Lieutenant Colonel Elliott was born in Victoria, British Columbia. He joined Army Cadets in Kamloops, B.C. in 1959 and attended Cadet Camps during the next four summers. He joined the Rocky Mountain Rangers in 1962 and was promoted to Sergeant in 1964.

Lieutenant-colonel Elliott est né à Victoria, en Colombie-Britannique. Il joint les Cadets de l’Armée à Kamloops, CB en 1959 et participe à des camps de cadets les quatre étés suivants. Il joint le Rocky Mountain Rangers en 1962 et est promu sergent en 1964.

He joined the University of British Columbia Contingent of the Canadian Officers Training Corps in 1964. He was commissioned in 1966, transferred to the 15th Field Regiment, RCA in Vancouver and was promoted to Lieutenant. After graduating with a BSc (Hons) in Chemistry in 1968, he transferred to the supplementary reserve and moved to Ontario.

Il joint le Contingent de l’Université de Colombie-Britannique du Corps-École d’officiers canadiens en 1964. Il commissionne en 1964, transfert au 15th Field Regiment, RCA à Vancouver, et est promu lieutenant. Après sa graduation avec un BSc (hons) en chimie en 1968, il transfert à la Réserve supplémentaire et déménage en Ontario.

He joined the 7 Toronto Regiment, RCA in 1971 and was promoted to Captain in 1973. He spent 1974 as a Staff Officer at Toronto Militia District Headquarters. He was promoted to Major in 1980. He transferred to Central Militia Area Headquarters in December 1983 and to Toronto Militia District Headquarters in May 1984.

Il joint le 7 Toronto Regt, RCA en 1971 et est promu capitaine en 1973. En 1974, il est officier d’état-major au Quartier général de la Milice — District Toronto. Il est promu major en 1980. Il transfert au Quartier-général du Secteur du Centre de la Milice en décembre 1983 et au Quartier-général de la Milice — District Toronto en mai 1984.

He transferred to the 11th Field Regiment, RCA in October 1984 and was appointed Battery Commander of 11 (Hamilton — Wentworth) Field Battery in Hamilton. He was appointed Battery Commander of 16 Field Battery, in Guelph in 1987 and 2 i/c of the Regiment in 1990. In November 1992 he was promoted to Lieutenant Colonel and appointed Commanding Officer of the Regiment and served in that position until May 1996. In the summer of 1995, he commanded a composite artillery regiment during the summer concentration.

Il transfert au 11th Field Regiment, RCA en octobre 1984 et est désigné Commandant de batterie de la 11 (Hamilton — Wentworth) Field Battery à Hamilton. Il est nommé Commandant de batterie de la 16 Field Battery, à Guelph en 1987 et Commandant adjoint du Régiment en 1990. En novembre 1992, il est promu lieutenant-colonel et nommé Commandant du Régiment et sert dans cette position jusqu’à mai 1996. À l’été 1995, il commande le Régiment d’artillerie composite durant la concentration estivale.

In August 1996 he joined London District Headquarters as Deputy Chief of Staff Support. On redesignation of the District as 31 CBG he became the Assistant Chief of Staff. In September 1998 he joined the Directing Staff of the Militia Command and Staff Course, remaining in that position until starting to retire in August 2001. He returned to the 11th Field in November 2001 and again served as Commanding Officer from January 2002 to June 2004. He retired from the Canadian Forces in March 2005.

En août 1996, il joint le Quartier-général du District de London en tant que Chef d’état-major adjoint-Support. Lors de la nouvelle désignation du District en tant que 31 GBC, il devient Chef d’état-major adjoint. En septembre 1998, il joint le groupe de direction du Cours de commandement et d’état-major de la milice, demeurant dans cette position jusqu’à ce qu’il commence à se retirer en août 2001. Il retourne au 11th Field en novembre 2001 et, de nouveau, sert comme Commandant de janvier 2002 à juin 2004. Il libère des Forces canadiennes en mars 2005.

He was appointed an Officer of the Order of Military Merit in September 2004. He holds the Canada 125 Medal, the Queen’s Golden Jubilee Medal and the Canadian Forces Decoration with two clasps.

Il est nommé Officier de l’ordre du Mérite militaire en septembre 2004. Il détient la médaille du 125e du Canada, la médaille du Jubilée d’or de la Reine et la médaille des Forces canadiennes avec deux barrettes.

A resident of Milton, Lieutenant Colonel Elliott was employed as a Corrosion Analyst with Exova in Cambridge until his retirement in November 2015. He is currently a member of the executive of Branch 136, Royal Canadian Legion and is a member of the Board of the St. John Ambulance Oakville-Milton-Halton Hills Branch. He was elected President of the Royal Canadian Artillery Association in October 2016 and re-elected in October 2017.

Résident de Milton, Lieutenant-colonel Elliott était analyste en corrosion chez Exova à Cambridge jusqu’à sa retraite en novembre 2015. Il est actuellement membre de la direction de la filiale 136 de la Légion royale canadienne et est membre du conseil d’administration de la succursale d’Oakville-Milton-Halton Hills de l’Ambulance Saint-Jean. Il a été élu président de l’Association de l’artillerie royale canadienne en octobre 2016 et réélu en octobre 2017.

Good Morning. On behalf of the RCAA Board of Directors, welcome to the 132nd Annual General Meeting of the Royal Canadian Artillery Association on the occasion of the 141st anniversary of it’s founding in 1876.

Bonjour. Au nom du conseil d’administration de l’AARC, bienvenue à la 132e assemblée générale annuelle de l’Association artillerie royale canadienne à l’occasion du 141e anniversaire de sa fondation en 1876.

For those who don’t know me, my name is Gary Burton and I have the honour of being the RCA Association Board Chair. Today is the Annual General Meeting part of our activities, the part the we are required by law to hold annually in order to inform our membership of our activities and financial situation. Yesterday the RCA Board was held at which we covered operations and training of relevance to the guns in today’s operating environment. Thank you to the Director, the Senior Serving Gunner, the Commander SOFCOM and all those involved in facilitating this excellent training event and making yesterday a resounding success.

Pour ceux qui ne me connaissent pas, je m'appelle Gary Burton et j'ai l'honneur d'être le président du conseil de l'Association de l’ARC. Aujourd'hui, c'est l'assemblée générale annuelle qui fait partie de nos activités, la part que la loi nous oblige à tenir chaque année pour informer nos membres de nos activités et de notre situation financière. Hier, le conseil d’administration de l’ARC s’est réuni au cours duquel nous avons traité des opérations et de la formation pertinentes pour les canons dans l’environnement opérationnel actuel. Merci au directeur, à l’Artilleur principal en service, au commandant COMFOSCAN et à tous ceux qui ont contribué à faciliter cet excellent événement de formation et à faire d’hier un succès retentissant.

I would to thank the Commanding Officer of the 30th Field Regiment LCol Dave Buchanan for the use of the excellent facilities that are provided by Morrison Artillery Park, as well as the members of 30th Field Regiment for their significant support.

Those that were at last year’s Annual General Meeting will recall that following a rebranding process, we selected a new logo after decades of the previous one being in use. The General Body recommended a couple of changes to the proposed logo. These changes were incorporated, and the new logo came into use this past spring. This new logo other than being colorized reflects the bilingual nature of the association and uses the current crown.

Ceux qui étaient à l’assemblée générale de l’année dernière se souviendront qu’après un processus de création d’une nouvelle image de marque, nous avons choisi un nouveau logo après des décennies d’utilisation du précédent. This slide shows the Mission Statement or the Object of the Association. I believe it is important to remind ourselves of purpose for our existence and our raison d’être from time to time. There are two important aspects to our Mission Statement and those are “effectiveness” and “welfare” both of which apply to our capabilities and health as a combat arm and to the capabilities and health of our individual gunners, serving and retired.

Cette diapositive montre l'énoncé de mission ou l'objet de l'association. Je pense qu’il est important de nous rappeler de temps à autre le but de notre existence et notre raison d’être. Notre énoncé de mission comporte deux aspects importants, « efficacité » et « bien-être », qui s'appliquent à nos capacités et à notre santé en tant qu’arme de combat et aux capacités et à la santé de chacun de nos artilleurs, actifs et retraités.

I mentioned in my opening comments last year that the Association had developed a Strategic Plan that covered the period of 2016 to 2020. In the planning process the three strategies that were developed in support of our Mission Statement are shown on this slide. In order to successfully promote the effectiveness and welfare of the Royal Regiment the RCAA needs to be recognized as “the” national association representing all gunners across Canada. In order to achieve that status and recognition we must be a valued and viable member of the Regimental family working in concert with all the other major players within the family. It goes without saying, that in order to be sustainable as an organization we need to have long term financial health.

J'ai mentionné dans mes commentaires d’ouverture l'année dernière que l'Association avait élaboré un plan stratégique couvrant la période 2016-2020. Dans le processus de planification, les trois stratégies élaborées à l’appui de notre énoncé de mission sont présentées sur cette diapositive. Afin de promouvoir avec succès l'efficacité et le bien-être du Régiment royal, l'AARC doit être reconnue comme « l’association » nationale représentant tous les artilleurs à travers le Canada. Pour obtenir ce statut et cette reconnaissance, nous devons être un membre valorisé et viable de la famille régimentaire, travaillant de concert avec tous les autres principaux acteurs de la famille. Il va sans dire que pour être durable en tant qu'organisation, nous devons avoir une santé financière à long terme.

The strategic planning process developed a fairly long list of goals for the association that we would like to achieve, however these goals had to be prioritized into primary and secondary goals and those that would be nice to have. This slide indicates the five primary goals that fell out of process and in concert with our strategies and paramount in achieving success with our Mission Statement. (1). Our number one goal is to grow the association and attract new members to join and to actively participate in the association. Without the necessary manpower resource, we will not achieve our goals.

We need to improve our communications and work closer with other stakeholders. Progress is being made in this area but there is much more to be done. (5). Tell our story to the Canadian public. So, take an active role in promoting our heritage.

In our program this afternoon a period of time has been allocated in order to get feedback from our membership as to what it is that you think we as an association should be doing. This is your opportunity to let us know what we should be doing and what is that we are currently doing that needs to be done better. We look forward to your input during that discussion.

In order to assist you in suggesting activities and projects that the RCAA should be involved in, let me provide a quick recap of what we are currently doing on behalf of our membership. As you should all be aware the association currently publishes a electronic newsletter called “Canadian Gunner News” on behalf of the family. In addition, we maintain a website which we are looking forward to integrating with the RCA website. We also host a Facebook page. We conduct this annual meeting and the Special Guest Night that was held last evening. We provide the venue, logistical and administrative support for the RCA Board that was held yesterday. The RCAA is an active supporting and founding member of the Conference of Defence Associations and we participate in its activities.

The next two slides indicate some of the projects supported by the RCAA. We have our two annual bursaries of $1,000 to assist those reserve gunners in secondary education. We provide an award to the best fourth year RMC Combat Arms cadet. We along with the RCA Fund, we provide Christmas gifts for deployed gunners and we provide support to the 30th Field for the Remembrance Day Service at the National Artillery Memorial.

Although we are in the process of trying to get the responsibility moved to Veterans Affairs Canada, we currently and have for the past almost 100 years supported the maintenance of the Gunner Memorial in Thelus France near Vimy Ridge. We have been involved in book publishing over the years and continue to do so. As well the association is where the impetuous for the John McCrae Statue started and support and leadership provided.

Bien que nous soyons en train d'essayer de transférer la responsabilité à Anciens Combattants Canada, nous soutenons et maintenons depuis près de 100 ans l'entretien du Mémorial des artilleurs à Thelus, France, près de la crête de Vimy. So, in summary what is it that you expect from your Association? What activities do you believe we should be involved in?

If change is needed, it is best done from the inside. Being critical of the association but not participating to facilitate change will not result in change.

I ask that you consider getting involved with your association. You will find that the current leadership is very open to your input and to your involvement.

Colonel Commandant, General Officers, Col Burton and members of the RCAA I will take a few minutes to update you on Association activities since the last AGM.

First of all, I’d like to thank 30 Fd for hosting us again this year and the past and current SSG and others who made yesterday so informative.

D’abord, je voudrais remercier le 30e Régiment de nous accueillir de nouveau cette année ainsi que le SSG passé et présent et tous les autres qui ont rendu la journée d’hier si informative.

Last year’s AGM was marred by the sudden illness and passing of President Don Dussault. I’d like to thank Craig Cotter for agreeing to carry on as Past President.

L’AGA de l’année dernière a été marquée par la maladie soudaine et le décès du président Don Dussault. Je voudrais remercier Craig Cotter d'avoir accepté de continuer en tant que président sortant.

Last year I made a plea for more members to step up as committee chairs. I’d like to thank JP Poirier for taking on Translation and Tom Watters for taking on Welfare. The following committees still lack chairs. These in order of priority are Recruiting and Membership, Public Relations Director, Finance and Legacy.

In February we were represented at the CDA/CDAI by myself as President, Vice President Bob Sears, Board Chair Gary Burton, Board Member Mike McKay, Secretary-Treasurer Don Hamilton and the Col Commandant. The CDA has appointed Sean McGrath to liaise with Associations and communications with them are much improved. During the time period of the CDA/CDAI we had an Executive meeting and listened to a presentation by Member365, who offer an Association Membership management software package and design and host websites. At this time, we announced the RCAA bursary winners. The Lieutenant-Colonel Jack de Hart, MC, CD Memorial Bursary was won by Maj Scot Graham of 7 Tor Regt and the Master Gunner EM (Chip) Evoy, MM and bar Memorial Bursary was won by MBdr Jasmin Buccella of 7 Tor Regt.

The Colonel Commandant kindly recruited Col Peter Williams (whose name was on several short lists) to take on the role of Executive Director. I met with him in Ottawa in Mar to seal the deal. At about that time I signed off on the contract with our new Gunners of Canada Vol III author, Andrew Godefroy. At the end of Mar, I signed off on the contract with Pixel Era, parent company of Member 365.

In late April, we were advised that due to their not selling sufficient advertising to support our e-Newletter, MultiBriefs gave us 90 days’ notice of termination of our contact with them that had gone on for two years. Fortunately, our Executive Director was able to arrange for distribution of our new newsletter, Canadian Gunner News/ Les nouvelles des Artilleurs Canadien using the mass email capability of Member 365. We changed the name to better reflect the fact that the newsletter is for the whole Artillery family and not just the Association. Col Williams has greatly increased the French language content of the newsletter.

À la fin d'avril, nous avons été informés que les MultiBriefs, qui ne vendaient pas suffisamment de publicité pour soutenir notre e-newsletter, nous donnaient 90 jours pour mettre fin à nos contrat avec eux depuis deux ans. In May the RCAA Prize for the best graduating Combat Arms Cadet was awarded on the RMC graduation parade to Matthew Weeks, whose classification is Infantry. The prize consists of a watch purchased and engraved by RMCC with the bill sent to us. We have approached RMCC indicating that we wish to revert to the former practice of making the award to the top Artillery graduate, although we may make two awards, top Combat Arms and Top Artillery graduate. We have also advised them that we want to establish a permanent trophy, consisting of a McCrae stature maquette that HCol Mike McKay has offered to donate to reside at RMCC to record the winners.

En mai, le prix RCAA du meilleur cadet des armes de combat a été décerné lors du défilé de remise des diplômes du Collège Militaire Royal (CMR) à Matthew Weeks, dont la classification est l'infanterie. In June we rolled out our new modernised logo. It includes the Royal designation the association has had since 1949, replaces the Tudor (aka King’s) crown with the St Edward (aka Queen’s) crown, is in colour and reflects our bilingual nature by using RCAA and AARC.

We nominated LCol (Ret’d) Robert Spencer, a WWII 15 Fd Regt veteran for the VAC Dieppe trip. He was accepted and read the Act of Remembrance at the ceremony.

We were ably represented on the Capt Nicola Goddard Game Changer Award selection committee by Col (Ret’d) Bob Elrick.

We have also been working on budgeting and note that our annual predicable expenses exceed our annual predicable revenue. We have been fortunate in that we have received some sizable donations in recent years. Our affinity program with TD Meloche has started to generate some revenue. There is another affinity program used by some Corps associations, Street Capital that offers low interest mortgages that we are looking at. In order to increase revenue, we need to recruit a Recruiting and Membership Chair, a Finance Chair and a Public Relations Director. For those who are not aware, the RCAA is a registered charity.

Pour ceux qui ne sont pas au courant, l’AARC est un organisme de bienfaisance enregistré.

We have a number of interesting topics ahead of us today including a presentation by Dr Andrew Godefroy, a proposal by HCol Mike McKay, a presentation on the DPR and opportunities for the RCAA, the communications plan and an open discussion on what the family expects of the RCAA.

I am honoured this morning to present at the

132nd Annual General Meeting (AGM) of

the Royal Canadian Artillery Association

(RCAA).

Je suis honoré ce matin de vous présenter à ceci

It’s our 132nd annual meeting, 141 years

after our founding in 1876. This serves to

remind us that our association is a venerable

institution that, from the early years of

Confederation has faithfully promoted the

efficiency and well-being of the Royal

Canadian Artillery (RCA) and other

Canadian defence issues.

assemblée annuelle, 141 ans après notre

fondation en 1876, nous rappelons que notre

I am pleased that again this year, our AGM

is held in conjunction with yesterday’s RCA

board – an occasion which has become a

valuable opportunity to align our thinking as

a Regiment with the tenets of our Family

Strategy on all five Lines of Operation.

You will recall that our mission, as set out

in the strategy, is “to foster a credible,

As such, the theme of this year’s Board,

RCA” was well-selected as were the

specific topics of employment in “advise

and assist” missions; targeting; ground-

based air defence; general support capability

delivery; and, training for future

I am confident that under the wise guidance

of the Director, the insights generated

yesterday will valuably inform our work on

Line of Operation 1 starting with the

appropriate updating of our Strategic

Capabilities Assessment which we have

embraced as the basis for our internal force

development work and for our interaction

with external stakeholders.

Here may I thank not only all of yesterday’s

speakers for their contributions of expertise,

but also the Senior Serving Gunner and

Major-General Rouleau for their leadership

in promoting the institutionalization of the

RCA Board and maximising its value as an

accessible intellectual forum for the

regiment.

I will offer some comments on certain other

aspects of topical regimental affairs, but

before I do, I would like, as I have in the

past, to share some observations and

impressions gained during my travels and

engagements from which one might draw

some reasonable conclusions about the state

of the Regiment.

My first engagement after last year’s AGM

was our Royal Regimental Remembrance

Day ceremony at the National Artillery

Memorial on Green Island – a memorial

made all the more evocative by the now

mature presence of the John McCrae statue

which I am pleased to report has been

officially handed over to the care of the

National Capital Commission – our term of

liability for adjustments or repairs having

ended without the necessity of any

expenditures in this connection.

November 21st is the anniversary of the

Canoe River tragedy and in 2017, for the

first time, the official commemoration took

place in Petawawa rather than Shilo. While

I was not present, I understand Artillery

Park provided the ceremony venue. 2

RCHA has done superb work in

refurbishing and expending this site making

it eminently well-suited for important

Gunner events.

Speaking of Canoe River, I draw your

attention to the song “Troop Train” recently

released by a group from Canmore, Alberta

calling themselves “The Wardens” and

which vividly and movingly tells the story

of the 17 members of 2 RCHA who lost

their lives in that incident nearly sixty-seven

years ago. It is well-worth a listen and I am

indebted to Colonel (Ret’d) Tim Guiler of

Canmore for bringing it to my attention.

42nd Field Regiment (Lanark and Renfrew

on that occasion to thank and bid farewell to

the Senior Serving Gunner, Major-General

Eric Tremblay at the end of Eric’s

accomplished career in uniform.

place earlier this week at the National

Military Cemetery. I commend the manner

in which their parent Regiments honoured

these soldiers and supported their families;

and, in the case of Gunner Plourde and

Sergeant Maddison, whose funerals took

place far from Shilo, the additional support

provided by 2 RCHA and 4th Regiment

RCA.

Please allow me to specify two other

Gunners who left us this year.

This first is Brigadier-General W.W. Turner

whose funeral took place at the Royal

Military College in Kingston on December

19th. General Turner’s death marked the

end of an era as he was the last Gunner

veteran of the Second World War to serve

As such, I was gratified that thanks to

private contributions from across the

Regiment, he was borne on his final journey

from the Memorial Arch to Currie Hall atop

a 25 Pounder, as had been his wish.

This event caught the attention of the

Master Gunner who wrote me to say, “I was

Bill Turner whom I met earlier this year at

full of life and wisdom – as his generation

always was. They served their Captain

General, Canada and their Regiments to the

full in war and peace and it is sad to see

them go.”

Fitting words, indeed.

The second is a Gunner so well-known by

many of you here today. I refer to

Lieutenant-Colonel Jim Bryce whose

funeral I attended on January 3rd.

Serving with Jim, especially during our

collaboration on Volume III of The Gunners

and pleasure. No one in my experience was

more dedicated to the well-being of The

Royal Regiment than him. No one was

An enduring memory of the year for me and

nearly 100 other members of the

Regimental Family was the Gunner

commemorative pilgrimage to Vimy to

mark the centennial anniversary of that

defining battle. Highlights of the trip

included the reception afforded us by the

people of Thélus as we convened there for a

service of remembrance at the Canadian

Corps Artillery Memorial on April 8th and

the presence at the Vimy Memorial on April

9th of a three-gun salute troop of L5

howitzers refurbished for the occasion and

manned by detachments from 2 RCHA.

Un souvenir impérissable de l’année pour moi

et près de 100 autres membres de la famille

régimentaire est le pèlerinage commémoratif

des artilleurs à Vimy, qui a marqué le

centenaire de cette bataille. Parmi les faits

I was also pleased by the success of our

Regimental Director of Music, Captain

Chris Embree, in having Alford’s “Voice of

the Guns” included in what I thought was an

otherwise under-distinguished programme

of music designed for the Vimy ceremony.

It was this stirring piece, so well-known to

we Gunners, that Canadians heard as the

would be played, this was something of a

coup on Chris’s part.

This pilgrimage was, without doubt, a great

As you know, our Regimental heritage

programme includes similar pilgrimages

over the next three years to commemorate

our Regiment’s service in Italy, Normandy,

and the Netherlands on the 75th

anniversaries of these campaigns. The bar

has been set high, but so too has a pattern

for success been established that will make

these events worthy of participation by each

of our 24 Regiments and Independent

Batteries.

Returning from Europe, I was delighted to

be present on April 19th for the promotion of

the Senior Serving Gunner to substantive

two-star rank and, a week later, his

assumption of command of the Canadian

Army Doctrine and Training Command.

The elevation of the most talented and

accomplished members of our Regiment to

such influential posts far beyond the

horizons of Regimental Duty is a cause of

pride and inspiration for us all.

I rounded out the month of April with a trip

to Guelph and a welcomed opportunity to

enjoy, at their spring Guest Night, the

fellowship of the Officers, Warrant Officers

and Senior NCOs of 11th Field Regiment – a

group unsurpassed in the sturdiness of their

dedication not only to the well-being of

their own Regiment but also to the broader

interests of The Royal Regiment as

demonstrated by the strength of their

contingent present today.

The week leading up to Artillery Day saw

me in the good company of 2nd Field

Regiment at the Montreal Garrison Ball on

May 20th and in Toronto on Victoria Day to

witness not only the traditional gun salute

by 7th Toronto Regiment but also the

passage of the appointment of Honorary

Colonel of the Regiment from Ernie Beno to

Barry Downs and the assumption of the post

of Honorary Lieutenant-Colonel by Mark

Clearihue – a distinguished recruit to the

Artillery Day itself, I spent in Ottawa,

observing a hard-fought Gunner hockey

game organized for their fellows by

Lieutenant-Colonel Chris Simes and CWO

Chad Wagar. Memorable for me was the

performance of Major Andy Wood, late of

the Royal Artillery, whose sporting prowess

seemingly knows no bounds – on either side

of the pond.

fine style, its Freedom of the City of Kenora

on 3 June with the support of its companion

units in 38 Artillery Tactical Group

including Gunners from 10th Field Regiment

in Regina and Yorkton who travelled, one

way, nearly twelve hours by bus to take

part.

Having joined 26th Field Regiment as a

Gunner many years ago, I was especially

pleased to be present for the occasion and

concurrently, to thank Major Paul Haughey

for taking temporary command of 38 ATG

on very short notice the previous December

and to present Colonel Commandant’s and

Army Commander’s Commendations to

out-going Honorary Lieutenant-Colonel

Woody Linton.

Being in the neighbourhood, as it were, I

then dropped in on 20 Independent Field

Battery in Lethbridge on June 10th to

witness the Change of Command of that

unit from Major Howard Han to Major Nick

Barbour and, the unveiling, in the

Lethbridge Military Museum of a

remarkable stained glass mosaic depicting

members of the Lethbridge military

community dating to the formation of the

25th Battery, Canadian Field Artillery in

1908.

Visits to 2 RCHA are always a tonic, and I

was able to manage two later in June – on

the 24th to attend the Officers’ Spring Ball

which has become quite the hot ticket in the

Ottawa Valley; and on the 28th to witness

the change of RSM appointment from CWO

Wayne Lundrigan to CWO (Master Gunner)

Rodney Gallant.

their new full-dress uniforms. I am happy

to report that this was the result of close

collaboration between DLR, the Band, RHQ

RCA and the RCA Museum.

I was on the road again by July 7th en route

to The Royal Regiment of Canadian

Artillery School for the change of command

from Lieutenant-Colonel Vince Giroux to

Lieutenant-Colonel Nick Roby. I returned

to Gagetown on August 10th for the

graduation of our newest crop of qualified

artillery troop commanders. On these

occasions, I invariably take my leave with a

renewed appreciation of the value of the

gunnery staff and the essential and ceaseless

labour of W Battery for whom whatever

words of appreciation I might muster are

entirely inadequate.

Meaford was also twice in my agenda this

summer in order to visit 48 Depot Battery

RCA and present cap badges to DP 1

graduates. I am always moved by the pride

displayed by our new Gunners at this

juncture in their military lives and cannot

help but think of the contribution that

service with the Regiment makes to the

strength of character and good citizenship of

those women and men who pass through our

ranks.

My most recent trip was to the Home

Station at the end of the September for the

Junior Officer Course. The value of this

course in inoculating in our new officers

understanding and pride in the history and

distinctive ways of our regiment was again

proven thanks to the excellent work of the

Regimental Major and all at RHQ RCA and

to those who journeyed from afar to share

their knowledge and experience with the

course members.

stepped forward to help link us to and gain

the support of the communities from which

we spring. I am excited by their
