Oscar Sydney Cox was born in Portland, Maine, on December 3, 1905.
He attended Massachusetts Institute of Technology, and received his Ph.B.
(1927) and LL.B. (1929 ) from Yale University. Cox was associated with
the law firm of Cadwalader, Wickersham and Taft, and a member of both
the Supreme Court and New York bars from 1929 to 1934 . He was appointed
the City of New York's assistant corporation counsel in charge of taxes
(1934), and held this post until 1938. His federal government career
began in 1938 when he was appointed Assistant to the General Counsel,
U. S. Treasury Department, a post he held until 1941. Cox then served
as General Counsel of both the Lend-Lease Administration and the Office
of EmergencyManagement (1941-43); Assistant Solicitor General of the
United States (Feb., 1942-Dec ., 1943); General Counsel, Foreign Eco
nomic Administration (Dec., 1943-Jan., 1945); and Deputy Administrator,
Foreign Economic Administration (Jan.-Oct., 1945). Mr. Cox di ed in
Washington, D. C. on October 4, 1966.
The papers are of an official nature, except for personal corres
pondence which is confined to paragraphs in otherwise official letters,
and the diaries. They reflect Cox's involvement in all of his federal
government posts, but because of his many assignments, often held con
currently, the files overlap . For example, documents relating to his
posts as General Counsel, Lend-Lease Administration and Office of
Emergency Management, are located both in the files pertaining to lend
l ease and the Justice Department .
The papers are arranged into eight series as follows:
Series I. (Containers 1-37). Alphabetical File.
Correspondence for the period 1938-4) arranged alphabetically

either by surname of correspondent or by subject. This file has been
arranged from several small files covering the entire period, and re
lates to his several governmental functions .
Series II. (Container s 38- 58), Treasury Department File ,
Correspondence for t he period 1938-41 (Containers 38- 50) ar
ranged alphabetically by subject. This series is concerned with Treas
ury Department matters during Cox ' s tenure as Assistant to the General
Counsel. Containers 51-58 are copies of Congressional bills and reso
lutions r elating to the Treasury ·Department, filed chronol ogicall y.
Series III. (Containers 59- 77), Justice Department File.
Correspondence for the period 1941-43 arranged either alphabeti
cally by subject (Containers 59- 69) or chronologically (Containers 70-
77). This material deals with Justice Department and Office of Emer
gency Management matters while Cox was employed as General Counsel for
O.E.M. and Assistant Solicitor General of the United States.
Series IV. (Containers 78-121), Lend-Lease File.
Correspondence for the period 1941-45 arranged alphabetically
either by surname of correspondent or by s ubject (Containers 78-107)
and chronologically (Containers 108-119), with two containers of news
paper clippings. The material is concerned with official matters while
Cox was serving as General Counsel, Lend-Lease Administration. Also
contains material relating to the Foreign Economic Administration,
Series V. (Containers 122-132). United Nations File. ·
Correspondence for the period 1944-45 arranged alphabetically by
subject. As a result of Cox's association with the Foreign Economic
Administration he became involved with planning for the United Nations,

Conferences.

Correspondence arranged alphabetically either by surname of corres
pondent or by subject. Included in this series is a folder "V.I.P. Let
ters (1945-66)," and files on personal matters,
Series VII. (Containers 140-152 ). Diaries and related Material.
The diaries cover the years 1938-1945 and 1951-1952. Daily calen
dars and .reminders are also filed in this series.
Series VIII. (Containers 153-156), Clippings File.
Newspaper clippings, generally arranged by topic, however, there
is a chronological file for 1945. Also included is a folder entitled
"Maps." The bulk of this material covers the period 1943-45.
