tax saying, “With some of the highest taxes in the nation, California's middle class cannot afford another tax increase. Republicans have worked hard so that people can keep more of the money they earn. We remain committed to that principle. "We believe all Republicans should stand with families across California in opposing any proposal that will further drive up the already high cost of medical care in our state."

Pot for All! Meanwhile, there is a move to legalize Marijuana in California. There is an all-volunteer Political Action Committee dedicated to defeating any effort to legalize marijuana, CALM - Citizens Against Legalizing Marijuana. According to ballotpedia.org, nearly a dozen marijuana legalization measures have been submitted for signature collection. I had the opportunity to speak with a Pediatric Neurologist who explained the devastating reality of marijuana use in young people. CALM is sponsoring a ballot measure that keeps recreational pot illegal and cracks down on loopholes and fraud. I will have these petitions as soon as they are available.

And the Good News?

Is there any good news? Yes, we continue to have a strong platform of conservative candidates in the Presidential Primary process. As the original 17 candidates took to the stage for the first debate, I was encouraged by the depth and breadth of experience offered to the voters. I saw the possibility for great cabinet positions.

Since then, many have dropped out of the race and I respect them all.

Just before the New Hampshire primaries, we have a top tier of Ted Cruz—winning in the Iowa Caucuses, following by Donald Trump, Marco Rubio, Ben Carson, Jeb Bush, Chris Christie, John Kasich and Carly Fiorina.

It will be exciting to see who voters favor as the primary voting takes place and the candidates differentiate themselves and their plans and proposals take shape.

IN CASE YOU MISSED IT

CALIFORNIA NEEDS CLEAN ENERGY CHOICES, NOT ARBITRARY MANDATES

By Senator Mike Morrell, 23rd District Friday, November 6, 2015 Published in: Inland Valley Daily Bulletin As we have experienced in recent years, energy is increasingly more expensive here in California. In the Los Angeles region alone, energy prices are 45 percent higher than the nationwide average. Under new legislation passed this summer, this trend is only going to get worse. Why? Earlier this year, the Governor laid out unrealistic environmental goals for our state, including a mandate that utilities increase the amount of energy they get from renewable sources from 33 percent to 50 percent. Democrat leaders were all too eager to jump on this agenda, pushing through legislation to increase energy costs on everything from heating to electricity. This adds onto the estimated 47 percent increase in average electricity rates already expected by 2030, according to a study conducted by Energy and Environmental Economics, Inc. In and of itself, there is nothing wrong with renewable energy. Where we run into problems is with arbitrarily mandating how much of our power grid should originate from sources deemed “renewable” by the state. If there is one thing I have learned from my time in Sacramento is that when the bureaucrats make something mandatory, it means we will all be paying more.

But some renewables are considered more equal than others. For example, rooftop solar panels on individual homes do not count towards the renewable energy percentages required by law.

It is the same with hydroelectric power. Even in an extreme drought, California got roughly five percent of its power from clean water sources last year. During wet years, that can increase to as much as 15 percent. Yet when the drought ends, expanding hydro power in California is not likely to happen. Most hydroelectric power sources are not considered “renewable” by Sacramento’s energy bureaucrats because it is not popular with extreme environmentalists.

Innovations in natural gas production also present low-cost possibilities for our energy supply. Despite this technological progress, California law now mandates we reduce our use of natural gas energy.

These guidelines are clearly intended to favor one group over another. The carve-outs expose the reality that the special interests involved in renewable energy, such as the large solar lobby, are just as powerful as the big businesses that the majority party often decries.

With all of these exceptions, chief among the state’s concerns should be the cost to consumers. However, no state agency has conducted an economic analysis to determine exactly how much these mandates will affect utility bills and jobs. Why rush into this venture without at least knowing the true impact?

One of my proposed solutions was Senate Bill 728, which would require the Public Utilities Commission to conduct a study and public forums on the economic impact of higher standards before raising the renewable mandate already on the books. Unfortunately, the majority party killed the idea, clearly concerned about what it could reveal.

Even without an official analysis, the evidence shows how much these mandates have harmed our state’s economy. Consider manufacturing. Manufacturers take energy prices into account when deciding where to locate or expand their operations. Because of the current energy mandate, California’s manufacturing sector has fallen well behind the rest of the nation. Over the last decade, our state has lost over 260,000 good-paying manufacturing jobs. When manufacturing shuts down, it also impacts jobs in industries like trucking and construction.

Renewable energy mandates have also hit families across the economic spectrum. The term “energy poverty” is used to describe the situation when ten percent or more of a household’s income is spent on basic energy needs. In California, more than a million families already meet this description, especially in the inland parts of our state, and this figure will likely continue to rise. After reading this, many of you may now look at your own utility bills to see how it is impacting your personal budget.

Instead of requiring a narrow range of expensive and unreliable renewables in order to satisfy intangible and ill-defined climate change goals, California should be focused on promoting the use of clean energy, regardless of source.

In his time, Winston Churchill articulated a healthy skepticism of the power of the state and its tendency to want to manage and control industry. He warned of the damage such influence could inflict on a free society. Under these growing mandates, administered by the bureaucracy, we are slowly moving in that direction. And years down the road, because of the state’s arbitrary demands, the question will remain, how much will it cost our families and businesses?
