School Board attorney Elmer Noah presented a Temporary Right-of-WayAgreement from the Ouachita Parish Police Jury seeking the Board’s approvalon a project. Whereby, Scott Robinson moved, seconded by Carey Walker,that the Board approve the Temporary Right-of-Way Agreement between theOuachita Parish School Board and the Ouachita Parish Police Jury that grantspermission to the police jury allowing work to be done on school board prop-erty located in the vicinity of the former Richardson School site on a certaintract or parcel of land consisting of 1.455 acres, situated in Section 4, Town-ship 17 North, Range 3 East, Land District North of Red River, OuachitaParish, Louisiana. e work consists of constructing a temporary driveway,clearing, grubbing and otherwise improving the existing T-1-A Canal. etemporary right-of-way will expire December 31, 2015 or upon completionof the project. e Ouachita Parish Police Jury will remove all debris and ex-cess spoil generated by the project. e Ouachita Parish School Board will re-ceive $46,443.60 as compensation from the police jury for this project.Motion carried unanimously.

Special Projects/Safety Coordinator Kenneth Slusher announced that thegirls’ dressing rooms at Ouachita Parish High School’s soball complex arecomplete and the batting covers for boys and girls soball and baseball are tobe delivered on January 24. e construction began at Calhoun Elementaryyesterday on restrooms and two classroom additions and the bathroom atSwayze was completed during the Christmas break. e tennis court projectat West Monroe High School is ongoing.

On the recommendation of Purchasing Agent Bobby Jones, Susan Spencemoved, seconded by Scott Robinson, that the Board accept the bid ofUnisource (claiming Louisiana State Preference of 10%) in the amount of$24.75/case (Bid No. 17-14) for copy paper. Motion carried unanimously.

On the recommendation of Purchasing Agent Bobby Jones, Carey Walkermoved, seconded by A. R. Treasurer’s Report: e board members reviewed the itemize deposits anddisbursements showing the following balance on hand as of October 31, 2013.

General Funds $5,017,754.08Report filed for audit.Travel Plans: It was moved by Sammy Gordy and seconded by Nash Patel

to approve the additional travel plans for January through March 2014. Mo-tion carried by a vote of nine (9) affirmative votes to zero (0) votes.

Committee Report:Budget Committee – Sammy Gordy reported that the Budget Committee

met to review the 2013 Revised and 2014 Proposed Budget to be presentedto the Board of Directors. She reported that the budget will be voted on inthe December board meeting.

Tourism Development Committee – Don O’Toole reported that the

Tourism Development Grant Committee met on November 18, 2013 at 3:00 pm

to discuss the following requests.Cotton Stakes Classic final payment request-It was moved by Janet Rut-

ledge and seconded by Don O’Toole to approve payment for the TourismDevelopment Grant of $20,000.00 to the Cotton Stakes Classic event held atthe Ike Hamilton Expo Center. Motion carried by a vote of nine (9) affir-mative vote to zero (0) negative vote.

Downtown RiverMarket – e Downtown RiverMarket requested thatthe Tourism Development Grant funds in the amount of $8,000.00 grantedfor the restoration of the Garrett Law Office be used for upgrades to the elec-trical system at the RiverMarket.

It was moved by Janet Rutledge and seconded by Sammy Gordy to not ap-prove the transfer of the Tourism Development Grant Funds in the amountof $8,000.00 from the restoration of the Garrett Law Office to the River-Market to be used for upgrades to the electrical system. Motion carried by avote of nine (9) affirmative votes to zero (0) negative votes.

It was moved by Don O’Toole and seconded by Janet Rutledge to put thefunds granted to the Garrett Law Office back into the Special PromotionBudget. Motion carried by a vote of nine (9) affirmative votes to zero (0) neg-ative votes.

Ouachita Parish Police Jury Tourism Development Grant – Alana Cooperreported that funds dedicated to print Do Not Litter Coloring Books costwere less than the approved amount of $10,000.00. She requested that the re-maining balance of $6,550.00 go back into the Special Promotion Budget.

It was moved by Janet Rutledge and seconded by Jerry Edmondson to re-turn funds of $6,550.00 not used for the printing of Do Not Litter ColoringBooks for the Police Jury back into the Special Promotion Budget. Motioncarried by a vote of nine (9) affirmative votes to zero (0) negative votes.

Other Business: Alana Cooper reported that the City of Monroe is still in-terested in persuading the Cooperative Endeavor Agreement between theCity Of Monroe and the Convention and Visitors Bureau regarding theHorseshoe Pits to be constructed at Chennault Park. e amount dedicatedfor the project is $25,000.00. She requested board approval to go ahead withthe project.

It was moved by Don O’Toole and seconded by Sue Nicholson to extendthe funds of $25,000.00 until June 2014 for the Horseshoe Pits project to becompleted. Motion carried by a vote of nine (9) affirmative votes to zero (0)negative votes.

Executive Director’s Report: Alana Cooper reported that she has beenasked to serve on the Southeast Tourism Society Board. She requested boardapproval.

It was moved by Sue Nicholson and seconded by Jerry Edmondson to ap-prove the Executive Director to serve on the Southeast Tourism SocietyBoard. Motion carried by a vote of nine (9) affirmative votes to zero (0) neg-ative votes.
