Subject: - Electoral Roll and Voting Procedure for election to four seats of COA.

Attention of all the members of SGEPC is invited to the circular no SGEPC/58th

(AGM)/2016-17

dated 06th

Sep, 2016 informing all members about the eight candidates eligible to contest for four

seats of COA of SGEPC. Please also refer to circular dated 16th

August 2016, whereby members

were advised to update their authorizations and clear their dues, if any, by 02nd

Sep 2016. Based

on the dues cleared by members and also authorizations updated till 02nd

Sep 2016, 05:30 PM, an

electoral roll has been prepared. Kindly note that only these 132 members, appearing in “Final

Electoral Roll - List A” (given below), are eligible to vote in the forthcoming election. Other

ordinary members who are not included in the electoral roll are shown in “List B” (given below)

with reasons for their non- inclusion in the electoral roll.

Any discrepancy in this list may please be informed to us in writing at mail@sgepc.in along with

documentary evidence latest by 12th

Sep, 2016, for making amendments in the list, if any.

e-voting Procedure

All those members, who have registered for e-voting (and appearing in List A), will be eligible to

vote online as per following procedure:

1. An email with a web link would be sent to the registered email id of the voting member at

the start of the election process.

2. The email will be sent by the electronic agency, appointed to handle e voting and all the

data will be kept securely on third party server.

3. After clicking the web link, the voting member would need to enter his/ her registered

email id or mobile number which would then automatically display the name of the

voting member’s organization.

4. Click on “Retrieve”

5. After confirming the particulars of the firm, click on Login given against the particulars

6. Generate password by clicking „Click here‟ to generate One Time Password (OTP)

7. Password will be sent on the registered mobile number.

8. Enter the password received, in given space for password and click on Login

9. Now E-voting page will open. Click on “Start E-voting”.

10. Choose candidates of your choice by clicking on the checkboxes and then click

“Proceed”.

11. Each voter is entitled to cast his/ her vote in favour of not more than four candidates.

12. In the next step you can either change your choice of candidates or confirm.

13. In the next step you may click on Yes or No. By Clicking on yes you will receive

following message: “Congratulation you have successfully submitted your vote”.

Voting-in-Person Procedure

All those members, who have not registered for e-voting, or could not / did not cast their e-vote

till last date of e-voting (but their names appear in List A), are eligible to cast their vote in person

as per below procedure:

1. The authorized representatives of the respective companies (as mentioned in Final

Electoral Roll List A) are eligible to vote-in-person at the 58th

AGM by secret ballot only.

2. Ballot Paper will be issued by the Returning Officer at the AGM venue to the authorized

representative after verification of his/ her identity (given below).

3. Each voter is entitled to cast his/ her vote in favour of not more than four candidates.

4. All authorized representatives are requested to carry any one of the following Photo

Identity Card in original for identification purpose:-

Valid Indian Passport

Voters Identity Card

Aadhar Card

Driving License

Photo PAN Card

5. Members are requested to note the serial number in “Final Electoral Roll List A”, against

which their name is appearing and quote at the time of identity verification for quick

process.

6. The polling hours shall be from 10.00 AM to 1.00 PM without break on 29th

September,

2016 at India Habitat Centre, Lodi Road, New Delhi – 110003.

The Votes treated to be invalid ( in case of voting-in -Person)

The following categories of votes shall be treated as invalid:-

If secrecy has not been maintained i.e., the voter has made any such mark on the

ballot paper so that he/she could be identified.

If there are names of more candidates marked than required to be marked on the

ballot paper.

If there is no marking in the ballot paper at all.

If the marking is such that it cannot be decided as to in whose favour the marking

has been done.

If there is marking in the blank area / outside the marking area.

If the ballot paper is torn / mutilated / Overwritten / Corrected

COUNTING OF VOTES

1. The Returning Officer shall be the final authority to declare a vote valid or invalid i.e. to

accept or reject vote. His decision shall be final.

2. The votes shall be tabulated against the names of each candidate. Result of e-voting &

voting-in-person will be combined. Top four candidates getting highest number of votes

in total, shall be declared elected.

3. In case of a tie, lots shall be drawn and the candidate winning the lot shall be declared

elected.
