Purpose

• To operate as independent third parties to assist in theassessment and verification of constancy of

performance of construction products to be placed onthe European market

• ie ‘To help with the process towards CE Marking’  

• Involvement of Notified Bodies depends on the level of

criticality of the product, eg the performance of fireprotection products is critical to life safety

Notification?

• Process whereby a Member State ‘notifies’ the EC that

bodies qualify as one of the following:

 – Product Certification Body• Systems 1+ and 1

 – Factory Product Control Certification Body

• System 2+

 – Testing Laboratory

• System 3

 Assessment & Verification of

Constancy of Performance• Determined by Standing Committee of EC for each

product group, Systems 1+, 1, 2+, 3, 4

• Technical Specification, eg hEN or European AssessmentDocument (EAD) specifies tasks for both NBs andmanufacturers

• If System 1 or 1+ Notified Certification Body must be incontrol

Notified Bodies

• Can use manufacturer’s test facilities • Can sub-contract tasks only with agreement of the

client• Horizontal notification

 – Fire – Noise – Emission of dangerous substances

• MS responsible for NB’s participation in AdvisoryGroup work

• More onerous requirements, including accreditation• Obliged to notify refusals, suspensions to notifying

authority

Notified Body

Deliverables• Certificate of Constancy of Performance (System 1, 1+)

• Certificate of Conformity of fpc (System 2)

• Test laboratory reports (System 3)• Manufacturer’s test reports (System 4, or for non-

critical characteristics of System 1 products)

European Technical

 Assessments• If product not covered by a hEN, application for ETA

is a free choice

• If ETA issued manufacturer must issue DoP• ETA is no longer the Harmonised Technical

Specification equivalent to a hEN, EAD is

• ETA issued by TAB on its own (no longer peer

review/discussion)• Unlimited validity (prev. 5yr)

 – reflects importance of DoP

Declaration of

Performance• Mandatory if hEN available or ETA issued

• Must include all data in relation to performance claimed

for it

• Manufacturer assumes responsibility for claims

• MS ‘shall’ assume accuracy and reliability of claims! 

• REACH info required

• Notified Bodies are not   responsible for the Declaration of

Performance nor for ‘CE Marking’
