Why has AMSAT Built ARISSat-1?

●  Educational Outreach »  Provide a vehicle for student experiments »  Provide telemetry for student analysis »  Provide ‘student messages’ in various languages for

students to receive »  An opportunity for students to learn about satellites and

orbital tracking in the classroom and then listen for ARISSat-1 using basic equipment

»  Video (SSTV)

●  In exchange for educational outreach: »  ‘Free Launch’ of amateur radio capability »  A platform for technology development (SDX) »  Potential for recurring opportunities

Why has AMSAT Built ARISSat-1?

●  Fulfilling Obligations & Opportunities »  First launch opportunity since SuitSat-1 in 2006 »  Fulfill commitments made to RSC-Energia »  Overcoming Adversity-the Transition from SuitSat to ARISSat »  Proof of concept opens doors »  Technology Demonstrator »  Rebuilding the Engineering Team

●  The Future »  ‘Learning from Experience’ »  NASA Education Interest »  Potential for other student experiments »  Evolution from ‘SuitSat’ to ‘ARISSat’ provides benefits

AMSAT/NASA/RSC-Energia Protocol

●  AMSAT is responsible for: »  Construction/Testing of ARISSat-1 + second unit (sans panels) »  Providing data and documentation for a NASA Payload Safety

Review »  Arrange and pay for shipment of the satellite to RSC-Energia

without the Kursk University Experiment and without a flight battery

●  NASA is responsible for: »  Providing export control certification and export control

documentation needed to legally ship the completed spacecraft to Russia

»  Conducting a Payload Safety Review »  Conducting a Re-contact analysis for deployment of ARISSat-1

10

AMSAT/NASA/RSC-Energia Protocol

●  RSC-Energia will: »  Install the Kursk State Student Experiment prior to ‘up mass’ to

the ISS »  Provide a spacecraft battery (designated originally for the Orlan

spacesuit) to be installed by the RS ISS crew after delivery of the spacecraft to the ISS

»  Provide ‘up mass’ on a Progress Cargo Vessel »  Schedule time during an EVA to release ARISSat-1 »  Provide crew training needed for deployment »  Provide test and test levels for acceptance vibration testing for

manifest on a Progress Launch Vehicle

11

The ARISSat-1 ‘Investment’

●  While ARISSat-1 enjoys a ‘free launch’, the satellite is not ‘free’ »  Development Costs »  The transition from a ‘suitsat’ to a space frame »  Hardware costs »  Testing (vibration, thermal/vac) »  Travel (including to Russia for final integration/acceptance testing) »  Shipping

●  AMSAT has a significant investment in ARISSat-1 »  Significant cash investment over three years »  Engineering team focus for the past year forces delay in Fox project »  Management focus »  Additional space frames available for future opportunities October 9, 2010

Page 12: The Radio Amateur Satellite Corporation · 2010-11-14 · The Radio Amateur Satellite Corporation Barry A. Baines WD4ASW Presiden . October 9, 2010 2 ... ARISS Operations/Senior Management

12

The ARISSat-1 ‘Investment’

●  ARISSat-1 is a relatively low cost option for maintaining an amateur radio presence is space »  Potential for future missions due to education potential/support from

space agencies »  Test bed for new technology »  Relatively low risk opportunities

●  AMSAT did not conduct a capital campaign for ARISSat-1 »  Management focus was on engineering »  Impact of significant shifts in design on costs were not anticipated »  Program management a significant challenge/lessons learned for Fox

Engineering Task Force Recommendations

●  Fund the building and launch of a 1U CubeSat

●  Continue supporting the ARISSat satellite program

●  Continue to monitor launch opportunities for larger satellites and ride share opportunities

●  Start technology concept development applicable to advanced 1U CubeSats, 3U CubeSats, MicroSat or ride share satellites

October 9, 2010

15

Engineering Task Force Why Build a 1U CubeSat??

●  We can fund the building and launch of a 1U CubeSat ●  It will re-establish our credibility to build and launch a long

duration satellite which we haven’t done since AO-51 in 2004 ●  We can get AO-51 level of performance in a 1U CubeSat

using today’s technology ●  Modules and technology developed on ARISSat can be

applied to the CubeSat ●  The new technology developed for a CubeSat is applicable

to other satellites such as a 3U CubeSat, ride share, or a MicroSat

●  It can provide opportunities to collaborate with Universities ●  Opens the door for AMSAT to share technology

16

Engineering Task Force What will Our 1U Cubesat Do?

●  U/V FM Transponder, not done before in a 1U CubeSat, which can be worked with a HT and a simple antenna

●  V Telemetry Beacon ●  U Command Receiver ●  Simple IHU ●  Deployable Solar Panels

October 9, 2010

International Traffic in Arms Regulations

●  What has AMSAT Accomplished with our ITAR Strategy? »  Removed fears/concerns of our volunteers to possible legal action »  Cleared the air for both AMSAT and our satellite builders »  Created an environment where volunteers are willing to work on AMSAT

projects

●  What about the Future? »  Due to ITAR, AMSAT-NA has limited options in exchanging technical

information with foreign nationals »  AMSAT will push to make our project work ‘public domain’ within the

limited definition recognized by DDTC –  Publication in AMSAT Publications –  Publication in US magazines

»  Limit project work to US-based projects or within the scope of other ITAR sanctioned exchanges, such as NASA + RSC-Energia

AMSAT Organizational/Financial Trends

●  Membership decline is an issue ●  Current income levels from dues alone no longer covers day-

to-day administrative expenses ●  Growing the membership is critical-provides the foundation ●  AMSAT reserves have been reduced due to market

conditions, the need to cover expenses (day-to-day, legal, and ‘capital investment’—satellites)

●  A dues increase would likely be counter-productive

21

AMSAT Organizational/Financial Trends

●  All-volunteer organization ●  Management Team is Increasingly Stretched

»  Almost all Senior Officers come from the BOD »  Limited ‘depth’ in the management team

●  Expansion of Services limited by manpower constraints »  Website needs facelift »  AMSAT Journal needs production help »  AMSAT membership must provide ‘value’

AMSAT-University of Florida MOU

●  Establishes a unique opportunity for educational outreach ●  Negotiations of MOU has taken over a year

»  Sabbatical of Dr. Norman Fitz-Coy during 2010-2011 academic year »  Lessons learned from the UMES/HISS relationship »  Evolving expectations

●  The MOU provides a framework for a working relationship »  No defined goals/tasks—Initial steps based upon expectations of both

parties »  Initial discussion on first steps have been initiated

–  Workshops? –  Project Reviews?

●  AMSAT BOD approved MOU on Friday »  UF in process of approval
