An Executive Session for personnel issues was held with the Board only at 6:00 p.m. followed by a regular Executive Session also for personnel issues. F. Presentations/Reports

APPI Energy Presentation – Mike Payne (See attached sheets in Minute Book.) Board President’s Report

- Board Vacancy Discussion President Funk read a letter of resignation from Board Member Chris Ardinger. (See attached sheet in Minute Book.)

In a Motion From the Floor, Ms. Troupe moved, seconded by Mrs. Linn, that the Board accept the resignation of Mr. Chris Ardinger from the Board of Directors effective June 1, 2016. Roll Call: Vacant Seat; Blattenberger, yea; Funk, yea; Hawbaker, yea; Heebner, yea; Linn, yea; Myers, yea; Piper, yea; Troupe, yea. Motion carried. Eight to zero.

Individuals interested in applying for the vacant seat should send a cover letter and resume to Loretta A. Martin, Board Secretary, 100 West Seminary Street, Mercersburg PA 17236. Applications must be postmarked by June 24, 2016. The new member will be appointed at the July 11, 2016 Regular Board Meeting. After applications are received, the Board will determine if interviews will be held or a selection from the letters of interest will be made.

In a Motion From the Floor, Mr. Hawbaker moved, seconded by Ms. Troupe, to nominate Mr. Jonathan Heebner to replace Chris Ardinger as Board Vice-President. Ms. Troupe moved, seconded by Mr. Myers, that nominations for Board Vice-President be closed. Motion carried by unanimous consent vote. Mr. Jonathan Heebner was elected Board Vice-President to replace Mr. Chris Ardinger by unanimous consent vote.

Superintendent’s Report – Dr. Prijatelj reported on an excellent graduation, Math coaching event and Grant received through the LIU to be shared with other local districts.

Ken Nolen – citizen – Reassessment concerns – county tax increase, possible decrease to the 2016/17 budget being approved tonight.

Joe Nesbitt – citizen – concerns on safety issues at the high and middle schools. H. Approval of Agenda The listed Consent Agenda items were moved to the New Business Section of the agenda. 1. i. Approval of Purchase The Administration recommends the Board approve the purchase of 440 Chromebook devices and 250 cases at a cost not to exceed $87,000 from Global Data Consultants. The 350 replacement units are budgeted and the 90 units will be paid with ABG funds. 2. Personnel b. Bremmer, Jr. for the sole purpose of musical instrument repair and purchase of instruments specifically for the Middle School. f. Approval of Service Extension The Administration recommends the Board approve an extension of the current solid waste and recycling services with Apple Valley Waste Services, Inc. for two years at a rate increase of 4.5% for 2016/17 and 2.5% for 2017/18. g. q. Approval of Hire on an Emergency Certificate The Administration recommends the Board hire Marie Donahoe as a high school Special Education Mathematics teacher on an emergency certificate. Ms. Donahoe currently possesses secondary Math certification but will need to attain her special education certification to continue in that position. Ms. Donahoe’s hire is conditioned upon her securing special education certification. Ms. Donahoe will need to take a minimum of three (3) courses a year related to special education to maintain her emergency certification in special education. Ms. Donahoe will need to complete ten (10) related courses over a three (3) year period and pass the Special Education Certification Praxis to continue as a teacher.   3  POLICIES AND PROCEDURES REGARDING TWELVE MONTH SUPPORT STAFF PERSONNEL 

  3.1 Twelve Month Employees 

Twelve month full‐time employees and twelve month part‐time employees receive leaves in accordance with current policy.  Leaves are based on the number of daily working hours approved by the board. 

 Twelve month part‐time employees, hired on or after July 1, 2016, will receive four (4) paid holidays per year and ten (10) sick days per year with a total sick day maximum accumulation not to exceed twenty (20) days.   All other leaves will be received in accordance with current policy and based on the number of daily working hours approved by the board.  

  4. 1 Sick Leave   

Support staff working twelve months per year will be awarded twelve (12) days sick leave annually.  Nine and ten month employees will receive ten (10) days annually.    Part‐time twelve month employees hired on or after July 1, 2016 will receive ten (10) days annually.     Sick days are earned during the fiscal year July 1 through June 30.   New employees will be granted sick leave after completion of the first thirty (30) days of employment.  Sick leave will be prorated during an employee’s first and last year of employment.  An employee will be required to refund any unearned sick leave used during their final year of employment.  (For example, twelve (12) days of sick leave are allotted on July 1 and the employee uses all twelve (12) days in July.  The employee resigns or retires on July 31.  The employee would owe the district eleven (11) days.) 

 Unused sick days may be accumulated with no limits with the exception of part‐time twelve month employees hired on or after July 1, 2016 who are limited to a total sick day maximum accumulation of twenty (20) sick days. 

 

f. Approval of Services Contract The Administration recommends the Board approve a Services Agreement with Allegheny Intermediate Unit/Waterfront Learning Services for Cyber Education Program opportunities effective the 2016/17 school year.

g. Approval of Driver’s Education Program The Administration recommends the Board approve a fee effective the 2016/17 school year of $300.00 for District-enrolled students to participate in behind-the-wheel driver’s education. There will be no cost for the online instruction. The fee for all other students who participate in the behind-the- wheel driver’s education program will be $350.00 and the online instruction will be $50.00. These students will be serviced only if spots are available after meeting the needs of Tuscarora School District-enrolled students. Note: All students will be required to pay the $50.00 fee to repeat the class. h. Approval of Technology Education/STEM Student Fee The Administration recommends the Board approve a student project fee of $10.00 for the James Buchanan Middle School grade seven and eight technology education/STEM class. i. Approval of Elementary School Assignment The Administration recommends the Board approve for the 2016/17 school year all new families registering students in the Mercersburg Elementary School attendance area be assigned to the Montgomery Elementary School. A shuttle bus will be provided by the District to transport students between Mercersburg and Montgomery Elementary Schools at no additional cost to the district. j. Use of Facility Approval The Administration recommends the Board approve the Midget Football Association use of the Mercersburg Elementary School athletic field for practices only for the 2016/17 school year. The Midget Football Association will be responsible for maintaining the facility regarding any wear and tear from their use. k. Approval of 2015/16 School Year Calendar Revision The Administration recommends the Board approve the listed changes to the 2015/16 School Year Calendar in order to maximize student reimbursement. August 19 and August 20, 2015 In-Service Days will be Act 80 Days for the Franklin County Career and Technology Center students who Attend the second semester (VoTech Group 2 PDE Calendar).

revenues in the amount of $36,630,659 and a budget deficit in the amount of $311,570.

2. The Administration recommends that a 1% Real Estate Transfer Tax under Act 511 be imposed for the 2016/17 School Year and that the Resolution adopted effective for the 1988/89 School Year be re-enacted without substantial change for the 2016/17 School Year. 3. The Administration recommends that the Earned Income and Net Profits Tax enacted for the School Year 1966-67 by “The Local Tax Enabling Act of 1965” and as a result of Act 511 being amended by Act 166 on December 9, 2002 at the rate of one-half of 1% on Earned Income and Net Profits of residents of the Tuscarora School District be re-enacted without substantial change for the 2016/17 School Year. 4. The Administration recommends that a discount of 2% be granted to all Tuscarora School District taxpayers paying their real estate taxes on or before September 30, 2016 and that a penalty of 10% be added to all real estate taxes paid on or after December 1, 2016. Delinquent accounts will be referred for collection to Franklin County as of January 1, 2017. 5. The Administration recommends that the Board authorize the

Board Secretary to file all tax notices with any governmental agency which may be required by law. 6. The Administration recommends the Board re-adopt the Tax Installment Plan Resolution effective the 2007/08 school year for the 2016/17 school year. 7. The Administration recommends the Board adopt the Resolution Authorizing Homestead and Farmstead Exclusion Real Estate Tax Assessment Reductions for the School Year Beginning July 1, 2016. The state property tax reduction allocation for Tuscarora School District for 2016-17 is $630,105.62. The homestead and farmstead exclusion amount is $1,107. The real estate tax reduction amount applicable to each approved homestead and each approved farmstead is $129.13.
