Overview:
The Department of Public Safety understands the needfor maintaining the highest standards of conduct and performance. Leadership development is paramount to this endeavor. The challenges we face in a rapidly evolving and asymmetric threat environment and the increasing population in our state demands our leaders be proficient in the art and science of law enforcement and the employment of leadership best practices in a joint, interagency environment. We will constantly seek improvements in all that we do leveraging partnerships and technology to maximize the resources to protect and serve this great state.
The Texas DPS Progressive Leadership Model:
• The Command College Progressive Leadership Model will identify a pathway for leadership. This model presents a “Select-Train-Promote” paradigm that mentors and grooms leaders at all stages of development. The Education Training and Research Division will develop a Leadership College for leaders at the “Operational & Organizational” mid-management level and a Leadership School for “Tactical” entry level leaders.
• All schools will be vertically and horizontally nested to ensure progressive leadership knowledge acquisition. This means that all schools build on the foundational leadership knowledge and skills acquired at the previous level. The Model will look at implementing an internship that allows future leaders to gain a comprehensive understanding of all DPS Agency Divisions. Timelines and decision points illustrate potential windows of opportunity for future leaders. These decision points help young leaders to prepare and plan for career progression.

MissionThe Mission of the Texas Department of Public Safety Command
College is to conduct research, to publish on State and National leadership strategy, to educate, develop and prepare current and potential command and executive leaders for the responsibilities of strategic leadership, to coach current and future leaders on the development and employment of Leadership best practices in a joint, interagency environment. This endeavor will advance the art and science of the law enforcement and related professions in support of operational and organizational requirements and will engage in activities that support and advance the Agency’s “strategic plan and mission”. Our Vision is to become the premier choice of strategic leaders for accessing, developing and evaluating leadership knowledge.
Program Description:
Command College-Leadership Development for Executives will: utilize a
“Blended” online and onsite curriculum. This will be delivered over 44 Days
of Direct Instruction for a total of 640 hours over a four month period.
Students continue the “On-Line” portion of the Command College while at
their work location.
– The DPS Command College has been accepted by the Texas Commission on
Law Enforcement and given a course number 787010. The Command College
will reinforce new leadership skills to current leadership practitioners.
– Successful completion of the Texas DPS Command College will yield 9 credit
hours of graduate or undergraduate work by an accredited Institution of Higher
education that may be transferred to further a degree.
– The 9 Credit hours illustrates TXDPS developed curriculum created for our
student population. Academic Partner curriculum that may meet our emerging
needs will be reviewed, adapted and incorporated.

The Command College will implement “Seminars” in which Senior Executives, along with panelists, will discuss leadership best practices in a joint, interagency environment to advance the art and science of the law enforcement and related professions in support of operational and organizational requirements. The Seminar will allow our Agency to identify, address and resolve emerging issues with executive guidance.
• The Command College will implement innovative curriculum such as Leadership, Ethics, Communication, Executive Fitness and Wellness, 7 life languages, Leading Generations, Stress Management, Emotional Intelligence as well as APA academic writing, Resilience Training, 7 Life languages , MS PowerPoint and Word instruction.

The foundation of leadership is character. The Texas Department of Public Safety (DPS) Leadership Development School is an innovative initiative to address and sustain leadership development in our great agency.
• This course comprehensively examines how all leaders from new supervisors to senior leaders lead by influencing, operating and improving their people and organization. Everything flows from this axiom: Leaders of character and competence act to achieve excellence. After describing leadership's common facets, the Leadership Development School explores what is different at higher levels. The framework applies to leaders at any level, in any situation, just as our DPS Values apply at all times to all. This course will be delivered over 10 days of Direct Instruction for a minimum of 68 hours.
