The PGA Golf Professional’s Code of Ethics The objective of the Professional Golfers’ Association is to elevate the standards of the Professional Golfer’s vocation; to promote interest in the game of golf; to protect the mutual interest of members; to hold meetings and tournaments for the benefit of its members; to assist deserving unemployed members to obtain a position; to improve the economic opportunities of members by the encouragement of contracts of employment that contemplate improvement in the profession through substantial adherence to Guidelines and Goals of Employment established by the Board of Directors; to institute a benevolent fund for the relief of deserving members; and to effect any other objective which may be determined from time to time by the Association. The name “Professional Golfer” must be a synonym and pledge of honor, service and fair dealing. His professional integrity, fidelity to the game of golf and a sense of his great responsibility to employers and employees, manufacturers and clients and to his fellow Professionals transcends thought of material gain in the motives of the true Professional Golfer. In fulfillment of the purpose to which it is dedicated, the Association enjoins upon its membership rigid observance of its Code of Ethics. 1

The PGA Golf Professional’s Code of Ethics

CONSTITUTION AND BY-LAWS OF GATEWAY SECTION, PGA OF AMERICA

ARTICLE I. PRINCIPAL OFFICE

The principal office of the Gateway Section, PGA of America, shall be located at such offices in the Metropolitan St. Louis area as may be designated by its Executive Board. ARTICLE II. OBJECTS AND PURPOSES

The objects and purposes for which the Gateway Section shall stand shall be as defined in the current Constitution and By-Laws of the Professional Golfers’ Association of America. SECTION 1. The Constitution and By-Laws of the Gateway Section, PGA of America, shall be considered as the organization guidelines for this Section; its provisions are additions to the current Constitution of the Professional Golfers’ Association of America. ARTICLE III. CODE OF ETHICS

SECTION 1. DEDICATION Believing that the growth of the game of golf and its high standing in this country is largely due to the efforts of its early professional exponents and because of their ideals of sportsmanship and ethical practices, the Association is dedicated to the perpetuation of those ideals. In the fulfillment of the purpose to which it is dedicated, the Association enjoins upon its Members and Apprentices rigid observance of a Code of Ethics.

SECTION 2. POLICY The term “Golf Professional” must be a synonym and pledge of honor, service and fair dealing. Professional integrity, fidelity to the game of golf, and a sense of great responsibility to employers, employees, manufacturers, golfers and fellow golf professionals transcends thought of material gain in the motives of the true Golf Professional. SECTION 3. VIOLATIONS Members and Apprentices shall be deemed to have violated the Code of Ethics by: (a) Abusing the privileges extended to them, including by way of example, playing

without invitation on any golf course; (b) Causing public embarrassment to fellow golf professionals; (c) Applying for or otherwise seeking, soliciting or accepting any employment in an

unprofessional manner;

Unprofessional Manner: 1. Providing false or misleading information; 2. Making slanderous comments; 3. Attempting to persuade the staff of the resident golf professional to undermine the

reputation, performance or ability to perform of the resident golf professional; 4. Falsifying or tampering with the business records or financial information of the

resident golf professional. (d) Conducting themselves in such a manner as to adversely impact or otherwise the reputation of

the Association or its Members;

Profanity and Berating of Others: Conduct injurious to the reputation of the Association shall include the indiscreet and inappropriate use of profanity and the offensive berating of others.

Bankruptcy: Bankruptcy in itself is not a violation but should be taken into consideration in determining the overall financial responsibility of the Member. Failing to meet financial obligations promptly may adversely impact or otherwise injure the reputation of the Association or its Members.

(e) Conducting business in an unethical manner; (f) Engaging in any conduct which is contrary to or inconsistent with the policies of the

Association. SECTION 4. DISCIPLINARY ACTION Members or Apprentices who violate the Association’s Code of Ethics, its rules or provisions of its Constitution, By-Laws, or Regulations shall be subject to disciplinary action by either a two-thirds majority of their Section Officers or the Association’s Board of Directors. Such disciplinary action may include one or more of the following: (a) Imposition of fines not to exceed $1,000; (b) Revocation of privileges to participate in certain National or Section activities for a limited period of time; (c) Suspension or expulsion from membership or registration in the Apprentice program; (d) Such other reasonable actions as may be determined. The Board of Directors shall be responsible for promulgating regulations which set forth the procedures to be followed for disciplinary matters. Members and Apprentices accused of disciplinary violations shall have the right to appear at all hearings and have witnesses appear on their behalf.

Procedures for Code of Ethics Violations: Individuals accused of violating the Code of Ethics shall be provided written notification of the charges and the time and place of all hearings and meetings. The individual may request up to 30 days to respond to the accusations before any hearings or meetings are held. Upon request by the accused individual, additional time may be provided by the Section or Board if they determine the request to be reasonable. All decisions shall be provided to the accused individual in writing either by personal delivery or via registered or certified mail. The Secretary of the Section shall immediately give written notice of all decisions to the Secretary of the Association. The National Secretary shall immediately notify all Section Secretaries of all suspensions and expulsions. SECTION 5. APPEALS OF DISCIPLINARY ACTIONS (a) Members and Apprentices accused of disciplinary violations may appeal

decisions of their Section Officers to their Section Board of Directors, which may overrule the action of the Section Officers by a two-thirds majority vote of the Section Board of Directors voting at the meeting. The Section Officers shall not vote at the appeal nor shall they discuss the case with any Section Board Members prior to the appeal hearing.

(b) Members and Apprentices may appeal decisions of their Section Board of Directors to the Association’s Board of Directors, which may overrule the action of the Section Board of Directors by a two-thirds majority vote of the Association’s Board of Directors voting at the meeting.

(c) Members and Apprentices who are suspended or expelled from membership directly by the Board of Directors may appeal such action to the Delegates at the next Annual Meeting. The Delegates, by a two-thirds vote, may overrule the action of the Board of Directors. The decision of the Delegates shall be final.

(d) All disciplinary actions shall be held in abeyance during any appeal pending a final decision. (e) Any appellate body may increase or decrease the original penalty upon appeal.

Appeals of Disciplinary Action: Appeals of disciplinary actions must be filed within thirty (30) days of receipt of notice of decision being appealed. An appeal is filed by the posting or hand delivery of written notice of the intent to appeal to the Secretary of the Section (in cases of appeals to the Section Board of

Directors) or the Secretary of the Association (in cases of appeals to the Association Board of Directors or Annual Meeting Delegates).

SECTION 6. SUSPENSIONS (a) Any Member or Apprentice who is in suspended status for more than two years shall be

considered to be expelled and shall again be eligible for membership or registration in the Apprentice Program only by being re-elected or reregistered. Any Member or Apprentice who is more than two months delinquent on a PGA Credit Union loan shall be automatically suspended, unless excused with cause by the Board of Directors or unless arrangements have been made with the Credit Union.

Rights of Suspended Professionals: Suspended individuals shall lose all rights of membership. Life and liability insurance shall not be denied to suspended members as a result of their suspension. Individuals employed by a suspended Member may not be denied any rights or privileges. Time in suspended status shall

count towards Life Member status. ARTICLE IV. MEMBERSHIP

SECTION 1. ELIGIBILITY (a) The definitions, rules of eligibility, the classes of memberships and election procedure

specified in the Constitution of PGA of America shall control admission to membership in the Gateway Section, PGA of America. Any PGA of America Member who is employed within the geographic boundaries of the Gateway Section shall be a Member of the Gateway Section.

(b) Any registered Apprentice employed within the geographical boundaries of the Gateway Section shall be affiliated with the Gateway Section. The Executive Board may extend the title “Honorary Member” to any person who it feels has made an extraordinary contribution to the game of golf. Honorary Members may not be granted any rights or privileges in the Gateway Section. Apprentices MUST work a minimum of 40 hours per week for a minimum of six months per year.

SECTION 2. PARTICIPATION (a) All Members and registered Apprentices of the Gateway Section, except those falling under

paragraphs b, c, and d of this section, unless excused by the Executive Board, must have attended the Fall Meeting of the prior calendar year or the current Spring Meeting, or forfeit the right to participate in the Section’s tournament program of the current calendar year.

(b) A PGA Member who is employed in the section after the Spring Meeting may play in a current year’s tournament program providing his membership is not Class F. A registered Apprentice, or an assistant professional serving his six months employment prior to registering in the Apprentice Program who is employed in the section after the Spring Meeting may be granted playing privileges in the tournament program by the Executive Board within thirty (30) days of the time the Vice President is notified in writing of that person’s employment. Inactive Members of the Association shall be permitted to play in Pro-Opens, Pro-Ams, Pro-Pro’s and the Lake Team Championship, but may not play in the Section Championship, Gateway PGA Professional Championship, the Match Play, the Team Championship or the Assistant’s Championship. (November 17, 2005)

(c) Appeals for playing privileges are to be made to the Board of Directors. SECTION 3, SPECIAL AWARDS

(a) All Gateway PGA Professionals, in good standing, are eligible for a Gateway PGA award. The only exception is the immediate past winner of the Award. Nominations may be made by any class A Gateway PGA Professionals in good standing. A Class A Gateway PGA Professional may nominate themselves or a fellow Gateway PGA Professional for any non-playing Award. Nomination forms will be emailed to the membership by no later than August 1st of each year.

Award Winners will be selected, determined, or voted on before October 1st of each year. The Gateway PGA Board of Directors must affirm all Gateway PGA Award Winners.

(b) Awards Committees will be assembled, for non-playing awards, under the direction of the Gateway PGA Board of Directors. The awards committee will be chaired by the immediate past Gateway PGA Professional of the Year. Each committee will consist of:

- A Past President - A Life Member - A Past Winner - The Immediate Past Winner - A Gateway PGA Board Member and/or relevant Committee Chair

All eligibly selected committee members may reserve the right to step down as a committee member in the event that they are nominated for the award. They must step down in the event that they choose to pursue the award

(c) The awards selection process will be guided through three distinct categories: Voting Awards,

Non-Voting Awards, and Playing Achievement Awards. All voting and non-voting awards candidates will be emailed/mailed a questionnaire to be completed for further consideration. The assembled committee will choose up to five (5) nominated professionals to be considered. The selection will be based off of the answers to the questionnaire and individual criteria spelled out for each award Non-Voting Award The five (5) finalists may be called, interviewed, or sent an additional questionnaire. The committee will vote on the five (5) finalists until a winner has been selected

Voting Award/s The five (5) finalists will be presented to the Class A Members of the Gateway PGA for a vote. The nominee with the most votes will be selected

Playing Award/s All playing awards will be based off of the final point standings for the following divisions: Regular, Senior, Super Senior, Assistant, and Ladies. All recipients of a playing award must be in good standing with the PGA and Gateway PGA

ARTICLE V. OBLIGATIONS

SECTION 1. The annual dues of the Gateway Section, PGA of America, shall be established by the Executive Board. The Treasurer shall notify the national office of any changes in the amount of the sectional dues within one week of the date such a change is approved by the Executive Board. SECTION 2. NATIONAL DUES The annual dues payable to the Gateway Section, PGA of America, shall be in addition to the dues to be paid to the PGA of America. SECTION 3. AGREEMENT TO ABIDE A Member, on paying his annual dues to the Gateway Section, PGA of America, and to the Professional Golfers’ Association of America, is considered thereby to have submitted himself to the rules governing the said Association and the Gateway Section, PGA of America, and on these conditions, is entitled to enjoy the privileges of membership as hereinafter defined.

ARTICLE VI. RIGHTS OF MEMBERSHIP

SECTION 1. RIGHTS – CLASS “A” The holders in good standing of a Class “A” Membership shall have all rights and privileges including, but not limited to, the right to govern and control the affairs of the Gateway Section, PGA of America, and only such Members have the right to vote or hold office. SECTION 2. GENERAL PRIVILEGES All Members of any class shall have the privilege of attending all sessions and activities unless such sessions and activities are regulated as closed. In this case only Class “A” Members are eligible. ARTICLE VII. MEETING OF MEMBERS

SECTION 1. ANNUAL MEETINGS At least two regular meetings of the entire membership shall be held annually; one in the Spring prior to June 30, and the other in the Fall prior to December 31 of each year. Attendance shall be restricted to the Members and such other persons that are expressly invited to attend. SECTION 2. NOTIFICATION Written notice of the date, time and place of the regular meetings shall be mailed by the Vice President to each Member in good standing. Such notice must be mailed not more than 30 days nor less than 10 days prior to the date of the meeting. SECTION 3. MATTERS CONSIDERED Matters considered at all regular meetings will be those that the Executive Board deems proper and advisable. SECTION 4. QUORUM A quorum is said to exist at all regular meetings when at least 50% of the Class “A” or Members and four (4) elected officers are present. SECTION 5. ORDER OF BUSINESS The order of business at all regular meetings shall be stated in the By-Laws and Regulations of the current Constitution of the PGA of America. SECTION 6. SPECIAL MEETINGS Special meetings of the Members may be called by the Executive Board or by the President or Vice President of the Gateway Section, PGA of America. The Vice President shall mail written notice to each Member of a Special Meeting setting forth the date, time, place and purposes of such Special Meeting and only those purposes or business specified shall be transacted. The written notice of a Special Meeting shall be mailed not more than 30 days nor less than 10 days prior to the date of a Special Meeting. ARTICLE VIII. DICIPLINARY ACTION

SECTION 1. SUSPENSION Any Member of any class of the Gateway Section, PGA of America, who violates any of its rules or any provisions of its By-Laws, rules or regulations, or conducts himself in a manner likely to injure or discredit the reputation or standing of the Gateway Section, PGA of America, shall be subject to suspension or expulsion by a secret ballot vote of the Executive Board.

SECTION 2. NATIONAL NOTIFICATION Notification of suspension or expulsion of any Member shall be made to the proper authorities of the PGA of America and thereafter the procedures of the PGA of America shall be controlling. SECTION 3. RIGHT OF APPEAL TO SECTION MEMBERSHIP Any Member so suspended or expelled shall have the right to appeal within 15 days of receiving the Executive Board’s decision, to the Sectional Membership. SECTION 4. RIGHT OF APPEAL TO NATIONAL EXECUTIVE COMMITTEE Any Member so suspended or expelled shall have the right to appeal within 15 days of the Sectional Membership decision, to the Executive Committee of the PGA of America. SECTION 5. REINSTATEMENT A Member suspended for any reason by the PGA of America must appear before the Executive Board of the Gateway Section, PGA of America, to request reinstatement. ARTICLE IX. OFFICERS

SECTION 1. OFFICERS The following officers shall control the Gateway Section, PGA of America: President Directors: Vice President Metropolitan St. Louis (1) Treasurer Outstate Missouri (1) Past President Mid-Illinois (1) Appointment made by President Southern Illinois (1) Directors (4) SECTION 2. ELECTION All officers shall be elected bi-annually at the Fall Meeting of the Section by a written secret ballot of Class “A” and Life Members in good standing. (a) Nominations for all elective officers may be proposed by the voting membership to the Vice

President of the Section at least thirty (30) days in advance of the annual Fall Meeting. (b) The Vice President of the Section shall forward the names of said nominees to the voting

members at least ten (10) days in advance of the Fall Meeting. (c) If there are fewer than two (2) nominees for any office at the time of the election, oral

nominations for such may be made from the floor. (d) The election shall be administered by the Past Presidents and a Parliamentarian appointed by

the President of the Section. This group shall prepare, distribute and count all ballots, which shall be numbered to the extent of the eligible voting Members. Upon verification of the accuracy of the count, the marked ballots shall immediately be delivered to the President of the Section for safekeeping and eventual destruction.

(e) Any request for a recount of the ballots must be submitted prior to adjournment of the Fall Meeting in which the election was held.

(f) All nominees for elective office who are nominated from the floor must be present at the time of their election/or the person nominating must possess written permission from the nominee indicating his/her willingness to serve.

SECTION 3. TENURE No officer may be elected to the same office for more than two (2) consecutive terms.

SECTION 4. VACANCIES If the term of any officer is not completed by reason of death, disability or otherwise, the remaining members of the Executive Board shall elect one of its members to fill the vacancy of President and all other vacancies in offices shall be appointed by the President from Class “A” Membership. ARTICLE X. POWERS AND DUTIES OF OFFICERS

SECTION 1. PRESIDENT

(a) To preside at all meetings of the Section, Executive Board and Executive Committee. (b) Appoint one (1) Member to the Executive Board who is a Class “A” Member of the

Association. (c) To set the date, time and place of all regular meetings of the membership. (d) To appoint such committees as shall, in his judgment, be necessary, designating

the Chairman thereof. (e) To sign contracts entered into by the Gateway Section. (f) To sign checks drawn on funds owned by the Gateway Section, PGA of America. (g) To serve as a Delegate to the Annual Meeting of the PGA of America.

SECTION 2. VICE PRESIDENT (a) Keep, or cause to be kept, all accounts of the Gateway Section, PGA of America. (b) Collect or direct the collection of all monies due. (c) Report in writing to the Executive Board the financial condition of the Section, when required to do

so. (d) Sign checks drawn on funds owned by the Gateway Section, PGA of America. (e) To verbally report to the Membership the financial condition at its Annual Meetings. (f) To serve on the Executive Board and Executive Committee.

SECTION 3. SECRETARY/TREASURER (a) To perform the duties of the President, as the Acting President, in the event of

absence or disability of the President. (b) To keep a roll of the Members and their respective classes. (c) To issue the call to the Membership for such meetings as may be authorized by

the President and Executive Board. (d) To record the minutes of all meetings, and to present them to the Executive

Director for disbursement to the Membership. (e) To serve on the Executive Board and Executive Committee. (f) To serve as a Delegate to the Annual Meeting of the PGA of America. (g) To sign checks drawn on funds owned by the Gateway Section, PGA of America. SECTION 4. DIRECTORS (a) Represent the Professionals in their respective geographical areas. (b) To serve on the Executive Board and Executive Committee. SECTION 5. COUNCIL OF PAST PRESIDENTS (a) COMPOSITION

The Council of Past Presidents shall be comprised of all the Past Gateway Section Presidents, elected or appointed, who are still registered members of the Section.

(b) CHAIRMAN

The immediate Past President shall be the Chairman of the Council, and preside at all scheduled meetings. He shall represent the Past Presidents by vote at all meetings of the Executive Board.

(c) MEETINGS AND QUORUM

A meeting of the Council may be called at any time by the Chairman, or any Past President of the Section. A quorum will exist when a minimum of four (4) Past

Presidents are present. (d) ADVICE AND PARTICIPATION

At their discretion, all Past Presidents of the Section shall have the right, and are encouraged, to attend the open session portion of meetings of the Executive Board, for the purpose of giving their advice and opinion on any Section matter.

ARTICLE XI. EXECUTIVE BOARD

SECTION 1. COMPOSITION

The Executive Board of this Section shall be comprised of the President, who shall preside; the Vice President, Treasurer, four (4) Directors, Honorary Past President, and one (1) member-at-large appointed annually by the President. SECTION 2. ELIGIBILITY Members of the Executive Board must be Class “A” Members of the PGA of America. SECTION 3. QUORUM Four (4) members of the Executive Board shall constitute a quorum. SECTION 4. POWERS AND DUTIES The Executive Board shall be entrusted with the management of the Gateway Section, PGA of America. They shall have the right to interpret By-Laws, its Rules and Regulations, and give directions in cases not proved for therein. (a) All orders and regulations made by them shall be binding until and unless set aside by a two-

thirds majority vote of the Class “A” Members at a regular or special meeting called for that purpose.

(b) The Executive Board shall resolve all complaints and disputes between Members of any class. (c) Meetings of the Executive Board may be called at any time by the President or Vice President,

but no business transacted at such meeting shall be valid or binding unless four or more members of the Executive Committee are present in person and have waived notice of the time and purpose of the meeting.

(d) All business in need of Sectional vote must be passed upon by the Executive Board before presentation to the Section.

ARTICLE XII. EXECUTIVE COMMITTEE

SECTION 1. COMPOSITION The Executive Committee of this Section shall be comprised of the members of the Executive Board and the Appointed Chairman of the Committees deemed necessary for operation of the Section. SECTION 2. DUTIES The Executive Committee shall be responsible for the daily operation of the organized activities of the Section. SECTION 3. MEETINGS The Executive Committee shall meet regularly to report on the condition of the Section’s activities.

ARTICLE XIII. AMENDMENTS

SECTION 1. PROCEDURE This Constitution may be amended at any regular meeting of the Members by a written vote of two-thirds majority of the Class “A” Members. (a) Proposed amendments must be submitted in writing to the Executive Board 30

days in advance of any regular meeting.

BY-LAWS AND REGULATIONS ARTICLE I. EXECUTIVE DIRECTOR

SECTION 1. DUTIES An Executive Director, who does not need to be a Member of the Gateway Section, PGA of America, may be appointed by the Executive Board to perform all administrative, public relations, promotional and such other duties and functions deemed advisable and necessary by the Executive Board. This individual shall be responsible for all day-to-day operations involved in operating the Section. The term of and compensation to be paid therefore shall be established by the Executive Board and shall be paid out of the funds of the Gateway Section, PGA of America. STATEMENT OF PURPOSE, AUTHORITY, EFFECTIVE DATE The Gateway Tournament Program shall exist to provide a quality arena of competition for its members. Its motives will be fellowship, sportsmanship and the opportunity to develop and test our playing skills. These Regulations became effective January , 2011, and supersede all previous rules and regulations governing the conduct of Gateway PGA Tournaments.

II. TOURNAMENT COMMITTEE The Tournament Committee is regulated under the operating By-laws, which are considered to be a part of the Constitution. The Tournament Committee may recommend amendments to tournament rules and regulations to the Section Board of Directors for ratification III. CHAIRMAN

A. The Chairman of the Tournament Committee is appointed by the President of the Section and ratified by the Board of Directors. The Committee shall consist of a minimum of six (6) people. The Committee will be comprised of a tournament chairman, Assistant Executive Director, Executive Director, and those selected. Meetings will be called at the discretion of the chairman with notice given by mail or telephone, not less than five (5) days preceding the meeting.

B. The Assistant Executive Director and/or a designated Section employee shall

administer/officiate at the following tournaments and be responsible for the enforcement of these rules and regulations as outlined:

Players Championship Pro-Assistant Pro Gateway Section Championship Team Championship

P.N.C. Qualifying Junior/Senior Gateway Match Play Championship Pro-Am’s Sanctioned Charity Events Pro-Opens Assistants’ Championship Senior P.N.C. Qualifying Pro-Superintendent Pro Junior Lake Team Event Team Events NOTE: This list may be modified annually based on the tournament schedule.

C. The Tournament Committee, Assistant Executive Director, Executive Director, or their Designated Representative shall have jurisdiction regarding the eligibility of contestants and interpretation of the rules of golf.

IV. SANCTIONED AND APPROVED EVENTS

A. Eighteen (18) or more hole golf competitions played within the geographical boundaries of the Gateway Section in which 20 or more golf professionals participate, charging an entry fee and offering a purse as prize money must be sanctioned by the Section or its Designated Representative in order for Gateway members to participate as competitors. This includes, but is not limited to, any Pro-Am, Pro-Lady, Pro-Junior or similar event or any stroke play competition (excluding Pro-Member events held Tuesday through Sunday).

B. Golf competitions played within the Section must be approved by the Tournament

Committee or by its designated representative. Gateway members may then participate. Each of these events will be considered individually on its merits.

C. Charity events will be sanctioned and approved per the agreement enclosed

(Appendix I).

V. ELIGIBLE EMPLOYMENT PGA Members and Apprentices that are employed in more than one profession shall be subject to the following: The National Office shall determine if a professional is eligibly employed based on the documentation provided by the professional and the recommendation of the Section. Should the National Office and Section disagree, the matter shall be submitted to the Board of Control. The Board of Control’s decision shall be binding by the Section and the National office. Professionals are not determined to be eligibly employed until approval is obtained. The following guidelines shall be used to determine eligible employment: 1. Professionals that satisfy the following are considered employed in the golf industry

and eligible for an active classification regardless of other income or profession: Employment must be an area required by their classification and must average at least 36 hours a week for the entire season. The length of the season is determined by the Section. Employment must fulfill all national and state guidelines including wage and hour requirements, income tax reporting requirements and social security tax requirements. Upon request individuals may be requested to provide to the Section or the Association applicable income and tax records where cause exists to assist in determining the proper classification. The failure of the member/apprentice to provide the requested information by the deadline stated in the written request for information may result in a dismissal of the case with the inquiry/appeal denied summarily at the sole discretion of the body that requested the information.

2. Professionals must document to the Section and the National Office as often as quarterly basis (of another specified time period as agreed by the National Office and Section) that they are satisfying the eligible employment guidelines and the requirements of their classification. 3. On an individual basis, the Board of Control may modify the eligible employment requirements for extenuating circumstances such as adverse weather, injury, illness, etc.

Registered Apprentices – Effective January 1, 2008 only apprentices in good standing will be eligible for Gateway PGA tournaments. Once you become current you will be reinstated in the tournament program. VII. HONORARIUM HOST PROFESSIONAL & SUPERINTENDENT

A. An honorarium of $100 will be awarded to the Superintendent.

VIII. RULES

A. All play in Gateway sponsored or sanctioned events is governed by the current rules

of golf of the USGA and, where applicable, the local rules and definitions listed in the Gateway Rules of Play, subject to change for particular tournaments by the Assistant Executive Director. The Executive Director, Assistant Executive Director, Tournament Chairmen (or Designated Representative of Tournament Committee) and Host Professional shall be present at each point event and apply and interpret the rules and render any decisions. Appeals of rules decisions shall require a minimum of three votes.

B. TIES: In all section point events, should two or more professionals or teams tie for

first place, the tie will be resolved by a “Hole-by-Hole” Sudden-Death PLAY-OFF immediately following the conclusion of the event. Players involved in Playoffs will play the tees they started the event on regardless of opponent in playoff. The winner of any play-off shall be deemed to have placed first in the tournament and his prize money and/or points determined accordingly. The loser of any play-off involving two players shall be deemed to have placed second and shall be entitled to second place prize money and/or points. If a play-off involves more than two players, those other than the winner shall be deemed to have tied for second place regardless of their scores in the play-off and their prize moneys and/or points shall be apportioned accordingly. Professionals tying for other positions will share equally with others posting the same score.

In Pro-Ams and the Quad-Pro, all ties shall be split. IX. DISCONTINUATION OF PLAY/POSTPONEMENT (RULE 6-8, A & B)

A. The Gateway PGA Assistant Executive Director, Executive Director, or the Designee has the authority to order discontinuance of play due to weather conditions. The decision to resume play, postpone any part of it or cancel play entirely rests with the official in charge. (GATEWAY SECTION RAIN POLICY)

B. Suspension of Play: Reference Section: XVI. Rules of Play, A. note

Note: Players should be aware of their right to stop play at any time if they think lightening threatens them, even though no signal for discontinuance has been given or heard.

C. In the event that a player must discontinue play, he/she should lift his/her ball after

marking the spot on which it lay. In such a case he/she shall place a ball on the spot when play resumes.

Note: The Gateway PGA Section Tournament Staff is concerned about dangerous situations regarding weather. In most cases, suspension of play will be for a dangerous situation and shall be signaled with one prolonged blast.

X. RELEASES

Players may be released to play in a conflicting event within the Section with approval of the Executive Director or the Assistant Executive Director of the Gateway PGA.

XI. GENERAL RULES AND REGULATIONS

A. All details relating to entries, pairing, starting and the play of the game shall be handled by the Executive Director, Assistant Executive Director, PGA office staff, their Designee and the Host Professional

B. The PGA Staff shall be responsible to see that the pairing and time published on the

official pairing sheet are strictly followed in the starting of contestants.

C. All professionals are responsible for knowing the Rules of Golf and local rules posted for an event. A current Rules of Golf booklet carried in your bag is advised.

D. All professionals are held responsible to ensure that their scorecards have been

marked correctly and properly attested before turning them in to the tournament scorer.

E. In all Professional-Amateur events, each professional shall be held responsible for

the validity and accuracy of the handicap of his/her amateur partner or partners. No checks shall be issued until completed.

F. Personal Complaints: Criticism or complaints involving PGA, sponsors, host clubs,

golf courses or players shall be made to the PGA staff’s Tournament Advisory Board or Board of Directors in writing.

G. Women Professionals will play from tees as specified by the Assistant Executive

Director. PGA of America new tee regulations adopted 2003. H. You must register online at www.gatewaypga.org under the tournament section

through Blue Golf. Check or Money orders can be mailed to the Section office PRIOR TO THE DEADLINE. You may also contact the Section office by phone and register by credit card. NO PAYMENTS WILL BE ACCEPTED ON SITE.

I. Pairing and tee assignments for all events excluding the Section Championship,

PNC Qualifying, Match Play and Pro-Ams will be made by random draw for the first round of each event. No re-pair on tee time events; exception is multi-round events, which will re-pair the next round. Scores will determine all pairings and tee assignments for subsequent rounds. In the event the last Section point event is not one in which pairings are assigned according to points, it shall be modified to do so.

J. Starting times will be available between 3:00 p.m. and 4:00 p.m. on the Friday

preceding the event.

K. Players shall present neat appearance in both clothing and personal grooming. The

Assistant Executive Director shall interpret this regulation in all individual cases. Note: Bermuda-length shorts are acceptable dress for Professionals except at Gateway PGA sanctioned Pro-Ams, Local PNC qualifying, or at host facilities that require male Professionals to wear trousers at their facility.

N. Entry/cancellation deadline for events is 12:00 Noon on Friday for all Monday

events, and at noon the day preceding events on other days of the week. Entries received after that time will be placed on a waiting list and will be added to the field on an “as available” basis by the Assistant Executive Director. 54 players will constitute a full field. If the entry is accepted into the event, a $40 late fee will be charged. Entry cancellations will be charged a $10 fee for all events or may be transferred to another event for no charge.

O. TEES: All course yardages will be set up by the Assistant Executive Director at the

direction of the Tournament Committee. Regular Division tees will be set at between 6800 and 7000 yards, wherever possible, depending on the host facility. Senior Tees (50-59) will be set at approximately 95% of the Regular yardage. Super Senior Tees (60-up) will be set at approximately 90% of the Regular yardage. Ladies Tees will be set at approximately 83%-85% of the Regular yardage. Players registered in multiple divisions, Reg. & Sr., if involved in playoff, will play same tees they began the event on regardless of opponent.

NOTE: If Pro-Open events exceed 108 players, the event will go to tee times. Players will be notified of tee times after 3 p.m. Friday. NOTE: These events are paired either by the current point list or Player rankings: Match Play, PNC, Section Championship, and the Players Championship.

XII. POINT SYSTEM

Ladies Division points will be awarded in the events listed below. Points will determine the “Ladies Division Player of the Year.”

Pro-Opens, Section Championship, Southern Illinois Open, Match Play, US Women’s Open Qualifier & US Women’s Open, and PNC Qualifier.

XIII SECTION TOURNAMENT POLICY

Each PGA of America Member or Apprentice Participant (“Participant”) min a Section golf tournament acknowledges the right and authority of the section to (i) fine and suspend from tournament play; and /or to (ii) fine and permanently bar the Participant for Section tournaments. Any Participant in a Section event hereby releases the PGA of America Section, the PGA of America, the PGA Tournament Corporation, Inc., rules officials, each director, officer, member, employee, agent or representative of any of the foregoing jointly and severally, individually and in their official capacity, of and from any and all claims, demands, damages and causes of action whatsoever, in law or equity, arising out of or in connection with any such decision or action by the Section, PGA of America or appellate body.

Fines are due and payable within thirty (30) days unless the Participant has made a written appeal.

Should the appeal be denied, the fine will be due and payable within thirty (30) days of such denial of appeal; and the Participant will be ineligible to participate in any Section tournament and any other PGA of America tournaments and the tournaments of any other PGA Section until said fine is paid in full.

A. Advance Notification of Proposal Disciplinary Action Except for penalties under the Rules of Golf and for “Minor Penalties” (as

hereafter defined), any Participant subject to disciplinary action or penalty defined as a “Major Penalty” shall first be notified of such proposed action in writing. Such notice may be presented to the Participant by a tournament official. Within thirty (30) days from receipt of the notice, the Participant shall submit to the Section Assistant Executive Director or the Section Executive Director such facts or evidence of mitigating circumstances as may apply. Within thirty (30) days of receipt of such information from the Participant, the Section Assistant Executive Director, of the Section Executive Director shall notify the Participant in writing of the imposition of the proposed disciplinary action or penalty, or that the proposed action has been dismissed. After the imposition of any penalty hereunder, the Participant shall have the right to appeal the Section Board of Inquiry as set forth in Section E herein.

B. Rules of Golf Any Participant in a Section tournament who breaches the Rules of Golf of the

United States Golf Association or Local Rules in effect for the conduct of such event shall be subject to the penalties provided in such Rules as well as any other penalties imposed by the Section consistent with this policy. The decision of the Section Rules Officials and/or the Section Tournament Committee with respect to such Rules breach shall be final and conclusive.

C. Conduct Unbecoming a Professional Any Participant deemed guilty of conduct unbecoming a professional while participating in a Section tournament or in activities related thereto (e.g. practice

rounds, hospitality events, etc.) shall be subject to fine, suspension and/or permanent disbarment from Section tournament play as provided in this policy. A fine of $100 shall be levied for the first offense. A fine of $150 shall be levied for the second offense, and a prohibition from participating in Section events for one year shall be levied for the third offense. Any Participant that is found guilty of more than three offenses for conduct unbecoming a professional charge may, at the sole discretion of the Section, be permanently prohibited from participating in all Section and PGA of America tournaments and also may be subject to PGA of America Code of Ethics charges. Notwithstanding the foregoing the Section reserves the right to pursue Code of Ethics charges against any PGA Member/Apprentice for conduct charges related to the conduct of any Participant at Section golf tournaments and related events at the sole discretion of the Section in compliance with the procedures for Code of Ethics hearings as set forth in this Article II of the Bylaws.

D. Classes of Penalties for Section Tournament Offenses 1. MINOR PENALTIES A Minor Penalty is a fine of not more than $150 and/or suspension from

tournament play for two or less tournaments. A Minor Penalty may be imposed by the Section tournament officials responsible for the conduct of tournament.

2. MAJOR PENALTIES A Major Penalty is a fine in excess of $150, suspension from tournament play

for more than three tournaments, and/or permanent disbarment from Section tournament play.

E. Appeals 1. MINOR PENALTIES Appeals from Minor Penalties shall be to the Tournament Committee

Chairperson (or his/her designee). Such appeal may be in writing or oral. Such appeal shall be received by the Tournament Committee Chair no later than thirty (30) days subsequent to the infraction. The Tournament Committee Chair shall render the decision on appeal in writing within thirty (30) days of receipt of the appeal and submit a final report to the Section Executive Director. The Section Executive Director shall submit this final report to the Association General Counsel. Such decision shall be final. Notwithstanding the foregoing, in the event that the Section determines that it would prefer that Minor Penalty shall be submitted to the Board of Control for a hearing in lieu of action by the Section, then the Section Board of Inquiry will follow the same procedure set forth herein for all matters submitted to the Board of Control for Code of Ethics procedure.

2. MAJOR PENALTIES Within thirty days from the date of notification of a Major Penalty, the

Participant may submit a written appeal to the Section Board of Inquiry. Failure to file such an appeal shall be deemed conclusively to be an admission of the charges specified in the notification.

Thereafter, the Section Board of Inquiry will prepare a report of the matter to the Board of Control and the matter will be set for a hearing before the Board of Control in accordance with all applicable procedures set forth herein for ethics appeal heard by the Board of Control. The Board of Control shall hear the appeal either at the next regularly scheduled Board of Control hearing or at an expedited meeting that may be held in person or via conference call at the discretion of the Chair of the Board of Control. The decision of the Board of Control shall be final. An appeal shall operate to stay in effective date of any penalty, except suspension from the Section tournament then in progress or scheduled for the calendar week in which the alleged violation occurred, until after a final decision on the appeal.

All fines must be paid within thirty (30) days from the imposition of the fine, or tin the event of an appeal, within (30) days from the decision rendered by the Board of Control in the event the Board of Control upholds the findings of the Tournament Committee Chair.

XIV. DISCIPLINE, PENALTIES, APPEALS, ETC. Any player who shall be deemed guilty of conduct unbecoming a Golf Professional while participating in the Gateway Tournament Program or activities related thereto or who otherwise violates the Code of Ethics of the PGA shall be subject to fine or suspension from tournament play.

A. Conduct and Discipline: Rules of conduct and schedules of fines for disciplinary action are in the Gateway PGA Tournament Regulations and will be enforced. We must always remember that we are guests at each of these clubs and have the PGA image to uphold.

B. Withdrawal Deadline: Each player is responsible to notify the Section Office by

12:00 noon on Friday prior to the event. Failure to appear will result in loss of entry.

C. Penalties: The Assistant Executive Director, at the direction of the Executive

Director, shall be authorized to impose penalties consisting of a fine of up to $100 for any of the following violations:

1. Club throwing, club breaking 2. Excessive profanity 3. Damage to or littering course, equipment or property 4. Bad checks 5. Practice (more than one ball to a green) 6. Knowingly allowing amateurs to use incorrect handicaps 7. Other conduct deemed by the Assistant Executive Director to be

unbecoming of a Golf Professional Any sanction levied may be appealed to the Executive Board within ten (10) days, which shall consider the appeal within thirty (30) days and render a final decision. A player may appeal to the Executive Board from the imposition of disciplinary action taken by the Assistant to the Executive Director in accordance with the provisions above. Such appeal shall be in writing and may include defenses or mitigating circumstances, including written statement of witnesses.

Fines are due and payable within ten (10) days after notice of disciplinary action is given or prior to the next tournament, whichever comes first, unless a written appeal has been made. Should the appeal be denied, the fine would be due and payable within ten (10) days of such denial. The player will be ineligible for any PGA competition thereafter until such fine is paid.

XV. PACE OF PLAY PROCEDURE

The Rules of Golf require that a player shall at all times play without undue delay. The Rules Committee of the Gateway Section will handle the administration of pace of play.

1. Rule 6-7 Undue Delay

The player shall play without undue delay. Between completion of a hole and playing from the next teeing ground, the player shall not unduly delay play.

2. Gateway PGA Officials will use discretion concerning Pace of Play of early

groups. All groups will be expected to play at a reasonably fast pace, i.e. groups of three – 14 minutes/hole: groups of two – 12 minutes/hole.

3. Each group must maintain their starting interval. Any group falling a hole (par 4 or

par 5) behind is subject to being timed. You are deemed to be a hole behind when your group is on the tee and the hole is clear. If you are out of position, you will be notified that you are out of position and timed.

4. The timing of a player’s stroke will begin when a player has reached his/her ball and

it is clearly his/her turn to play. A player will be allowed a maximum of 40 seconds to complete his/her stroke. Exception: An additional 10 seconds will be allowed for the player who is first to play on or near the putting green and the first to play from the teeing ground on par three holes.

5. If a player exceeds the time limit on one (1) occasion, he/she will then be cautioned

that if he/she exceeds the time limit on one more occasion (total of 2), he/she will automatically incur a penalty of one stroke, under rule 6-7. If the player exceeds the time limit on one more occasion (total of 3), he/she will incur an additional two-stroke penalty. If a player exceeds the time limit a total of four (4) times, the penalty is disqualification.

NOTE: Timing will discontinue when the group has regained its position. Time previously recorded that may have exceeded limit, however, will be held over for further occurrence. XVI. RULES OFFICIALS Rules Official(s) shall be assigned to a Gateway PGA Event when the following criteria have been satisfied: 1. All Major Championships regardless of location. 2. All Pro-Opens in Metro St. Louis. Pro-Opens outside of Metro St. Louis (50 mile radius), including the Southern IL Open, will require a minimum of 50 players. 3. Any other event designated by the Tournament Committee and approved by the Board. 4. Rules Officials will be paid a stipend of $125 per day including meals as an independent contractor. Lodging and mileage for out of town, multiple day events, will be provided.

XVII. RULES OF PLAY – 2012 PGA of America Rules of Play Hard Card Play is governed by the 2012-2015 Rules of Golf of the USGA, and where applicable, by the following Local Rules, Conditions and Definitions. Appendix I refers to the Appendix of Local Rules, conditions of the competition in the USGA Rules of Golf Booklet. Unless otherwise provided, penalty for breach of Local Rule is: Stroke Play – Two Strokes or Loss of Hole – in Match Play.

1. SUSPENSION OF PLAY FOR A DANGEROUS SITUATION When play is suspended for a dangerous situation, if the players in a match or group are between the play of two holes, they shall not resume play until the committee has ordered a resumption of play. If they are in the process of playing a hole, they shall discontinue play immediately and shall not thereafter resume play until the committee has ordered a resumption of play.

NOTE: A suspension for a dangerous situation shall be signaled by one prolonged siren or by a horn blast. All other types of suspension shall be signaled by several short, intermittent siren blasts or horn blasts. PENALTY FOR BREACH OF THIS CONDITION: DISQUALIFICATION: All practice areas shall be closed during suspension for a dangerous situation until the Committee has declared them open for use.

2. SPECIFICATIONS OF CLUBS AND THE BALL:

a) Driver Heads: Any drive the player carries must have a club head, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the USGA, which is available in The PGA of America Rules Office. Exemption: A driver with a club head that was manufactured prior to 1999 is exempt from this condition.

PENALTY FOR BREACH OF CONDITION: See Appendix I

b) Golf Balls: The ball the player uses shall be named on the current “List of

Conforming Golf Balls” of the USGA, which is posted. PENALTY FOR BREACH OF CONDITION: Disqualification

3. PACE OF PLAY: (Note 2 to Rule 6-7) A player will be subject to penalty if he unduly

delays play. The pace of play guidelines which are in effect are posted at The PGA of America Rules Office and starting tees.

4. MEASURING CONDITION OF PUTTING GREEN: Before or between rounds on

any day of the Competition or play-off, a player or his caddie must not use any device that measures the condition (slope, texture, firmness, or moisture level) of any putting green on the course. The use of such a device is only permitted on practice days.

5. PRACTICE AT PUTTING GREEN OF HOLE LAST PLAYED IS PROHIBITED:

Between the play of two holes, a player must not make any practice stroke or roll a ball on or near the putting green of the last hole played.

6. TRANSPORTATION: Automotive transportation is permitted by The PGA of America Rules Committee. The policies governing the use of automotive transportation are effect and posted.

7. RETURNING SCORECARD: For the purpose of applying Rule 6-6c, a competitor is

considered to have returned his scorecard when he has first left the scoring area

8. RESULT OF THE COMPETITION: When all scores have been posted on the Official Scoreboard and approved by the Committee, the result of the Competition is deemed to have been officially announced.

9. LIFTING AN EMBEDDED BALL: The “EMBEDDED BALL RULE” as written in

Appendix I is in effect “through the green”.

10. OUT OF BOUNDS: Out of Bounds is defined by inside edge of white stakes and/or property fence posts at ground level.

11. IMMOVABLE OBSTRUCTIONS: a) Asphalt and artificially surfaced roads and paths are immovable obstructions. White

lined areas tying into roads or paths have the same status as the roads or paths, and thus they are obstructions and not ground under repair.

b) Railroad ties, curbing, or the like adjoining cart paths are deemed to be part of the

same obstruction. c) Secured mats and plastic cable ramps covering cables are immovable obstructions. 12. GROUND UNDER REPAIR: a) Areas defined by white lines (except Dropping Zones) b) French drains, which are trenches, filled with rocks or stones. c) Relief is for lie of ball or area of intended swing only for the following (through the

green only): 1 Seams of cut turf – All seams within the cut turf area are considered the same seam. 2 Newly trenched areas 3 Painted yardage marking located in any closely mown area.

13. RETAINING WALLS AND PILINGS: When located within water hazards or within

and/or around bunkers, retaining walls and pilings are integral parts of the course. 14. TREE WRAPPINGS, ELECTRICAL WIRES AND CABLES: Closely attached to

trees: No relief. Tree wrappings, electrical wires, cables, signs, and lightning rods, closely attached to trees are not obstructions. They are integral parts of the course.

15. TEMPORARY IMMOVABLE OBSTRUCTIONS: Appendix I is in effect and

includes any temporary immovable obstruction installed for the competition. 16. TURF PLUGS ON PUTTING GREEN: On the putting green, in addition to Rule 16-

1c, the player may repair turf plugs of any size.

17. CASUAL WATER ON PUTTING GREEN: If a temporary accumulation of casual water exists on the putting green, the following policy will operate when the ball lies on the putting green:

a) The player may take relief under the Rules of Golf (Rule 25-1b(iii)) or the player may request the Committee to squeegee the line of the putt (but not both). Such squeegeeing may extend beyond the hole at the players option.

b) The Committee may squeegee the putting green at any time. c) The Committee may use any combination of a) and b) above. 18. Distance-Measuring Devices: In all Gateway PGA events a player may obtain

distance information by using a device that measures DISTANCE ONLY. However, if during a stipulated round, a player uses a distance-measuring device that might affect his/her play (e.g., gradient, wind-speed, temperature, etc.) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used. A LOCAL RULE allowing the use of distance-measuring devices that are capable of gauging or measuring other conditions is not authorized.

XVII. TOURNAMENT FORMATS

A. PRO-OPENS 1. Prize money: The distribution of the prize money shall consist of entry fees less

administration costs, rules official fees, opening and superintendent fees, cart fees, plus sponsor contributions. The purse will be determined by number of players and the prize breakdown will be posted prior to play.

2. Starting times: Shotgun start will be used for all Pro-Opens unless otherwise specified as a tee time event.

18 hole Pro-Open – 10:00 AM Shotgun or Tee Times 27/36 hole Events – 9:00 AM & 2:00 PM Shotguns

3. Scores: Scores shall be promptly posted upon completion of play.

4. Pro-Opens would be run with these divisions: Regular and Senior with the following stipulations: A. Players will be paired blindly regardless of division to allow for the

integration between head professionals and assistants. B. Participants must decide (upon tournament sign-up) in which division

he/she is competing for prize money, and pay the appropriate entry fee for that division. However, points will still be distributed for both appropriately to all eligible participants, regardless of which division they play in.

C. Sponsor dollars shall be divided between the Regular and Senior divisions.

This division of sponsor dollars shall be proportionate to the number of players in each division versus the total.

B. GATEWAY PGA SECTION CHAMPIONSHIP

1. Entry deadline – same as Pro-Open regulations. 2. Competition – 54 holes, stroke play. 36 holes Day 1 & Final Round on Day 2. 3. Apprentice eligibility: must complete Level I. 4. Purse – to be determined. 5. Starting times – players will be notified.

C. MATCH PLAY CHAMPIONSHIP

1. Entry deadline will be Thursday at NOON of the preceding week of the event. 2. Competition – Match Play 36 holes per day for three (3) consecutive days. 3. Purse – to be determined. 4. Starting times – players will be notified. 5. Other Rules – All eligible players may sign up to complete the field, if 32

players or less determine the field, players will be seeded with the defending champion seated 1 and the remainder of the field will be seated based on the following: The tournament committee will rank each player in the field with the use of the 2011 Points List, the Gateway Section Player Rankings and any additional information given by the Tournament Chairman. An average of the rankings will be taken from the lists supplied to determine the seeds.

6. If more than 32 players register for the event an 18-hole stroke play qualifier will be used for the morning round to determine the round of 32. The 32 qualifiers will be seeded by the Gateway Section Player Rankings only.

D. PROFESSIONAL NATIONAL CHAMPIONSHIP QUALIFYING

1. Entry – Entry forms will be sent out electronically in advance by PGA of

America. 2. Starting times – players will be notified via email and times will be posted

online. 3. Late registrations will not be allowed for this event.

E. GATEWAY PGA TEAM CHAMPIONSHIP

1. Entry deadline – Same as Pro-Open regulations 2. Competition – 36 holes best ball two-man team event. 3. Purse – to be determined 4. Starting times – shotgun starts 9:00 AM and 2:00 PM. 5. Other rules:

A. GPGA Professional may select any eligible GPGA Professional as a partner.

B. Scorecard must indicate which partner made the score that is counted on each hole.

F. SENIOR PNC/ SECTION CHAMPIONSHIP

1. Entry – Entry forms will be sent out electronically in advance by PGA of

America. Local entries accepted for Sect. Championship portion of event. Any player not registering through the National Office will not be eligible to advance to the National Sr. PNC. A site-fee will be paid on or before the start of this event to cover tournament expenses.

H. PRO-ASSISTANT PRO CHAMPIONSHIP

1. Entry deadline – Same as Pro-Open regulations. 2. Competition – 18-hole best ball two-man team event. 3. Other rules – Head Professional may play with two or more assistants by

paying corresponding team entry fee. Eligibility requirements are not in place for this event. Payout for teams with Non-PGA players will be paid only to the team member with eligible PGA status.

I. QUAD-PRO

1. Entry deadline – Same as Pro-Open regulations. 2. Competition – 18 Holes, First 9 half of team scramble added to other halves

best ball. Second 9 is reversed of first 9 scoring. 3. Other Rules – Teams limited to 2 Top 10 Regular, 1 Top 5 Senior, and 1 Top 5

Assistant, from 2012 POY Standings. Eligibility requirements are not in place for this event. Payout for teams with Non-PGA players will be paid only to the team member with eligible PGA status.

I. LAKE TEAM EVENT

1. Entry deadline – Same as Pro-Open regulations. 2. Format – 54 Holes over 3 days 3. Open to Members of Gateway, Midwest, & South Central Section Members, in

good standing. One team member must be from District 7, other team member has no residency requirement, only PGA requirement.

K. PLAYERS CHAMPIONSHIP

Qualifying Criteria: The Top 20 in Regular POY Points, Top 10 in Senior POY Points, and the Top 5 in Assistant POY Points, will be eligible for the Championship. If any player does not accept the invitation to participate, there will be no substitutions from the respective POY point list.

DISTRICT 7 CHALLENGE MATCHES

Selection Criteria: Top 8 Senior Player of the Year Point List (prior to 2/10/13) First come, first served from 2/11/13 onward.

XVII-A. PRO-AM REGULATIONS

A. ELIGIBILITY

1. All members of the Gateway PGA in good standing. 2. Amateurs at the discretion of the Member who has a verifiable handicap and

active Amateur status. 3. If an amateur is a member of two (2) clubs, the lower handicap is used. 4. Amateurs will receive a % of their handicap based on format of the event. 5. Amateurs must present current handicap card or verification at registration. 6. Entry fee per team is TBD. 7. The format for the Gateway PGA Pro-Ams is TBD.

B. STARTING TIMES

1. Will be published prior to start of registration.

C. POSTING RESULTS

1. The Professional is responsible for insuring that his/her score and the team score is accurate and an amateur member of the team verify the scorecard.

2. Scores of all teams shall be promptly posted upon completion of play.

D. SPECIAL FORMATS

1. Scratch Pro-Am: All Pro-Am regulations apply, except the following:

a. It is recommended but not required that the competition will be scored using two best balls of the foursome. Only gross scores will be used. However, the committee may change the format at their discretion.

b. It is recommended but not required that all amateurs must have established handicaps.

2. Pro-Ladies:

a. Entry fee deadline – same as regular Pro-Ams. b. Handicap – 50% handicap Shamble, maximum of (20).

3. Pro-Junior:

a. Entry fee – $60 per Junior includes carts, lunch, and prizes. b. Entry deadline – 12:00 noon Tuesday preceding the event. c. Starting times – To be determined. d. Format will be Shamble with 50% handicap, maximum of (20). Gross &

Net Divisions. e. Eligibility – All Juniors who have not reached their 18th birthday by the

date of the event. f. Purse – Trophies awarded to first, second and third place teams in each

division with scorecard playoffs for a tie.

through http://www. pgalinks.com. There is a 14 day registration deadline for every PAT and an individual may be registered for only two PAT’s at any one time. The registration fee, paid at the time of registration, is $100 for each PAT and the registrant is responsible for all additional on-site fees.

Those who are employed in a capacity that gives them eligible employment or are

registered PGA/PGM University students may register for a PAT at any time prior to the 30 day registration deadline. Those not meeting this eligibility criteria may only register within the fourteen (14) days prior to the 30 day registration deadline.

If it is found that an individual registered more than fourteen (14) days prior to the registration deadline and did not meet the above eligibility criteria, the individual will be suspended for two years from taking a PAT. If the individual has already played in the PAT, the score will be null and void. II. WAITING LIST POLICY If a PAT becomes full before the deadline date, a wait list will be established. At the registration deadline a wait list report including the wait list registrants in order of registration is sent to the Section Office. To determine your wait list status, you may contact the PGA National Office prior to the deadline and the Section Office after the deadline. If there are any late cancellations or no shows the day of play, the Section will fill any remaining spots from the wait list order, from those who present themselves on site. If a spot does not become available off the wait list, an individual should contact the PGA National Office to have the fees transferred to another available PAT or have funds refunded.

III. TRANSFERS/REFUNDS/CANCELLATIONS There are no transfers or refunds from a PAT inside the 30 day registration deadline unless it is a cancellation after passing a previous 36-hole (this does not include meeting the 18 hole minimum PAT requirement) or off a wait list. An individual who passes the 36-hole PAT and is signed up for another, must contact the PGA National Office at (800) 474-2776, within three business days of passing the 36-hole PAT to have the funds transferred to a Professional Readiness Orientation registration or refunded. A

competitor who is unable to participate in a PAT and does not notify the PGA National and Section Office at least 72 hours prior to the PAT, will be suspended from playing in another PAT 90 days. A competitior who withdraws during play or no cards (does not complete and submit a card for two 18 hole rounds) will be suspended from competing in another PAT for 90 days from the date of that PAT. If a competitor is signed up for another PAT within 90 day suspension period, that individual will be canceled from that PAT and the funds will be refunded. An individual who cancels, withdraws or no cards due to injury or illness may submit medical documentation to the PGA National Office no later than three business days following the PAT for review for refund and/or waiver of suspension. If a PAT is canceled due to not meeting the minimum registrations, you will be notified by the PGA National Office. If a PAT is canceled due to weather, you should contact the Section Offiice.

IV. DRESS CODE

Female participants must wear slacks, culottes, walking shorts, or golf skirts which constitute, acceptable clothing worn by women in connection with participation in professional golf tournaments. Male participants must wear slacks and participants shall not wear shorts anywhere on the property. Jeans are not to be considered slacks.

V. THE COMPETITION

Men shall play from tees at least 6000 yards in length with a minimum USGA course rating of 68. Women shall play from tees at least 5700 yards and at a maximum or 5900 yards. Participants must have been born female in order to play from the women’s tees. Target score is determined by multiplying the USGA course rating by 2 (two) and adding 15 strokes. (After multiplying, any remaining faction is dropped.)

VI. CARTS

Contestants’ clubs must stay on a cart; no more than two carts per grouping. (A third cart may be allowed at the discretion of the facility.) Only two people are allowed to ride in the cart at one time. To “prevent scouting”, a player or players using a cart, or their caddies, may not drive the cart past the ball until all shots have been played to the green. “Past the ball” is deemed to be past the nearest ball to the green. If the players or caddies drive slightly past the ball in search of a lost ball, this is not considered past the ball. Subject to undue delay penalty. When one cart is employed by two players, the cart and any person or thing in it is always deemed to be the equipment of the player whose ball is involved, except when the cart is being driven by one of the players employing it or their caddies, the cart and its contents are considered the equipment of that player.

Spectator carts are not allowed. Only official carts authorized by the Tournament Director will be allowed on the course. It is imperative that all players return their carts to the cart staging area immediately upon completion of their round. Do not leave them at the various courses or their respective practice areas or parking lot.

VII. OTHER CHANGES

Effective 1/1/2003, one of the following must be completed within two years prior to registering into the PGA Professional Golf Management Program:

a. Pass the 36-hole Player’s Ability Test or; b. Attempt the PAT at least twice within two years since 1/1/2003 and shoot

one 18 hole score in a PAT since 1/1/2003 that is equal to or less than the PAT target score for 18 holes plus 5 strokes.

The 36-hole PAT remains valid during the Acceptable Progress period. An individual who enters the PGA Professional Golf Management Program after achieving only option (b) above, must pass the 36-hole PAT prior to registering for the Level 3 Checkpoint. For information on the PGA Professional Golf Management Program, visit http://www.pgalinks.com.pro/index1.cfm. There must be at least ten (10) registrants in a PAT at the deadline in order for the PAT to be held. Tee times are sent by the Section about ten days prior to the PAT. If you do not receive this listing, you should contact the Section Office. A photo identification is required at the PAT site and lack of photo identification is cause for disqualification. If allowed by both the Section and golf course, caddies are permitted. Both caddie and player may ride at the same time. The use of alcohol is prohibited during play of the PAT. For conduct unbecoming a golf professional during a PAT, an individual may be assessed a two stroke penalty. A second offense will result in disqualification. PAT participants are advised that actions determined by the PGA of America to be construed as conduct unbecoming a golf professional in any way connected with the PAT (without limitation unprofessional behavior displayed or unprofessional actions of any nature or description committed during practice rounds, the PAT test, or committed subsequent to the completion of a PAT) may result in the suspension of such an individual from participating in PATs for a period of two (2) years at the sole discretion of the PGA of America. In order to preserve the integrity of the game and our PGA competitions, please be reminded that each player has the duty and responsibility to protect the rest of the field from questionable practices and Rules infractions. If you are doubtful as to the rights or procedure for either yourself or a fellow competitor, seek the counsel of the PAT Examiner.

Passing the P.A.T. is not an entrance requirement into the PGA Professional Golf Management Program, but the P.A.T. must be passed prior to an individual registering for the Level 3 Checkpoint. The P.A.T. remains valid during the Acceptable Progress period, and is considered valid if passed within two years prior to registration into the PGA Professional Golf Management Program. In order to be successful, an individual must achieve a 36-hole score within 15 shots of the course rating. For example, if the course rating is 72, the target score for the 36-holes would be 159 (72 x 2 = 144 + 15 = 159). This competition is normally conducted in one day. The P.A.T. is conducted from the middle tees of the golf course with the flagsticks set on a generally flat area of the green. Although this sounds relatively simple, less than 20% of those taking the test achieve a passing score. If an individual’s game is marginal, it is highly recommended that they work diligently on improving prior to registering for the P.A.T.

The PGA Professional Golf Management Program Notice to Pre-Apprentices To be able to register into Level 1 of the PGMP, you must have met the following requirements: 1. Have a high school diploma or be at least 18 years of age and have the equivalent of a high

school diploma. 2. Review the information provided on PGALinks.com regarding the Professional Readiness

Orientation (PRO) and PGMP policies and procedures: program content and format. 3. Have six months of eligible employment within the 12 months prior to registering into the

PGMP and be eligibly employed at the time of registration. 4. Pass a PAT or attempt the PAT at least twice and shoot one 18 hole score in a PAT that is

equal to or less than the PAT target score for 18 holes plus 5 strokes. PATs expire in two years

Orientation”. Read all the links entirely. 2. Click on “PGMP Application Form”. You will need to download the form and print. The

5. It will take several weeks for the National PGA to process your application. Once your application has been accepted, your Level 1 materials will be shipped to you.

6. You are a Registered Apprentice in The PGA of America after your Level I Kit has been purchased.

APPRENTICES – Keep in mind to be eligible to register for any Checkpoint, Work Experience Kits must be pre-approved prior to registering for all checkpoints. Kits must be submitted to the PGA for approval at least 45 days prior to the registration deadline of the checkpoint you wish to attend. Checkpoints will be filled on a first come, first serve basis. Acceptable Progress Tracking – The PGA Professional Golf Management Program

Acceptable Progress is defined by submission of the Work Experience Kit. In order to remain in good standing, the Level 1 Kit must be received within two years of the Level 1 start date, the Level 2 Kit must be received within four years of the Level 1 start date and the Level 3 Kit must be received within six years of the Level 1 start date. Failure to submit your Kit in a timely manner for each Level will result in suspension until the Kit is received and approved. Apprentices have eight years from their Level 1 Start Date to be elected to PGA membership. If apprentices do not become elected in eight years, they are terminated from the program and must complete the PGA PGM Program again in its entirety, including passing the PAT.

Member Service Requirements MSR Requirements (Effective 6/16/2012) Credit requirements will consist of two categories:

(a) 54 Total Credits, (b) 36 of which must be from PGA Meeting/PGA Education and/or Golf 2.0/Player Development.

(a) Total Credits (54): A total of 54 credits must be earned, with at least 36 credits earned from the required category (PGA Meeting/PGA Education/Golf 2.0/Player Development), while the other means of obtaining credits toward the total requirement remain per the prior program. All credits for any category must be earned via activities that allow for automated crediting through PGA systems to streamline the administration of the Professional Development Program.

(b) PGA Meeting/PGA Education: The credit category for Meetings and PGA-delivered education (Chapter, Section, National) are now combined and all will be awarded one (1) credit per hour of participation. Other education provided by sources outside of The PGA will apply to the Total. This means that any gathering of members organized by a Section/Chapter or National, whether for governance, education, or both will be treated the same way. Therefore, a Section meeting that had three hours of business meeting and two hours of education that would have been credited six Meeting credits and two Education credits in the previous cycle will now be worth 5 PGA Meeting/PGA Education credits in the current proposal.

(b) Golf 2.0/Player Development: The credits for Golf 2.0/Player Development will be earned via the reporting of actual creation, activation and engagement of golfers into programming that supports Golf 2.0 initiatives and/or education and training on the strategic plan, its initiatives, and related program administration. Thus both green grass and non-green grass or executive level PGA members can meet the requirement by becoming knowledgeable about Golf 2.0, its strategic initiatives, and its programs.

Effective Date: June 16, 2011–June 15, 2015 Rules and Regulations for the Member Service Requirement (MSR), as defined by the Membership Committee:

1. One credit per hour of service or participation as defined by the chart below.

2. A Section may require that all Section and Chapter activities be approved in advance.

3. Based on previously approved activities, established guidelines and Section recommendations, the National Office will approve the credits to be awarded for a certain activity. The Board of Control will determine the number of credits in all disputes and the Board of Directors reserves the right to make modifications to the requirements.

4. A participant may receive compensation for an activity.

5. Fifty-four (54) credits are required for a three-year cycle; at least 36 from PGA Meeting/PGA Education/Golf 2.0/Player Development.

6. Members who have attained 25 years of active membership and are at least 65 years of age before the start of the Professional Development Program shall be required to earn 12 credits from the PGA Meeting/PGA Education/Golf 2.0/Player Development category only.

Member Apprentice MEMBERSHIP CLASSIFICATIONS

Master Professional PGA Members who have successfully completed advanced professional training. The Board of Directors shall establish the requirements, including the requirement that such Members shall have served, for a minimum of six (6) years, in the capacity of Class “A” Head Golf Professional and/or Director of Golf at PGA recognized Golf Facilities.

Class A-1 B-1 PGA Members/Apprentices employed as Head Golf Professionals at PGA Recognized Golf Courses. Class A-2 B-2 PGA Members/Apprentices employed as Head Golf Professionals at PGA Recognized Golf Ranges. Class A-3 PGA Members who are exempt players on the PGA Tour, Champions Tour, Nationwide Tour, LPGA Tour and Futures Tour. Class A-4 B-4 PGA Members/Apprentices who are Director of Golf at a PGA Recognized Facility: An individual who directs the total golf operation of a PGA Recognized Golf

Facility, including the golf shop, golf range, golf car operations (if applicable) and supervision of the Head Golf Professional Class A-5 Past Presidents of the Association, regardless of their current occupation or profession. Class A-6 B-6 PGA Members/Apprentices employed at PGA Recognized Golf Facilities, PGA Recognized Golf Schools, PGA Recognized Indoor Facilities as either golf supervisors of golf instructors, or individuals who instruct PGA Professionals how to teach. Class A-7 B-7 PGA Members/Apprentices employed as Directors of Golf or Head Golf Professionals at PGA Recognized Facilities under construction. Class A-8 B-8 PGA Members/Apprentices who are employed as Assistant Golf Professionals are primarily employed at a PGA Recognized Golf Facility and spend at least 50% of

the time working on club repair, merchandising, handicapping records, inventory control, bookkeeping and tournament operations. Class A-9 B-9 PGA Members/Apprentices who are employed in professional positions in management, development, ownership, operation, &/or financing of facilities.

Employment at more than Two Facilities: Individuals who are involved in the management of more than two facilities, regardless of positions, titles or responsibilities shall be classified B-9

Class A-10 B-10 PGA Members/Apprentices employed as Golf Clinicians whose main source of income is golf shows or clinics. Class A-11 B-11 PGA Members/Apprentices who are employed by the Association, a Section or the PGA Tour in an administrative capacity and individuals who are employed full-

time as employees of golf associations recognized by the Board of Directors. Class A-12 B-12 PGA Members/Apprentices who are employed as golf coaches at accredited colleges, universities, and junior colleges. Class A-13 B-13 PGA Members/Apprentices who are employed as General Managers/Directors of Club Operations who have successfully completed the requirements set forth by the

PGA Board of Directors. General Managers/Directors of Club Operations: General Managers and/or Directors of Club Operations shall manage the entire golf facility including golf operations, golf course maintenance, clubhouse administration, food and beverage operation and other recreational activities at the facility.

Class A-14 B-14 PGA Members/Apprentices who are employed as Director of Instruction, an individual who is managing, supervising and directing the total teaching program at a

PGA Recognized Golf School or PGA Recognized Facility. Class A-15 B-15 PGA Members/Apprentices whose primary employment is ownership or management of golf products or services at a “PGA” Recognized Retail Facility” provided

such Employment specifically excludes primary employment as a clerk.

Class A-16 B-16 PGA Members/Apprentices who are primarily employed in the design of golf courses as architects or Individuals who are primarily employed in an ownership or management capacity as golf course builders.

Class A-17 B-17 PGA Members/Apprentices primarily employed in the management of all activities in relation to maintenance, operation and management of a golf course. Individuals in this classification are required to satisfy the criteria of either a Golf Course Superintendent of Assistant Golf Course Superintendent as defined by the Golf Course Superintendent’s Association of America

Class A-18 B-18 PGA Members/Apprentices primarily employed in the reporting, editing, writing or publishing of golf-related publications in any form of media (inclusive of, but not

limited to, newspapers, magazines, the Internet) or in the broadcasting or commentating about golf events on network television, cable networks, the Internet or any other form of related media.

Class A-19 B-19 PGA Members/Apprentices primarily employed in an executive, administrative or supervisory position with a golf industry manufacturer of golf industry distributor. Regulation: The A-19/B-19 classification may include individuals primarily employed in an executive, administrative or supervisory position with a golf industry

company that provides direct consumer distribution of golf goods or services that benefit PGA Members and/or PGA Member affiliated facilities. Class A-20 B-20 PGA Members/Apprentices primarily employed by one or more golf manufacturing or distributing companies involved in the wholesale sales and distribution of golf

merchandise or golf-related supplies to golf facilities, retail stores of any other golf outlets. Regulation: The A-20/B-20 classification may include individuals primarily employed by a golf manufacturing or distributing company that provides direct consumer

distribution of golf goods or services that benefit PGA Members and/or PGA Member affiliated facilities. Class A-21 B-21 PGA Members/Apprentices primarily employed in the coordination, planning and implementation of golf events for organizations, businesses, or associations. Class A-22 B-22 PGA Members/Apprentices primarily employed in the provision of services as a rules official for recognized golf associations, recognized golf tours or recognized

golf events. Class A-23 B-23 PGA Members/Apprentices primarily employed in the business of club fitting must use a recognized fitting system or a comparable system, must have all the

necessary equipment normally associated with club fitting and must have access to a PGA Recognized Golf Range or a range at a PGA Recognized Golf Course to monitor ball flight. Individuals primarily employed in club repair must have an established place of business with all necessary equipment normally associated with club repair, or must service one or more golf tours or series of golf events.

Class A-24 PGA members primarily employed within the golf industry who are not eligible for another active classification. Individuals may not be elected to A-24 as this is a

“transfer only” classification. If a member wishes to transfer to the A-24 classification, they must first submit a change form and job description to their section office for approval. Once this is done, the Director of Membership, Rich Williams, must also approve it at the National level. If the section and National are uncertain as to whether someone qualifies for the A-24 classification, it will be forwarded to the Board of Control.

Class “F” PGA Members who fail to meet the requirements of the Member Service Requirements (MSR). All privileges are suspended until time of successful completion. Eligibility for Two (2) Classifications: With the exception of A-3’s, any Member who is eligible for two (2) different classifications should be placed in the classification in which the Member spends a majority of their time: however, if equal, the Member shall have a choice, with the approval of the Section. Approved Tournament Players shall be classified A-3 unless they substantiate to the Board of Control they are eligible for another classification. Approved Tournament Players who are not classifies as A-3 Members shall have their classification reviewed by the Board of Control two (2) times annually.

Life Member (Active) PGA Members who have a history of 20 years or more of active Membership. Any time during which the Member was suspended, classified “Inactive” or classfied “F” does not count toward the accumulation of those years. It technically means that the Member is retired, but still actively involved in the PGA of America. He/she must still complete MSR and pay dues. Privileges include the ability to vote, hold office at the National and Sectional levels, be a delegate to the Annual Meeting, play in the Sr. CPC, Winter Tournament Program, and the Tournament Series. The Section determines eligibility for Section events.

Life Member (Retired) Requirements for qualification are the same as Life Member Active. However, both the responsibilities and rights of membership are limited. MSR is not required, and dues are

substantially lower. Privileges include the ability to compete in the Tournament Series, the Tournament Program and the Sr. CPC. He/she may not hold office, be a delegate to the Annual Meeting or vote.

Apprentice An Apprentice is an individual who is employed as a head golf professional, director of golf, general manager, golf teacher or golf assistant (defined as an individual who spends at least 50

percent of the time working on club repair, merchandising, handicapping records, inventory control, bookkeeping and tournament operations). These individuals are registered into the PGMP program.

Inactive This is a classification that allows members to be unemployed, employed only part time or work totally outside of the golf industry. An Inactive Member does not have the same rights as a

Class “A” Member, but may still retain PGA Professional status. MSR and dues are required. If a Member exceeds his/her grace period for unemployment, the classification automatically changes to Inactive. However, it is not necessary to wait that long. If a member chooses to change voluntarily, he/she need only complete a change form as they would any other time.

The term “PGA Recognized Golf Course” shall refer to a golf facility that has at least nine holes. Each hole shall have a minimum hole length of 60 yards and have a total yardage of not less than 1,000 yards for nine holes or 1,500 yards for 18 holes. The golf facility shall have at least 14 acres in total course area, exclusive of clubhouse, golf shop and parking areas, and be entirely planted in grass (except for artificial tee mats). The term “PGA Recognized Golf Range” shall refer to a golf range with a minimum of 15 tees, 150 feet of teeing area, and a depth of at least 600 feet. The range shall have adequate parking facilities allowing at least one parking place for each tee and a building adequate to properly handle the administrative requirements of a PGA Recognized Range. A professional shall be available for private and group instruction. The term ”PGA Recognized Golf School” shall refer to a golf school recognized by the Board of Directors. This refers to a golf school recognized by the Board of Directors, which promotes the game of golf, has an official name and written materials to describe its programs, and conducts its programs at PGA Recognized Golf Facilities, which can sufficiently handle classes to teach the game of golf. “PGA Recognized Retail Facility” shall be defined as either a stand-alone retail golf specialty store or as sporting goods stores with golf departments similar in size and merchandise inventory to a stand-alone golf shop. The term “PGA Recognized Golf Association” shall refer to an organization recognized by the Board of Directors. They shall promote the game of golf, have tax-exempt status and operate from a place of business. To verify that these guidelines are satisfied, the organizations may be required to provide tax records, job descriptions, mission statements, business plans, organizational charts and/or other information the Association deems necessary. The term “PGA Recognized Professional Golf Association” shall refer to International Association of Golf Professionals recognized by the Board of Directors. Apprentice Classifications – Apprentice classifications mirror member classifications, (B-1 to B-23). The same rules that define employment for members will apply to apprentices. The Apprentice Employment Verification form can be found as document #300 at http://www.pgalinks.com/memberonly2/003/memforms.cfm. Dues – 2003/2004 dues for all apprentice classifications (other than B-1 and B-13) will be the same as dues for an apprentice assistant. The Board of Directors will establish policies to assist the Sections in computing the dues for the 2004/2005 fiscal years. Eligible Employment – The primary employment guidelines will be used to determine eligible employment. If so requested, an apprentice must justify his/her classification to the satisfaction of the Section. 2 per 9 and other employment restrictions – Nearly all employment restrictions have been removed. Primary employment will be used to determine eligible employment. Sections will have the ability to identify the number of apprentices at a facility so they can determine if they wish to have the apprentice verify his/her employment. Registration Procedures – Read all of the Professional Readiness Orientation information at http://www.pgalinks.com/pro/index1.cfm (hyperlink). The PGA PGM Program application is available at http://www.pgalinks.com/pro/app.cfm (hyperlink). A member or apprentice shall be deemed to have violated the reporting requirements by failing to follow established Reporting Requirement guidelines. Accepting a Position – Members and apprentices accepting a new position shall be required to report the terms of their new contract, including a job description and anticipated income, to the section within ten (10) business days of agreeing to the terms of the position, so as to provide statistical information for education purposes for the membership, and to permit the Association and its sections to pursue the mission and objectives of the Association. Leaving a Position – Members and apprentices who leave a position shall be required to report the terms of their most current contract, including a job description, approximate income and fringe benefits, to the section within ten (10) business days of finding that they are leaving the position, so as to provide statistical information for education purposes for the membership, and to permit the Association and its sections to pursue the mission and objectives of the Association. Business Day – A business day is defined to be any day on which the PGA National Office is open for business. The ten (10) day notification period starts upon initial knowledge of leaving/accepting a head professional position. Members or apprentices who fail to comply with these provisions shall be fined as follows:

1. $50 for notification received between the 11th and 30th business day; 2. $75 for notification received between the 31st and 60th business day; 3. $100 if notification is not received within 60 business days.

All such fines shall be retained by the sections in which the violations occurred. Members and apprentices who are fined for such violations shall be automatically suspended from membership or registration in the apprentice program until the fines are paid. Members and apprentices in violation of this policy may appeal such fines and decisions to the Board of Control, in accordance with the provisions of Article VII. The Board of Directors shall prescribe regulations for enforcing the provisions of this Section, including the requirements that the Association and its sections shall be responsible for keeping each other fully informed in a timely manner. Employment Change – The national secretary is responsible for providing job change information received as a result of these requirements to the section within three (3) business days. When notification of an employment change is received at the national office and it is determined that a fine is applicable, the member or apprentice shall be sent a certified letter, along with a copy to the section, advising the member or apprentice of the amount of the fine and the fact that the member or apprentice is suspended until the fine is paid. Suspensions – Members and apprentices may be suspended for the following reasons:

Code of Ethics. Non-payment of dues by July 1. Delinquency of two months of PGA Credit Union loans. Failing to return a Questionnaire or an Association Survey. Violation of the Reporting Requirements. Failing to make “Acceptable Progress” in the PGMP.

Rights of Suspended Professionals – Suspended individuals shall lose all rights of membership and the privilege to play in national or section golf tournaments in accordance with tournament administration procedures established by The PGA of America and the sections. Life and liability insurance shall not be denied to suspended members as a result of their suspension. Individuals employed by a suspended member may not be denied any rights or privileges. Commencing January 1, 1994, time in suspended status shall not count towards Life Member status.
