April is one of my favourite months, the sun is now a fairly regular fi xture and the evenings are now longer thanks to the shift in the clocks. There’s a lot going on this month, the major event being the Semana Santa celebrations during Easter week. I’ve included some information in this issue of The Resident Plus and we will be publishing more details of timings for the major processions in the area, in this month’s The Resident which will be published around the 15th April.Over recent months we have been including news and information regarding next month’s local elections, but this has had to come to a halt since the national government in its wisdom introduced new legislation last month prohibiting any form of campaigning on any commercial media, whether billboards, radio, television, websites or newspapers until the 5th May. You may have noticed that the youthful images of the various candidates are no longer staring benevolently down at you as you go about your daily business, well now you know why. So I suggest you enjoy this brief politics-free window, as from the 6th of May it’s going to be back with a vengeance. As we continue to develop The Resident Plus we have been tinkering with the format and style, to make it easy to use on smaller screens, we have also introduced a pdf download for those of you whose devices don’t support Flash. Links to these can all be found on our website at www.theresident.es/the-resident-plus.htm and don’t forget to register on our subscriber list to make sure you get your copy of The Resident Plus as soon as it is published.

Since 2010 the local television stations in Estepona and Manilva combined to bring viewers the terrestrial digital television (TDT) channel Canal 43.These two boroughs were joined by Casares and Benahavis to provide local news, information, sport and current affairs programming to the western end of the Costa del Sol.Whilst there have been a number of issues with equipment and signal strength it is hoped that these will be resolved in the near future, allowing a wider audience for this service. In the meantime you can view a live stream from Canal 43 at www.manilvalife.com/general/local-television-canal-43-live-stream.htm

The Gibraltar Ornithological & Natural History Society (GONHS) has welcomed the recent designation of the Southern Waters of Gibraltar Special Area of Conservation (SAC) under the EU Habitats Directive and the recognition of Special Protected Area (SPA) for both the Southern Waters and Rock of Gibraltar sites under the Birds Directive.Work on this was started by GONHS back in the 1980s, before there was even a a Ministry for the Environment in Gibraltar. The Society’s drafting of the then Nature Protection Ordinance (now Act) (1991) already included most of the principles of the Birds Directive, and of the Habitats Directrive which, although not yet published, GONHS was party to as adviser to UK organisations involved in its drafting. Work by GONHS over the two decades that followed included a document entitled ‘Gibraltar and the EC Habitats Directive’, prepared in 1992, and a more extensive report, entitled ‘The Habitats Directive and Gibraltar’ submitted to the Gibraltar and UK Governments and the European Commission, in 1994, setting out in full the applicability of the Habitats Directive to Gibraltar. This was followed by a lull in Government activity on the matter, which led to GONHS once again initiating movement in 1999. This led to a number of meetings being held, which set out to resolve matters affecting designation of MOD land. These issues resolved, GONHS continued to press for progress, stressing the fact that Gibraltar would be embarrassed if site designation was not carried out. In 2004, GONHS was asked by Government to prepare the technical documents necessary for designation, for submission to Brussels. Following productive meetings with Government offi cials the submissions were prepared, the names of the two sites proposed by GONHS – ‘The Southern Waters of

GONHS Welcomes Site DesignationsGibraltar’ and ‘The Rock of Gibraltar’ accepted, and the papers submitted.GONHS therefore is extremely pleased that its work over nearly three decades has resulted in the designations recently announced by Government. The implications are many, both in the international standing of Gibraltar and in the protection of nature. The existence now of a marine SAC, the highest tier of protection at a European level, and recognition of Gibraltar’s importance for birds, by way of the SPA declarations, are huge steps forward. There is still progress to be made. GONHS for example, which was consulted and commented on the content of the new Site Management Plan, still has reservations as to some of the content and likelihood of enforcement. There is a need too to progress the Rock of Gibraltar designation, a process in which it looks forward to further involvement, given that one of the key documents contributing tho the holistic plan is the Upper Rock Managemet Plan it prepared for Government in 2005.The Society is therefore committed to further contributing to both the operation of the SAC and future developments in both the marine and terrestrial sites.Although in its Press Release and Press Conference Government regrettably and incredibly did not credit the work of GONHS and its members in this process, the Society is satisfi ed that fi nally, the fruits of its labours have been achieved. It has been a long journey, and there is still a good way to go, but the Society is pleased that its commitment and determination have been able once again to shape the history of nature and environmental protection in Gibraltar.

Update on the Spanish

banks attitude to

Mortgage debt

Numerous expatriate home owners in Spain have been facing diffi culties meeting their mortgage payments. Many owners have over the past years attempted to

collaborate with the banks attempting to reach an agreement to assist during personal periods of crises. It is discomforting to have seen so many owners lose their homes and to have ended up with enormous debts. With so many properties on the market and the infl ux of funding which has bailed out countless banks has meant that if you understand the banking system and have studied the housing market you may have some chance of further negations to fi nd a solution to your problem. An exceptional number of mortgage defaulters have been assisted by our offi ce and as we are accustomed to dealing the banks on these issues. One does have to understand that whatever the bank, the system is not the same as ones home country and for this very reason one needs to adapt when attempting to negotiate with your particular branch. What we have found on numerous occasions that where the relationship between bank and borrower has broken down we have been able to step in and renew negotiations. Surprisingly as it may seem too many, Costa Advice Bureau staff has found these directors amicable and very willing to work with us to fi nd a possible solution for individual clients. For those whose debts have reached such a level that court proceedings have been initiated, adding an extra burden of debt should not despair but contact us at CAB.

Incorporation of a property into a limited company was a popular and more economic way for many investors and home owners to purchase in Spain. With the bad publicity on the subject of offshore companies which were considered to have been formed to avoid taxes, has left many owners dubious of using these methods. Rules regarding the setting up of a Spanish S.L. are changing for the better. The state is no longer penalising home owners for incorporating properties into a S.L. company but has gone a stage further reducing taxes payable when you make the transfer of a residence with no outstanding mortgage or debt. In some cases the tax payable may be nil making this form of owning your property yet again an attractive option. Taking these less austere regulations into consideration, one may now safely study the signifi cance of this ruling and how it may be relevant to the laws on inheritance taxes.Hunting and gun licenses

Non Spanish persons who are intending to carry out this practice in Spain should be aware of the laws pertaining to fi rearms. Firstly you need to be a member of a registered hunting federation and secondly you cannot have ownership of any type of weaponry without a Spanish permit. Take note that you are not entitled to use the certifi cate previously supplied in your country of origin. Applications for your Spanish version are not complicated once you have held a previous licence. It is important to be aware that if you are already in possession of a weapon, this should not be imported into Spain without the relevant documentation.Myra Azzopardi

Steel tycoon Lakshmi Mittal has overtaken Mukesh Ambani to become the wealthiest Indian according to the annual Forbes list of World Billionaires for 2011 released this month. With a net worth of 31.1 billion US dollars it’s little wonder that Mittal has the megayacht to match and his 80 metre masterpiece was spotted in Gibraltar’s Ocean Village marina last week. Megayacht Amevi, ranked 63rd in the 100 largest yachts in the world, cruised into Ocean Village en-route from Tarragona to the Caribbean island of Saint Martin for fuel, provisions and luxurious R&R. As a territory well-used to the ways of the wealthy, Ocean Village marina was the perfect choice super billionaire Lakshmi Mittal. The London resident is the second richest man in Europe, sixth in the world, and CEO of ArcelorMittal, the world’s largest steelmaking company. In fact it is said that one in fi ve cars on the planet is made up

of the steel materials from his empire. Amevi’s reported 300 million euro price tag would have been mere pocket money for Mittal.First launched in 2006 and delivered to Mittal in 2007, Amevi comes from the Oceanco shipyard and provides superior accommodation for 12 guests attended to by a crew of 27 – that’s quite some staff/customer ratio. A selection of her remarkable features include a helipad, cinema, gymnasium, heated swimming pool with exercise jet pump, massage room, hair salon and a pool table on hydraulic stabilizers so you can take aim on the black even while underway. Boredom is banned on Amevi as the megayacht has a huge array of tenders and toys for water play. From catamarans to RIBs, Sea-Doos to Sea Bob underwater jet bikes, Hobie Cats to sailing dinghies, Amevi has every kind of boat covered as well as diving equipment, windsurf boards, wakeboards, kneeboards, water-skis and all those wonderful infl atable toys such as donuts and bananas that just love to get you wet.And how much for this luxury? Well Amevi is chartered for 700,000 euros a week – so start stockpiling lottery tickets or befriend a millionaire and get onboard.Prices for Premier Berths at Ocean Village’s newly extended marina start from just £10 a day for vessels up to 39ft off season. Megayachts over 50 metres can berth for £4 a metre, that’s just £320 a day in Amevi’s case – a vast reduction off equivalent marinas in the south of France and Italian Riviera. For more information email the Pier Offi ce on pieroffi [email protected], telephone 00 350 200 73300 (24 hours) or visit www.gibraltarberths.com.

Whilst Semana Santa is a national tradition throughout Spain, it is in Andalucia that the full fervour of christianity’s most important celebration can be experienced.Across the region, in almost every city, town and village, religious brotherhoods and guilds parade through the streets carrying fl oats on which different scenes from the Easter story are depicted. These fl oats or ‘Tronos’ (thrones) are carried by the ‘costaleros’, so called because traditionally the used a stuffed sack or ‘costal’ to help bear the weight of the tronos, some of which weigh several tons and may require hundreds of costaleros to carry them. Each brotherhood is associated with a particular part of the Easter story and the processions, sometimes involving thousands of members, is enacted in the correct order according to the Passion, starting on the Sunday before Easter, Palm Sunday.

One of the most important parts of the procession is when the fl oat exits from the respective church, a manouevre often requiring great skill and coordination on the part of the costaleros and the leader whose job it is to ‘steer’ the trono. The fl oats are accompanied by penitents or Nazareños some of whom wear the capirotes, conical hats which disguise the wearer, and which remind the specator of the Ku Klux Klan. Other penitents may go barefoot, whilst some are blindfolded.Another intrinsic part of the procession is the marching band, many of which are solely dedicated to performing in the Semana Santa processions, and play pieces of processional music written specifi cally for Easter.

Locally, San Roque’s Easter processions are some of the most important in the area and have been declared an ‘Event of Tourist Interest’ by the Junta de Andalucia. Many of the statues paraded around the streets of San Roque during Easter Week date back to the 16th century and the residents of San Roque brought them with them when they left Gibraltar and established their new town around the Shrine of San Roque after their hometown was occupied by the Anglo-Dutch forces during the War of the Spanish Succession. There are several processions, but the highlight is the Good Friday procession which features fl oats with fourteen different images representing the Stations of the Cross, and is the only ‘Magna’ procession held annually in the whole of Andalucia.Regardless of your religious beliefs it is hard not to be moved by these processions, and it is highly recommended that you try and take in at least one of the processions during Easter week.

It was the birth of a new way of feeling music from the south of Spain, inspired in fl amenco. The term Flamenco Billy became a trademark for Chico Ocaña, the soul of the band. Fifteen years later, and after the break up of Mártires de Compás in 2007, Chico Ocaña embarks on a new adventure with his debut solo album Canciones de mesa camilla, released last year..“Flamenco Billy is different from everything else that’s out there, it’s my own formula” says Chico Ocaña. “It’s a musical arrangement that is inspired in orthodox fl amenco and invigorated by other musical styles. The base is always fl amenco, like the fi rst three albums of Mártires del Compás before we started mixing in more electronic sounds”.Tickets are 12 euros in advance or 15 on the door.

Luis Eduardo Aute performs live in concert performing tracks from his latest album Intemperie; fourteen unedited songs in diverse styles that refl ect the milestones that have marked a career spanning more than four decades and very much in line with our times. An album with a tremendous critical charge, bathed in scepticism, desperation, lyricism, doubt, paradox, literary and cinematic…and, as always,

Malaga’s Teatro Cervantes presents a Night of Spanish Music performed by the Ukrainian National Symphony Orchestra of Dnepropetrovsk featuring Argentinean guitar virtuoso Rolando Saad, and conducted by Natalia Ponomarchuk.Throughout its 65 year history, the Ukrainian National Symphony Orchestra of Dnepropetrovsk has been directed by the most prestigious national and international conductors in the world and accompanied by the best soloists, and has enjoyed many successful tours throughout Europe. The driving force in Rolando Saad’s artistic and personal life is an enduring fascination for the guitar. After a performing career that spans three decades, his numerous international tours are still fuelled by a passion for communicating the rhythmic richness and beautiful sound of the Spanish guitar. An afi nity for the classical Spanish repertoire was the major infl uence on Rolando Saad’s early career. Following his professional debut in Palma de Mallorca at the age of 19, he played solo recitals in over 40 countries and concentrated exclusively on works by Albéniz, Granados, Sor and Tárrega. But 1988 saw an important change of direction, when he played Joaquín Rodrigo’s “Fantasía para un gentilhombre” for the fi rst time and, a year later, the composer’s celebrated “Concierto de Aranjuez”, two works

which became central to his future artistic development. Programme:Concierto de Aranjuez, J. RodrigoFantasía para un gentilhombre (Fantasy for a Gentleman), J. RodrigoSuite from the opera Carmen, G. Falla. The concert is on Wednesday, 27 April from 9 pm.Tickets range from 15 to 45 euros and are available through UniTicket www.generaltickets.com/unicaja/

referencing different music styles with unfl inching lyrics, impeccable and inspired. Proof, yet again, that Luis Eduardo Aute is a classic among classics, one of the best singer-songwriters in the history of Spanish music. Music, poetry, movies, sculpture… Luis Eduardo Aute (Manila, 1943) has mixed work in all of these disciplines with feeling and commitment. In his musical career this has translated into thirty two albums full of songs that are burned onto our collective memory and created by someone who has never taken his fi nger off the pulse of the street, always in tune with what is going on in the world and with what moves people. www.generaltickets.com/unicaja/

An incredible, moving and inspirational biography was the winning entry in this year’s International Speech Contest at The Achievers Toastmasters Club.Percy Roland told the amazing story of Nikolai Kobelkoff, the “Human Trunk” who was born in 1851 in Siberia without arms or legs, and in spite of his disability managed to build a business empire, got married and had children ... ten children in fact!Helen Johnson came a close second with an inspiring recollection of her participation in an ironman triathlon. For those uninitiated in extreme sports, an ironman is a 2.4 mile swim, followed by a 112 mile bike run, followed by a 26 mile marathon. Something that can only be achieved with a combination of great physical condition and special motivation ... such as an 8 year old daughter who has promised her school a fi lm about her mum winning the ironman! Both winners will travel on to Alicante to represent their club in the next stage of the contests. The Area Contest is taking place on the 9th of April and involves all clubs that form part of the local Area (Alicante, Valencia, Malaga and Marbella). After that, the next stages are Spain and Portugal, Continental Europe ... and fi nally, the World Championship in Public Speaking, taking place this August in Las Vegas!Toastmasters International is the world’s leading organisation devoted to practising public speaking and leadership. ADANA, the Estepona-based animal rescue charity said a sad farewell at its AGM last week to long-serving President, Janet Greenstreet, who after years of working for the dog and cat rehoming charity is saying goodbye to Spain and hello again to her native Yorkshire.A large crowd of members, including many new faces, were present at the Francisco Muñoz Perez Sports Centre, Estepona, to hear Janet’s fi nal report. In her speech she thanked the volunteers who, she said, were the mainstay of the twenty-two year old charity and stressed that, in spite of fi nancial pressures caused by the current crisis, ADANA was maintaining its high standards of animal welfare.Janet’s successor as President, Maria Cawsey, is a familiar face to many as she has for years managed the ADANA shop in Estepona.Thanking the members for her unanimous election, she pledged to continue the good work done by the retiring President and wished her well in her new life in the UK.For further info contact Marjorie Bedford 636 934 146.

Board members of ADANA, the Estepona-based animal rehoming charity, were delighted to host Estepona Mayor David Valadéz at their kennels in the Parque de Los Pedregales.David was shown around the kennels by the Kennel Manager, Eddie Taylor and co-worker Fernando Amores. He was driven up to the kennels up the mountain along the very rough track...an experience which led him to promise that the long-awaited and much-needed repairs would be put in hand very shortly.Over an excellent lunch at Venta Manolo, overseen by the very attentive Manager Carlos, the ADANA Team and their guest discussed issues of concern facing the long-established animal charity. They were delighted to hear that the Mayor had been most impressed, both with the state of the kennels and the condition of the dogs and also with the dedication and commitment of the ADANA Board and volunteers. Thanks to Mayor David, ADANA will in future enjoy the facility of radio and tv advertising in the local media, which, it is hoped, will bring more and more potential adopters to the ADANA kennels. After the lunch newly-elected President Maria Cawsey said that she was sure that the very cordial meeting would be the fi rst of many and be the start of a new era of close co-operation between ADANA and the Estepona Ayuntamiento.Photo shows Maria, the mayor and Mary Page, vice president. “I can’t wait to return to Spain to play in the Volvo World Match Play Championship as I am hoping to do much better than I did in my debut in ‘09. I had a great run earlier in the year at the Accenture so I am really looking forward to playing match play again and hope I can continue my good form. I am also very excited to return to stay in the luxurious Finca Cortesín Hotel once again and to enjoy all the wonderful hospitality and services they offer.”World Number two and former World Match Play champion, Lee Westwood, added

World Number One, Martin Kaymer, is very much looking forward to playing in what will be his fi rst event back on European soil this year. He explained,

“I played the new Volvo World Match Play Championship at Finca Cortesin in 2009 and found the facilities to be truly world class, and the new ‘Champions League’ format to be exciting. This year, with an increased fi eld of 24 of the best players in the world, the Volvo

World Match Play Championship is back to its very best and a credit to the European Tour. The event transported itself well to Southern Spain and its new springtime date means we have two huge events back-to-back on the European Tour in May, with big prize money and vital Race to Dubai and World Ranking points on offer.”Continued Westwood, now in his 18th year on the European Tour, “It is fantastic news that the fi rst 11 players to qualify for the Volvo World Match Play Championship have all accepted their invitations, and it will be interesting to see who qualifi es after the Masters. I believe this will be Volvo’s 124th title sponsorship in professional golf, which is a phenomenal record of investment in our game and I look forward to doing battle with the guys what is shaping up to be a fantastic fi eld.”

Per Ericsson, President of Volvo Event Management Golf, added, “We are half way through the qualifying process and already we have a wonderful fi eld of world class players assembled. We are very happy that our changes to this historic event seem to have

enhanced this great tournament and it is a real pleasure to receive this positive feedback from the players.”

Vicente Rubio, Managing Director Finca Cortesín said, “We are really looking forward to welcoming this already world class fi eld of players to Finca Cortesín in May. All our preparations are going well and the players, who were so positive in their feedback in 2009, will fi nd everything to be even better this year. While the new date works well for the players it also is fantastic for Finca Cortesín as bathed in the beautiful Spanish sunshine it will certainly allow us to showcase our wonderful course and facilities in the best possible light!”Guy Kinnings Managing Director of IMG Golf, EMEA concluded, “I have seen many changes to the World Match Play Championship over the years, all aimed at improving and enhancing this great event, started by Mark McCormack in 1964. Looking at the evidence of the great fi eld already assembled for this year’s Championship, and the fact that all the players have shown their appreciation of the enhancements by each accepting the opportunity to play, demonstrates how well the format changes have gone down with the players. Working with our partners Volvo and the European Tour we look forward to another thrilling edition of the Volvo World Match Play Championship.”

Paul Lawrie achieved his fi rst European Tour win since 2002. The 42 year old former Open Champion took the Open de Andalucía de Golf by Turkish Airlines in Malaga by one from Swede Johan Edfors. With six runners-up fi nishes since his last victory Lawrie must have feared it was going to be another near miss when, from one ahead overnight, he bogeyed the fi rst two holes and England’s Mark Foster birdied them. But, in a repeat of what happened at last year’s Open de España, Foster could not hold onto a three shot lead.Lawrie, despite dropping another stroke at the fi fth, turned things round by starting the back nine with four birdies in fi ve holes. And the six-time European Tour winner – his fi fth title came 232 events ago - could even afford a closing bogey to win with a level par 70 and 12 under total of 268.“It’s been a long time - 2002 seems a hell of a time ago,” he said. “I’ve had a few second places in there, but all of a sudden we’re there again.Edfors was left to rue a three-putt bogey on the 15th after he had drawn level three times, but with a 68 he pushed Chilean Felipe Aguilar into third spot.Foster, who like Lawrie was chasing his fi rst victory in more than 200 European Tour starts going back in his case to 2003, slipped back into a tie for fourth.Meanwhile, Kenneth Ferrie, who equalled The European Tour record with his 60 in the third round, crashed back to earth with a bump as a 75 sent him tumbling down to joint 11th.It was not a fi nish Spaniard Jose Manuel Lara will want to think about for too long either.Tied for third with a hole to go and still in with a chance if Lawrie made a mess of the diffi cult 18th, he went out of bounds with his approach and ran up a triple-bogey seven.A 14 footer at the tenth was the turning point for Lawrie. He followed it with a 25 foot putt and chipped close on both the 12th and 14th, the two par fi ves on the Parador course. To his immense relief it did not matter that he missed from under three feet in between those last two birdies or that he failed to get up and down from a greenside bunker at the last.
