“It’s a bit scary that banks can independently lift rates just because they are talking about their higher funding costs.”

Some revolutions arrive with a whimper rather than a bang. The decision by the big banks, led by ANZ, to set their short-term interest rates independently of the Reserve Bank of Australia is a game-changer for home-loan customers. From now on, interest rates are expected to move up and down more frequently than they have in the past.

You can also expect out-of-sync rate rises. Some banks are already electing to raise rates even when the RBA holds the offi cial cash rate. In addition, the big four banks are now more likely to move in different directions on interest rates.

The reason? To secure a competitive advantage over their rivals and lock in new customers.

All these changes have confused borrowers and made home buyers wary of a property market that’s hardly brimming with confi dence to begin with. Inner-west real estate agent Craig Stephens, of Jas H. Stephens, deals mainly with buyers aged between 25 and 35.

He says many fi rst and second-time buyers are confused by the banks

independently raising their rates and are also nervous about the potential impact Europe’s fi nancial crisis could have on property prices.

‘’People need to have confi dence. They need to get this intangible vibe from the real-estate market,’’ Mr Stephens says.

‘’We have had some good rate cuts from the RBA in November and December that the banks effectively passed on in full. But what has thrown the cat among the pigeons is the banks independently raising rates when the RBA was obviously trying to ease monetary policy.

It’s the fi rst time people have witnessed this scenario and they now seem a little cautious just as auction numbers are about to increase.’’

The banks are trying to counter the long-held perception that the interest rates they charge are set on the back of the cash rate set by the Reserve Bank. ANZ broke away from its competitors in December when it decided to announce its variable rate on the second Friday of each month. The RBA’s regular pronouncements on rates are made on the fi rst Tuesday of the month.

ANZ’s game plan was to demonstrate its independence from RBA decisions. But instead it has become the de facto

Mind the straying ratesfi rst mover on rates. The other banks are now using ANZ as a barometer to determine their variable rate. Westpac and the Commonwealth Bank are pricing their loans off ANZ’s monthly rate decision.

In contrast, National Australia Bank is coming in last with its rate announcements because it has promised to offer the lowest rate in the market.

In February, the RBA kept the cash rate steady. The following week ANZ increased its variable rate by 6 basis points. Soon after, Commonwealth and Westpac moved their rates up by 10 basis points while NAB lifted variable rates by 9 basis points. The situation is likely only to get more convoluted in the future.

This month the Bank of Queensland stepped into the ring and independently lifted its variable rate. Meanwhile, ANZ held its variable rate but raised rates on some fi xed-term loans.

On the fl ip side of the coin, this marks a great opportunity for buyers to shop around to secure the best possible deal.

They use one bank’s higher interest rates against another bank to get a discount on the fi nal loan which could save tens of thousands of dollars in interest.

He says “Solid effective marketing strategies to attract buyers from the smorgasbord of choice in the market and experienced people with strong negotiation skills are critical elements within an agency to enable them to capitalise on this early return of buyers to the property market”

How do you avoid rental scams when looking for a new home?Scammers have been targeting unsuspecting tenants by offering properties in top locations, via websites like Gumtree, at vastly reduced prices.

Problem is, the scammers, who are often acting as overseas landlords, or may even appear to be branded as agents, ask for an upfront payment to secure the property.

The one constant is that the agent or landlord is never available to show the prospective tenant the property.

Once money has been wired overseas, tenants wait for the keys and paperwork to arrive. Of course, it

never does.

Some 220 unsuspecting people lost an estimated $40,000 in rental scams last year.

Some tips include:

• Be immediately cautious of unusually low rental asking prices.

• Insist on an appointment to inspect the property.

• Do not deal with an owner or agent who makes excuses about why they can’t meet you at the property and/or insists on an upfront payment.

• No matter how real the advert looks, don’t forget all the information could have been copied from a legitimate agent’s website.

• Avoid money transfers.

1. If we look at every mortgage that was taken out in Australia last year, the average deposit was 32% of the property value. Yes, that means that most new borrowers have a third share or equity in the dwelling that they are purchasing.

2. Over the last fi ve years, the average Aussie household has been saving 10% of its income per annum. This has been done by paying off mortgages ahead of schedule, rather than reducing payments in concert with declines in interest rates.

3. According to the ABS, last year, on average, households in Australia held asset values of $839,000, partially offset by average liabilities of $120,000. After adjusting for CPI, our current net average household wealth of $720,000 is 30% more than in 2004.

4. Equity in home ownership is about $300,000 across all Australian households, and accounts for 40% of total household wealth. Owner-residents enjoy owning, on average, four-fi fths (81%) of their principal place of residence. For investors, the average equity holding is 74%.

5. In relation to the 25 to 34 age group (i.e. fi rst home buyers), the average equity across Australia is 46% for owner-residents and 51% for those young ones smart enough to buy an investment property. For those aged between 35 and 44 years, it is 65% for owner-residents and 60% for investors.

6. We all know that the vacancy rate remains tight. But few realise just how tight it has become. Of the 1,600 odd postcodes across Australia with rental properties in them, 475 or 30% have a vacancy rate under 1%. Seven out of ten postcodes have a vacancy rate under 2%, and nine out of ten (87%) postcodes have less than three out of every 100 rental properties vacant.

7. The vacancy rate across the whole country – except for Victoria – is tight, with an average vacancy rate of 1.7%. In Victoria, the vacancy rate is close to 3%.

8. The 10 year national average for new housing starts is 155,000 per annum. Nationally, we only achieved 135,000 new housing starts last year.

9. When it comes to jobs, the health sector has been the boom sector since the GFC and not mining! Health added close to 235,000 new jobs over the last four years or 36% of the total jobs

created across Australia. By comparison mining employment lifted by just 110,000, accounting for just 17% of the 650,000 jobs created since 2008 downunder.

10. Mining only accounts for a quarter of million jobs or just over 2% of the workforce. The health sector is fi ve times the size of the mining in terms of employment.

11. Last year, 1.93 million people in Australia’s workforce were aged 55 or over, up from a million a decade ago.

12. Over the past year, 143,000 people came to Australia as permanent residents. One in fi ve was from New Zealand. The 29,000 Kiwis who, in 2011, came to live permanently in Oz, is the highest number on record. Over the last 20-years, the average annual intake of New Zealanders living here permanently was 16,880.

13. The housing future looks bright, with auction clearance results now hovering around the low 60% mark. Remember clearance rates over 50% means that prices should continue to grow. In addition the amount of resale stock on the market continues to fall. Stock levels have fallen since the beginning of the year.

14. The number of people settling downunder hit the highest levels in 3 years in January. Close to 14,000 people are now arriving each month, compared to the lows of 9,500 per month in late 2010. Over the past year 146,500 people moved permanently to Australia.

15. About $400 billion is already invested in the Australian SMSF (self managed super fund) sector. Currently residential property accounts for just $15 billion of SMSF assets. By 2015, the total SMSF sector is expected to grow to $1.5 trillion – compared to the equities market’s $1.2 trillion. And SMSF are expected to balloon to $3.3 trillion by 2026.

16. According to the ABS, residential rents across Australia have been rising, on average, by 5.7% per annum over the last fi ve years. Darwin has been leading the charge with an annual change of 7.9%; followed closely by Perth with 7.5%. Brisbane has enjoyed – well not if you rent I suppose – a solid 6% clip per annum; Sydney 5.7% and the other capitals fall in the mid-to-high 4% range.

17. The median Australian dwelling price was

$473,000, which required a monthly mortgage repayment of $2,955 and a qualifying household income of $118,200. The average weekly wage for a full-time employed person late last year was $69,200. It takes 1.8 full-time wages to buy the “typical” home down under.

18. The lowest affordability multiple – how many full-time wages it takes to buy the average home – is in Tasmania (1.5); followed closely by Western Australia (1.5) and the regional areas across New South Wales (1.6), Queensland and South Australia (both 1.7). Brisbane now, too, has a 1.7 affordability multiple. Victoria’s remains at 1.8 and it still takes two full-time wages to buy the average home in Sydney. History shows that when this measure remains below 1.7 for over twelve months, then sales improve and in due course, prices too.

19. When factoring in both buyer and seller costs, Australia has the fourth highest property taxes in the world at just under 14% of the property’s value. Only Belgium, France and Greece are higher. Total property taxes average around 8% across the western world and are under 5% in the USA, New Zealand and the UK.

20. Australian dwelling prices, aggregated across the eight capital cities, rose by 8% in total over the last fi ve years. Melbourne’s values rose the most, up 18%, whilst Brisbane’s fared the worst falling by 6% since early 2008. Most of this fall was over the last twelve months and due largely to last year’s fl ood. Dwelling prices across regional Australia, according to our own work, have risen by 29% since the GFC.
