Mr. Libby was theFAA's CDM Manager for 3½ years and established thepresent-dayCDM/InternationalOfficeattheATCSCC.In his role as National OperationsManager (NOM),Mr.LibbymanagedtheATCSCCoperationalfloor;developedthe SPT Telcons, SFO Guidelines, and Airline/FAA workgroups;andmanagedtheNASduring the9/11crisis.AsCDM FAA Lead for 18 years, his experience beganwiththeestablishmentofFSMandledtodevelopmentoftheTSDRerouteMonitor,FEA/FCAsoftware,andproceduresfor the FET subgroup. He also led the Airspace FlowProgramTeam,whichdevelopedtheFAA'sAFPsoftwareandprocedures.While serving as National Traffic Management Officer(NTMO), Mr. Libby supervised the management of theNAS severe weather operation and introduced TacticalSevere Weather Telcons, Ground Delay Programs insupport of SWAP, and reroute options, all still in usetoday in various forms. He also established the TrafficManagementUnitatProvidenceATC.Mr.LibbyservedasTrafficManagementSpecialist(TMS)foroneyearattheATCSCC,workingintheNewYork/DCareawithairlinesandFAAfieldfacilitiestocontroltrafficflowinandoutoftheBoston,NewYork,andDCairports.During this time, he led the operational ATCSCCtransitiontoFlightScheduleMonitor(FSM).As ATCSCC Automation Manager, Mr. Libby wasresponsibleforTFMSsoftwareandhardwarefortheNASand was the Ops Lead for the TFMS Release 1,transitioning the TFMS hardware to ACY and TFMSRelease2 software into the TFMS system. Inhis role asCDM/International Manager, he led the FAA’s CDMeffort; later, as a member of the CDM Steering Group(CSG), he helped to establish the International CDMoffice, bringing CDM back from the edge of extinction,restructured the semiannual CDMmeetings; introducedthe Surface Team into CDM; and worked withEuroControl to harmonize ACDM. He alsomanaged thedaily operations of the ATCSCC as Facility Manager,workingwith FAA facilities and airlines to improve NASoperations.

JohnShaffreyAIRTRAFFICCONTROLSPECIALISTAs an Air Traffic Control/Flow Specialist,Mr. Shaffrey isinstrumental in product development and training. Hejoined the company in 2010 as a consultant afterspending 39 years in government service with the FAAandintheU.S.military.HewasanAirTrafficController,Training Specialist, Programs and Procedures Specialist,Front Line Supervisor, and Operations Manager atvarious FAA Towers/TRACONs and ATCSCC. At theATCSCChewasaNationalOperationsManagerinchargeofdailyNASoperations,workingcloselywiththeairlines,FAA facilities,and themilitary.Hewasalso in chargeofMidwest Operations and was a member of theadministrators’ award-winning ORD airspace redesignteam.In his role as TrafficManagementCoordinator (TMC) atthe ATCSCC, Mr. Shaffrey spent one year initiating andcoordinating appropriate traffic management initiativesinpotentialproblemareas;analyzingmeteorologicaldataand providing daily operational plan input; minimizingtheeffects of systemconstraints on facilities andusers;andcoordinatingwithfacilitiesondelaymitigation.As National Traffic Management Officer (NTMO), AirTraffic Control System Command Center, for five years,hehadsupervisionover theverticaland lateralareasofthe eastern region, conducting planning telcons (SPOs)with NAS users several times a day to discuss andimplement traffic management initiatives andcoordinatingwithvariousfacilitiesseveraltimesadaytoplanfutureevents.Mr.ShaffreywasNationalOperationsManager(NOM)attheATCSCC for sixyears,wherehewasaccountable forall national traffic management initiatives. He used hisexpert technical knowledge of air traffic and trafficmanagement theories and procedures to coordinate airtrafficsysteminitiativeswithadiverserepresentationofFAA facilities,military, and various system users and tomaintainastrongrelationshipwithairlines,FAAfacilities,and military in coordinating policy and procedures. Hiscollateral duties included responsibility for theMidwestarea andworkingwith airlines and facilities from DTW,MSP,ORD,MDW,andDENonnumerousprocedures.
