Libraries opening up new perspectives has just ended. There was a lot of enthusiasm and dedication during the conference. I got the feeling that lobbing for libraries is a popular hobby, among us. Personally I enjoyed listening to the stories of Dimitris on the Greek situation. At the peak of the financial crisis Greece has decided to invest to libraries and education, to reach sustainable results in development. That is simply amazing. I think one of the poorest countries in EU is setting an example for the rest of us to follow. Our conference Empowering Europe Libraries openingup new perspectives has just endedThere was a lot of enthusiasm and dedication during theconference I got the feeling that lobbing for libraries is apopular hobby among us

Personally I enjoyed listening to the stories of Dimitrison the Greek situation At the peak of the financial crisisGreece has decided to invest to libraries and education

to reach sustainable results in development That is simply amazing I think one of thepoorest countries in EU is setting an example for the rest of us to follow

I was also excited to hear the motivating presentation of Ilona Kish on how to IncreaseInfluence at the European Parliament and I was particularly convinced by llonarsquos ability toreplace at short notice our previously planned speaker Karel Bartak (Head Creative

Next time we will meet in Aarhus DenmarkEBLIDArsquos 25th anniversary will take place in Europescultural capital for 2017 and it will be hosted by one ofthe most exciting libraries worldwide Dokk 1 in Aarhuswith a theme Letrsquos Rethink

EU Commissionrsquos response to the Joint Openletter on Copyright reform

Thursday 7 April together with 29 organisationsamong which EBLIDA BEUC (The EuropeanConsumers organisation) published an open letterasking ldquoto deliver an ambitious copyright reformthat is fit for purpose in the digital environment

and that upholds and strengthens principles such as the limitation of intermediariesliability rights of citizens to freedom of communication and access to knowledgerdquo(accessible on EBLIDArsquos website at httpwwweblidaorgnewsreformingshycopyrightshylawhtml)

Andrus Ansip ViceshyPresident of the European Commission responded on 27 Apriloutlining that the measures to be considered in 2016 ldquoaim to fulfil several objectivesincluding measures aiming at widening access to content to EU consumers modernisingcopyright exceptions and achieving a wellshyfunctioning marketplace for copyright This willallow us to ensure that EU copyright rules enable all market players and citizens to seizethe opportunities of the digital environment in which we are evolvingrdquo and open the door

for further discussion

Demystifying TDM in a Copyright context

Text and Data Mining (TDM) is the ability of computers to read (process) large amount ofdata for analysing purposes

It was an interesting panel discussion with experts from the fields ranging fromresearchers to representatives from startshyups and from data journalists to EUCommission policyshymakers and experts

The panel covered a broad area of topics and demonstrated the increasing use of dataanalysis technology in the daily lives of citizens There seemed to be a general consensus among the panellists and broadly among theaudience that TDM should be preserved from copyright restrictions The Commission in the framework of copyright reform is currently exploring the potentialof a TDM exception The UK is at present the only country that has enacted a TDMexception with other countries such as France or Germany are considering introducingone Therefore in light of the Communication of the Commission regarding furtherharmonisation of certain exceptions related to education and knowledge the Commissionis looking at a TDM exception restricted to public interest research organisation This clause seemed to pose as a problem for most of the panellists in the sense thatsince public interest research organisations limit the use of the exception to a handful of

authoritative structures eg universities but not to private individuals or organisationswho could in practice ensure public interest missions

An analytical review of text and data mining practices and approaches in EuropePolicy recommendations in view of the upcoming copyright legislative proposalOpen Forum Europe paper by Diana Cocoru and Mirko Boehm A few days after the event OFE published a paper entitled An analytical review of textand data mining practices and approaches in Europe Policy recommendations in view ofthe upcoming copyright legislative proposalrdquo This paper highlights the below conclusions

The Commission needs to provide coherence and harmonisation for TDM acrossEurope through a regulatory intervention proportional to the benefits of TDM andthe costs of nonshyinterventionThe Commission should aim to achieve coherence in the legal provisions which itseeks to apply to TDM with no consideration of lsquocommercialrsquo versus lsquononshycommercialrsquo purposes Europe needs a regime which enables any researchercitizen company or other entity to engage in TDM activities using material to whichthey have lawful access The exact commercial rewards can be managed atsubsequent stages depending on the implementation of the mining outcome Theprotection could be considered at the point at which some clearly commerciallybeneficial project product service business or company has emergedA generalised exception for TDM represents the needed liberalised approachallowing everyone to decide what to do with their content Many voices echo thefact that licences are not an alternative to a mandatory exceptionBeing aware that publishers do not always push for a licensing approach purely outof a desire to maximise the royalties that they receive but also fears of overloading(or even blocking) the publisherrsquos website or other servers as a consequence ofhaving allowed too much traffic a balance should be found between the measuresimposed by publishers to avoid websiteserver overload or piracy and the actualneeds of the minersEven if TDM is to be allowed through a generalised exception APIs will still beneeded to do the actual mining Trusted third party platforms could provide a middleground where publishers feel more confident that their content is not about to bemisappropriated and where miners feel they can engage in TDM without theirproject being put at risk of plagiarism or other sharp practiceIn order to be sustainable and to avoid the need for future legislative updates theprovision should be drafted in neutral terms sufficient to withstand the passage oftime and likely evolution of the associated technology

Bringing all stakeholders around the table appeared to be something necessary in view ofthe legislative decisionshymaking process not least because there remains a degree ofmistrust between some publishers and some researchers Sometimes the presence of

diverging interests can motivate such tension but in other cases there can indeed befactors or aspects to which one category of stakeholder rightfully points but which arenot always foreseeable or even obvious for other categories of stakeholder

PL2020 Advocacy LabThe PL2020 AdvocacyLab gathered LibraryDirectors andAdvocates from all overEurope working togetheron the best way to raiseawareness on libraryand library activities

During their intensive 24hour meeting the library advocates dug into the topics of changing policyshymakersperceptions about libraries increasing the visibility of libraries participating at EU eventsaddressed current key issues on the European Agenda such as literacy and copyright

Libraries are fighting for public not commercialinterests shy a response from the LibraryCommunity to comments at the InternationalPublishers Congress 2016In response to the reports of The Bookseller and Publishers Weekly from Hachette LivreCEO Arnaud Nourrys declaration at this years International Publishers CongressEBLIDA has coshysigned a letter rejecting entirely the argument that libraries are proxies forthe commercial sector Together with the library community publishers and others areinvited to work together to pass limited but necessary reforms to copyright These willstrengthen the legal base on which librarians rely in order to fulfil their missions at a localEuropean and global level

The letter (also accessible at httpwwweblidaorgnewstheshylibraryshycommunityhtml)sent on 13 April 2016 reads as follows Dear Sir It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries atthe International Publishersrsquo Congress this week as reported in The Bookseller and inPublishers Weekly In particular we the library community reject entirely the argumentthat we are proxies for the commercial sector If libraries are for profit it is for the profit ofhuman development Libraries have a proud tradition of independence We are there to protect and promote theinterests of our users ndash citizens creators students ndash rather than shareholdersMoreover libraries are specifically designated worldwide as institutions necessary forserving the global public interest for a nonshycommercial purpose as we have alreadystated many times at WIPO and elsewhere We go about our work for no direct or indirecteconomic gain Libraries support a balanced copyright system where everyone has access to informationand creativity and authors are fairly rewarded Authors themselves regularly underlinetheir own support for libraries as places to research raise awareness of their work andbuild a reading culture It goes without saying that publishers benefit from the vibrantcreative economy that we nurture as well as the billions spent by libraries every year ontheir output Indeed we have long argued that what holds libraries and their users back in this regardis rather the tangled and opaque web of laws contracts and licenses that prevails todayWhere exceptions and limitations exist they are restricted and often overridden bycontract terms or other means And even when this does not happen uneven applicationhinders access to information across borders It is for that reason that we are calling for limited reforms which will strengthen the legalbase on which libraries operate both within our local communities and increasinglyglobally Librarians are trained professionals and careful in respecting the law To fulfiltheir missions at a national European and international level they need a core of basicenforceable exceptions and limitations suited to the digital age and the opportunities thiscreates This would hardly represent the lsquovast exceptionsrsquo Mr Nourry cites We look forward to working further in partnership with publishers the EuropeanCommission WIPO and its member states to achieve this If we do as Mr Nourry himselfhopes the best may well still be yet to come Yours faithfully

The Library and Archive Delegation at WIPOSCCR32 Geneva ndash 09 to 13 May 2016

During the 32nd session of the Standing Committee onCopyright and Related Rights (SCCR) of the WorldIntellectual Property Organisation (WIPO) in Genevathe library and archive delegation was composed of 14people from all over the world On Wednesday 11 IFLA organised an event to inform

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

The French Institute for Civil Servants training future heads oflibraries in France proposed for the first time a dedicated one weekprogramme focussing on Europe The programme included anoverview of EBLIDArsquos activities with a perspective on the legislativeagenda in relation to libraries a presentation of public libraries inSpain by Concha Vilarintildeo Periaacutentildeez and of the library policy of

EBLIDA Director took part in the meeting of IFLArsquos copyright and otherlegal matters in The Hague on 14 and 15 April During the meetinginformation was exchanged on the activities related to copyright at globaland European level and to actively followshyup on the WIPO agenda

Library Advocacy for EU ndash Data CollectionFurther to the presentation of our needs in terms ofnonshyformal and informal learning in public librariesin Europe as brilliantly presented by KristīnePabērza (President of the Library Association of

Latvia) during the work session The Butterfly Effect during our annual Conference we areproud to announce that we will soon contact our members and we will need yourresponses for this to be a success

After the successful pilot in Latvia we now need to expand the survey at the Europeanlevel

We need a minimum number of answers to make this survey valid and we will need ourfellow librarianrsquos help to translate the survey into your national language so that ourresults can be effective Together with your help in a short period of time (by the end of June) we hope to beable to demonstrate that local libraries all over Europe offer many varied services to theircommunities We believe that concrete statistics and results will engage the interest ofpolicyshymakers and will give an additional opportunity to put libraries on the agenda of theEuropean instructions Be prepared to receive an email from us with some information to fill

The Conference Dinner took place in glorious warmsunshine on Scheveningen beach and we saw manynew and not so new faces The sunset was idyllic andset the scene for a wonderful evening together ahead ofthe big day on Tuesday

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

EU Commissionrsquos response to the Joint Openletter on Copyright reform

Thursday 7 April together with 29 organisationsamong which EBLIDA BEUC (The EuropeanConsumers organisation) published an open letterasking ldquoto deliver an ambitious copyright reformthat is fit for purpose in the digital environment

and that upholds and strengthens principles such as the limitation of intermediariesliability rights of citizens to freedom of communication and access to knowledgerdquo(accessible on EBLIDArsquos website at httpwwweblidaorgnewsreformingshycopyrightshylawhtml)

Andrus Ansip ViceshyPresident of the European Commission responded on 27 Apriloutlining that the measures to be considered in 2016 ldquoaim to fulfil several objectivesincluding measures aiming at widening access to content to EU consumers modernisingcopyright exceptions and achieving a wellshyfunctioning marketplace for copyright This willallow us to ensure that EU copyright rules enable all market players and citizens to seizethe opportunities of the digital environment in which we are evolvingrdquo and open the door

for further discussion

Demystifying TDM in a Copyright context

Text and Data Mining (TDM) is the ability of computers to read (process) large amount ofdata for analysing purposes

It was an interesting panel discussion with experts from the fields ranging fromresearchers to representatives from startshyups and from data journalists to EUCommission policyshymakers and experts

The panel covered a broad area of topics and demonstrated the increasing use of dataanalysis technology in the daily lives of citizens There seemed to be a general consensus among the panellists and broadly among theaudience that TDM should be preserved from copyright restrictions The Commission in the framework of copyright reform is currently exploring the potentialof a TDM exception The UK is at present the only country that has enacted a TDMexception with other countries such as France or Germany are considering introducingone Therefore in light of the Communication of the Commission regarding furtherharmonisation of certain exceptions related to education and knowledge the Commissionis looking at a TDM exception restricted to public interest research organisation This clause seemed to pose as a problem for most of the panellists in the sense thatsince public interest research organisations limit the use of the exception to a handful of

authoritative structures eg universities but not to private individuals or organisationswho could in practice ensure public interest missions

An analytical review of text and data mining practices and approaches in EuropePolicy recommendations in view of the upcoming copyright legislative proposalOpen Forum Europe paper by Diana Cocoru and Mirko Boehm A few days after the event OFE published a paper entitled An analytical review of textand data mining practices and approaches in Europe Policy recommendations in view ofthe upcoming copyright legislative proposalrdquo This paper highlights the below conclusions

The Commission needs to provide coherence and harmonisation for TDM acrossEurope through a regulatory intervention proportional to the benefits of TDM andthe costs of nonshyinterventionThe Commission should aim to achieve coherence in the legal provisions which itseeks to apply to TDM with no consideration of lsquocommercialrsquo versus lsquononshycommercialrsquo purposes Europe needs a regime which enables any researchercitizen company or other entity to engage in TDM activities using material to whichthey have lawful access The exact commercial rewards can be managed atsubsequent stages depending on the implementation of the mining outcome Theprotection could be considered at the point at which some clearly commerciallybeneficial project product service business or company has emergedA generalised exception for TDM represents the needed liberalised approachallowing everyone to decide what to do with their content Many voices echo thefact that licences are not an alternative to a mandatory exceptionBeing aware that publishers do not always push for a licensing approach purely outof a desire to maximise the royalties that they receive but also fears of overloading(or even blocking) the publisherrsquos website or other servers as a consequence ofhaving allowed too much traffic a balance should be found between the measuresimposed by publishers to avoid websiteserver overload or piracy and the actualneeds of the minersEven if TDM is to be allowed through a generalised exception APIs will still beneeded to do the actual mining Trusted third party platforms could provide a middleground where publishers feel more confident that their content is not about to bemisappropriated and where miners feel they can engage in TDM without theirproject being put at risk of plagiarism or other sharp practiceIn order to be sustainable and to avoid the need for future legislative updates theprovision should be drafted in neutral terms sufficient to withstand the passage oftime and likely evolution of the associated technology

Bringing all stakeholders around the table appeared to be something necessary in view ofthe legislative decisionshymaking process not least because there remains a degree ofmistrust between some publishers and some researchers Sometimes the presence of

diverging interests can motivate such tension but in other cases there can indeed befactors or aspects to which one category of stakeholder rightfully points but which arenot always foreseeable or even obvious for other categories of stakeholder

PL2020 Advocacy LabThe PL2020 AdvocacyLab gathered LibraryDirectors andAdvocates from all overEurope working togetheron the best way to raiseawareness on libraryand library activities

During their intensive 24hour meeting the library advocates dug into the topics of changing policyshymakersperceptions about libraries increasing the visibility of libraries participating at EU eventsaddressed current key issues on the European Agenda such as literacy and copyright

Libraries are fighting for public not commercialinterests shy a response from the LibraryCommunity to comments at the InternationalPublishers Congress 2016In response to the reports of The Bookseller and Publishers Weekly from Hachette LivreCEO Arnaud Nourrys declaration at this years International Publishers CongressEBLIDA has coshysigned a letter rejecting entirely the argument that libraries are proxies forthe commercial sector Together with the library community publishers and others areinvited to work together to pass limited but necessary reforms to copyright These willstrengthen the legal base on which librarians rely in order to fulfil their missions at a localEuropean and global level

The letter (also accessible at httpwwweblidaorgnewstheshylibraryshycommunityhtml)sent on 13 April 2016 reads as follows Dear Sir It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries atthe International Publishersrsquo Congress this week as reported in The Bookseller and inPublishers Weekly In particular we the library community reject entirely the argumentthat we are proxies for the commercial sector If libraries are for profit it is for the profit ofhuman development Libraries have a proud tradition of independence We are there to protect and promote theinterests of our users ndash citizens creators students ndash rather than shareholdersMoreover libraries are specifically designated worldwide as institutions necessary forserving the global public interest for a nonshycommercial purpose as we have alreadystated many times at WIPO and elsewhere We go about our work for no direct or indirecteconomic gain Libraries support a balanced copyright system where everyone has access to informationand creativity and authors are fairly rewarded Authors themselves regularly underlinetheir own support for libraries as places to research raise awareness of their work andbuild a reading culture It goes without saying that publishers benefit from the vibrantcreative economy that we nurture as well as the billions spent by libraries every year ontheir output Indeed we have long argued that what holds libraries and their users back in this regardis rather the tangled and opaque web of laws contracts and licenses that prevails todayWhere exceptions and limitations exist they are restricted and often overridden bycontract terms or other means And even when this does not happen uneven applicationhinders access to information across borders It is for that reason that we are calling for limited reforms which will strengthen the legalbase on which libraries operate both within our local communities and increasinglyglobally Librarians are trained professionals and careful in respecting the law To fulfiltheir missions at a national European and international level they need a core of basicenforceable exceptions and limitations suited to the digital age and the opportunities thiscreates This would hardly represent the lsquovast exceptionsrsquo Mr Nourry cites We look forward to working further in partnership with publishers the EuropeanCommission WIPO and its member states to achieve this If we do as Mr Nourry himselfhopes the best may well still be yet to come Yours faithfully

During the 32nd session of the Standing Committee onCopyright and Related Rights (SCCR) of the WorldIntellectual Property Organisation (WIPO) in Genevathe library and archive delegation was composed of 14people from all over the world On Wednesday 11 IFLA organised an event to inform

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

Bringing all stakeholders around the table appeared to be something necessary in view ofthe legislative decisionshymaking process not least because there remains a degree ofmistrust between some publishers and some researchers Sometimes the presence of

diverging interests can motivate such tension but in other cases there can indeed befactors or aspects to which one category of stakeholder rightfully points but which arenot always foreseeable or even obvious for other categories of stakeholder

The letter (also accessible at httpwwweblidaorgnewstheshylibraryshycommunityhtml)sent on 13 April 2016 reads as follows Dear Sir It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries atthe International Publishersrsquo Congress this week as reported in The Bookseller and inPublishers Weekly In particular we the library community reject entirely the argumentthat we are proxies for the commercial sector If libraries are for profit it is for the profit ofhuman development Libraries have a proud tradition of independence We are there to protect and promote theinterests of our users ndash citizens creators students ndash rather than shareholdersMoreover libraries are specifically designated worldwide as institutions necessary forserving the global public interest for a nonshycommercial purpose as we have alreadystated many times at WIPO and elsewhere We go about our work for no direct or indirecteconomic gain Libraries support a balanced copyright system where everyone has access to informationand creativity and authors are fairly rewarded Authors themselves regularly underlinetheir own support for libraries as places to research raise awareness of their work andbuild a reading culture It goes without saying that publishers benefit from the vibrantcreative economy that we nurture as well as the billions spent by libraries every year ontheir output Indeed we have long argued that what holds libraries and their users back in this regardis rather the tangled and opaque web of laws contracts and licenses that prevails todayWhere exceptions and limitations exist they are restricted and often overridden bycontract terms or other means And even when this does not happen uneven applicationhinders access to information across borders It is for that reason that we are calling for limited reforms which will strengthen the legalbase on which libraries operate both within our local communities and increasinglyglobally Librarians are trained professionals and careful in respecting the law To fulfiltheir missions at a national European and international level they need a core of basicenforceable exceptions and limitations suited to the digital age and the opportunities thiscreates This would hardly represent the lsquovast exceptionsrsquo Mr Nourry cites We look forward to working further in partnership with publishers the EuropeanCommission WIPO and its member states to achieve this If we do as Mr Nourry himselfhopes the best may well still be yet to come Yours faithfully

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

Demystifying TDM in a Copyright context

Text and Data Mining (TDM) is the ability of computers to read (process) large amount ofdata for analysing purposes

It was an interesting panel discussion with experts from the fields ranging fromresearchers to representatives from startshyups and from data journalists to EUCommission policyshymakers and experts

The panel covered a broad area of topics and demonstrated the increasing use of dataanalysis technology in the daily lives of citizens There seemed to be a general consensus among the panellists and broadly among theaudience that TDM should be preserved from copyright restrictions The Commission in the framework of copyright reform is currently exploring the potentialof a TDM exception The UK is at present the only country that has enacted a TDMexception with other countries such as France or Germany are considering introducingone Therefore in light of the Communication of the Commission regarding furtherharmonisation of certain exceptions related to education and knowledge the Commissionis looking at a TDM exception restricted to public interest research organisation This clause seemed to pose as a problem for most of the panellists in the sense thatsince public interest research organisations limit the use of the exception to a handful of

authoritative structures eg universities but not to private individuals or organisationswho could in practice ensure public interest missions

Latvia) during the work session The Butterfly Effect during our annual Conference we areproud to announce that we will soon contact our members and we will need yourresponses for this to be a success

After the successful pilot in Latvia we now need to expand the survey at the Europeanlevel

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

An analytical review of text and data mining practices and approaches in EuropePolicy recommendations in view of the upcoming copyright legislative proposalOpen Forum Europe paper by Diana Cocoru and Mirko Boehm A few days after the event OFE published a paper entitled An analytical review of textand data mining practices and approaches in Europe Policy recommendations in view ofthe upcoming copyright legislative proposalrdquo This paper highlights the below conclusions

The Commission needs to provide coherence and harmonisation for TDM acrossEurope through a regulatory intervention proportional to the benefits of TDM andthe costs of nonshyinterventionThe Commission should aim to achieve coherence in the legal provisions which itseeks to apply to TDM with no consideration of lsquocommercialrsquo versus lsquononshycommercialrsquo purposes Europe needs a regime which enables any researchercitizen company or other entity to engage in TDM activities using material to whichthey have lawful access The exact commercial rewards can be managed atsubsequent stages depending on the implementation of the mining outcome Theprotection could be considered at the point at which some clearly commerciallybeneficial project product service business or company has emergedA generalised exception for TDM represents the needed liberalised approachallowing everyone to decide what to do with their content Many voices echo thefact that licences are not an alternative to a mandatory exceptionBeing aware that publishers do not always push for a licensing approach purely outof a desire to maximise the royalties that they receive but also fears of overloading(or even blocking) the publisherrsquos website or other servers as a consequence ofhaving allowed too much traffic a balance should be found between the measuresimposed by publishers to avoid websiteserver overload or piracy and the actualneeds of the minersEven if TDM is to be allowed through a generalised exception APIs will still beneeded to do the actual mining Trusted third party platforms could provide a middleground where publishers feel more confident that their content is not about to bemisappropriated and where miners feel they can engage in TDM without theirproject being put at risk of plagiarism or other sharp practiceIn order to be sustainable and to avoid the need for future legislative updates theprovision should be drafted in neutral terms sufficient to withstand the passage oftime and likely evolution of the associated technology

Bringing all stakeholders around the table appeared to be something necessary in view ofthe legislative decisionshymaking process not least because there remains a degree ofmistrust between some publishers and some researchers Sometimes the presence of

diverging interests can motivate such tension but in other cases there can indeed befactors or aspects to which one category of stakeholder rightfully points but which arenot always foreseeable or even obvious for other categories of stakeholder

PL2020 Advocacy LabThe PL2020 AdvocacyLab gathered LibraryDirectors andAdvocates from all overEurope working togetheron the best way to raiseawareness on libraryand library activities

During their intensive 24hour meeting the library advocates dug into the topics of changing policyshymakersperceptions about libraries increasing the visibility of libraries participating at EU eventsaddressed current key issues on the European Agenda such as literacy and copyright

Libraries are fighting for public not commercialinterests shy a response from the LibraryCommunity to comments at the InternationalPublishers Congress 2016In response to the reports of The Bookseller and Publishers Weekly from Hachette LivreCEO Arnaud Nourrys declaration at this years International Publishers CongressEBLIDA has coshysigned a letter rejecting entirely the argument that libraries are proxies forthe commercial sector Together with the library community publishers and others areinvited to work together to pass limited but necessary reforms to copyright These willstrengthen the legal base on which librarians rely in order to fulfil their missions at a localEuropean and global level

The letter (also accessible at httpwwweblidaorgnewstheshylibraryshycommunityhtml)sent on 13 April 2016 reads as follows Dear Sir It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries atthe International Publishersrsquo Congress this week as reported in The Bookseller and inPublishers Weekly In particular we the library community reject entirely the argumentthat we are proxies for the commercial sector If libraries are for profit it is for the profit ofhuman development Libraries have a proud tradition of independence We are there to protect and promote theinterests of our users ndash citizens creators students ndash rather than shareholdersMoreover libraries are specifically designated worldwide as institutions necessary forserving the global public interest for a nonshycommercial purpose as we have alreadystated many times at WIPO and elsewhere We go about our work for no direct or indirecteconomic gain Libraries support a balanced copyright system where everyone has access to informationand creativity and authors are fairly rewarded Authors themselves regularly underlinetheir own support for libraries as places to research raise awareness of their work andbuild a reading culture It goes without saying that publishers benefit from the vibrantcreative economy that we nurture as well as the billions spent by libraries every year ontheir output Indeed we have long argued that what holds libraries and their users back in this regardis rather the tangled and opaque web of laws contracts and licenses that prevails todayWhere exceptions and limitations exist they are restricted and often overridden bycontract terms or other means And even when this does not happen uneven applicationhinders access to information across borders It is for that reason that we are calling for limited reforms which will strengthen the legalbase on which libraries operate both within our local communities and increasinglyglobally Librarians are trained professionals and careful in respecting the law To fulfiltheir missions at a national European and international level they need a core of basicenforceable exceptions and limitations suited to the digital age and the opportunities thiscreates This would hardly represent the lsquovast exceptionsrsquo Mr Nourry cites We look forward to working further in partnership with publishers the EuropeanCommission WIPO and its member states to achieve this If we do as Mr Nourry himselfhopes the best may well still be yet to come Yours faithfully

During the 32nd session of the Standing Committee onCopyright and Related Rights (SCCR) of the WorldIntellectual Property Organisation (WIPO) in Genevathe library and archive delegation was composed of 14people from all over the world On Wednesday 11 IFLA organised an event to inform

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

PL2020 Advocacy LabThe PL2020 AdvocacyLab gathered LibraryDirectors andAdvocates from all overEurope working togetheron the best way to raiseawareness on libraryand library activities

During their intensive 24hour meeting the library advocates dug into the topics of changing policyshymakersperceptions about libraries increasing the visibility of libraries participating at EU eventsaddressed current key issues on the European Agenda such as literacy and copyright

Libraries are fighting for public not commercialinterests shy a response from the LibraryCommunity to comments at the InternationalPublishers Congress 2016In response to the reports of The Bookseller and Publishers Weekly from Hachette LivreCEO Arnaud Nourrys declaration at this years International Publishers CongressEBLIDA has coshysigned a letter rejecting entirely the argument that libraries are proxies forthe commercial sector Together with the library community publishers and others areinvited to work together to pass limited but necessary reforms to copyright These willstrengthen the legal base on which librarians rely in order to fulfil their missions at a localEuropean and global level

The letter (also accessible at httpwwweblidaorgnewstheshylibraryshycommunityhtml)sent on 13 April 2016 reads as follows Dear Sir It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries atthe International Publishersrsquo Congress this week as reported in The Bookseller and inPublishers Weekly In particular we the library community reject entirely the argumentthat we are proxies for the commercial sector If libraries are for profit it is for the profit ofhuman development Libraries have a proud tradition of independence We are there to protect and promote theinterests of our users ndash citizens creators students ndash rather than shareholdersMoreover libraries are specifically designated worldwide as institutions necessary forserving the global public interest for a nonshycommercial purpose as we have alreadystated many times at WIPO and elsewhere We go about our work for no direct or indirecteconomic gain Libraries support a balanced copyright system where everyone has access to informationand creativity and authors are fairly rewarded Authors themselves regularly underlinetheir own support for libraries as places to research raise awareness of their work andbuild a reading culture It goes without saying that publishers benefit from the vibrantcreative economy that we nurture as well as the billions spent by libraries every year ontheir output Indeed we have long argued that what holds libraries and their users back in this regardis rather the tangled and opaque web of laws contracts and licenses that prevails todayWhere exceptions and limitations exist they are restricted and often overridden bycontract terms or other means And even when this does not happen uneven applicationhinders access to information across borders It is for that reason that we are calling for limited reforms which will strengthen the legalbase on which libraries operate both within our local communities and increasinglyglobally Librarians are trained professionals and careful in respecting the law To fulfiltheir missions at a national European and international level they need a core of basicenforceable exceptions and limitations suited to the digital age and the opportunities thiscreates This would hardly represent the lsquovast exceptionsrsquo Mr Nourry cites We look forward to working further in partnership with publishers the EuropeanCommission WIPO and its member states to achieve this If we do as Mr Nourry himselfhopes the best may well still be yet to come Yours faithfully

The Library and Archive Delegation at WIPOSCCR32 Geneva ndash 09 to 13 May 2016

During the 32nd session of the Standing Committee onCopyright and Related Rights (SCCR) of the WorldIntellectual Property Organisation (WIPO) in Genevathe library and archive delegation was composed of 14people from all over the world On Wednesday 11 IFLA organised an event to inform

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

Latvia) during the work session The Butterfly Effect during our annual Conference we areproud to announce that we will soon contact our members and we will need yourresponses for this to be a success

After the successful pilot in Latvia we now need to expand the survey at the Europeanlevel

We need a minimum number of answers to make this survey valid and we will need ourfellow librarianrsquos help to translate the survey into your national language so that ourresults can be effective Together with your help in a short period of time (by the end of June) we hope to beable to demonstrate that local libraries all over Europe offer many varied services to theircommunities We believe that concrete statistics and results will engage the interest ofpolicyshymakers and will give an additional opportunity to put libraries on the agenda of theEuropean instructions Be prepared to receive an email from us with some information to fill

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

The Library and Archive Delegation at WIPOSCCR32 Geneva ndash 09 to 13 May 2016

During the 32nd session of the Standing Committee onCopyright and Related Rights (SCCR) of the WorldIntellectual Property Organisation (WIPO) in Genevathe library and archive delegation was composed of 14people from all over the world On Wednesday 11 IFLA organised an event to inform

WIPO delegates (a sideshyevent) titled Shelves to Servers Digital content in Libraries andArchives The event featured speakers from Canada Victoria Owen Scotland VictoriaStobo and Uruguay Alicia Ocaso All 3 speakers made the case that licensing is not theanswer to the issues libraries and archives are currently facing The event was wellattended and is helping libraries and archives in their work of setting minimum norms forlibraries and archives worldwide

Thursday 12 May was the Library day with Exceptions and limitation on the Agenda

Thanks to the large delegation it was possible to provide substantial content to the WIPOdelegates on the 3 topics of parallel importation crossshyborder uses and orphan worksretracted and withdrawn works and out of commerce works

The French Institute for Civil Servants training future heads oflibraries in France proposed for the first time a dedicated one weekprogramme focussing on Europe The programme included anoverview of EBLIDArsquos activities with a perspective on the legislativeagenda in relation to libraries a presentation of public libraries inSpain by Concha Vilarintildeo Periaacutentildeez and of the library policy of

Stockholm by Inga Lunden

The second day included a presentation of crossshyborder activities in the field of literaturefollowed by a presentation of the French Library Association International Activities and avisit and presentation of the Council of Europe agenda The rest of the week was devotedto a study trip in the Netherlands and Germany

EBLIDArsquos participation at the CLM Midshytermmeeting

EBLIDA Director took part in the meeting of IFLArsquos copyright and otherlegal matters in The Hague on 14 and 15 April During the meetinginformation was exchanged on the activities related to copyright at globaland European level and to actively followshyup on the WIPO agenda

Library Advocacy for EU ndash Data CollectionFurther to the presentation of our needs in terms ofnonshyformal and informal learning in public librariesin Europe as brilliantly presented by KristīnePabērza (President of the Library Association of

Latvia) during the work session The Butterfly Effect during our annual Conference we areproud to announce that we will soon contact our members and we will need yourresponses for this to be a success

After the successful pilot in Latvia we now need to expand the survey at the Europeanlevel

We need a minimum number of answers to make this survey valid and we will need ourfellow librarianrsquos help to translate the survey into your national language so that ourresults can be effective Together with your help in a short period of time (by the end of June) we hope to beable to demonstrate that local libraries all over Europe offer many varied services to theircommunities We believe that concrete statistics and results will engage the interest ofpolicyshymakers and will give an additional opportunity to put libraries on the agenda of theEuropean instructions Be prepared to receive an email from us with some information to fill

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe

EBLIDArsquos participation at the CLM Midshytermmeeting

EBLIDA Director took part in the meeting of IFLArsquos copyright and otherlegal matters in The Hague on 14 and 15 April During the meetinginformation was exchanged on the activities related to copyright at globaland European level and to actively followshyup on the WIPO agenda

Library Advocacy for EU ndash Data CollectionFurther to the presentation of our needs in terms ofnonshyformal and informal learning in public librariesin Europe as brilliantly presented by KristīnePabērza (President of the Library Association of

Latvia) during the work session The Butterfly Effect during our annual Conference we areproud to announce that we will soon contact our members and we will need yourresponses for this to be a success

After the successful pilot in Latvia we now need to expand the survey at the Europeanlevel

We need a minimum number of answers to make this survey valid and we will need ourfellow librarianrsquos help to translate the survey into your national language so that ourresults can be effective Together with your help in a short period of time (by the end of June) we hope to beable to demonstrate that local libraries all over Europe offer many varied services to theircommunities We believe that concrete statistics and results will engage the interest ofpolicyshymakers and will give an additional opportunity to put libraries on the agenda of theEuropean instructions Be prepared to receive an email from us with some information to fill

The Council meeting was hosted in the Public Library ofthe Hague thanks to EBLIDA Executive Committeemember Charles Noordam for the ideal venue and forthe hospitalityThe meeting itself went off without a glitch and we werehappy with the turnout of 34 members The atmospherewas friendly and the discussions were interesting

Reception offered by the City of The Hague

The council attendants joined by the NAPLE membersthen had the opportunity to network and chat with eachother over a very nice reception thanks to the City ofThe Hague

The Conference Dinner took place in glorious warmsunshine on Scheveningen beach and we saw manynew and not so new faces The sunset was idyllic andset the scene for a wonderful evening together ahead ofthe big day on Tuesday

2016 Conference ldquoEmpowering Europe Libraries opening up new perspectivesrdquo Libraries empowering EuropeOn 9 and 10 May 2016 the most important annual European library gathering took place

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

in The Hague World Library Capital Directors and Presidents of major European libraries and associations as well as policyshymakers and representatives of ministries joined on the topic of ldquoEmpowering EuropeLibraries opening up new perspectivesrdquo Over 90 participants from all over Europe addressed the cuttingshyedge issues aroundlibraries in a European environment in the context of civic participation library advocacyand open access Inspired by the EUshypresidency themes especially the Unionrsquos aim to empower andprotect all citizens the programme addressed librariesrsquo actual topics and concerns aboutopening up libraries to the outside world especially in relation to jobs and growth asmentioned in the opening speeches

Dimitris Protopsaltou (Chief Operating OfficerStavros Niarchos Foundation Cultural Centre Greece)explained how libraries open up new perspectives bytaking Greece as an exampleMr Protopsaltou described the network of innovativelibraries that has been developed in recent yearsculminating in the creation of the soon to be opened

Ilona Kish (Programme Director Public Libraries 2020Brussels Belgium) talked the audience through how toincrease influence at the European Parliament andintroduced a toolkit on helping to change perceptionsabout libraries in Europe

The conference worked on a policy for supporting civicparticipation in the social cultural scientific anddemocratic fields Libraries with science cafeacutes digitalliteracy workshops and tailor made courses areevolving into informal learning hubs which help citizensto add meaning to their lives

Participants exchanged with models and best practices highlighting examples ofexcellence in modern library services What was clear from all perspectives is thatchange is needed not only in library professionalism and management but also in the

political perceptions about the role that libraries can play in daily life Regional cooperationin Portugal for instance shows that both mayors and library directors can cooperate foreffective public services What is needed for an empowered Europe is the possibility to connect public librarynetworks with national digital resources and open access to scientific content Thisenacts innovation and involves citizens in the design of the library and informationservices Participants perceived the outdated copyright framework as an obstacle to public access

and crossshyborder services 21st century citizens navigating crossshyborder offline andonline have high expectations of up to date sources of information The European challenge Research has shown that 24 million Europeans have participated in nonshyformal learningactivities in libraries while 46 million have accessed the Internet for the first time in alibrary 250000 people find new jobs by going online Libraries are invaluable to the 23million people who are currently unemployed on our continent Libraries are still one of the most frequented public spaces in our society They developand deliver innovative programmes and services That will be demonstrated during anexhibition to be hosted in the European Parliament in October during the EU Code Week EBLIDA and its partners NAPLE IFLA LIBER and PL2020 are working together towards practical solutions based on library experience and expertise All participants areencouraged to be real library ambassadors for a creative and empowered Europe While policy is still in the drafting stages libraries are already in the process of realisingconcrete projects which benefit all socioshyeconomic groups Activities in libraries which are based around children stimulates their interest in andengagement with culture and the sciences Some excellent examples of this weredemonstrated during the conference with examples from Greece the United Kingdom andCroatia Closer cooperation between different types of libraries universities and scienceinstitutions are taking place through open science Involved and committed citizens are the best ambassadors for effective public servicesand libraries are the very place where it is happening Every day throughout Europe
