    The SESARprogramme takes of

    THE SELECTIONPROCESS: A STRICTPROCEDURE ANDINTENSE REVIEW

    The last ew months have been partic-

    ularly intense or all parties involved. In

    accordance with the procedure, all o-

    ers rom the 16 prospective members

    had to be delivered in February. This

    preparatory work represented a signi-

    cant eort on behal o the prospective

    members to detail and explain their

    best oer. All oers were received in

    good time and validated. The SJU team

    members and 16 independent experts

    analysed all the oers, totalling more

    than 1,500 pages. Several juries were

    established to review the oers relat-

    ing to each work package. The jury

    members were ensconced in a Euro-

    pean Commission building in Brussels

    specially designed or evaluation pro-

    cesses. The conclusions o these juries

    allowed the Executive Director to pro-

    pose to the SJU Administrative Board

    that agreements be

    concluded with

    16 members. Board

    approval was obtained on

    26 March. Agreements com-

    mitting to total spending o 1.9 billion

    were signed on 12 June with the ollow-

    ing companies: AENA, Airbus, Alenia

    Aeronautica, the DFS, the DSNA, ENAV,

    EUROCONTROL, Frequentis, Honey-

    well, INDRA, NATMIG, NATS (En Route)

    Limited, NORACON, SEAC, SELEX

    Sistemi Integrati and Thales.

    16 WORk PACkAGESAND 295 PROJECTSIN TOTAL

    Based on the ATM Master Plan de-

    veloped during the Denition Phase

    o the SESAR Programme, the Work

    Programme denes all projects and

    activities to be undertaken in the pe-

    riod 2008 to 2016 timerame under the

    supervision o the SESAR JU. The Work

    Programme, executed in coopera-

    tion with the 16 members, comprises

    ONE NEW SESAR

    PROJECT PER DAY

    Since the signature of the contracts

    on 12 June, 30 projects have already

    started, equalling one new SESAR

    project per day. The following three

    projects are examples of these:

    n Project GBAS Cat II/III for the

    development of satellite aircraft

    precision landing systems.

    n Project SWIM AirGround Ca

    pability for the design of the

    future aviation Intranet.

    n Project Airport Surface Data

    lin on WiFi standards for com

    munication between all actors

    on the ground at the airport.

    In total, 124 projects are due to be

    launched in 2009.

    New SESAR components and opera

    tional procedures will be gradually

    implemented between 2012 and

    2020.

    12 June 2009 was a historic day or the SESAR Joint Undertaking as it

    marked the ocial start o the SESAR programme. Ater months o eforts

    devoted to creating the Joint Undertaking and to liaising with the pro-

    spective members, all parties are now ully ready to start working

    together to deliver the new Single European Sky. The SESAR Master Plan

    will steer the work and the Project Support Oce o the SESAR Joint

    Undertaking will manage and coordinate the various work packages to

    ensure smooth and rapid progress. Eric Platteau, Chie o Communica-

    The work packages are presented on

    www.sesarju.eu.

    The work programme will be sup-

    ported by the Industrial Support Team

    (IS) o Airbus. IS is responsible or the

    technical coherence o all tasks, and

    will provide support or system-o-sys-

    tems engineering methods so that all

    the members can progressively build

    up, under the leadership o the SESAR

    JU, the highly complex shared data

    model o this programme.

    MAIN CONCEPTUALCHANGE IN A MODERN-ISED SkY: THE BUSINESSTRAJECTORY

    Taking ull advantage o existing and

    newly developed technologies, SESARs

    target concept relies on a number o

    key eatures:

    n the notion o trajectory-based op-

    erations, which will dramatically

    improve the predictability and pre-

    cision o operations;

    n a rolling network operation plan,

    taking into account real-time situa-

    tions including weather and trafc

    trends;

    n the introduction o an air trafc

    management intranet, including

    aircrat, which will enable all actors

    to have ull access to the right in-

    ormation at the right time;

    n the ull integration o airport

    ground activities into the air trafc

    management processes;

    n increased automation support or

    air trafc controllers and pilots,

    enabling them to concentrate on

    high-added-value activities;

    n increased environmentally riendly

    operations at airports, allowing

    greener trajectories whilst maxi-

    mising the use o existing run-

    ways. n

    16 work packages aimed at providing

    tangible results rom the ATM Network

    R&D Programme.

    These packages will de-

    velop and deliver the

    necessary operational

    and technical mate-

    rial (specications, pro-

    cedures, prototypes,

    validation reports, etc.)

    or the gradual industri-

    alisation, deployment and operation o

    the new ATM system.

    The Programme is split into our dier-

    ent areas:

    n operational activities are handled

    by WPs 4, 5, 6 and 7;

    n system development activities are

    handled by WPs 9, 10, 11, 12, 13 and

    15;

    n system-wide inormation manage-

    ment is handled by WPs 8 and 14;

    n transverse activities, such as the

    validation inrastructure, develop-

    ment o saety, security, environ-

    ment and human perormance

    guidance and cases, ATM Master

    Plan maintenance, the target con-

    cept and architecture maintenance,

    are handled by various WPs (e.g. B,

    C, 3, 16).

    THE NEW SESAR TEAM

    There is now a new SESAR team comprising all sta working on SESAR all over

    Europe and located at our members premises. Patrick Ky, Executive Director o the

    SESAR Joint Undertaking says This new community o SESAR workers has the uture

    o European air trafc management in their hands. Bear in mind that we need to

    achieve a paradigm shit rom the way air trafc management is organised today.

    An open mind, operational excellence and dedication should guide their day-to-day

    work. We count on their commitment to make this innovative adventure a historic

    European success story. The SJU will be the guardian o the smooth execution o the

    work packages and will do its utmost to liaise all the teams involved.

    SESARs new components and operational procedures will be gradually implement-

    ed rom 2012 to 2020.

    However, it is essential that we also identiy and develop quick wins or implemen-

    tation as rom 2010 says Patrick Ky.
