Council Approves MAPS 3 Modern Streetcar Routes

Progress on the MAPS 3 Modern Streetcar, one of eight projects funded by the one-cent sales tax approved by voters in December 2009, continues to move forward. In February, the Oklahoma City Council approved modifications to the MAPS 3 Modern Streetcar route. The change creates an additional dedicated route to better connect the MAPS 3 Park and the proposed MAPS 3 Convention Center to Bricktown.

“The MAPS 3 Modern Streetcar is an important investment in the modernization of our transportation options,” said Roy H. Williams, CCE, president and CEO of the Greater Oklahoma City Chamber. “The two modified routes will provide more usability for Oklahoma City residents, employees and visitors.”

Route 1 is the original route of 4.86 miles, which runs through the central business district connecting the Downtown Transit Center, Automobile Alley, future intermodal hub (Santa Fe Station), Midtown, St. Anthony hospital, Bricktown, the future MAPS 3 Convention Center and the future MAPS 3 Park.

Route 2 is a 2.04-mile route that exclusively serves Bricktown, the future MAPS 3 and current Cox

Convention centers, the Myriad Botanical Gardens and the future MAPS 3 Park. It was created to better accommodate the new location of the future MAPS 3 Convention Center.

Criteria used to develop the route included connecting key destinations, integrating with the existing transportation network, maximizing economic development potential, optimizing system operation, the potential for expansion, technical considerations and cost projections. The revised routes will offer flexibility for frequent service to the convention center and increased ability to handle crowds for large events downtown. The approved routes also include areas for possible future expansion, including into the Oklahoma Health Center to the northeast, on North Classen Drive to the northwest and south of the future MAPS 3 Park along South Walker Avenue.

Construction on the rails, which will be level with the street, is expected to begin in the fall of 2016. The City is finalizing its contract with streetcar manufacturer Brookville Equipment Corporation to construct five modern streetcars for the system with the option to purchase additional streetcars.

The American-based Brookville has previously built two similar streetcars for the Dallas Area Rapid Transit (DART) system and is currently constructing two more. Brookville also is under contract with the city of Detroit to build six streetcars. Under the terms of the pending contract, the first streetcar is scheduled to arrive by October 2017.

Work on the MAPS 3 Modern Streetcar, pictured in a rendering of its potential design above, moves ahead after City Council approved modifications of its route last month.

Leadership Notes

A year of turning points

In recent years, Oklahoma City has become a popular destination for intercity visits from other communities who want to study our revitalization. Not surprisingly, one of the most common topics

of discussion is the Metropolitan Area Projects (MAPS) program and its ongoing impact on the community. Every time I have the chance to share the story of MAPS with another group, I am reminded of the clear shift in momentum when the Chickasaw Bricktown Ballpark was the first MAPS project to open in 1998. It was a game changer, no pun intended, to the levels of confidence that this community felt about its vote five years earlier. People saw that Oklahoma City’s audacity to dream big was going to pay off.

This time around, MAPS 3 projects across the city are well underway, and the permanent race course lighting on the Oklahoma River and the miles of MAPS 3-funded trails and sidewalks are in use. We also know how much the MAPS projects have shaped the development of Oklahoma City, with nearly $5 billion in economic impact attributed to the original MAPS program. In May, Oklahoma City will celebrate the grand opening of the MAPS 3 whitewater center – RIVERSPORT Rapids – which will elevate the programming at the Oklahoma River to set-apart levels. In 2016, we will also see tangible progress on the senior health and wellness centers and on the modern streetcar. Because of the choice you made in 2009 to invest in Oklahoma City and its future, we are going to look back on this year and see it as the time frame that kicked our momentum into high gear. So congratulate yourselves for making the right decision in 2009, and know that the rewards of that decision will be far-reaching. Job well done.

Roy H. Williams, CCEPresident & CEO

THE POINT - MARCH 2016 7

Page 8: The Point-March 2015

Representatives from the Brookings Institution and Project for Public Spaces recently visited Oklahoma City to update stakeholders on their

study of Oklahoma City’s emerging innovation district and to engage the community in the process.

They also shared an initial assessment of their ongoing audit focused on the innovation district, an 843-acre area that includes the Oklahoma Health Center and Automobile Alley. Their look at the area also included ideas about how to draw surrounding neighborhoods, such as those along Lottie Avenue, into the process and boost them as well.

The 18-month study began last fall and includes an in-depth look at statistics, interviews with about 60 stakeholders, a compilation of its assets and an initial list of strengths and weaknesses.

In his presentation, Brookings Institution’s Bruce Katz called OKC’s innovation district an “anchor-based medical district with close proximity to a strong commercial corridor.” It has 1,200 residents,17,900 jobs and substantial momentum, representing 23 percent growth from 2003 to 2013.

Strengths that Brookings found in Oklahoma City include its high concentration of innovation assets; strong alignment between research strengths and cluster employment in many healthcare sectors; highly educated district workforce; proximity to Bricktown and broader downtown Oklahoma City; collegial and collaborative regional culture.

Weaknesses included: the overall low density and disconnect between the health center and Automobile Alley; misalignment between key research strengths and industry sectors; profound racial disparities in social and economic well-being; lack of pedestrian access and “third places” – outside of work and home – for interaction and collaboration.

Brookings saw a lot of potential, though, by making better use of open and underutilized spaces; promoting economic inclusion and diversity; creating more lively public interaction with programs and creative design; and building on the existing OKC culture of collaboration with new partnerships and establishing a governance structure for the district.

Page 9: The Point-March 2015

“At the end of the day this is only successful if we’re growing businesses, we’re growing jobs, in a way that works for the broader community,” Katz said.

He suggested that Oklahoma City’s district seems to offer potential for smaller and specific innovation hubs to develop around technology (in Automobile Alley), health and wellness (along 10th and Phillips Avenue), innovation and research (near 8th and Phillips), university (near the Stanton L. Young Walk) and the surrounding neighborhoods (along Lottie Avenue).

Moving forward, Brookings and PPS will investigate priority issue areas this summer; help define a unified vision and strategy with another visit in the fall; and provide ongoing strategic advice, communications assistance and peer learning/networking opportunities. Along the way, they will offer both short- and long-term ideas to promote innovation, connection and synergy in the district.

In order to share news about the ongoing study of innovation in Oklahoma City, the Chamber recently launched a website for innovation district updates. Sign up for regular email updates or read more at www.okcinnovation.com.

Learn More About the MAPS 3 RIVERSPORT Rapids

Oklahoma City’s new $45 million Metropolitan Area Projects (MAPS) 3 whitewater rafting and kayaking center – RIVERSPORT Rapids

– will be a game-changer for the city when it opens in May. Recently the staff of the POINT! sat down with the Elizabeth Laurent, senior director of sales and marketing for the OKC Boathouse Foundation, to learn more about all that RIVERSPORT Rapids will have to offer.

POINT!: Tell us more about the course. What types of athletic and recreational activities will it offer?Laurent: RIVERSPORT Rapids is one of only three man-made whitewater centers in the U.S., so when we open in May, it will be one more thing in our growing list of unique features that sets Oklahoma City apart from other cities. We will offer incredible recreational rafting, kayaking and tubing experiences, and people will also see elite athletes from around the world training

THE POINT - MARCH 201612

Page 13: The Point-March 2015

and competing on the slalom channel. Even if you’re not ready to get on the water, you’ll enjoy watching all the action from the new restaurant overlooking the entire center.

Who can use the center? What kinds of opportunities will it offer for middle and high school students? College athletes? Elite athletes? Average residents?Laurent: People may be surprised at how much excitement RIVERSPORT Rapids will bring to our city. Rafting is accessible to just about everyone; you don’t need any previous experience and our guides will make it fun for everyone. We’ll also offer tubing with the rapids slowed down a bit, and we’re planning “floating films” where people can watch movies from a tube in the lower pond.

We see people getting into the rafting and tubing, and also into the music and other activities – like 5k

runs –that will be hosted. Our “all access” passes include whitewater plus all of the Adventures in the Boathouse District such as the SandRidge Sky Trail, zip lines, pump track, climbing walls and more. We’re also adding three new high-speed slides this spring. It will be a great vacation or “staycation” destination.

Metro area residents will receive a discount on day passes Monday through Thursday as a thank-you for supporting the one-cent tax that made this and other MAPS projects possible.

Even people who don’t want to get on the water will enjoy coming to RIVERSPORT Rapids. There’s no charge to come in, so you can walk around and just enjoy watching other people raft and kayak. We’ll also have a restaurant and retail store.

Youth who are interested in slalom will have the opportunity to train on the course and compete regionally and nationally. We fully expect to have young athletes start their paddling careers here and in the coming years to be competing at an Olympic level.

“Oklahoma City will have one of the best – if not the best – whitewater courses in

the world when we open in May.”-Elizabeth Laurent, OKC Boathouse Foundation

THE POINT - MARCH 2016 13

Page 14: The Point-March 2015

We’ve started taking reservations for field trips and end-of-year experiences that include a behind-the-scenes tour; we can also do field trips that focus on science and technology.

College students are expected to be big recreational rafters and RIVERSPORT Rapids will offer great group experiences for clubs and sororities/fraternities. We’re also looking for college students to work as raft guides and in other areas.

On the elite side, athletes from across the country will be traveling to Oklahoma City to train at RIVERSPORT Rapids and in May, we will host U.S. Olympic Team Trials-Canoe/Kayak Slalom.

When planning the design of the course, what cities/facilities did you look to for inspiration?Laurent: Visits were made to whitewater centers in Germany, London, Charlotte, N.C., and Maryland to identify the best elements of each venue and learn from their experiences. RIVERSPORT Rapids was designed by the same team – Scott Shipley and S2O - that developed the U.K.’s Lee Valley White Water Centre for the 2012 London Olympics. The U.S. National Whitewater Center in Charlotte was also built by the same team.

Like Charlotte, we’re combining whitewater rafting and kayaking with other outdoor adventure activities. Charlotte’s center has been highly successful even though it is located about 20 minutes outside the city. Oklahoma City’s whitewater center is within walking distance of Bricktown and is located at the crossroads of the nation at Interstates 35 and 40.

How will this facility set Oklahoma City apart as a paddlesports facility?Laurent: Oklahoma City will have one of the best – if not the best – whitewater courses in the world when we open in May. We will also be the only place in the world offering world-class whitewater and flatwater canoe/kayak in the same place. We will bring paddle sports to a broader range of people than ever before.

As home to USA Canoe/Kayak, the governing body for the sport in the U.S., the course will attract new races to OKC, and we know athletes are already planning to move here to train. The International Canoe Federation has also contacted us about the possibility of hosting international events.

But more than that, RIVERSPORT Rapids will make it possible for people in OKC to make whitewater kayaking and rafting a part of their everyday lives. Just like people who live near the mountains go snow skiing, we’ll add whitewater as another place to get outside and be active.

What is Oklahoma City’s involvement with the Road to Rio celebration?Laurent: Oklahoma City is one of only six cities in the United States to welcome Team USA’s Road to Rio Tour presented by Liberty Mutual Insurance. They will be in Oklahoma City for the grand opening of RIVERSPORT Rapids May 7-8. The weekend before, they will be in NYC’s Times Square. It’s a great honor to be selected as one of the stops on the tour. Road to Rio will include

Page 15: The Point-March 2015

an array of interactive opportunities so people can try various sports. We’ll also have Olympic athletes on hand, live music and a “taste” of Rio with food and drink.

On Saturday night, we’ll have a Road to Rio outdoor concert – it promises to be a great celebration for Oklahoma City.

And what do you expect it will do for Oklahoma City as a whole?Laurent: RIVERSPORT Rapids will set Oklahoma City apart from other cities across the U.S. We will be the only place in the country – maybe in the world – with whitewater rafting and kayaking within walking distance of downtown hotels and restaurants. It is expected to bring in significant tourism dollars as the whitewater center attracts vacationers across the region. We will also have swiftwater rescue training which will attract first

responders from across the U.S. All of this adds up to new revenue for hotels, restaurants and merchants in the city.

Beyond tourism, whitewater brings a whole new set of opportunities for metro area residents – it really will be a lifestyle change for many people. We will have corporate rafting teams, so at work you may find yourself signing up for the spring whitewater raft race. Kids can come to whitewater camp and if they like it, join the whitewater kayaking team. College kids will learn to be raft guides and we’ll have a whole range of people coming down for music events and runs. Just as the river has become a center of community activity, we see the whitewater center taking it to the next level.

Celebrate the grand opening of the MAPS 3 RIVERSPORT Rapids and attend the Road to Rio celebration on May 7-8, 2016. For more information,

THE POINT - MARCH 2016 21

Page 22: The Point-March 2015

Between 2009 and 2014, AT&T invested more than $120 billion in our wireless and wireline networks. That’s more money spent in the United States than any other public company. Because we believe in the power of American innovation.

Invested. Close to home.
