• '(A) A percentage of the fair market value based on the Uniform Standards
• for Professional Appraisals Procedures, as determined by the Secretary.

• ''(C) A geographic cap, prescribed in regulations issued by the Secretary.
• ''(D) The offer made by the owner of the land.''
