JACKSON, MI – The Center for Family Health has been rec-ognized by the National Asso-ciation of Community Health Centers for outstanding ad-vocacy on behalf of aff ordable health care.

CFH was named an Advoca-cy Center of Excellence (ACE) at the gold level, the highest level possible. The award was announced in January by the national association.

The ACE award goes to health centers that meet sev-eral criteria to create a culture

of advocacy. This commitment to advocacy ensures that policy makers at all levels of govern-ment commit to investing in af-fordable, accessible, and inno-vative care that health centers deliver at 11,000 sites

across the nation, including the Center for Family Health.

“Advocacy is an important part of the Center’s mission,” said Terry Langston, director of communications and advo-cacy. “We are proud to spread the word that health centers play a vital role in protecting

and promoting our nation’sgood health.

“Health centers providecomprehensive care to 28 mil-lion patients in every stateand territory. By making surethat under-served populations have access to high-quality pri-mary and preventative care,health centers save the health care system $24 billion a year in reduced emergency, hos-pital, and specialty care costs.It’s an investment that pays off in both good health and lower costs.”

CFH awarded for community health center advocacy

A family of giant steel sand-hill cranes have found a new home in the Ella Sharp Park roundabout. The sculptures, which are a work of local artist Rusty Rochefort, were installed in the center of the roundabout the morning of Friday, Feb. 7.

Sandhill cranes are native to the Jackson area. The City of Jackson Public Arts Com-mission selected this art piece for the roundabout to honor these majestic birds, which are a common sight around Ella Sharp Park. Two “adult” cranes stretching 15 feet tall and one “juvenile” crane at 13 feet tall now grace the round-about. The steel sculptures were fabricated by Rochefort at his workplace, Steinke-Fenton Fabricators in Jackson.

Rochefort says his friends, co-workers and girlfriend all helped him make this family of cranes come to life. “This is the biggest art piece I’ve ever cre-ated. I’m honored to be able to do something like this for the community. I’m also happy to be included in the other great artists who have put up fantas-tic sculptures all over town,” Rochefort said.

The roundabout, which in-tersects Fourth Street and the main entrance to Ella Sharp Park, is part of a massive gate-way construction project that was completed in fall 2019. The roundabout was added to pro-vide be� er traffi c fl ow through the area. Roundabout artwork and landscaping was built into the project’s budget. Parks

and Recreation Director KelliHoover says the cranes willhelp improve the gateway toJackson’s largest public park.“We’re excited to have thesebeautiful cranes at the entranceof our park. This family ofcranes will act as a focal pointfor the area and they will helpenhance the scenic beauty. Ef-forts like these improve thelook of Jackson and make it soresidents all over the city canenjoy public art,” Hoover said.

Over the past year, two oth-er sculptures were installed inthe city at the eastern gatewayto Downtown Jackson and atthe center of the Kibby Roadroundabout. A formal unveil-ing event for the Ella SharpPark roundabout art piece isplanned for later this spring.

When you hear the name Parker in Albion, you may think of the landmark Parker Inn Motel, in existence here from 1924 to 1972. But there was also another Parker ho-tel, called Parker’s Exchange Hotel. The two namesakes weren’t related. Charles T. Parker (1815-1882) was a prominent Albion business-man who came to Albion with his wife Sarah (Beardsley) in 1848. Their hotel was located at 110 W. Michigan Avenue, which presently the site of the

parking lot behind our U.S. Post Offi ce.

The hotel went by various names through the years. It was originally erected in 1839 by Enos Du� on. In 1848 Dut-ton sold the hotel to Charles T. Parker and the name was changed to Parker’s Exchange Hotel. Regarding that 1848 purchase, the 1869 History of Calhoun County remarks (pg. 131): “…since which time it has been kept as a temperance house, and so successfully as to aff ord proof that at public

house can be maintained in a respectable manner without the sale of ardent spirits.” An 1870s-era key tag bears the name “C. T. Parker, Globe Ho-tel, Albion, Mich.”

Dr. Elmore Palmer wrote about Charles in his 1908 Bio-graphical Sketches: “He was a typical landlord, clever and congenial by nature, and ac-commodating to all.”

This wooden hotel was strategically located right next to the Michigan Central Rail-road tracks to the south, and the Lake Shore & Michigan Southern Railroad tracks to the north. Passengers could eas-ily walk to the hotel to spend the night if they so desired. In later years the hotel became a boarding house.

After Parker’s death in 1882, the hotel was acquired by Hen-ry VanA� a (1833-1911) and his wife Louisa (1839-1902), and renamed the Union House

Hotel. An 1894 advertisement stated, “Rates, $1 per day, spe-cial accommodations to the commercial public. All accom-modations that are found in a fi rst-class hotel.” The structure eventually became a boarding house a few years later, for in the 1897-98 Albion City Direc-tory the heading “hotel” has been eliminated, and replaced

with “Boarding House.” It lists the following persons living in the structure: Henry Van A� a, Charles B. Wallace, Mrs. Ne� ie Osborn, William J. Townsend, and Burt Drury.

The VanA� a’s daughter Cora (1860-1954) took over the operations as proprietor and renamed it the Van A� a House. It is last listed in the

1913 Albion City Directory. In1915 the U.S. Government pur-chased the property as part ofthe site of the new Post Offi cewhich was to be built, and thebuilding was razed that sameyear.

Telephone scammers are posing as human services of-fi cials and a� empting to steal personal information from unsuspecting Michigan resi-dents, warns A� orney Gen-eral Dana Nessel, Michigan Department of Health and Human Services (MDHHS) Director Robert Gordon and the Michigan State Police.

Offi cials have received multiple complaints from residents who have been con-tacted by scammers pretend-ing to be MDHHS employees in Kalamazoo County who then ask for personal infor-mation that could be used to steal identities. The scammers often use a practice known as spoofi ng, which allows phone calls to appear as if they are coming from real department phone numbers.

Anyone who receives one of those calls should hang up the phone. No one should

give out personal information to an unsolicited caller.

“If you are ever asked by an unsolicited caller to give out personal information, don’t do it,” Nessel said. “Hang up the phone immedi-ately and report anything that you suspect might be a scam to our offi ce.”

In the past several months, multiple local health depart-ments have also received re-ports of scammers posing as public health offi cials from residents in Bay, Jackson, Liv-ingston, Monroe and Washt-enaw counties.

“MDHHS does not call clients and ask for detailed personal information over the phone,” said MDHHS Direc-tor Robert Gordon. “At most a department caseworker would ask for a date of birth or the last four digits of your Social Security number. If you have any doubts, ask to

call the worker back and use the local offi ce switchboard to connect.”

The Michigan State Police off ers tips on how to avoid becoming a scam victim:

- Never give personal in-formation to an unknown caller;

- Do not respond to un-solicited emails from an un-known sender;

- Confi rm the identity of a contact by independently speaking with the identifi ed source (your bank, credit card company, government agen-cy, etc.);

- Use a reliable source to confi rm the contact’s phone number or email; and

- Report any suspicious contacts to police.

Those who wish to make a report about scam calls can do so by contacting the A� orney General’s Consumer Protec-tion Division. A complaint can be fi led online or by call-ing 877-765-8388.

rice 3 tablespoons canola oil3 tablespoons sesame oil4 teaspoons minced or

pressed garlic2 teaspoons ginger past6 cups pre-cut coleslaw

(cabbage and carrots)1 cup sliced red bell pep-

per1/2 cup thinly sliced scal-

lions, root and tips trimmed1 teaspoon Chinese fi ve-

spice blend1/4 cup tamari soy sauce2 tablespoons mirin rice

cooking wine1 pound cooked and

peeled shrimp, thawed4 teaspoons sesame seeds

In microwave, steam cau-lifl ower according to pack-

age instructions. While caulifl ower is cook-

ing, warm large, nonstick skillet with lid over medium heat. Add oils, swirl to coat pan and, when shimmering, add garlic and ginger. Sauté until sizzling and fragrant, stirring constantly, about 30 seconds.

Add coleslaw, bell pep-per and scallions; continue sautéing, stirring frequently, until cabbage just begins to wilt, about 3 minutes.

Sprinkle on fi ve-spice blend and stir to incorpo-rate. Add soy sauce and mi-rin rice cooking wine to pan and stir to evenly coat cab-bage. Add shrimp to skillet; toss to evenly distribute. Re-duce heat to medium-low,

cover with lid and allowshrimp to warm, about 3 minutes.

Measure about 1 cup cooked caulifl ower rice intobo� om of four bowls. Topevenly with shrimp and cab-bage mixture, about 1 cupvegetables and 9-11 large shrimp per serving, driz-zling with pan sauce evenly.Sprinkle each bowl with 1 teaspoon sesame seeds andserve while hot.

GAS FRANCHISE ORDINANCEAN ORDINANCE, gran� ng to CONSUMERS ENERGY COMPANY, its successors and assigns, the right and authority to lay, maintain and commercially operate gas lines and facili� es including but not limited to mains, pipes, services and on, under, along, and across public places including but not limited to highways, streets, alleys, bridges, and waterways, and to conduct a local gas business in the CHARTER TOWNSHIP OF SANDSTONE, JACKSON COUNTY, MICHIGAN, including service to Michigan Automo� ve Compressor, Inc., for a period of thirty years.

THE CHARTER TOWNSHIP OF SANDSTONE ORDAINS:

SECTION 1. GRANT and TERM. The CHARTER TOWNSHIP OF SANDSTONE, JACKSON COUNTY, MICHIGAN, hereby grants to Consumers Energy Company, its successors and assigns, hereina� er called “Consumers” the right and authority to lay, maintain and commercially operate gas lines and facili� es including but not limited to mains, pipes, services and valves on, under, along, and across public places including but not limited to highways, streets, alleys, bridges, and waterways, and to conduct a local gas business in the CHARTER TOWNSHIP OF SANDSTONE, JACKSON COUNTY, MICHIGAN, including service to Michigan Automo� ve Compressor, Inc., for a period of thirty years.

SECTION 2. CONDITIONS. No public place used by Consumers shall be obstructed longer than necessary during construc� on or repair, and shall be restored to the same order and condi� on as when work was commenced. All of Consumers’ gas lines and related facili� es shall be placed as not to unnecessarily interfere with the public’s use of public places. Consumers shall have the right to trim or remove trees if necessary in the conduc� ng of such business.

SECTION 3. HOLD HARMLESS. Consumers shall save the Charter Township free and harmless from all loss, costs and expense to which it may be subject by reason of the negligent construc� on and maintenance of the lines and related facili� es hereby authorized. In case any ac� on is commenced against the Charter Township on account of the permission herein given, Consumers shall, upon no� ce, defend the Charter Township and its representa� ves and hold them harmless from all loss, costs and damage arising out of such negligent construc� on and maintenance.

SECTION 4. EXTENSIONS. Consumers shall construct and extend its gas distribu� on system within said Charter Township, and shall furnish gas service to applicants residing therein in accordance with applicable laws, rules and regula� ons.

SECTION 5. FRANCHISE NOT EXCLUSIVE. The rights, power and authority herein granted, are not exclusive.

SECTION 6. RATES and CONDITIONS. Consumers shall be en� tled to provide gas service to the inhabitants of the Charter Township at the rates and pursuant to the condi� ons as approved by the Michigan Public Service Commission. Such rates and condi� ons shall be subject to review and change upon pe� � on to the Michigan Public Service Commission.

SECTION 7. REVOCATION. The franchise granted by this ordinance is subject to revoca� on upon sixty (60) days wri� en no� ce by either party. Upon revoca� on this ordinance shall be considered repealed and of no eff ect past, present or future.

SECTION 8. MICHIGAN PUBLIC SERVICE COMMISSION JURISDICTION. Consumers remains subject to the reasonable rules and regula� ons of the Michigan Public Service Commission applicable to gas service in the Charter Township and those rules and regula� ons preempt any term of any ordinance of the Charter Township to the contrary.

SECTION 9. REPEALER. This ordinance, when enacted, shall repeal and supersede the provisions of any previous Consumers’ gas franchise ordinance adopted by the Charter Township including any amendments.

SECTION 10. EFFECTIVE DATE. This ordinance shall take eff ect on 2-18-2020.
