The PowerPlant Park project The PowerPlant Park Project Following the standards for the cultivation of medical cannabis as found in Section 15.04.610.270 (“Medical Marijuana Uses”) of the city’s zoning guidelines, the principals of PowerPlant Park are building forty-four indoor hybrid greenhouse facilities and supporting buildings. These new low-rise structures would reside on 11.2 acres facing Richmond Parkway at Goodrick Avenue, with 300 ft. of shoreline looking out to Sausalito, Marin Headlands & Mt Tam. PowerPlant Park is the first "legal" Project that will offer local cultivators and cannabis investors as much as 180,000 sq. ft. of gross area - or 167,000 sq. ft. of growing area or “canopy” to allow for the cultivation of over 115,000 plants. Plants that will be tracked from “seed to sale” per industry best practices and new State guidelines for medical cannabis. The prefabricated greenhouse structures are engineered specifically for medical cannabis and are manufactured by the premier designer of hybrid greenhouses for agricultural production. These structures would be assembled on-site by local contractors. Each 4,000 sq. ft. unit would be built of steel and glass encompassing the latest in lighting and hydro technology for indoor growing. The entire property will be surrounded by a security fence designed with input from the city’s planning department. In addition, Jet-Protect - the provider of security for the neighboring solar farm - will be engaged to provide a twenty-four hour, centrally monitored security system to ensure the safety of PowerPlant Park’s employees, production facilities and the surrounding Richmond community. PowerPlant Park will be producing the highest grade of medical cannabis in the State of California, including many strains that have high CBD values for patients that do not prefer the psychoactive properties of THC. Today the top-shelf wholesale cannabis crop is valued at $2,000- $2500 per pound. Most of the cannabis processed at PowerPlant Park will largely be pre-sold through our caregiver network of licensed MMJ dispensaries and delivery services throughout Northern/Southern California. PowerPlant Park operations would only involve the cultivation of medical cannabis, with no retail sales component available to the public. All monetary payments between production and PowerPlants caregiver network will be transacted electronically so no cash will be found on the premises. PowerPlant’s Parks Enhancement of Small Business PowerPlant Park will offer our tenant farmers greenhouse space as small as 1,000 sq. ft. These smaller units would allow local and entry-level growers an opportunity to begin their businesses with a modest amount of capital. This opportunity in an agricultural community designed and operated solely for the development of medical cannabis. As such, there could be as many as 88 entrepreneurial MMJ growers operating at PowerPlant Park as either tenants or as investor/owners of their own state of the art hybrid greenhouse, (PowerPlant manages the cannabis production for the investor). There has been tremendous interest in the Park already and we forecast filling the space with no challenges at present.

Continuing, the viewer will travel through the entry gate, pass the security tower, tour "Tenant Hall" and enter our Hybrid Greenhouse. The Greenhouse is in full operation with all its sight/sounds, lights turning on and off, mature plants being swayed by the circulation of air, the hum of the fans and hydro systems. All PowerPlant Park applicants are provided 3D glasses that are inserted into his/her cell phone to watch the video. We will be attending the next two ArcView Forums, Palm Beach & Las Vegas. PowerPlant will be sponsoring one of the breakout sessions and doing a 20 minute presentation to hundreds of their investor Members, the 3D glasses will be on everyone’s seat before the event begins.

IN CLOSINGPowerPlants investors will have a meaningful dialogue with their fellow ArcView investors, having already invested $1.7M thus far. Along with our real estate broker, Larry West-land, our scientist, Carl Meuler believe that PowerPlant Park will attract many ArcView cultivators and investors alike.

REGULATORY AGENCIES, CUPPowerPlant Park is now on a glide path to receiving our Conditional Use Permit, (CUP) from the City of Richmond. On page 3 is the latest time-line that describes this CUPprocess in detail, including the anticipated 1st crop for our Tenants. The City Council in a recent vote unanimously approved medical cannabis after their recent vote to down-zone, (to Agriculture) 90 acres of Industrial Light land on the Richmond Waterfront. Based on this unanimous vote PowerPlant believes that we are 100% assured that indeed we will receive our CUP. PowerPlant Park was the only submitted Project at the time of the vote and still is. Also, the Mayors son Andrew Butt and their firm Interactive Resources are the lead architects on the PowerPlant Park Project. Our CEO and broker have now met with the entire City Counsel individually. For context a recent email from Council Member Gayle McLaughlin is copied on page 3. Gayle is the head of the Rich-mond Progressive Alliance, RPA) which includes 4 other Council Members and is the former Mayor of Richmond, now running for Lieutenant Governor. PowerPlant Park began Design Review & CUP approval with the City on May 17th; including submission of all architectural/civil drawings, environmental reports/studies and a security plan. Acopy of our submission is available once the reader has been approved for Membership.

FINANCIAL UPDATE PowerPlant Park currently receives $25,000-$50,000 per month from its investment group and has so for the past 18 months. This investment group plus company Pricipals has funded over $1,700,000 thus far that includes funding for operations, our consulting team, our submission to the City and purchase of our 11 acres of prime land on the Richmond Waterfront. PowerPlant Park will close escrow on the day we receive our CUP from the City of Richmond.

PowerPlant Park will allow even greater access to the development of unique MMJ strains that are in demand throughout PowerPlants caregiver network. The operations of the greenhouses will provide for sustainable, good paying jobs, ($25 per hour), from Richmond and surrounding communities. All licensed growers would of course be subject to the scrutiny and approval of the Richmond Police Department and State of California licensing process.

PowerPlant’s Financial Commitment to DatE

Since early-2017 PowerPlant has spent over $600,000 on property deposits, company expenses, drawings, studies from the top local consultants to ensure the best possible planning for an exemplary agriculture community in Richmond. It’s envisioned that not only would PowerPlant Park be in demand by locally licensed growers, but would also be seen by growers and other municipalities throughout the U. S. and Canada as a model facility for the production of the highest grade of medical cannabis.

Protection of the Environment and Surrounding Community

PowerPlant Park has planned for the following steps to ensure that its agricultural community is operating in the most efficient and environmentally sensitive way:

A private contractor would operate an employee commute-hour shuttle bus system betweenthe Park and the Richmond BART Station;

All electricity at the Park would be supplied by Marin Clean Energy; PowerPlant cultivation is preformed using a reservoir system; as part of the system one

reservoir collects any waste water and this minimal amount of water is recycled off-site; The only waste water running into the county’s sewer system would come from its on-site

café and employee bathrooms as MMJ plant refuse itself would be recycled off-site.

The security lighting illuminating the Park would be directed inwardly so there will be no distraction to drivers on Richmond Parkway or visually intrude upon nearby industrial and residential communities.

Projected Revenues Generated For Local Municipalities

The City of Richmond will earn significant income from the operations of PowerPlant Park. It is projected that starting in 2018 the City of Richmond will benefit from revenue sharing equal to $7,180,000. Furthermore, this revenue sharing does not include additional monies coming to the city via business licensing and other municipal fees and taxes on medical cannabis. To our knowledge there are no other planned projects in Northern California that will generate revenues to municipality such as PowerPlant Park is offering.
