Although you may not have even heard the word autism or understood its meaning thirty years ago, today in all likelihood you know someone with the disability or know of a relative or friend who has a family member with autism. The fact that the number of autism diagnoses is dramatically increasing is generally accepted and not a point of debate. The rise in the incidence rate of autism has been the subject of many theories. The reality is that the rise in autism diagnoses is mostly due to increased awareness on the part of parents and helping professionals as well as a broadening of the definition of autism. We now understand that people with autism have always been with us, they just weren’t given the label of autism.

PACTT

Individuals with autism should not be defined simply by a diagnosis. No diagnosis can explain a whole individual. The New York Times bestselling author Steve Silberman, talks about this in his book NeuroTribes. His research into the history of autism and the acceptance of the work of Hans Asperger provides a fresh perspective on the contributions to society made by individuals with autism. His belief is that people with autism are a rich source of different thinking and should be celebrated for their gifts to society. This is precisely the core value upon which PACTT Learning Center was founded twenty-three years ago and remains the bedrock of our educational, residential and adult vocational programs today.

The participants that PACTT serves represent the 1-3% of individuals who need high levels of support due to an accompanying intellectual disability. They struggle with communication barriers that make it less likely that their voices will be heard. PACTT participants must work hard to communicate their most basic needs and wants even to family and staff who know them intimately, much less to a clerk at the neighborhood store. But their personhood and their struggle to be the best they can on the job or at school calls for the same recognition and celebration. The gifts that people with autism bring to our lives, even when those gifts are obscured by difficult behaviors, create a richer world for those who live and work with them.

There is no denial concerning the profound learning challenges facing the participants we serve at PACTT. Many of the individuals supported by PACTT today were told at diagnosis to prepare for a life lived in an institution - that there was no possibility for any sort of meaningful life. But our participants and their families refused to accept a future without hope. Families and teachers worked together to build programs and supports that make a life of greater independence and substance possible.

The difference between an institutional life and a community-based life is night and day. Every human being deserves the chance to be a contributing and valued member of a community. Each day at PACTT we are inspired by participants who learn a new sign or, with tremendous determination, whisper a word for the first time. PACTT staff work hard to look beyond any deficit to see the beauty and intelligence that longs to be heard and seen.

This independent life starts with our school and residential programs. These programs develop living and communication skills that provide participants and their families a wider array of life choices. PACTT’s vocational and job placement program helps young women and men gain and maintain employment in an environment that matches their strengths and interests. Each day we are seeing that with the proper evidence-based supports and a compassionate staff, greater independence and a full life are achievable.

We know that each person with autism experiences their disability in a highly individualized way. This makes it all but impossible to create a cookie cutter system of support that will meet everyone’s needs in an agency like PACTT. We are working hard to serve people and their needs as individually as possible. This entails making sure there are enough quality services and well-trained staff to ensure that our young people have the opportunity to fulfill their dreams.

The path to a more independent life can be a challenge. Living with autism can make life extremely difficult and unpredictable for family members and especially for the individuals so often isolated by their autism. A routine trip to the store can turn into an awkward situation that has a family running for the safety of the parking lot. At PACTT, we try to turn these opportunities into learning experiences that respects the sensory difficulties that are inherent in a person with autism.

Autism is truly a fascinating disability. While it can tear at the fabric of a family, it can also provide valuable insight into what it means to be a human being. Spending time and paying close attention to someone with autism can often lead to new insights on how we prioritize our lives and what really is important. At PACTT, we strive to look beyond the deficit-based assumptions that are so often made of people with autism to see what is possible.

It’s been said that there is a plan and a purpose, a value to every life, no matter what its location, age, gender or disability. This philosophy is one we practice every day at PACTT. Our work in the classroom, home, community, administration and everyday operation is designed to foster a purposeful and valuable life.

This is especially important when we know that autism is the fastest growing developmental disability in our country. Along with this growth has come increased knowledge -- more informed care, better ways to manage health challenges, and enhanced methods for managing physical conditions.

PACTT has used this increased understanding to implement a number of new initiatives throughout the year – additional sensory rooms, expanded programming, facility upgrades, more recreational opportunities and best practice training for our teams of professional staff.

These new initiatives that help to advance our mission are designed to strengthen an individual’s independence, reinforce courage and create inroads to communities – to ensure that the voices of those in PACTT programs are heard, included and valued.

While we remain focused on those we serve, we also track actions taken, or not taken, by the state of Illinois related to financial strategy. While the state moves to incorporate person-centered care and planning in all services, Illinois is still without a budget. Agencies all over the state are facing hard choices about how to operate in the face of staffing shortages and limited resources.

Thanks to the generous support of our donors, PACTT has been able to face these challenges.
