The Agency
A CHIPIA is a presidential advisory commission. It is created from Decree n °83 ofOctober 2005, under the dependency, at that time, of the Ministry GeneralSecretariat of the Presidency. Afterwards, in 2011, its administration anddependency passed to the hands of the Ministry of Agriculture, under SupremeDecree No. 162 of August 2011.
Its function is the identification, formulation and implementation ofpolicies, plans, programs, measures and other activities related to foodsafety and quality. For this, it leads the Domestic System of Food Safetyand Quality (SNICA), and serves as an instance of coordination amongagencies with competencies related to these matters. One of its mainfunctions is the formulation of the Domestic Policy on Food Safety andQuality, in addition to its implementation from instruments and thedevelopment of coordination and articulation instances

Support to risk analysis
It is the area responsible of coordinating the implementation
of the Risk Analysis Process in the Domestic Food Safety and
Quality System.
It provides the information, tools, analysis and coordination
capacity needed for decision making; based on objective,
independent and scientific based information.
These tools were developed and organized under a risk analysis framework.

1° Non-nutritive sweeteners in food without the "high in sugar“ front package label consumed by children in Chile
• Request of the Ministry of Health.• Food monitoring will be conducted to determine levels of non-
nutritive sweeteners in children's food ≤ 6 years. (December2018 by Ministry of Health).
• Consumption data were collected in 2011 through theDomestic Consumption Survey (ENCA) of the Ministry ofHealth.
• The results of the risk assessment will be used to makedecisions regarding a possible modification of the DomesticFood Regulation.

Risk Assessment of Noroviruses in Berries produced in Chile.
According to the results obtained, the risk of contamination ofNorovirus in our production system is very low, considering the packingof these products, both fresh and frozen, as the last stage evaluated.
The results obtained correspond to a series of recommendations aimed tomitigate the risk of microbiological contamination in the productive system andalso to refocus some measures of the control program based on risk.

This initiative arose on the need of the Ministry of Health to update theFood Sanitary Regulation on the matter. It was submitted to publictender and is currently in process of delivering results.

Proposed modification to improve the regulations on traceability, created through anInnova-CORFO project whose constituents were MINSAL, ACHIPIA and the TradeAssociation ChileAlimentos.
Modifications to the RSA promoted by ACHIPIA:
Proposal for the recognition of the definition of "food with functional or healthy properties", created through a project financed by the Strategic Investment Fund (FIE) of MINECON.

The process of risk analysis: main publications
The organisms with competencies in food safety (SAG, SERNAPESCA, MINSAL) are organizedfrom sectoral development visions. More coordination is required.
Prioritize logic of control on finished products over the prevention in the processes. Preventiveapproach is required -> Risk analysis
The organizations are corrective/reactive, with limited capacity to anticipate alerts and citizens'demands for transparency. Better and more coordinated communication of risks is required.
They have low density in the coordination of institutions and in the integration of publicpolicies, which has repercussions on redundancies and regulatory gaps, disputes overcompetencies, divergences and contradictions in the interpretation of standards and lack ofinformation exchange. More coordination is required.
Conclusions
The only document in Chile that compiles all food safety regulations of public institutions.

COLLABORATION AGREEMENT BETWEEN ACHIPIA AND BfR
• On August 6, the collaboration agreement between BfR (Federal
Institute of Risk Assessment of Germany) and the Ministry of
Agriculture was signed, with the purpose of strengthening the
technical capabilities of ACHIPIA and the Domestic Food Safety
and Quality System in matters of risk analysis.
• BfR will support the ACHIPIA in risk assessments arising from
the PAR and other activities aimed at strengthening the
capacities of the Agency and the System. For example, seminars,
workshops and internships.
