Security Guards are Taking the Lead The number of licensed security guards is increasing nowadays. A study by the Australian Institute of Criminology revealed that security guards outnumbered police by two-to-one. In addition, ACT security guard licence-holders outnumber police officers by three to one. More people are taking security jobs as well. The number of licences issued or held in the ACT rose by almost 70% in eight years, from 1,393 in 2003-04 to 2,337 in 2011-12. In July 2011 alone, ACT Policing had sworn in about 740 officers.
