THE MOST EXCELLENT ORDER OF THE BRITISH EMPIRE (GBE / KBE / CBE / OBE / MBE / BEM)
With World War One lasting longer than expected and affecting every aspect of life in England, there was no suitable way to reward services to
the war effort by civilians at home and servicemen serving in support positions. The awarding of the Military Cross or Distinguished Service
Order to servicemen for support duties reduced the value of these awards when given for high valour. The existing orders did not have enough
scope to provide awards for these duties and thus consideration was given to expanding the Order of the Bath and the Order of Saint Michael
and Saint George by adding a fourth and fifth class. In the end, King George V decided to create a completely new order, with five classes and
a medal, the first two classes to confer knighthood. The Order could be given generously for services to the Empire at home, in India and in the
Dominions and Colonies. It was created mainly to reward non-combatant services to the war and was to include women which most orders to
this time excluded. Initially there was one division only created in June 1917 but in 1918 two divisions were established, a civil and a military
division.
It was not until 1957 that a Chapel of the Order was finally approved. Saint Paul's Cathedral was chosen and a cathedral crypt added for the
Order in 1960. The Motto of the Order is: 'FOR GOD AND THE EMPIRE'. Prince Phillip is the present Grand Master. Awards of the GBE are
8 per annum (116 in total); KBE is 51 per annum (763 in total); CBE 448 per annum (6157 in total); OBE 994 per annum (no restriction on total)
and; MBE 1705 per annum (no maximum total). In all cases the civil awards outnumber the military awards four to one.
The Order suffered from the large number of awards and is easily the most common British award given. The Order of Canada has replaced
this Order for award to Canadians although Canadians still occasionally receive the Order of the British Empire when they have rendered
services to Britain.
The description of the Badges/Star/Ribbon is complicated by the fact that in 1937 the original ribbon badges and stars were altered. The ribbon
was originally purple with a scarlet stripe down the centre to distinguish the military division. At the wish of Queen Mary, the purple was
changed to rose pink with narrow edges of pearl grey with the military division having a narrow pearl grey stripe down the centre. The centre of
the badge and stars originally had a figure of Britannia, holding a trident and seated beside a shield bearing the national flag.
On 9 March 1937, this design was changed and now has the effigies in gold of King George V and his consort Queen Mary.
a) GBE: The MANTLE for Knights and Dames Grand Cross (DBE) is of rose-pink satin, lined with pearl-grey silk having two rose-pink and
silver tassels attached thereto. On the left side of the mantle is embroidered a representation of the star. The COLLAR is of silver-gilt with
twelve medallions (six with the royal arms and six with the royal and imperial cypher of King George V alternating), linked together with cables
bearing the imperial crown between two sea lions. From the centre cable hangs the BADGE, a cross patonce (four arms with three points on
each arm, each point at right angle to the other) of silver-gilt with the arms enamelled pearl-grey. The centres are as described above for the
pre and post 1937 design and are contained within a circle enamelled crimson with the words 'FOR GOD AND THE EMPIRE' in gold within the
crimson circle.
The ORIGINAL STAR of the GBE is an eight pointed star, each point consisting of five rays coming from the centre, the centre ray being the
longest and the others each being shorter with a small ray between each of the eight rays. The rays were fluted and were silver. In the centre
within a circle of enamelled crimson which contains the motto in gold was Britannia as described above.
The CURRENT STAR is similar in description but rather than the rays being fluted and smooth, they are now of chipped silver and have the
current centre (conjoined busts) within the
enamel circle with the motto. The RIBAND
(Sash) is of the colours described above, 102-
mm wide for males, 57-mm wide for females
and is worn over the right shoulder with the
badge on the left hip. A Dame Grand Cross of
the Military Division would not have the
pearl-grey centre stripe as Queen Mary did not
want any female wearing a different riband than
her. Also, a Ladies' collar and star are smaller
than a gentleman's.
3
b) KBE: The BADGE of the Knight Commander (KBE) and Dame Commander (DBE) are similar to that of the GBE but each is slightly
smaller. The KBE badge is worn around the neck from a riband 44-mm or for a DBE from a bow on the left shoulder. The STAR is an eight
pointed star, the vertical and horizontal arms being longer than the arms in the angles and the angled arms being shorter and made up of only
three rays versus the five rays of the horizontal and vertical arms. The pre-1937 star had rays that were fluted while the current star has faceted
or chipped silver rays. The centre of the stars are as per the GBE.
c) CBE: The BADGE of the Commander is as described for the GBE. This
badge and those previously described have a royal crown attached by a
hinge to the upper vertical arm with a ring at the top of the crown. Through
this ring passes the riband (which is 44-mm wide) and the badge is worn
around the neck by a man or on the left shoulder from a bow by a female.
The badge is smaller than a KBE badge being 64-mm across.
d) OBE: The BADGE of the Officer is similar to that of a Commander but it
is entirely in silver-gilt with no name. It is worn with other medals on the left
breast by a male or from a bow by a female. The ribbon is 38-mm wide.
e) MBE: The BADGE of the Member is as described for an Officer but it is
in silver. It is worn as per the OBE and from the same size ribbon.
f) BEM: The BRITISH EMPIRE MEDAL has a very interesting history. It was originally known as the MEDAL OF THE ORDER OF THE
BRITISH EMPIRE when established in 1917 and in December 1918 a military division for the medal was established. This medal was a small
medal, 29-mm across, similar in size to the Royal Victorian Medal. The medal is silver with Britannia in the centre (as described previously)
with 'FOR GOD AND THE EMPIRE' in a circle around the edge of the medal. On the reverse is the royal cypher GRI surmounted by a crown
with a circular cord running just inside the slightly raised edge. The purple ribbon is 29-mm wide, the military division having a 3-mm wide
scarlet stripe in the centre.
In 1922, this Medal was discontinued and replaced by two other medals. One was known as THE MEDAL OF THE ORDER OF THE BRITISH
EMPIRE FOR GALLANTRY (or EMPIRE GALLANTRY MEDAL -- EGM) and the other medal is known as THE MEDAL OF THE ORDER OF
THE BRITISH EMPIRE FOR MERITORIOUS SERVICE (BEM). Both these medals have Britannia as described on the obverse with the motto
around the upper left and right edges of the medal. The EGM has in the exergue the word 'GALLANTRY' and the other medal has the words
one above the other 'MERITORIOUS SERVICE'. On the reverse is the current royal cypher, surmounted by a crown and below the words
'INSTITUTED BY KING GEORGE V'. There was a civil and a military division of each medal. The ribbon for the medal was changed in 1937
from purple (scarlet stripe for military division) to the rose pink with pearl grey edges (and a pearl grey centre stripe for the military division) but
no other changes were made to the medal.
The EGM was only awarded 130 times with AC1 Ernest Frost, then serving with the Royal Air Force, being the only Canadian recipient. The
Medal was discontinued on 24 September 1940 and all living holders of the EGM were entitled to return the EGM and receive the George
Cross. The medal for meritorious service (BEM) was retained. It was now to be awarded to persons who rendered meritorious service
warranting such mark of Royal appreciation who were not already members of the Order and were not eligible for appointment thereto. If the
holder of the medal was subsequently appointed a member of the Order, they could wear both the medal and the insignia of the Order.
After 1940, the BEM could be awarded for meritorious service and could continue to be awarded for gallantry. The same medal was awarded
for both. On 14 January 1958, it was decided that when the BEM is awarded for gallantry, a silver oak-leaf emblem is worn on the ribbon. This
emblem was also to be worn by recipients of the Order who were admitted for gallantry. Bars are awarded for further acts of gallantry although
no bars have been awarded to a Canadian. The medal is 35-mm across. It is worn after the Royal Victorian Medal and before the Queen's
Police Medal. Recipients may use the post-nominal letters BEM

(1954). By 1959 she was a principal dancer with the Royal Ballet. Famed for
her fluent, impetuous movement, extraordinary musicality and intense
dramatic power, Seymour is best known in works created for her by Sir
Frederick Ashton (The Two Pigeons, A Month in the Country, Five Waltzes in
the Manner of Isadora Duncan) and by Sir Kenneth MacMillan (The Burrow,
The Invitation, Romeo and Juliet, Anastasia, Mayerling). Ballerina of the
Deutsche Opera Ballet (Berlin, 1966-69) and director of the Bavarian State
Opera Ballet (Munich, 1978-79), Seymour is also a talented choreographer. She has appeared in Canada with the Royal Ballet, Western Dance
Theatre and National Ballet of Canada. Her autobiography, Lynn, was published in 1984.

Ceylon Kt (LG 14/06/2003+) OC (CG 19/06/93)
Born 22 February 1933 in Ceylon – today's Sri Lanka – and educated in England, Sir Christopher began his career in
1956 as a stockbroker in Canada, becoming a founding member of the first independent research-based institutional
equity firm in that country. With a humble base of just $3000 and his literary and financial wits, he founded Pagurian
Press Ltd. Twenty years later, the Press had grown into the Pagurian Corporation Ltd, controlling assets worth over
$1 billion. He represented Canada in the four-man bobsled at the 1964 Winter Olympics in Innsbruck. While one of
the Canadian men’s team won gold, his team finished 14th.
In 1995, he sold all his business interests and returned to writing and the literary world. He moved to Britain and
began a career as a philanthropist and adventurer. Travelling through India and Africa, he also became an author
(younger brother Michael Ondaatje is a world-renowned novelist). His books describe his travels. He wrote a book,
Hemingway in Africa, about Ernest Hemingway. Again, he broke new ground as a respected reviewer and a writer of
thought-provoking books dealing with significant biographical, historical and geographical events.
Sir Christopher has also devoted much of his time to administering The Ondaatje Foundation for the Arts, and is a life patron of the National
Portrait Gallery where the Ondaatje Wing is named after him.
In 2011, Sir Christopher joined the Macquarie University, Sydney, Australia, as a writer-in-residence, and passed on wisdom gained through his
lifetime to a new generation of would-be authors.

CBE (civil) awarded to CANADIANS 2012 (CBE)
2nd Type
25/02/2012 MULDER, Robert Frederick Dr For Service and Philanthropy CBE
Chatham, Ontario
He was born on a Canadian Armed Forces base in Chatham, Ontario but grew up in the
poor part of Eston, Saskatchewan, population 970. He never knew his father, a
serviceman who died of wounds sustained a couple of months after the Allied attack on
D-Day. His mother -- who is from the prairies -- brought the family back to Eston when
Mulder was six and eventually remarried. Mulder went to school there and attended the
Eston Full Gospel Church where he became a committed evangelical Christian. It is
where he learned about tithing or the act of voluntarily giving a portion of one's earnings
to support the church. "I started tithing at a very young age, it was the thing to do, even
when I went to university I tithed from my scholarships. Tithing is a bit like table manners
if you start early in life it comes naturally later. So why would I give it up? I started to
double tithe and triple tithe and I often do think of my giving as a tithe” - Mulder
Mulder went on to the University of Saskatchewan and then Brown before heading to
England in 1968 to study a Doctorate of Philosophy in religion at Oxford. He finished his dissertation, but he says he had become disenchanted
with Christianity after it failed to withstand his intellectual inquiry. "The thing that got to me was the problem of evil, the idea of a perfectly 'good'
God letting things happen to people that they weren't responsible for … and how a ‘good’ God could send millions of Africans and Asians to Hell
when it wasn’t their fault"
Mulder found himself spending more and more time at Oxford's Ashmolean Museum of Art and Archaeology and travelling to London's big
weekend art auctions on Bond and King Streets. Mulder says a good eye and diligent research helped him become adept with the Old Masters
and their religious allegories. Over the next two years, Mulder opened his own art dealership and eventually accepted an invitation by wealthy,
connected investment banker, Jacob de Rothschild, to set up a print department at the famous Colnaghi gallery. Mulder didn't elaborate on the
exact way things fell into place for him. But he says the often tricky entry into British high society may have been mitigated by being Canadian.
"I think it was partly coming from the prairies. I wasn't shy going in anywhere. In those days the art market in London was a very class-ridden
profession. But all of this went completely over my head because I came from a completely classless society. I think because I had a Canadian
accent people forgave me for not observing the same protocols"
Over the last forty years, Mulder has turned his success in the art world into a platform for his real passion: giving. Ironically, Mulder is having
his biggest impact at time when giving has become an art in of itself. Modern philanthropy is nothing like the endowment era of Carnegie,
Rockerfeller and Ford where a healthy donation often ended with one's name on a concert hall, faculty building or hospital wing.
It is a complex hybrid of philanthrocapitalism, big non-profits and rich private donors all of whom have helped usher in the era of professional
fundraising. Star benefactors like Bill and Melinda Gates or Seymour Schulich get the headlines, but philanthropy is just as likely to come from a
pre-teen like Ryan Hreljac whose foundation helps build wells in Africa.
Venture philanthropists target the high-tech sector, prize philanthropy seeks out innovators, vote-philanthropy the community. All are supported
by a specialized industry who invest, protect and administer this wealth. This new model of philanthropy is funding the social projects that local
and national governments either cannot or will not fund. Then there is Frederick Mulder. Mulder has made his fair share of large individual
donations and continues to do so. But Mulder wants to make philanthropy less intimidating, more personal and more accessible to the masses.
He has helped establish two principle organizations to do this: The Network For Social Change and The Funding Network. (We’ve) set up an
environment where it is normal to be generous, and that makes the exercise of giving an interesting and rewarding one and to do it as part of a
group – you feel like you’re doing much more if you pool your funds with those of other people.
The Network for Social Change was one of the UK's first groups to focus on the 'giving circle,' or the act of bringing small groups of people
together and using their collective financial clout to fund charitable causes. Typically, TNSC's 100 members spend around $2 million annually
to promote progressive social and ecological change. The Funding Network is often called the 'Dragon's Den' of giving. Like TNSC, it is a
53
giving circle but with larger groups who have smaller budgets. Since 2002, TFN chapters in England, Canada and South Africa have raised
about $5 million for 350 causes.
Mulder says everyone can and should be able to know what it feels like to make a difference. He includes his rich friends and business
colleagues within this mantra and is renowned for the creative ways he has helped make philanthropic converts.
The Ambassadors for Philanthropy website sums it up this way: His giving creativity shows in many ways, from underwriting press advertising
for Greenpeace, the anti-apartheid movement and other causes, to challenging art clients to donate the difference between his prices and their
offers, and raising almost £130,000 by offering neighbours perpetual access to his land in exchange for a charity gift"
Mulder currently lives among London's rich and famous in Belsize Park. Business is good, his children and grand-children are there. Mulder
says this is home. One of 73,000 Canadians in England, he has resisted the urge to take up British citizenship but continues to work actively
on behalf of Canadians living in England. He has raised money for overseas students, war veterans, a Canadian hospital that teaches
paediatric doctors and helped underwrite the recent "Group of Seven" exhibition at Dulwich. But in late January, Mulder plans to give back to
his country of birth. He will return to Canada to donate a set of original Picasso linocuts to his alma mater-- the University of Saskatchewan's
new collection will be the largest of its type in the country: I thought 'what could I do for the university' and I thought 'I can give them some
Picassos.' I'm a great believer that when you get to a certain position in life (you) make sure you honour the people and places that you come
from so I am giving these prints in honour of individuals from Saskatchewan who were important in my life.
After that, there is his visit with the Queen. Mulder will be at Buckingham Palace in February to add a CBE (Companion of the British Empire) to
his growing philanthropic trophy case.
Mulder has met the Queen before and worked with Prince Charles on his plan to get big pension funds to donate some serious money to
environmental issues. There are also whispers that a collaboration between Prince William and Catherine Duchess of Cambridge is in the
works.
