The Presbytery of Ohio Valley Minutes of the Assembly Meeting at the Pyoca Camp, Conference, and Retreat Center - Brownstown, Indiana September 10, 2016 Elder Zack Ellison, Moderator Rev. Lawrence Jackman, Stated Clerk Call to Order The Assembly of the Presbytery of Ohio Valley was called to order and worship by Moderator Elder Zack Ellison at 10:00am. Opening Worship and Proclamation of the Word Rev. Felipe Martinez and Rev. Cindy Cushman led in the readings of the Word and Rev. Susan McGhee brought the preaching of the Word with the theme “Every time I take a step in the direction of generosity, I know I am moving from fear to love.” Rev. Kevin Fleming led the music. Greetings from the Host Pastor - The Rev. Jake Hofmeister, Exec. Dir. of Camp Pyoca Jake rose to welcome the Assembly to Camp PYOCA and invited the participants to take advantage of the facilities and the beauty of the Camp. He also invited the gathered to remain following the Assembly and attend a worship service and decommissioning of the Camp’s last two rustic cabins. Jake also invited Maggie, Mandy, and Andrea, staff members of Pyoca, to share what was valuable for them during the past summer camping season. Introductions, Quorum, Seating of Corresponding Members Formation of the Roll The roll was established by written registration. Minister members and Elder Commissioners were present (P), absent (A), or excused (E) as listed below. Stated Clerk’s Report -The Rev. Lawrence Jackman John Chironna, Jr. -- John Chironna became a member of our Presbytery in 1961. He, therefore, predated the Presbytery of Ohio Valley by a dozen years. In 1966 he was called by Terre Haute Central and became the pastor there. Thirty years later he retired—still in that same call. Rev. Chironna died on August 15 in Terre Haute still serving Central as Pastor Emeritus. John graduated from Bloomfield College in New Jersey and from Princeton Seminary. Following seminary his first call was to Upper Michigan in Mackinac Presbytery. He is remembered fondly by the membership in Central Church and by many agencies and organizations in the Terre Haute community where he served helping those organizations better serve the community through his board service and participation. John served in the Air National Guard as a Chaplain rising to the rank of Lt. Col. His service was with the unit attached to Hulman Field in Terre Haute. Overtures for Vote coming from the last General Assembly are available in detail through online resources. There will not be a hard copy publication this year. The only resource will be electronic. The following overtures will be before us for vote next spring:

The following link is to the “Book” of proposed amendments in electronic form. http://www.pcusa.org/resource/ga222-proposed-amendments-constitution/ Minutes Review The 2015 Minutes of the Presbytery were reviewed and approved, without exception, by the Synod of Lincoln Trails on August 17. Actual final approval comes with a formal action of Synod in its next stated meeting.��� Representation Balance-- The balance of Ruling Elders (to Teaching Elders) in the business of the presbytery continues to be very close to statistically even. We are required to assure that Teaching Elders not be over represented. Because the Presbytery has several CRE’s who count as Ruling Elders and not Teaching Elders, a number of churches with no pastor and a number of Ruling Elders who serve in roles that grant membership by reason of office, we do not have an issue with ministers being excessive in number. Evangelism & Congregational Witness Committee Report - The Rev. Katrina Pekich-Bundy, Moderator The committee has had some interesting ideas presented to them in thinking about new ways to worship and are excited by the creativity and energy behind these opportunities. The committee is here as a resource for individuals and for churches to help with evangelism or to think out loud about new ministry ideas. Committee members: Rev. Wes Kendall, Rev. Nancy Waters, Mick Finch, Rev. Mihee Kim-Kort, Rev. Katrina Pekich-Bundy (moderator) Report of the 222nd General Assembly of the Presbyterian Church (U.S.A.) Elder Jane Gore and Rev. John Erickson were invited to share their impressions of the 222nd GA held this summer at Portland, Oregon. Jane spoke of the two main overtures that had meaning for her – the return of the title “Minister of Word and Sacrament” for ordained Presbyterian pastors and the elimination of the requirement of the Sacrament of Baptism before sharing in the Sacrament of Holy Communion. John mentioned that the main overture that he appreciated was the passage of the Belhar Confession. Rev. Larry Jackman spoke further about “Confessional Statements” and their developments. His main point was that when we make a “clear and definitive confessional statement,” we “burn bridges and leave the past behind.” The Assembly then eyed a video describing the newly-adopted Belhar Confession. POV Mission Council Report -The Rev. Council met August 23, 2016, and took the following actions: Received reports of Presbytery officers, staff, and committee leadership

Approved the recommendation of the Congregational Mission and Vitality Committee to raise funds for a Jane Parker Huber Music Library at the International Center of Bethlehem. Approved a recommendation from the Committee on Ministry that Ruling Elder Dan Land be commissioned to pastoral service in and for Royal Oak Presbyterian Church, Vincennes. * Approved the recommendation of the Nominating Committee to elect Andrew Kort and David Lee as Teaching Elder Commissioners to the Synod of Lincoln Trails, Class of 2018; and Ruling Elder Mary McClellan to the Committee on Ministry, Class of 2017 * Appointed Teaching Elder David Crittenden (as moderator), Ruling Elder William Henderson, and Teaching Elder Catherine Knott to an Administrative Commission, charged to negotiate with the Session of Westminster Presbyterian Church a proposed settlement of all issues related to the separation of the congregation from the Presbytery of Ohio Valley and the PCUSA, be that by dismissal to another reformed body or dissolution of the congregation so that it may achieve a non-denominational status, and to bring a proposal to the Presbytery and/or Presbytery Council. The Commission may request of the Session all appropriate documents and information to assist it in its work, and may request from the Presbytery additional powers as needed. *

The asterisk* indicates that Council took this action as a commission of the presbytery. For Presbytery Action: It was m/s/c (Council) that per capita for 2017 be set at $31.50. Rev. David Crittenden rose to explain the overall per capita rates. He raised the concern that as a Presbytery, per capita is still not covering all of the Presbytery’s expenses which could be covered by per capita. Congregational Mission & Vitality Committee Report -The Rev. Scott Hill, Moderator The Congregational Mission and Vitality Committee is excited about two big Bethlehem-related projects: a POV trip to the International Center of Bethlehem (ICB) in 2017, and a music library at the Dar al-Kalima University College of Arts and Culture, to be named after Jane Parker Huber (after the money is raised for it). The Committee would like to see the POV partnership continue to broaden and deepen. The trip to the International Center of Bethlehem is March 8-17, 2017. Marietta Macy, Director of Children and Youth Ministry at First Presbyterian Church, Columbus, will lead the group. Marietta notes, The Partnership we share with the International Center of Bethlehem includes travel and seeing Bethlehem first hand removes the mystery of the important work being done there. The trip includes Jerusalem, Galilee, the Jordan River, the Mount of Olives, Shepherds’ Field, Church of All Nations, conversation with the Israeli

Committee Against House Demolitions and a trip to the Deheishe Refugee Camp. Dar al-Kalima, which is the name of the work in Bethlehem, includes a health and wellness program, an Academy, a University, a Guesthouse, classes for young and old, serving all the people of Bethlehem. The cost is $2895.00, including all tips, transfers, accommodations (dbl), many Accommodations are at the Guesthouse of the International Center of Bethlehem New Project Benefits Palestinian Partnership, Honors Jane Parker Huber As we celebrate ten years of partnership between the International Center of Bethlehem and the Presbytery of Ohio Valley, the committee is excited to announce a plan to name a music library at the Center’s Dar al-Kalima University College of Arts and Culture for the POV’s own Jane Parker Huber. As plans take shape for a Library and Media Center on campus, efforts are beginning here to raise $50,000 to support the next phase of this important source of hope and opportunity. Naming a music library for Jane Parker Huber would be a fitting way to honor her musical gifts to the greater church and her tireless work for peace and justice. Jane, an elder at the Hanover Presbyterian Church who died in 2008, is best known for her hymn texts—more than a dozen featured in Presbyterian hymnals and over 140 published, plus many others commissioned for congregations, groups and events. She played many leadership roles in Presbyterian Women, recognized as a “Valiant Woman” of Church Women United and a “Woman of Faith” of the PC(USA). Her column, “Ask Jane,” was a regular feature in Horizons Magazine. In addition, she served on the PC(USA)’s Council on Women and the Church; Joint Committee on Women; Social Justice and Peacemaking Ministry Unit; and the General Assembly Council. In the Preface to her book “A Singing Faith,” Jane says,

Faith is meant to be sung, and hymns are for the singing of it… Words that are sung, especially if they are sung repeatedly and enthusiastically, work their way into our subconscious and shape us in subtle ways, as well as giving us words and phrases that come quickly to mind when we ponder or articulate our faith…

A Library and Media Center is the next phase for the Dar al-Kalima University. Rev. Dr. Mitri Raheb, Pastor of Christmas Lutheran Church and President of the University, noted what a rich opportunity it would be for Dar al-Kalima students to have a Music Library and for it to be named in honor of Jane Parker Huber. The committee is excited to launch efforts throughout the PC(USA) and beyond to raise this money and support this work! Funds will be processed through the PC(USA) Foundation, which already works with the ICB and related institutions as part of the Positive Investment in Palestine program. Furthermore, any funds raised for this project will be matched, along with other contributions to the University Library and Media Center, by a grant from USAID’s American Schools and Hospitals Abroad program. Furthermore, any funds raised for this project will serve as part of a required match for a grant for the Library and Media Center recently awarded from USAID’s American Schools and Hospitals Abroad program.

Scott Hill then introduced Rev. Felipe Martinez who gave a congregational mission story from the First Presbyterian Church of Columbus, IN. Speak Out Several members rose to speak on a variety of subjects: Rev. Larry Jackman spoke of the difficulties for and resolution of a candidate under care trying to return to the US. from his home country. Beth Snyder spoke of a disaster preparedness conference especially for the women of the Presbytery and invited them to attend the conference in Danville, IL. Dick Poff spoke of matters of “titles” as they relate to his being a “Commissioned Ruling Elder of something”! Sara Dingman primarily came to share her love for Susan McGhee on behalf of the Synod and the other 7 EPs of the Synod upon the death of Susan’s mother. Sara also spoke of the joy of seeing POV folks at GA and of attending the Assemblies of the POV. She indicated appreciation of the seamless work of the POV. Peter Davies spoke of the 2nd annual High School Youth Festival to be held at Pyoca, Oct 7-9. John Erickson encouraged those assembled to make the pilgrimage trip to the Holy Land. Lunch The camp staff prepared and served their usual fine vittles for lunch. Rich conversation took place around the tables. Report of the Stated Clerk Nominating Committee – The Rev. Purpose of the Position: To fulfill the functions of the Stated Clerk of Presbytery as set forth in the Book of Order of the Presbyterian Church (U.S.A.) and other specific responsibilities as assigned by the Presbytery of Ohio Valley.

Council shall negotiate staffing and compensation for the sale of church property from the proceeds of such property.

FOR ACTION BY THE PRESBYTERY Minimum Compensation Standards for 2017: 1. It was m/s/c (COM) for an increase in minimum compensation standards for

salary and housing for 2017, as follows:

Minimum compensation for teaching elders working full-time would increase to $45,530 if there is no manse, and $35,023 if there is a manse. Minimum compensation for ruling elders commissioned to pastoral service working full-time would increase to $34,150 if there is no manse, and $26,269 if there is a manse.

2. AND the COM recommends no change in required study leave allowance, and it

will remain at $1200 annually.

Note that there will be an increase in BOP dues for 2017 from 35% to 36.5%.

PROFESSIONAL EXPENSES The following amounts will be made available to the minister, for reimbursement of professional expenses through the presentation of vouchers.

Vouchered Auto Mileage – Reimbursed at current IRS rate (Note: As of January 1, 2016, value is 54.0 cents/mi)

Continuing Education (cumulative over 3 years to sum of annual amounts) Minimum required for full-time pastor: $1200 (ordained clergy and CREs); however it is

strongly recommended that up to $2,000 be offered to cover 2 weeks of tuition, room and board, travel.

BOARD OF PENSIONS (BOP) BENEFIT PLAN Employing organizations will pay regularly in advance to the board responsible for benefits a sum equal to that requisite percent of effective salary (salary + housing or 30+% of salary, utilities, and any deferred compensation) which may be fixed by the General Assembly of the Presbyterian Church (USA) including pension, medical coverage, and death and disability benefits. The total BOP equals 36.5% for a full time pastor ($16,618) or Commissioned Ruling Elder ($12,465). [Note: for part-time pastors of 20 hrs or more, BOP contributions will vary between 31.5% and 50%.] For pastors working over 20 hours per week, who are not members of the Board of Pensions, a comparable amount will be paid to their denomination’s plan or other mutually-agreed-upon retirement program. OTHER MINIMIUM COMPENSATION

Occasional pulpit supply – for approved Teaching Elders, Commissioned Ruling Elders, Seminary Students, & Ruling Elders:

Report of the Executive Presbytery – The Rev. Susan McGhee Susan expressed her thankfulness for the POV’s sympathy upon the death of her mother. Susan reminded the Assembly that it was seven years ago that she was elected to the office of Executive Presbyter, and that one of her richest privileges is to pray for the people and needs of the Presbytery. She suggested that we all ask God four questions when we pray. (1) Who is it

New Business It was m/s/c (Davies) that the Stated Clerk contact congregations by written letter in a pastoral spirit to the congregations’ stated clerks to inquire about the sessions’ intent to fulfill their per capita commitment and thereby participate financially in the connectional nature of the Presbyterian Church (U.S.A.).
