themselves democ rats, but they mai ntained them-

s e l v e s i n p o w e r b y t h e t e r r o r o f t h e C a r b o n a r i o s a n d

b y t h e c u l t o f th e b o m b , e x t o l l e d a s t h e i n s t r u m e n t of

throughout the co untry, and by an od d p arad ox this

new Government bor n of a mi li tary movement, this`d ic tator ship' , this 'tyranny', proved t he mos t

mod erate Government that Por tuga l had seen s in ce

the Revolution of 191 o. With equal mod erati on a nd

order to bring about the long-d reamt reconc ili ati on

of all Portuguese. Churches were rest ored to the us e

abou t their bus iness , their s o-c alled 'Committee of

eleven exi les of the 194 4 amnesty to return to Por-

tu ga l. 0 but, say the Democrats, it was all so uncon-

s t i t u t i o n a l 1 S u c h a d i c t a t o r s h i p 1. Of course it was

unconstitutional. The Co n s t i t u t i o n h a s been s o

ord ered (Mr . Bell is writing in June 1915) that the

Democ rats havi ng i nst alled themselves in power-

and they had b een in power in fa ct i f not i n name

si nc e the Revolu ti on-c ould never be di sl od ged by

consti tutional means . Their ma j o r i t y. in

ber of Depu ties wa s s ecu re, their m aj ori ties i n the

town c ounc il s throughout the co untr y, and i n the

offic ials responsi ble for returning the new deputies,

equally secure . It became necess ary to diss olve these
