Abstract

This research was intended to study therole, problems, and strategies on roadaccident assistance of local administrativeorganisations in Khiriratnikhom, Suratthani

subjects were the directors of four localroad accident assistance centres and onefrom a local rescue unit. The data wasgathered using in-depth interviews, whichconsisted of 1) basic information about roadaccident assistance role of theorganisations and 2) problems on

operations and coordination with otherorganisations, problem management andobstacles. According to the studyoutcomes, the role of local organisation inestablishing Emergency Operation Centreswas in accordance to Provincial Disaster

Prevention and Mitigation Plan of the Article(16) 1 of The Disaster Prevention andMitigation Act B.E. 2550 by setting SpecialCommand Centres comprised of eightdepartments and one council. The problemsand obstacles in operations andcoordination were the delay ofcommunication due to communicationsystem flaws, the delay in approaching theaccident scenes due to rubbernecking andthe failure in reporting the locations of theaccident scenes via phone, and failure indescribing the severity of injuries and

sending a wrong type of rescue vehicles.The solutions to aforementioned problemsand obstacles were to procure radiocommunication devices, provide trainingcourses in using the devices tocommunicate properly, form rapid responseunits to respond quickly to the situations,

seek cooperation from the people to allowrescue vehicles to access the scenes, andimprove road infrastructure such as signs,lights, etc.
