MRWA Line Tracing Training SessionLine Tracing Training Session - Chaska, MN

MRWA is once again hosting Line Tracing Training Sessions this summer. The training will consist of classroom time as well as hands-on field time. Whether you have line tracing equipment currently or plan to purchase in the future, this class will greatly benefit you.

All attendees are encouraged to bring their own locating equipment for instructional purposes.Demo equipment will also be provided for hands-on field use. All aspects of locating, forboth conductive and non-conductive pipes, will be covered. Agenda is shown below:

8:00am Explanation of January 1, 2006, Office of Pipeline Safety - State Statute for Right-of-Way Locating Requirements.

9:15am Introductions to water & wastewater industry specific line tracing equipment and tools. New line tracing specification explanation.

Wipes Bill Passes Senate, But Fails to Make It to Governor

Wipes Bill Passes Senate, but Fails to Make Itto Governor

Strong support was shown for proposed new labeling requirements on disposable wipes. (Published May 24, 2016)

The full Senate on May 19 passed SF 2525, a bill that would restrict the

use of the word “flushable” on the labels of disposable wipes, on a vote of

49-9. While passage of the bill made it eligible for inclusion in the omnibus

supplemental budget bill, it was ultimately not included in the final bill sent

to Gov. Dayton.

During the Senate floor discussion, several members argued that the

mandatory labeling would do nothing to change consumer behavior, but

then went on to say that the industry was taking care of the issue through

its proposed voluntary labeling, which uses the same label proposed in the

legislation.

Although the governor will not see the bill, the Senate’s passage sends a clear message to the national

industry that their efforts need to be far more inclusive of city public works concerns. It also positions the

issue well for progress in future legislative discussions.

Bill supported by severalThe bill, authored by Sen. Vicki Jensen (DFL-Owatonna), was initially proposed by the Minnesota Pollution

Control Agency (MPCA) and gained support from the League, the Minnesota Municipal Utilities Association,

the Coalition of Greater Minnesota Cities, and several state and national wastewater trade associations. It

would have improved the definition of which disposable wipes are “flushable” to reflect actual impacts on

wastewater infrastructure and would have labeled all other wipes with warnings not to flush them.

Cities will need to continue educating the public on what not to flush, but the industry needs to stop

hampering that effort with inaccurately labeled merchandise and advertising.

Local government toolkitThe MPCA has created a site to assist cities in planning communication and education related to wipes.

It includes educational materials, resource links, and short public service videos.
