E1.1 NOTICE AND INVITATION TO SUBMIT AN EXPRESSION OF INTEREST

CLOSING DATE (AT 14:00): 08 August 2017 The South African National Roads Agency SOC Limited (SANRAL) invites suitably qualified and professionally registered respondents to register their interest in providing mentoring, coaching and specialist services for candidate civil engineers /technologists/ technicians at the SANRAL Southern Region in Port Elizabeth. Candidates follow a structured training programme under a Commitment and Undertaking with the Engineering Council of South Africa (ECSA) to support them in registering as professionals in the relevant categories. The candidates are exposed to all aspects of roads planning and design and preference will therefore be given to civil engineering professionals who are appropriately experienced in most fields encountered in the roads and bridges investigation and design process, and associated disciplines such as geometric design, bridge design, hydrology, traffic engineering, geotechnical engineering, computer aided design and drawings, economic analysis, occupational health and safety, environmental assessments, contract documentation and administration, road and bridge construction, pavement design, material analysis, road safety audits and the provision of pedestrian and public transport facilities. The nature of the training required at the Southern Region is such that some training professionals will need to be available at the SANRAL offices in Port Elizabeth for a minimum of 5 hours per day, 5 days per week to serve as coaches/supervisors/mentors, whilst others will be involved for a limited number of hours as and when required to provide specialist input and mentoring. The first envisaged commencement date is 02 October 2017 over a period of approximately 3 years. Respondents must be able to demonstrate their ability to effectively coach and mentor graduates towards professional registration with the Engineering Council of South Africa (ECSA) and develop high-calibre professionals for the industry. Only respondents who satisfy the eligibility criteria stated in the submission data may submit an expression of interest. Respondents should note that their expression of interest offers no guarantee that they will be contracted to SANRAL. NOTE 1: The Standard Conditions for the calling of expressions of interest contained in SANS 10845-4 prohibits anticompetitive practices (clause 3.1) and requires that respondents avoid conflicts of interest, only submit an expression of interest if the respondent or any of his principals is not under any restriction to do business with the Employer (4.1). Clause 5.6 also empowers the Employer to disqualify any tenderer who engages in fraudulent and corrupt practice. Clause 3.1 also requires tenderers to comply with all legal obligations.

NOTE 2: Section 30(1) of the Public Service Act, 1994, prohibits an employee (person who is employed in posts on the establishment of departments) from performing or engaging remunerative work outside his or her employment in the relevant department, except with the written permission of the executive authority of the department. E3 INDICATIVE SCOPE OF WORK

SCOPE OF WORK

Topic Commentary

Client’s Objective As the custodian of the national road network, the South African National Roads Agency SOC Limited (SANRAL) regards human capital, technical know-how and skills development as key parts of its strategic objectives towards achieving its vision of “Ensuring our national road transport system delivers a better South Africa for all.” SANRAL encourages all its engineers and technologists to register as engineering professionals with the Engineering Council of South Africa (ECSA) and has registered a Commitment and Undertaking (C&U) Agreement with ECSA.

Background SANRAL established a Technical Excellence Academy (TEA) in the Southern Region, where road engineering projects (investigation, design and tender for construction) are carried out in-house. Some 30 graduates are interned to the TEA, most of whom have less than 3 years of post-graduation work experience. The overarching objective of SANRAL is to train engineering graduates (candidates) to the extent that they are ready to register with ECSA as Professionals in their respective category

Management or oversight structures for the services

The TEA has in its employ a full-time senior internal mentor, who administers the day-to-day operational aspects related to the overall training objective. His duties are, inter alia:

(i) to ensure that candidates have the necessary means to carry out their duties (accommodation, office dynamics, general wellbeing); and

(ii) to manage candidate training programmes and align these with ECSA guidelines

(iii) to manage staff movements within the TEA (iv) to act as the channel of communication (in terms of

SANRAL’s principles) between the Regional Manager and the TEA.

(v) to ensure a steady flow of project work into the TEA; and (vi) to act as official liaison (from a project perspective) between

SANRAL’s numerous project managers and candidates, in order to moderate work load.

(vii) to conduct quarterly Training and Experience Reviews with all candidates actively interned at the TEA

Description of the Services

SANRAL requires the services and support of registered civil engineering professionals in various roles and over varying durations for the next three years to support the training needs of candidates at the SANRAL Southern Region in Port Elizabeth. Supervisor/Coach/Mentor The Supervisor/Coach/Mentor must oversee the work undertaken by the candidates and provide on a regular basis, the required direction, input, feedback, guidance and support with respect to the projects undertaken by the Academy. Regular interaction with the relevant SANRAL project managers will be required to report on progress against the agreed time lines. Specialists Specialists will be required to advice and give guidance to candidates on aspects such as pavement design, structural design, storm water analysis, environmental impacts, etc. on an “as required” basis. It is

envisaged that the specialist will also assist in procuring and managing additional specialist service providers to undertake certain components of a project should the need arise. In addition to their superior subject knowledge, the ability to provide guidance to candidates is essential, thereby making them aware of the numerous facets within the particular field. Candidates will gain an appreciation of the complexity surrounding the engineering problem at hand and the necessity for calling on such expertise. Construction Mentors Registered professional civil engineers and technologists are required to serve as construction mentors. The Mentors will be expected to regularly (at least quarterly) engage specifically with candidates that are deployed on construction sites, i.e. outside of SANRAL’s Technical Excellence Academy in the Southern Region. Their responsibilities will generally be as defined in the guidelines laid down by ECSA. More information on the required capabilities can be found at.www.ecsa.co.za Support Staff The nature of the projects undertaken at the Academy also requires other technical and administrative support. The services of CAD operators will typically be required from time to time to contribute to portions of the work. Respondents who employ CAD Operators for drawing production, word processing, general design office operational skills with a willingness to guide candidates, and deliver under pressure will be required to assist with project delivery from time to time.

Requirements Respondents that are eligible for the various roles called for are to engage with the Employer with a commitment to the broader SANRAL and TEA objectives, where service providers will essentially add to the staff complement of SANRAL. Once appointed, the following minimum requirements will be expected of service providers:

(i) The Supervisor/Coach/Mentor shall:

- reside within daily commuting distance of the Regional Offices in Bay West, Port Elizabeth

- be available for a minimum of 5 hours per day for 5 days per week

- be given an open-plan workspace among candidates from where to work.

- have her/his own laptop PC with relevant software loaded and an internet connection

- have sufficient knowledge of road design software (preferably Civil Designer (2013 or newer)) to guide candidates unfamiliar with computer-generated designs.

(ii) The Specialist shall:

- be available at 5 days’ notice for specialist assignments

(iii) The Construction Mentor shall:

- be available at 5 days’ notice for mentoring sessions or site visits

- have her/his own laptop PC with relevant software loaded, email account and internet connection

- be prepared to travel to sites as and when required

(iv) Support Staff shall:

- be available at short notice to carry out work for extended periods

- have the necessary skills to perform the task generally expected to support a design office eg. computer aided drawing using Autocad software

- be located in Port Elizabeth to enable candidates to interact in person when required (email or otherwise)

Co-operation with other service providers

Projects carried out in the TEA will generally have service providers contracted to perform duties of a specialised nature (eg. environmental assessments, geotechnical investigations, core drilling, soils laboratories.). Successful respondents will ensure regular contact is maintained between TEA design teams and such service providers. An appropriate level of professional correspondence is to be encouraged through the candidates, where supervisors/coaches/mentors are expected to encourage such liaison and ensure that project objectives remain prioritised. Direct contact between supervisor/coach/mentor and external service provider is discouraged in the interests of giving candidates maximum exposure to the engineering processes performed by the service provider.

Facilities and equipment to be provided by the service provider

Supervisors/coaches/mentors and construction mentors shall be adequately equipped to carry out their duties professionally and will have their own Personal Protective Equipment. Most candidates have their own motor vehicles, but cases may arise where the supervisor/coach/mentor will be expected to provide reliable, safe transport.

Reference data The services called for are relatively new to the industry. Substantial reference data does not exist. Successful respondents will be conversant with the “Road to Registration” series of documents published by CESA, as well as the several statutory provisions that have been ratified by ECSA in terms of the Engineering Profession Act, No. 46 of 2000.

Access to recent, relevant project experience, drawings, documentation, working models, as well as relationships with colleagues from the industry will be advantageous. Candidates with no work experience benefit from such material

Applicable national and international standards

Respondents are expected to have an awareness of all the relevant industry standard documentation relevant to road engineering, with specific working knowledge in their tendered field of expertise. Respondents should have appropriate knowledge of the following publications as a minimum:

- The TRH series of Guidelines - The SANRAL Geometric Design Guidelines - The TMH series of test methods and related

standards - The SABS and SANS series of civil engineering

standards, and their applicability - The relevant COLTO/COTO series of standard

Respondents should be aware of the legislative environment within which SANRAL operates.

Quality management SANRAL functions within a well-established set of processes and procedures. High standards are in place regarding project management programmes and registry operational aspects. At present the TEA does not have specifically documented operating procedures, but projects are administered in accordance with regional and national protocols. Supervisors/coaches/mentors shall be aware of applicable industry standards and have an intimate working knowledge of such standards, so that these can be imparted to candidates. Mentors will be conversant with QMS terminology and should have been in an operational environment where an accredited QMS was in place.

Format of communications

Supervisor/coach/mentor communication will primarily be verbal due to their daily presence in the TEA. Daily email communication is also required, especially in the form of sharing relevant documentation and perusal of work done by candidates. Telephonic correspondence will take place on a daily basis. Construction Mentors will be expected to engage in person at regular intervals but will also communicate via email and telephonically on a regular basis, as will specialists.

Key personnel Firms submitting an expression of interest must provide the details of the individuals proposed to serve in the respective roles and any changes to these shall be communicated for consideration by

SANRAL. Should there be a need that such key personnel must be

replaced, it should be a like for like or better. Management meetings Candidates attend regional staff and technical meetings once per

month, which respondents are not required to attend. All project design progress meetings (DPM) will require the presence of the supervisor/coach. Mentors and specialists are expected to attend meetings relevant to their field. Quarterly Training and Evaluation Report (TER) contact sessions typically last 3 days and are expected to be attended by supervisors/coaches and mentors.

Electronic payments SANRAL will compensate the service provider by electronic funds transfer (EFT).

Daily records Supervisors/coaches/mentors are expected to keep detailed daily records of the tasks performed within the TEA. Numerous projects are in progress at the TEA at all times, so service providers are expected to change focus several times per day and will be expected to offer support and address queries on an ongoing basis, the nature of which will vary continuously.

Payment certificates/Invoices

Service providers will submit monthly payment certificates as per the Service Agreement, and will be required to attach thereto a schedule of work carried out against the amounts charged

Property provided for the contractor’s use

The SANRAL Southern Regional offices and any accommodation established under contracts where the TEA are involved, will be accessible to supervisors/coaches/mentors, construction mentors and specialists.
