ATTERS ARISING OUT OF THE MINUTES.

(a) Report on Training: Mr. Shearsmith said that fjood + 5 keen done m the Camp. He was disappointed that few Officers from the Reef were present. He was very grateful for assistance so readily given bv European Scouters.Capt. Barber said that there had been an average attendance of 56 daily. He had been erreatly helped in every way by the Municipality, the Location Superinten­dent and by Mr. Shearsmith. The cost of the Camp was £37. /• 1. He thought that there should be one such Camp annually as well as one limited to the Reef and making use of the donation from the Rand Mines Ltd.He particularly wished to thank the Assistant Secretary xor all the help he had given.Mr. Venables said that he was encouraged by the Camp and was glad that Scouting work had been furthered in the Native Townships.Mr. Swensson said that he had a site suitable for camping in Roodepoort which would be available if required.Mr. Fleischer said that he was concerned for the continuity of training. He suggested that two Africans pe selected and sent to Gilwell Park in England and trained there in all three sections of the^ Wood Badge bourse. On their return they would be employed by the .Urvision as wholetime trainers. He suggested that t h e - Jamboree Fund might be used to defray the cost of their training and that funds would be raised subsequently to pay their salaries.The Chairman said he would like to have the views of Africans on this proposal. It was agreed to put the .Rj-.P.Posal on the Agenda, for the next meeting.

(b) The Chairman welcomed Mr. Swensson on his return from Europe. He was glad, to be able to re—apr.oint him as Pathfinder Scout Commissioner for the Roodepoort District. ^The Chairman welcomed Fr. Maund whom he had appointed Pathfinder Scout Commissioner for the Pretoria District.

CORRESPONDENCE. A letter was received from Principal White of the African Methodist Episcopal Church appointing Mr. Noel Nduna as their representative on the Council

A letter was read from Revd. Dr. Ray E. Phillips explaining his scruples about joining the Council, as a representative of the American Board of Missions.It was proposed, seconded and unanimously agreed that his appointment be accepted.

A message was received from Mr. Lace that he had examined the notes of the lectures taken at the Training Course and that in his opinion (and Mr. Shearsmith concurreo)Mr. Francis Chuenyane, Pathfinder Scoutmaster 2nd Springs w as entitled to the prize to be awarded for the best notes.

FINANCE. The Hon. Treasurer read his Statement of the position at the 31st- January, 1939* No.l a/c showed an increase of £20. 1 9. 11 and Mo.2 a/c an increase of £18. 1 3. 1 compared with the position at the 30th November, 1938.The Hon. Treasurer also presented an Audit Statement.This was accepted by the Council. He suggested,that copie of the Yearly Balance Sheet should be sent to Donors.To this the Council agreed.Capt. Barber proposed that a prize to the value of hall a guinea be awarded for the best notes on the lectures given at the Training Camp. A G R E E D.

rOIMTMENTS & REGISTRATIONS. The Appointments and Registrations were approved en bloc as listed.

GENERAL. Capt. Barber asked that a proposal to hold anotherTraining Camp be put on the Agenda for the next meeting.

The Chairman read a letter from Mr. E.W. Reeves about Study No.l of the Wood Badge Course submitted by Mr. D.C. Mogotsi. Mr. Reeves stated that in his opinion the Study was worthy of a pass. It was decided to accept this as a pass and to ask Mr. Reeves to accept the Council's authority to pass or fail Pathfinder Scouters1 studies in the future until such time as the Pathfinder Boy Scouts Association had qualified Gilwell men of its own.

MATTERS ARISING OUT OF THE MINUTES.

(a ) Suggestion that two African Pathfinder Scout Officers be appointed as whole time Organisers'" and Trainers in the T.r:~nsvaal Division, and be sent to Gllwell Park in England for training:

The Chairman said that as Mr. Fleischer was absent he would move the proposal and ask for opinions from the members of the Council.Capt. Barber asked if it would be possible for the training to be done in South Africa. The Chairman said that no training of equal value was obtainable in South Africa. Capt. Barber said he was in favour of using the Norah Young Bequest'1 for this purpose rather than the Jamboree Fund.Mr. Rathebe said that he thought the use of the Jamboree Fund for this purpose would be welcomed by Africans*Mr. Venables supported the motion since there were no local facilities.Mr. Cowgill asked whether the Government would permit two Africans to go-overseas. The Chief Scout's Path­finder Commissioner said that he had received assurances on this point from the Secretary of the Native Affairs Department.Mr. Seepe supported the proposal and believed it would bring a new spirit into the Movement.The Chairman said that two responsible Officers would be sent who would make full use of their opportunities. The Chief Scout s Pathfinder Commissioner said that South African Pathfinder Scouts Headquarters had been concerned with the need for more training which had been stressed by the Chief Scout. He thought that two Officers who already had a good experience should be sent and that they should attend the Training Course in Natal first. He strongly supported the proposal.

(t») Training Course: Capt. Barber said that he thought some Officers should attend the Training Camp held In Natal. The Chief Scout's Pathfinder Commissioner suggested that the Hon. Secretary should find out how many Officers the Natal Division would be willing to take from the Transvaal.The Chairman suggested that a Training Course be held in the Transvaal in October, and after discussion it was agreed that the Training Course Sub Committee should arrange for a Course-in October and should report to the next meeting.Capt. Barber said that Mr. Swensson had suggested Monthly Camps to be held in turn at Krugersdorp, Roodepcort, Benoni, Springs and Orlando. He proposed that Mr. Swensson be co-opted to the Training Course Sub C ommit tee. A _ G R E E D .

A letter was read from Mr, Kenneth Jones explain­ing that he was willing to become Acting Assistant District Pathfinder Scout Commissioner in Sophiatown, but considered that the extent of Scouting activities in the district did not justify such an appointment. Capt. Barber suggested that he be asked to" accept appointment as District Pathfinder Scoutmaster. This was agreed to.A letter was read from Mr. B.N. Rawlings asking the Council to accept his resignation as District Pathfinder Scout Commissioner since he was too busy to do the work. This resignation was accepted with regret and the Chairman expressed his appreciation of the work Mr. Rawlings had done.The Chairman also read a letter of resignation from Capt. W.E. Barber who explained that he wished to remain on the Council. The Chairman said he hoped that Capt. Barber would accept the rank of Honorary Commiss­ioner. He would like a resolution to be moved expressing the Council's appreciation of the work he had done for the Movement and its pleasure that he would still be able to continue his help.Air. Venables proposed and Mr. Rathebe seconded this motion. Mr. Scope, Mr. Shearsmith and the Chief Scout's Pathfinder Commissioner spoke in its support.Capt. Barber spoke of the pleasure he had derived from working with Africans.A letter was received from Mr, E.W. Reeves, Deputy Camp Chief, European Boy Scouts, accepting the authority of the Council to pass or fail any Pathfinder Scouters who submit studies for the Wood Bad^e..

NOTED.

FINANCE. The Hon. GENERAL. Capt. Barber complained that the Pathfinder Scouts who attended the Mendi Memorial" were offered no refreshment.It was agreed that the Secretary should write to the Chairman of the Transvaal Interdenominational African Ministers Association to point out the need for refreshment.

The Chief Scout's Pathfinder Commissioner reported that^he was disappointed with the state of Scouting at Kilnerton Training Institution. The Chairman said that he was surprised at this as he had visited the Kilnerton Pathfinder Scout Group recently and had been impressed with the standard of work displayed.The Hevd. Cov/gill ss.id that he would mention the matter to those in charge of the Institution.

Mr. Shearsmith said South African Pathfinder Scouts Headquarters were considering the desirability of holding a Headquarters' Council meeting in July. He asked that the advisability of holding such a meeting and matter for the Agenda be considered at the next meeting.The Chief Scout's Pathfinder Commissioner said he thought that the possibility of reviving the Pathfinder Bulletin should be on the Agenda.

It was agreed that Messrs. Senaoane, Carr and Hopkin- JenKins should be co-optcd to the Council.

MATTERS ARISING CUT OF THE MINUTES.

(a) Suggestion that two African Pathfinder Scout Officers be ar, ointed as whole time Organisers and Trainers in the v .-Tsvaal Division, and bo sent to' Cilwell Park in England for training;

The Chairman said that as Mr. Fleischer was absent he would move the proposal and ask for opinions from the members of the Council.Capt. Barber asked if it would be possible for the training to be done in South Africa. The Chairman said that no training of equal value was obtainable in South Africa. Capt. Barber said he was in favour of using the Norah Young Bequest '1 for this purpose rather than the Jamboree Fund.Mr. Rathebe_ said that he thought the use of the Jamboree Fund^ for this purpose would bo welcomed by Africans.Mr. Venables supported the motion since there were no local facilities.Mr. C o w r i n asked whether the Government would permit two Africans to po overseas. The Chief Scout’s Path­finder Commissioner said that he had received assurances on this - oint from the Secretary of the Native Affairs Department.Mr. Seepe supported the proposal and believed it would bring a. new spirit into the Movement.The Chairman said that two responsible Officers would be sent who would make full use of their opportunities. The Chief Scout s Pathfinder Commissioner said that South African Pathfinder Scouts Headquarters had been concerned with the need for more training which had been stressed by the Chief Scout. He thought that two Officers who already had a good experience should be sent and that they should attend the Training Course in Natal first. He strongly supported the proposal.

(b) Traininq Gonrse: Capt. Barber said that he thought some Officers should, attend the Training Camp held in Natal. The Chief Scout's Pathfinder Comriissioner suggested that the Hon. Secretary should find out how many Officers the Natal Division would be willing to take from the Transvaal.The Chairman suggested that a Training Course be held in the Transvaal in October, and after discussion it was agreed that the Training Course Sub Committee should arrange for a Course in October and should report to the next meeting.Capt. Barber said that Mr. Swensson had suggested Monthly Camps to be held in turn at Krugersdorp, Roodepoort, Benoni, Springs and Orlando. He proposed that Hr. Swensson be co-opted to the Training Course Sub Commi11ee. A G R E E D.

CORRESPONDENCE. A letter was read from Mr. Kenneth Jones explain­ing that he was willing to become Acting Assistant District Pathfinder Scout Commissioner in Sophiatown, but considered that the extent of Scouting activities in the district did not justify such an appointment. Cs.pt. Barber suggested that he be asked to accept appointment as District Pathfinder Scoutmaster. This was agreed to.A letter was read from Mr. B.N. Rawlings asking the Council to accept his resignation as District Pathfinder Scout Commissioner since he was too busy to do the work. This resignation was accepted with regret and the Chairman expressed his appreciation of the work Mr. Rawlings had done.The Chairman also read a letter of resignation from Capt. W.E. Barber who explained that he wished to remain on the Council. The Chairman said he hoped that Capt. Barber would accept the rank of Honorary Commiss­ioner. He would like a resolution to be moved expressing the Council's appreciation of the work he had done for the Movement and its pleasure that he would still be able to continue his help.Mr. Venables proposed and Mr. Rathebe seconded this motion. Mr. Scope, Mr. Shearsmith and the Chief Scout's Pathfinder Commissioner spoke in its support.Capt. Barber spoke of the pleasure he had derived from working with Africans.A letter was received from Mr. E.W. Reeves, Deputy Camp Chief, European Boy Scouts, accepting the authority of the Council to pass or fail any Pathfinder Seouters who submit studies for the Wood Badgre. ,

FINANCE. The Hon. Treasurer read his Statement of the positionat the 28th February, 1939* No.1 a/e showed a decrease of ?A~1. 7* 7 an(3 No.2 a/e a decrease of ZJ. 5* 7 compared with the position at the ?lst January, 1939.It was agreed that a Price List be"sent to the ' Secretaries of other Divisions in the Union to remind them of the facilities offered by the Transvaal Pathfinder Scout shop.

ffiNSPAL. Capt. Barber complained that the Pathfinder Scouts who attended the "Mendi Memorial" wore offered no refreshment.It was agreed that the Secretary should write to the Chairman of the Transvaal Interdenominational African Ministers Association to point out the need for refreshment.

The Chief Scout's Pathfinder Commissioner reported that he was disappointed with the state of Scouting at Kilnerton Training Institution. The Chairman said that he was surprised at this as he had visited the Kilnerton Pathfinder Scout Group recently and had been impressed with the standard of work displayed.The Revd. Cowgill said that he would mention the matter to those in charge of the Institution.

Mr. Shearsmith said South African Pathfinder Scouts Headquarters were considering the desirability of holding a Headquarters' Council meeting: in July. He asked that the advisability of holding such a meeting and matter for the Agenda be considered at the next meeting.The Chief Scout s Pathfinder Commissioner said he thought that the possibility of reviving the Pathfinder* Bulletin should be on the Agenda.

It was agreed that Messrs. Senaoanc, Carr and Hopkin- Jenkins should be co-opted to the Council.

MINUTES. After the Chairman had read a letter from the ChiefScout s Pathfinder Commissioner in regard to the state of scouting at Kilnerton, it was agreed that the refer­ence to this matter should be deleted from the Minutes.

MATTERS ARISING OUT OF THE MINUTES.

Report on Training Course Sub-Committee: Capt. Barber gave a report o7~ the Training Course Sub-Committee meeting held on the 3rd April, 1939.The first recommendation was that two Training Courses for warranted and would-be Officers be held each year during the Easter and October school holidays.Mr. Fleischer thought non-official Courses were a waste of time and opposed the recommendation.The Chairman said that not all Officers were read}?' to train for the "Wood Badge" and Training Camps were help­ful for such people.Messrs. Rathebe and Venables supported the Chairman and the proposal was carried.

A recommendation that the next Camp should be held at Orlando farm site or Masana, Bushbuckridge, according to the wishes of the Officers intending to attend, was opposed by Mr. Rathebe who moved that the Council decide on Orlando Camp site. The amendment was carried and their motion defeated.

A recommendation that a Week-end Training Camp be held once a Quarter in turn at Roodepoort, Springs, Krugers- dorp and Orlando, to be run by the Pathfinder Scout Commissioner of the district, was approved.

A recommendation to run-a model "Scout Troop" for Officers once a week at the Bantu Men's Social Centre, was unanimously approved.

A recommendation that applications be invited from Path­finder Scouters to attend the Natal Training Course held in July, was also approved.The suggestion that the whole or part of the expenses

The Chairman replied that the Sunday nearest to September 29th, was instituted as the "Pathfinder Scouts Day in commemoration of the starting of Pathfinder work on that day.Mr. Venables suggested a "Union Jamboree" and it was agreed to forward this for the Agenda.The Chairman siig-r^sted the revival of the Pathfinder Bulletin and it was agreed to forward this proposal also.

A G R E E D .

Mr. G. Ballenden, Manager of the Municipal Nctive Affairs Department, wrote stating that the City Council had made a grant-in-aid of £200 for the year ending 30th June, 1939. He stated that the Council was particularly pnxious to further work amongst Bantu youth who are not at School.

The Chairman, on behalf of the Transvaal Pathfinder Scout Council, stated how thankful the Association was for this sum of money and hoped that there would be close cooperation between the Municipality and the Pathfinder Boy Scouts Association. He -particularly thanked Mr. Venables, Assistant Manager - Municipal N.A.D., for his interest and help.

FINANCE. The Hon. Treasurer read his Statement of the position at the 3 1st March, 1939. There was a Bank Balance of £64. 14. 0 in No.1 a/c and £89. 14. 9 in No.2 a/c. The Cash and Cash Assets over Liabilities amounted to £180. 3. 4.

RECOMMENDATION FROM THE FINANCE C 0 M T T E T>. The Finance Committeerecommended that accounts of district activities for the year ending December 31st, 19 38, should be obtained from the District Officers so that an Annual Report could be prepared for distribution to Donors together with a cony of the Yearly Balance Sheet.It was agreed for the Secretary to write to all District Pathfinder Scout Commissioners in this regard, all. accounts to be forwarded direct to the Divisional Pathfin­der Scout Commissioner.

MINUTES. IN THE ABSENCE OF CANON WOODFIELD, CAPTAIN BARBER TOOK THE CHAIR.Mr. Fleischer asked that the remark attributed to him under the heading "Report on Training Course Sub-Com." be deleted.The Council agreed to this and the Minutes were taken as read.

MATTERS ARISING OUT OF THE MINUTES.

Best day for Meetings: Preference on this point appeared to be evenly distributed throughout the week and it was decided to leave the choice to the Chairman as heretofore.Natal Training Course: A letter was read from Revd. Cragg saying that the Natal Division had decided regret­fully not to hold a Training Course during July of this year.Headquarters Council: A letter from the Hon. Secretary, Headquarters, was read in which he stated that it had been decided not to call a Headquarters Council meeting during July, though it might be held later in the year. The Chairman said he thought that Headquarters should hold a Council as soon as possible.Mr. Venables then proposed and Mr. Hopkin-Jenkins seconded a motion that Headquarters be asked to hold a Council meeting for December of this year.

'A G R E E D .It was also decided to circulate the letter from Headquarters to all members of the Council.

CORRESPONDENCE. The Chairman read a letter from Pathfinder Scout­master Chuenyane thanking the Council for the prize he had received in the Essay Competition on "Orlando Officers Training Camp."He also read a letter from A/D/P/S/C Johannes Molefe in which he emphasised the shortage of Officers in Sekukuniland and asked that a Training Camp should be held there.The Chairman stated that he sympathised with this appeal and that if the scheme to have two Training Officers came into operation, it would be possible to run Training Courses in the country districts as well as on the Witwatersrand.

THE DIVISIONAL PATHFINDER SCOUT COMMISSIONER THEN JOINED THE MEETING AND TOOK THE CHAIR.

A letter was read from the Manager of the Municipal Non-European and Native Affairs Department stating that a meeting was to be held on Saturday, 10th June, IO39 in his department, to which representatives of missionary and other bodies were invited to give a brief account of the work they were doing amongst the Bantu Youth in Orlando Township.It was decided that Capt. Barber, Mr. Shearsmith, the Assistant Secretary and Mr. S.G. Senaoane should represent the Council at this meeting.

SELECTION OF TRAIKING OFFICERS. The Chairman reported that there had' been over thirty applications and the Selection Committee wished to co-opt Mr. Shearsmith and to have Mr. Fleischer and Mr. Strachan as advisory members.

AGREED UNANIMOUSLY.

FINANCE. The Hon. Secretary read the Financial Statement. At the 3®th April, 1939) No.l a/c showed an increase of £191. 2. 0 compared with the balance at the 31st March, 1939 and No.2 a/c showed an increase of Zj6. 1 3 . 3 compared with the balance at the latter date.

APPOINTMENTS & REGISTRATIONS. Mr. Rathebe asked what were the duties ' of' a District Pathfinder Scoutmaster.The Chairman briefly outlined the duties of this Officer and stated that he acted as an assistant to the District Commissioners. It was an appointment that had not existed amongst Pathfinders, but had always existed amongst Scouts. He felt sure that the appointment of Mr. Sol. G. Senaoane as District Pathfinder Scoutmaster would be warmly welcomed by the District Officers.

GENERAL. The Chairman reported progress in Pretoria and Waterberg Districts. At Marabastad he had attended, a parade of over 600 Pathfinder Scouts. At Warmbaths he had inspected a competition amongst six Troops entirely organised by Africans and had found that a high standard had been reached,

Mr. Fleischer reported that he had met the Rover Crew at Sophiatown and had been struck by their keenness and the good work D/p/S/M Jones was doing there.

Mr. Nicholls reported that he had started the Training Class at the Bantu Men's Social Centre on Wednesday evenings. He hoped to report progress at a later date.

The Div. p/S Com. said that he had officiated in Alexandra Township when Mr. J. Piliso was sworn in as Assistant District Pathfinder Scout Commissioner, and he hoped that that District would now progress.

Capt. Barber said that a Conference of East Rand Officers was being held on the ~/th June, 1939*

Mr. Hopkin-Jenkins reported that the Jrd Orlando Path­finder Scout Group started by the Municipality had been enrolled recently by D/P/s/C Mr. K.H. Swensson.

CHIEF SCOUT FOR PROTECTORATES:

The Chief Scout’s Pathfinder Commissioner has great pleasure in being able to announce that His Excellency the High Commissioner for Basutoland, the Bechuanaland Protectorate and Swaziland (Sir William H. Clark, G.C.M. G. , K.C.S. I.) has graciously consented to become Chief Scout for the Protectorates#

MEETING OF HEADQUARTERS COUNCIL:

Further to my circular letter asking for your views as to the desirability of having a Headquarters Council Meeting in July, I regret to inform you that I have only received replies from four Divisions. This is unfortunate as it does not give the Chief Scout’s Pathfinder Commissioner any guide aB to whether to call a meeting or not. Of those who have replied two could not be represented.

In the circumstances the Chief Scout’s Pathfinder Commissioner has now decided to postpone the meeting until a more suit cable time.

TRAINING CAMPS:

Headquarters congratulates the Cape Eastern Division upon the acquisition of a training centre on the banks of the Tyumie River at Lovedale, and upon the holding recently of a week-end training course at the centre attended by over 50 Pathfinder Scouts, drawn from the South African Native College (Fort Hare), Lovedale and Healdtown Institutions. The Camp Chief was Mr. M. Giffen, a member of the staff of the South African Native College who holds the Wood Badge and he was helped by six other officers.

Headquarters will be glad to have news of training courses in other Divisions.

Headquarters keeps a record of all warrants signed by the Chief Scout’s Pathfinder Commissioner and below are the statistics from 1st January 1937 to 30th April 1939:-

Will each Division please conroare these figures with those for their own area?

The absence of warrants in the Cape Western Division is being investigated.

Will Divisions also please note that Warrants should be filled in and signed by the Divisional Pathfinder Scout Commis­sioner before they are sent to Headquarters for registration and signature by the Chief Scout's Pathfinder Commissioner.

SOUTHERN RHODESL*:

Headquarters gratefully acknowledges receipt of Minutes of the eleventh quarterly meeting of the Executive Committee of the Southern Rhodesia Pathfinder Scout Movement at which His Excellency the Governor (Sir Herbert Staley) presided. It is pleasing to see two old friends of ours very active in the work there - Mr. P.O. Sykes (who did outstandingly good work when he was District Pathfinder Master for the-Witwatersrand and editor of The Pathfinder) and Mr. B.W. L’ioyd how is now Honorary Secretary of thy Southern Rhodesia Council.

Headquarters will be glad to receive copies of Minutes of Meetings of Divisional Councils and news of activities. Items of general interest will be included in future circulars from He adquarters.
